Minister of Development, Investment and International Cooperation
Tunisia 2020, the first International Conference on Investment in Tunisia, is a fundamental
step for the accomplishment of our young democracy.
The presence of so many participants, in such great numbers, from so many different
countries, is a very encouraging sign for achieving our objective – to make Tunisia a
destination of choice for investors.
To this end, the 2016-2020 Development Plan marks the State's willingness to pursue an
economic strategy that is clear, dynamic and open to institutional and private investors. The
adoption of the new Investment Code by the Assembly of the Representatives of the People
on 17 September reflects the government's determination to strengthen the attractiveness of
our economy. It enters into force in January and further reforms aimed at greater flexibility in
administrative channels are being developed.
During these two days, you will be able to discover these advances and discuss them with
members of government and the representatives of our institutions. Our common wish is to
show you that, today, Tunisia is directing its efforts and its energy towards the economy.
To use an old African proverb that says, “If you want to go fast, go alone but if you want
to go far, go together”, we are counting on you to join so that, together, we can put Tunisia on
the path to economic recovery. Tunisia 2020 has brought together an exceptional group of
financiers, captains of industry and international decision makers. Numerous panel
discussions and roundtables will give you the opportunity to confirm that, in many key
sectors, Tunisia is highly competitive, close to European markets, at the gateway to promising
African markets and an intersection of vital international links, whether air, sea or
telecommunications.
We hope that all delegates from all economic sectors get acquainted and develop projects and
partnerships with their Tunisian counterparts. We will be at your side to see them through
successfully.

“The Tunisia 2020 International Conference is a first-of-its-kind event and a milestone in the
2016-2020 Economic Development Plan.
Over 140 investment projects will be presented on 29 and 30 November, representing a total
investment of 65 billion dinars, split between 66 public projects, 34 private and 42 publicprivate partnerships.
The participation of international business and political personalities will highlight the
reforms already undertaken by the government and present the Plan’s new projects. They
will enable us to bring back foreign investors, and emphasise new laws and security and
recover our regional leadership in the investment market.
One of the objectives of this conference is to consolidate the political gains by the resumption
of investments and the improvement of the country’s image. We did a series of road shows in
the United States, Asia and Europe and we are very proud today to be meeting over a
thousand people from all over the world, more than 40 international delegations and all of
you, who, through your presence in Tunis for this conference, are showing your support.
The conference comprises three plenary sessions and nine concurrent thematic sessions to
present our business sectors and know-how, exchange ideas and hold discussions with key
economic players and also identify investment opportunities.
We would like to extend our warmest thanks to all those who have contributed to the success
of this programme. The Ministers, who were personally involved, our 70 speakers and all the
volunteer moderators handled the organisation of their sessions themselves.
With all of you, we will succeed in putting Tunisia back at the heart of economic discussion
and in returning our country to the position it deserves internationally.”
Conference highlights
A democratic Tunisia, on the road to inclusive and sustainable development:
Tunisia 2020, the first International Conference on Investment in Tunisia, brings together
investors and Tunisia’s economic partners in the presence of HE Mr. Béji Caïd Essebsi,
President of the Republic of Tunisia, foreign Heads of State and Governments, and Tunisian
and international financial institutions.
The official opening ceremony, presided over by the President of the Republic, in the
presence of the head of the Tunisian Government Youssef Chahed and his ministers, foreign
Heads of State and Governments and over 15 official delegations from the United Nations,
Germany, Canada, France, Qatar and Algeria. It will be themed “Economic recovery is
imperative to the reinforcement of the democratic process”.
Fadhel Abdelkefi, Minister of Development, Investment and International Cooperation, will
present the country's major projects in the presence of eminent figures such as Werner
Hoyer, President of the European Investment Bank (EIB), Tony Elumelu, Chairman of the
Tony Elumelu Foundation, Hafez MH Ghanem, Vice President of the World Bank, Alain
Pilloux, Vice President of the European Bank for Reconstruction and Development (EBRD),
Terri Bresenham, President & CEO of Sustainable Healthcare Solutions GE Healthcare, Assaad
Razzouk, CEO of Sindicatum Sustainable Resources, Philippe Castagnac, President of the
Mazars Group, Pradeep Kumar, Vice President of HPE Enterprise Group, and Gilles
Bonnenfant, President of Eurogroup Consulting, among others.
Also scheduled during this two-day conference are three plenary sessions under the themes:
“Tunisia, a services hub open to international markets”, “An industrial and technology hub at
the gateway to Europe and Africa ” and “The Green Economy: for an integrated development
model”.
An additional nine concurrent thematic sessions will tackle the issues of “The Digital
Economy: making Tunisia a regional hub”, “Tourism: Tunisia, a new destination”, “Education,
the knowledge economy”, “Automotive and aeronautics industries: Tunisia, a competitiveness
cluster”, “Health and pharmaceutical industry, regional opportunities”, “Textile industry,
which recovery strategy?”, “Electricity and renewable energy: new prospects”, “Agriculture
and agribusiness, redefining strategic guidelines” and “Water management, the efficiency
imperative”.
In terms of investment opportunities, local and foreign investors and lenders will be
presented with over 64 public projects, 34 public-private partnership (PPP) projects and 44
private sector projects across 20 sectors (transport, digital, regional development, etc.) with
an overall value of more than 67 billion dinars.
All in all, more than 2,000 Tunisian and international economic players will participate in
these discussions, showing that Tunisia is more than ready to reclaim its position at the heart
of international trade.
2016-2020 Plan: An ambitious plan to drive development
At the gateway to Africa and Europe, Tunisia is situated in a prime position near the busiest
sea and air routes. Preferential trade agreements have been signed with several Arab and
African countries, as well as a Free Trade Agreement with the European Union in 1995.
Increased trade has allowed the country to develop an industrial fabric and quality services.
A five-year plan launched in 2016, TUNISIA 2020 is designed to enable the country to achieve
an annual growth rate of over 4% by 2020. As a true social initiative that takes into account
all sections of the population, it defines a new vision of social and economic development by
focusing on highly qualified human resources and top rate infrastructure.
To achieve the objectives of the plan, the Government of Tunisia is implementing numerous
structural reforms essential to achieving more efficiency and the promotion of private
investment.
TUNISIA 2020, a Development Plan based on five priority pillars:
Pillar 1: Good governance, public administration reforms and anti-corruption measures
Pillar 2: Transition from a low-cost country to an economic hub
Pillar 3: Human development and social inclusion
Pillar 4: Realising regional ambitions
Pillar 5: The Green Economy, pillar of sustainable development
The projects:
TUNISIA 2020 is based on flagship projects to strengthen national and international
investments in the Tunisian economy. The Plan aims to mobilise $60 billion in investments
over the next five years, 40% of which are Government and public projects, and includes
more than 100 projects that require innovative financing, including Public-Private
Partnership (PPP).

Omar Béhi has a PhD in Agricultural
Sciences from the University of
Montpellier and the National Institute of
Paris Grignon and has devoted his career
to research, in particular at the National

Fisheries (2012-2013), of which he was
also vice-president in charge of animal
production and scientific research, before

Roberto Vigotti graduated in electrical
engineering from the University of Pisa
in Italy in 1971. In 1974, he joined the
R&D department of the ENEL energy
group. He taught at the University of
Pisa and then joined the International
Energy Agency from 1998 to 2010, where

group on renewable energies. Since
2012 he has been Secretary General of
