Adoption of a Zoning By-law, affecting all lands within the boundaries of the City of Saint John, which would: a) divide all lands within the City of Saint John into zones; b) prescribe, subject to the powers vested in the Common Council, the Planning Advisory Committee, and the Development Officer, the purposes for which land, buildings, and structures in any zone may be used and regulate the standards to which land use, and the placement, erection, alteration, and use of buildings shall conform; c) prohibit the use, placement, erection, or alteration of land buildings, or structures other than in conformity with the prescribed purposes and regulated standards; and d) repeal the existing Zoning By-law C.P. 110. 1. Adoption of an amendment to the Municipal Development Plan which would: a) amend Policies LU-8 and LU-9, with respect to the establishment of the Primary Development Area; b) amend the preamble and Policies LU-75, LU-76, LU77, LU-78 and LU-80, and add a new Policy LU-80.1, with respect to Industrial Areas; c) repeal the preamble and Policies LU-108 and LU-109, with respect to the Rural Industrial Area; d) amend Policy LU-118, with respect to the Federal Transportation designation; e) add a reference to Policies LU-71 through LU-82 after Policy LU-120; and f) repeal the existing Schedule A – City Structure and the existing Schedule B – Future Land Use, and replace them with a new Schedule A – City Structure and a new Schedule B – Future Land Use. The proposed new Zoning By-law is intended to provide the regulatory framework that implements the modern direction for land use planning, growth, development and investment in the City as set out during the PlanSJ process. The proposed related amendment to the Municipal Development Plan incorporates modifications to the policies and schedules of the Plan that are required to ensure clear alignment between the Plan and the proposed new Zoning By-law. The proposed Zoning By-law and related amendment to the Municipal Development Plan, as well as additional explanatory documents, may be inspected by any interested person at the office of the Common Clerk, or in the office of Growth and Community Development Services, City Hall, 15 Market Square, Saint John, N.B. between the hours of 8:30 a.m. and 4:30 p.m., Monday through Friday, inclusive, holidays excepted. The documents are also available online at www.saintjohn.ca/zonesj. Written comments concerning the proposed Municipal Plan amendment and Zoning By-law may be submitted to the Common Clerk by mail at the City of Saint John Common Clerk, PO Box 1971, Saint John, NB, E2L 4L1, by e-mail at [email protected], or by fax at 506-674-4214. Members of the public who wish to address Council at the public hearing scheduled for September 8, 2014 (and if required continued on September 9, 2014) are asked to notify the Common Clerk in advance of the hearing to have their names added to the speakers’ list. Planning Advisory Committee Meeting The proposed Zoning By-law and related Municipal Plan amendment will also be considered by the Planning Advisory Committee (the “Committee”) at a meeting to be held in the Council Chamber on Wednesday, August 20, 2014 at 6:00 p.m. and continuing, if required, in the Council Chamber on Thursday, August 21, 2014 at 6:00 p.m. Members of the public may address the Committee at the meeting or submit comments in writing not later than Tuesday, August 19, 2014 by mail addressed to the Planning Advisory Committee, City of Saint John Growth and Community Development Services Department, P.O. La modification connexe proposée du plan d’aménagement municipal vise à apporter les modifications aux principes et aux annexes du plan qui s’imposent pour assurer la nette correspondance entre le plan et l’arrêté de zonage proposé.
