INMATE ABSENCE PROCEDURES MANUAL
FOREWORD
1. This Manual is issued pursuant to the Working Group's
Mandate which appears as appendix "A". Detailed
instructions in the manual govern the procedures to
be used for implementation of the project in CPS/NPS.
The Manual will be known as the "Inmate Absence
Procedures Manual".
2. This Manual of procedures supersedes articles 2.13,
2.14 and 2.15 of the IDRIS Manual of Procedures issued
in March 1973. The Inmate Absence Procedures Manual
is the authority to implement the systems change and
will serve as the Instruction until such time as it
is supersedes by permanent instructions.

3. The implementation of this project has been approved
by the Joint Policy Operations Committee on January 13,
1977 following a successful trial period in Ontario.

4. Suggestions and comments on the project should be
directed to Mr. D. Hoye at NHQ in writing or by

PART I:
TEMPORARY ABSENCES
SECTION 1 - GENERAL
ADVANCE NOTIFICATION OF UNESCORTED TEMPORARY ABSENCES
1.
Objective
To provide advance notices to police and to the National
Parole Service of all authorized Unescorted Temporary
Absences granted in accordance with section 26 of the
Penitentiaries Act.
2.
Procedure
The Unescorted T.A. Permit must be completed without delay
following approval of the absence. Judgement will be
exercised at all times to select the appropriate means of
communication so as to ensure that CPIC, destination police
and NPS are provided with advance notification. The means
of communication are Mail, Telex and Telephone. For
detailed permit processing procedures see steps 68 to 129
(a). Mail
Guide: The permit must be prepared more than one
(1) week prior to departure date. In all
other cases telex or telephone must be used.

Originate Unescorted T.A. Permit,
2.
Dispatch copy 2 to the designated CPIC terminal.
Select appropriate address from Appendix "E".
3.
Dispatch copy 3 to the destination police. Refer
to the Community Assessment for the appropriate
address,
4.
Dispatch copy 4 to the NPS District Office in
authority at the destination. Refer to the
Community Assessment for the appropriate address,
5.
Mark all envelopes "T.A. Program".

Telex
Note: 1.
Telex notification is provided when the
permit is prepared less than one (1) week
before departure and the absence exceeds
twenty-four (24) hours.
2.
The telex is sent to the designated area
CPIC terminal and the NPS District Office
in authority at the destination. The
destination police will be notified via
the CPIC network.

Dispatch telex message'to the telex centre,
4. Mark "Confirmation" on copies 2, 3 and 4 of the
Unescorted T.A. Permit (PEN 1001),

T.A. Permit according to (a) 2, 3, 4 and - 5 above.
Telephone
Note: Telephone notification is to be provided when
absences are for less than a twenty-four (24)
hours period.

T.A. Permit according to (a) 2, 3, 4 and 5 above.
Cancellation
If for any reason the Unescorted T.A. Permit is cancelled
after notification has been made to the police and NPS a
further notification must be made without delay.
If the
notification is made by telephone or telex confirmation is
required. This should be done by mailing the original
(inmate's copy) with a notation written in bold letters
across the permit "Cancelled" and the date cancelled.
Photocopy as required.

Coding Structures (Purpose, Category, Completion)
Permit Purpose
The purposes for which temporary absence permits may be
granted are outlined in C.D. 228. Unfortunately, coding
structures for permit purposewere not originally designed
to correspond to C.D. 228. In the meantime you may find,
from time to time, that the codes outlined below do not
precisely reflect the purpose for which the T.A. has been
issued. Alternatively, more than one purpose code might
be applicable. In these instances we would ask that you
use your best judgement in selecting one code. If no
specific code seems appropriate, use one of the nother"
purpose codes.

Inmate Category
C.D. 228 regulates the use of temporary absences. For certain
inmates special restrictions and conditions apply (see C.D.
228 section 6 and any other applicable RHQ instruction).
The following coding structure is used to identify all inmates

inmates category, the inmate's classification officer should
be consulted.
The category of an inmate remains the same throughout his term
in penitentiary, regardless of his security classification.
The only exception is a change in offence as a result of
judicial action (je, appeals reducing offence conviction, or
additional convictions).
It is possible that an inmate will fit into two categories
(e.g. Capital murderer (code 01) is also a Lifer (code 08).
In such cases please use the lowest applicable number code
(code 01 in the above case). Another example: An Habitual
Criminal (code 06) is identified as having been affiliated
with organized crime (code 08). In this case use code 06.

Completion Code
The completion code describes the way in which a Temporary
Absence was terminated. This coding structure is as
follows:

TA coinciding with date of release.
NOTE: Extension
An extension is an authorized adjustment to the Temporary
Absence Return Time made after the inmate has left the
institution. Therefore, the return time on the permit
will be earlier than the time of return revised "extended"
time by which the inmate must return. Any adjustment
made before the inmate departs on the T.A. must be
reflected on the permit by cancelling the original permit
with completion code 07 and issuing a new permit with
the adjusted return end time.
The completion code 02, Extension-on time, applies only
to those permits that have been extended by the proper
authority and that the inmate completed on time. If
the inmate—Mls to return by the extended return end
time, then the completion code is 03 - Late, or 04-UAL
as appropriate.

When the completion code 02, Extension-on time, is used,
the original permit end te should not be altered. The
time at which the inmate returns to the institution should
be recorded as Actual Time of Return Date as with all
completed permits.

in authority for the area of the destination address. The

PART I - TEMPORARY ABSENCE
Section 3 - Detailed Procedures
INTRODUCTION
The detailed procedures outlines each action required of Living
Unit Officer, Classification Officer, TA clerk, Inmate Training
Board/Living Unit Team. Steps 1 to 129 are to be followed for
normal inmate originated requests for Temporary Absence (TA) or
when presented by Institutional Officers for rehabilitative
purposes. The approval instrument in these instances shall be
the "Review of Application for Temporary Absence" form (PEN 1056)
and the authority to sign TA Permits may be delegated at the
Institutional Director's discretion.
When emergency situations arise during the silent hours or week
ends or when a TA must be granted on short notice the Review of
Application for Temporary Absence process could be by-passed
and the "Temporary Absence Permit" will become the approval
instrument. Authority to sign Temporary Absence Permits in these
situations should be restricted to the Director, Director's
alternate and the Officer-In-Charge of Institution at the time
that the situation arises. A report outlining the situation and
reasons for action taken should be prepared and placed on the
inmate's bulk file for record purposes.

Working Group
Mandate
1.
Authority
The "Working Group" on Improved Federal Correction/Law
Enforcement Interface is established under the autho. rity of the Commissioner of Penitentiaries, Solicitor
General.
2.
Responsibility
The team is responsible, within a minimum period of time,
utilizing resources available to them, to plan, organize,
and implement a communication system to provide law
enforcement agencies with more relevant and timely information pertaining to; Federal Offenders Lawful Absence
(F.O.L.A.) i.e. Temporary Absence, Parole, Day Parole and
Mandatory Supervision, and, to Federal Offenders Unlawfully
Absence (F.O.U.A.) i.e. Escapes and Unlawfully at Large.

Terms of Reference
a)
To implement a system designed to ensure that the
CPS Preventive Security Division is advised of
certain selected categories of Federal Offenders
Lawful Absence (F.O.L.A.) prior to the event.
b)
To ensure that the law enforcement agencies are
notified effectively of unescorted Federal Offenders
Lawful Absence (F.O.L.A.) before they leave the
institution, and . that they are advised in a uniform
manner of the Federal Offenders Unlawful Absence
(F.O.U.A.) by the quickest means available, and to
provide these agencies with necessary information
to update these absences.
c)
To standardize the procedures and forms by which
Federal Offenders Lawful Absence (F.O.L.A.) and
Federal Offenders Unlawful Absence (F.O.U.A.) are
administered to minimize commitment of field
resources.

d)
To revise the data capturing and dissemination
mechanisms on Federal Offenders Lawful/Unlawful
Absence to meet these new requirements, and,
e)
To evaluate and review the operation of the
revised Federal Offenders Lawful/Unlawful
Absence Reporting System until the project is
operating effectively.

Scope
The Group will be required to carry out liaison and
communicate with appropriate agencies of Federal,
Provincial and Municipal governments in the correction
and law enforcement field. In carrying out their terms
of reference, the team members will work within
established policies and operating budgets.

Accountability
The "Working Group" is directed by Mr. D. Hove
Chief', Planning Coordination, who is to be accountable
to the executive members of the Federal Correction
Agencies.

INMATE ABSENCE PROCEDURES MANUAL
Glossary of Terms
For the purpose of the project, the following listed words or
phrases mean:
Bulk file -- The general inmate file that provides for the accumulation of all documents which are not identified
with the Case History Summary file. (IDRIS FILE)
Code -- A one, two or three digit number which has been assigned
a particular meaning.
Category -- An inmate Classification according to the special
restrictions in CD 228 (6).
Completion -- The conclusion successful or otherwise to a temporary absence.
Confirmation -- Verification of an oral communication by written
copy.

Departure Time, Date -- Authorized time and date when the inmate
leaves the institution on temporary
absence.
Designated police address - The OPP address which has been identified to receive notification of
inmate absences.
Destination -- The address which the inmate gives as the location
to which he wishes to proceed on temporary absence
and where he can be contacted.
Destination Code -- The National Parole Service District Office
in authority for the destination location.
Represented by three digit numeric code.
Eligible -- The status of an inmate whose category and length of
time spent in an institution satisfy the criteria
required for temporary absence privileges.
End Time, Date -- Authorized time and date when the inmate must
return to the institution from temporary
absence.
Escort -- Type of escort for inmate on the temporary absence
(Security or Resocialization).

Extension -- A period of time duly approved for temporary absence
in addition to that authorized on the original permit.

Extra conditions -- Additional restrictions imposed on an inmates
temporary absence as approved by the Director.
Institutional code -- The responsibility centre code as specified
in the Financial Services manual.
ISI -- The Inmate Statistical Information section at NHQ which
receives and processes a copy of all TA permits.
Jurisdictional police -- Police who have territorial jurisdiction
in the area where the institution is
situated.
Lawful Absence -- Authorized temporary absences, day parole and
mandatory supervision.
Pending file -- A file containing documents which are non hold n ,
awaiting the next step in the processing procedure.
Permit Number -- Unique number assigned to permit from the TA
Permit Control Sheet.
Purpose -- The reason for the inmates requested temporary absence.
Special Restrictions and Conditions -- The criteria set out in
Para. 6 of CD 228.
Sponsor -- Individuals, community based agencies, or police forces
that the inmate can go to for assistance if he is
encountering problems while on temporary absence.
Recapture -- Return to the custody of appropriate authority (police
or corrections) following unlawful absence.
Return Time, Date -- The actual time and date when the inmate
returns to the institution (regardless of
permit End Time, Date.
Unlawful Absence -- Escapes and unlawfuly at large.

Bill C-84 Temporary Absences
1. This instruction supercedes all those previously issued on the
matter of TA for inmates serving life imposed as a minimum sentence.
It refers to both escorted and unescorted TA for rehabilitation and
humanitarian reasons.
2.
Section 21 of Bill C-84, which came into force 26-7-76, stipulates that:
except for escorted Temporary absence for medical reasons, no TA.
will be granted to any inmate sentenced to imprisonment for life
. without eligibility for parole for a specified number of years before
he has served all but three years prior to PED and in addition has NPB
approval. These requirements apply to any inmate who:
(a)
(h)
(c)
was sentenced to life for murder on or after 1-1-74; or
has had his sentence of death commuted to a life sentence on
or after 1-1-74; or
was sentenced to death for murder between 29-12-72 and 31-12-73
which sentence by virtue of section 8 of the Criminal Law
Amendment (Capital Punishment) Act is deemed to be a life
sentence. (Section 6(B) of Commissioner's Directive 228).
3.
Following the passage of Bill C-84 it was decided by the Minister
to apply the same principles to inmates serving a sentence of life
for murder who were sentenced prior to dates covered in paragraph 2
above. In order to implement the intent of the Minister's request,
and in the absence of legislative authority to grant TA's being
awarded to the Board, the Board will review these cases and make
recommendations to the Directors in whose hands the ultimate legal
authority resides.
4.
In the case of lifers sentenced for murder but not covered in
paragraph 2 above, the following will apply:
(a) these inmates remain eligible for TA in accordance with
Commissioner's Directive 228
(b) the Director of the Institution may continue to grant TA to
any inmate who was sentenced to life as a minimum punishment
and who was granted a TA before 17-11-76. However, NPB will
review all these cases and make recommendations to Directors
as to the advisability of continuing an individual series of
TA's.

in considering those inmates sentenced to life as a minimum sentence
and who have not been granted a TA prior to 17-11-76 and
subsequently request a TA, the request shall be referred to the
Board for a recommendation. On receipt of the Board's recommendation,
for either an individual TA or an individual series of TA's, the
Institutional Director shall make the decision.
Current procedures developed by regions for dealing with TA applications
requiring submissions to the Board, will continue to apply unless you
