Commission to
the Kingdom of
Cambodia,
Mr. Rafael Dochao
Moreno, has
arrived in
Cambodia. He has
assumed his function on Friday 3 August.
"It is a great pleasure for me to come to Cambodia
and be able to contribute to the development of
this country and its relations with the European
Union. The relationship between the European
Commission and Cambodia has always been
excellent, and we will continue to work together
to reduce poverty and achieve social and
economic progress through providing aid,
promoting trade and supporting democracy
and human rights,” said Mr. Dochao Moreno.
A Spanish national, Mr. Rafael Dochao Moreno
has served with the European Commission for
the past 21 years. In his last assignment
Mr. Dochao was responsible for the EuroMediterranean Partnership also known as the
Barcelona process. From 1998 to 2002 he was
posted in Lima, Peru as Deputy Head of the
European Commission Delegation, and before
that Mr. Dochao spent five years in the
Commission's Delegation in Rabat, Morocco,
where he worked as Counsellor for
Cooperation, Press and Information and
Cultural affairs. Mr Dochao started his career in
the European Commission working as the
geographical desk for Myanmar and on the EU
relations with South East Asian countries.

d'Affaires a.i. de la délégation de la Commission européenne au royaume du Cambodge,
a pris fonction le vendredi 3 août.
"C’est grand plaisir pour moi de venir au
Cambodge et de pouvoir contribuer au
développement de ce pays et de ses
relations avec l'Union européenne. Les
relations entre la Commission européenne et
le Cambodge ont toujours été excellentes, et
nous continuerons à collaborer pour réduire
la pauvreté et réaliser des progrès sociaux et
économiques en fournissant l'aide, en
promouvant le commerce et en soutenant la
démocratie et les droits de l'homme » a
déclaré M. Dochao Moreno.
M. Rafael Dochao Moreno, de nationalité
espagnole, est au service de la Commission
européenne depuis 21 ans. Dans sa dernière
affectation M. Dochao était responsable du
partenariat euro-méditerranéen aussi connu
sous le nom de processus de Barcelone. De
1998 à 2002 il a travaillé à Lima au Pérou
comme chef adjoint de la délégation de
Commission européenne. Avant ça, M. Dochao
a passé cinq ans à la délégation de la
Commission européenne à Rabat au Maroc,
où il était conseiller pour la coopération, la
presse et l’information, et les affaires
culturelles. M. Dochao a commencé sa
carrière dans la Commission européenne
en
travaillant
comme
responsable
géographique pour Myanmar et sur les
relations de l’Union européenne avec les
pays d’Asie du Sud Est.

The European Commission's current grant
commitment of over €100 million for development activities in Cambodia was discussed at
the fourth EC-Cambodia Joint Committee
meeting held in Brussels on 30-31 May 2007.
The current development actions cover mainly
rural development and the development of
SMEs in the agro-industry sector, education and
health, public financial management reform
and support for the Commune Councils,
human rights and private sector development.
L’engagement actuel de la Commission
européenne relatif à une subvention de plus de
100 millions € visant des activités de développement au Cambodge a été débattu à
l’occasion du quatrième Comité mixte
CE-Cambodge qui s’est tenu à Bruxelles les 30
et 31 mai 2007. Les actions de développement
prévues
concernent
notamment
le
développement rural et l’expansion des PME
dans le secteur de l’industrie agroalimentaire,
l’éducation et la santé, la réforme de la gestion
des finances publiques et l’appui aux conseils
communaux, les droits de l’homme et
l’expansion du secteur privé.
For the period 2007-2010, the European
Commission has committed an additional €77
million in bilateral aid to Cambodia. An
estimated additional € 20-25 million of
Commission funds is also expected to be
allocated to the development cooperation work
of international and local NGOs in Cambodia.
Another important element of the fourth Joint
Committee was the first meeting of a newly
created Sub-group on 'Institution Building,
Administrative Reform, Legal and Judicial
Reform, Governance and Human Rights'. As in
previous Joint Committees, specific Sub-groups
of the Joint Committee covered, respectively,
Development Cooperation and Trade and
Investment.
Pour la période de 2007 à 2010, la Commission
européenne a pris l’engagement de verser un
montant supplémentaire de 77 millions € au
Cambodge à titre d’aide bilatérale, sans
compter une somme d’environ 20 à 25
millions € provenant des pays membres de la
Commission qui sera normalement versée en
faveur d’actions de coopération au développement assurées par des ONG internationales et
locales implantées au Cambodge.

constructive way, of the progress made in our
common agenda of promoting peace and
prosperity, democracy and sustainable development", said James Moran, Director for Asia in
the European Commission's DirectorateGeneral for External Relations.
Autre élément important marquant le
quatrième Comité mixte, c’est la tenue de la
première réunion d’un sous-groupe nouvellement créé, chargé du ‘Renforcement
institutionnel, de la réforme administrative,
juridique et judiciaire, de la gouvernance et des
droits de l’homme’. Suivant en cela le modèle
établi lors des précédents Comités mixtes, des
sous-groupes particuliers de celui-ci ont abordé
respectivement les thèmes de la coopération au
développement, le commerce et les investissements.

Europe Day

Members of the diplomatic corps in
Cambodia joined representatives from the
Royal Government of Cambodia, the
international community and Cambodian
civil society celebrated the Europe Day, at a
cocktail hosted by Ambassador Dr Friedrich
Hamburger, Head of the Delegation of the
European Commission to Cambodia, on
the 11th of May.
Le 11 mai dernier, des membres du corps
diplomatique en poste au Cambodge se
sont joints à des représentants du
gouvernement royal du Cambodge, de la
communauté internationale et de la société
civile cambodgienne pour fêter la Journée
de l’Europe, à l’occasion d’un cocktail
organisé par l’ambassadeur Dr Friedrich
Hamburger, chef de la Délégation de la
Commission européenne auprès du
Cambodge.
At the event H.E. Mr. Hor Namhong, Deputy
Prime Minister and Minister of Foreign
Affairs and International Co-operation,
joined the EU Ambassadors to mark the
Europe Day and to recall the excellent
relations between the EU and Cambodia in
a brief address.
On the Europe Day the EU commemorates
a declaration made by French Foreign
Minister Robert Schuman on 9 May 1950 in
which he called on European countries to
establish the "foundation of a European
federation".

Lors de cet événement, Son Exc. M. Hor
Namhong, vice-premier ministre et
ministre des Affaires étrangères et de la
Coopération internationale, a accompagné
les ambassadeurs de l’UE venus
célébrer la Journée de l’Europe. Dans une
brève allocution, il a souligné les excellentes
relations qui unissent l’UE et le Cambodge.
La Journée de l’Europe permet à l’UE de
commémorer une déclaration prononcée
le 9 mai 1950 par Robert Schuman, ministre français des Affaires étrangères, dans
laquelle il invite les pays de l’Europe à jeter
les « bases concrètes d’une fédération
européenne ».

The Fifth European Union Film Festival took
place at the French Cultural Centre in
Phnom Penh in the second and third weeks
of May, with a rerun of the programme at
the Royal University of Phnom Penh (RUPP)
later in the month. Fifteen feature films
were shown at the festival, each from a
different Member State of the European
Union.
Le cinquième Festival du Film de l’Union
européenne s’est déroulé au Centre
culturel français à Phnom Penh au cours
des deuxième et troisième semaines de
mai, suivi d’une reprise du programme à
l’Université royale de Phnom Penh (URPP) le
même mois. Quinze longs métrages
de différents Etats Membres de l’Union
européenne ont été présentés pendant le
festival.
The projection of the EU Film Festival at
RUPP's Cambodia Communication Institute
was a good opportunity for Cambodian
students to enhance their understanding of
European culture in all its diversity. EU Film
Festivals are organised by EC Delegations
together with EU Embassies in many
countries around the world.
Le Festival du Film présenté dans l’Institut
des Communications du Cambodge, qui
dépend de l’URPP, a offert une excellente

"I learnt a lot from the EU Film Festival. The
EU films provided me some knowledge
about the EU culture, civilization and the
condition of people living today and in the
past," said Mr. Touch Yinmony, second year
student at the Department of Media and
Communication.
Ms. So Sorthy, a first year student at the
Department, added: "I have learned about
the history of the EU's foundation and its
progress has been explained in detail. I
have also seen different cultures and social
lives in different countries on the European
continent. Through the films, I am pleased
with the messages I got from each film."
« Le Festival du Film de l’UE m’a permis
d’apprendre une foule de choses. Les films
de l’UE m’ont fait connaître les différentes
cultures et les différentes civilisations des
pays de l’UE, ainsi que la condition des
populations d’aujourd’hui et d’hier », a
déclaré M. Touch Yinmony, étudiant en
deuxième année au Département des
Média et de la Communication.
Mlle So Sorthy, étudiante en première
année dans le même département, a ajouté
: « J’ai appris des choses concernant
l’histoire de la fondation de l’UE ; les
progrès enregistrés par celle-ci ont été
expliqués dans le détail. Grâce à ces films,
j’ai également pu observer différentes
cultures et la vie sociale de différents pays
du continent européen. J’ai reçu avec plaisir
les messages provenant de chaque film. »
A better life in Toul Khpors

village de Toul Khpors
Things are definitely looking up for Mrs. In
Meng and her family. Going to bed hungry
and depressed with many concerns has
become a thing of the past. Now there is
food on the table, more money at the
family's disposal, and one of Mrs. In Meng's
children is now able to enjoy higher education.

pour Mme In Meng et sa famille. Aller au lit
le ventre encore tenaillé par la faim et
angoissée par de nombreux problèmes,
tout cela appartient désormais au passé.
Maintenant sa famille est correctement
nourrie, elle dispose de plus d’argent et
l’un des enfants de Mme In Meng a la possibilité de faire des études supérieures.
"Now I am busy and tired, but I'm happy.
Because there is plenty of work through
which I can make enough money for my
family, especially to support my youngest
son to study for his graduation from Prek
Leap Faculty of Agriculture," said Mrs. In
Meng, head of one of the poorest families
living in Toul Khpors village, located 45
kilometers south of Prey Veng town.
Previously her family struggled to support
many family members (five children and
her parents) from farming a small plot of
land. With limited knowledge on how to use
the land effectively, the In family used their
land only in the wet season and not in the
dry, causing the family to face food shortages during at least two to three months
every year.

To improve the quality of life of the Prey
Veng farmers such as In Meng the Comité
Français Pour La Solidarité International,
together with its local partner Centre
d'Etude et de Developpement Agricole
Cambodgien (CEDAC) and with financial
support from the European Commission, is
running a four-year project which aims to
improve the quality of life of the farmers
and their families by increasing and diversifying agricultural production and improving natural resources management.
Out of the 78 households in Toul Khpors
village 22 have taken part in the project.
Mrs. In Meng and her family have learnt
about agricultural techniques such as
System of Rice Intensification, Multi
Purpose Farm, Home Garden, Ecological
Chicken Raising, and Fish Breeding. In
addition, Mrs. In Meng learnt about social
knowledge such team work, health care,
leadership and management.
CEDAC Field Worker Mr. Ma Veasna says
that after taking part in the EC-funded
project farmers, including Mrs. In Meng's
family, have made more income, with
sufficient food to eat and some money for
their social activities.

Empowering Cambodians
to protect themselves
Serious poverty leaves a large section of the
rural Cambodian population vulnerable to
human rights violations such as sexual
abuse, labour exploitation and human
trafficking. This vulnerability of villagers in
the Cambodian countryside is often aggravated by a lack of community-based
support mechanisms and a limited understanding of the risk of trafficking and the
techniques used by traffickers. Gender

et de développement agricole cambodgien
(CEDAC) et grâce au soutien financier de la
Commission européenne, met en œuvre un
projet s’échelonnant sur quatre ans visant à
améliorer la qualité de vie des cultivateurs
et de leurs familles en augmentant et en
diversifiant la production agricole et en
améliorant la gestion des ressources
naturelles.
Des 78 ménages dans le village de Toul
Khpors, 22 ont participé au projet. Mme In
Meng et sa famille ont appris différentes
techniques agricoles, entre autres le
système d’intensification de la riziculture,
l’agriculture polyvalente, la culture
maraîchère, l’élevage écologique de
poulets et la pisciculture. De plus, Mme In
Meng a appris certains éléments de la vie
sociale, notamment le travail d’équipe, les
soins de santé, le leadership et le management.
M. Ma Veasna, animateur sur le terrain du
CEDAC, affirme qu’après avoir participé à
ce projet financé par la CE, les agriculteurs,
dont la famille de Mme In Meng, ont
augmenté leurs revenus, ont suffisamment
à manger et disposent même d’un peu
d’argent pour leurs activités sociales.

To work towards the elimination of trafficking, sexual abuse and labour exploitation
of Cambodian women and children, the
NGO Healthcare Centre for Children (HCC)
has received financial support from the
European Commission (EC) to engage local
authorities, monks, teachers and students
in Kampot and Prey Veng provinces. HCC
helps these communities to promote
advocacy, raise awareness and train the
local people in the field of children’s and
women’s rights, with the aim of reducing
the vulnerability to trafficking of women
and children at the village level.
HCC Director Ms. Sotheary Ly says that the
participatory approach of School Based
Protection Networks (SBPNs) is one of the
most important instrument in achieving the
objectives of the project: to reduce trafficking and exploitation and also to preventing
children from dropping out of school. "HCC
believes the most effective way to protect
children from human rights violations is to
empower them to protect themselves," she
adds.
Project field facilitator Mr. Nath Say adds
that the selected children were consistently
happy and proud to be chosen as members
of the SBPN. They acknowledge the importance of the role and seize the opportunity
to play a vital role in raising awareness in
their school and local community.

from Lork Secondary School in Kampot and
his 14 year old schoolmate Kov Sok confirm
that they are very excited to be members of
an SBPN. It helps them to protect their
communities, friends and themselves from
sexual abuse, labour exploitation and
trafficking. "I joined this group because I
want my community and my friends to be
aware of children rights, and problems like
sexual abuse, labour exploitation and
trafficking," explains Tuon Pheng.

An agreement of a new European Commission contribution of €10 million (over
US$13 million) for the Sector Policy
Support Programme: “EC Sector Budget
Support to Basic Education in Cambodia
2008-10”, has been signed by H.E. Mr. Hor
Namhong, Deputy Prime Minister, Minister
of Foreign Affairs and International
Co-operation and Mr. Erich Müller, Director
for Asia of the European Commission’s
EuropeAid Cooperation Office.
The three-year programme is set to
strengthen the institutional and human
resource capacity of the education sector to
deliver basic educationin an effective and
efficient manner. It will result in benefits
across the education sector, from central to
administration to school levels, as the
dialogue process will engage all partners in
a full sector-wide discussion. This will
sustain the long-term social and economic
development of Cambodia.
The new programme represents a
continuation
of
the
European
Commission’s ongoing support for
education in Cambodia, under the
programme “Targeted EC Support to
Pro-poor Basic Education Reforms in
Cambodia 2003-7” which has already
amounted to €20 million, (over US $27

Approves Work Plan 2007
In its first meeting on 22 June, the Board
that oversees an international trust fund for
the Cambodian budget of the Extraordinary
Chambers in the Courts of Cambodia
(ECCC) approved the implementation plans
for 2007. The European Commission has
contributed €1million (US$1.3 million) to
the trust fund that is administered by UNDP.
In the Board Meeting, the ECCC and the
trust fund donors reviewed the progress
made since the start of the project and
approved the Annual Work Plan and Budget
for 2007. The Board also considered the
recommendations made by UNDP's Office
of Audit and Performance Review in its final
audit report, issued in June 2007, on
strengthening the capacity of the ECCC to
ensure the quality and integrity of human
resource practices.
The Board of the "Special Support of the
Cambodian Side of the Budget for the
Extraordinary Chambers in the Courts of
Cambodia" is composed of representatives of the Extraordinary Chambers in
the Courts of Cambodia (ECCC), the
European Commission (EC), the United
Nations Development Programme (UNDP),
and the United Nations Department of
Economic and Social Affairs (UNDESA). The

EU: €7.4 million for Cambodia Trade Sector Development
The Financing Agreement between the
European Commission and Cambodia of
€7.4 million, (approximately US$ 10
million) on "EC Support to Cambodia's
Trade Sector Development Programme"
has recently been signed by H.E. Mr. Cham
Prasidh, Senior Minister, Minister of
Commerce and Mr. Erich Müller, Director
for Asia of the European Commission’s
EuropeAid Cooperation Office.
This EC contribution is designed to help
Cambodia develop its trade policy, so as to
maximize economic development and
poverty reduction.
The EC Diplomatic Mission, the Delegation
of the European Commission, expected
that the four year project : "EC Support to
Cambodia's Trade Sector Development
Programme" will support Royal
Government of Cambodia (RGC) efforts to
implement a more detailed and coherent
trade policy that contributes to the broadbased and sustainable economic development and to move closer to targets set in its
National Strategic Development Plan
(NSDP).
"This initiative will make a considerable
contribution to the development of Cambodian trade policy and the authorities' implementation capacity," said Mr. Daniel Costa
Llobet, First Secretary of the Delegation.
"The project will improve the environment
for private initiatives leading to poverty
reduction. By its Sector Wide Approach
(SWAP) format, it will also increase aid
effectiveness, by helping harmonize donor
activities. By supporting capacity building
within the RGC in a more logical and
comprehensive fashion I expect there to be
less, yet more effective, interventions in the
trade area. This will decrease transaction
costs for both the RCG and donors," he added.
The project is to be implemented by the
European Commission through its Delegation in Cambodia under the guidance of a
Steering
Committee
composed of representatives from the
Ministry of Commerce, European Commission, World Bank and other donors.
The total budget for the project is initially
estimated at €8.3 million, of which the
European Commission will contribute €7.4
million and other donors some €900,000.

to apply for as many programmes as you
sensibly can. Because the more programmes
you apply to, the more opportunity you will be
selected. I myself applied for four
programmes. Fortunately I was selected for
three – for two I was in the main list and
for one in the reserve list. As the EU can offer
one applicant only one scholarship, they asked
me to select one of them. I decided to take the
Erasmus Mundus Master of Global Studies.
Below, I would like to share my experiences
which I hope it can help those whose are
interested in receiving EU Scholarships.
The most important thing is for applicants to
focus their efforts on producing their motivation letter (essay), CV, and recommendation
letter. The key to success is to fully rely on the
applicants' ability to use these documents to
convince the selection committee.
Generally, the essay or proposal should be
clear, and directed to certain limited topics.
The selection committee is not interested in
very technical terms/matters. What they really
want to know is how good a candidate the
applicant is. Therefore please use this chance
to reflect a positive image of yourself (I mean
the applicant) through transforming technical
term/words into colourful pictures describing
how good you are, with none of word referred
to yourself.
Concerning the recommendation, frankly
speaking I have to say please ask the European
persons to write recommendation letter for
you. It is important to have European saying
that you are a good candidate. Regarding the
CV, the questions remain the same. Please
keep in mind that Europeans worship the
doctrine of cause and effect. Technically, you
must admit that Europe is one of the high tech
regions. This is of influence on their
perception. Particularly, the European world is
characterised by positive environment of
learning, which everyone is associated with.
Therefore if you can prove them through your
CV that you are part of the similar ecology of
learning, I mean technical learning, I am sure
the chance will be yours; your study record is
good; your are active participant in seminar,
conference, your work are associated with
research and learning programme in progressive manner, you have published so many
books, those are good condition which ensure
them that you are really the qualified

Le plus important, c’est que le candidat
focalise ses efforts en vue de rédiger correctement sa lettre de motivation (dissertation), son
CV et la lettre de recommandation. La clé du
succès réside dans la capacité du candidat à
faire valoir ces documents de manière à
convaincre le comité de sélection.
De façon générale, la dissertation ou l’essai
doit se lire clairement et n’aborder que certains
sujets limités. Le comité de sélection ne
s’intéresse guère à des thèmes très
techniques. Il se préoccupe avant tout des
éléments qui permettent d’apprécier le candidat à sa juste valeur. Il convient donc de
profiter de cette occasion pour faire une bonne
impression de soi-même (c’est-à-dire la
personne qui soumet la demande) en transformant les termes techniques en images
colorées qui traduisent ses aptitudes, sans
pourtant donner dans la fanfaronnade.
Pour ce qui est de la lettre de recommandation,
je dois vous dire franchement qu’il est
préférable de demander à des personnes
originaires de l’Europe de rédiger la lettre de
recommandation à votre intention. Il est
important que ce soit un Européen qui appuie
votre candidature. Quant au CV, les principes
sont les mêmes. N’oubliez pas que dans la
mentalité européenne, on privilégie la logique
de la cause et de l’effet. Il faut garder à l’esprit
que ’Europe est un haut-lieu de technologie de
pointe. Ceci influera sur la perception du
lecteur. Surtout, le monde européen est caractérisé par un environnement très favorable à
l’apprentissage, qui associe un peu tout le
monde. Par conséquent, si votre CV fait voir
que vous êtes de la même « écologie » en
matière d’apprentissage, c’est-à-dire
l’enseignement technique, je suis persuadé
que vous mettrez toutes les chances de votre
côté. Il faut que vous présentiez un bon relevé
de notes, que vous ayez participé activement à
des séminaires ou à des conférences, que vous
ayez suivi un programme progressif de recherche et d’apprentissage, que vous ayez
publié plusieurs communications, etc. Toutes
ces mentions sont de nature à mettre en
exergue vos qualifications, car vous présenterez ainsi des preuves que vous connaissez
bien l’environnement de l’apprentissage
technique. Cela vous aidera d’ailleurs à vous
préparer pour la vie dans le milieu universitaire
en Europe.

Chanthou joined the Delegation as Programme Officer for
Food Security in mid-January 2007 after spending three years
as Programme Assistant at the EC's Humanitarian Aid Office
(ECHO) until its closure in early 2007. Before joining ECHO,
Chanthou worked for many years for various international
organisations
including
WFP,
UNDP/CARERE
and UNTAC, for the Cambodian NGO SME Cambodia, and for
the Royal Government of Cambodia.

In early April, Vannsin joined the Delegation as Legal
Assistant. he had previously been working for more than
eight years for Oxfam GB in Cambodia as responsible
Programme Officer on issues including natural resources
legal reform (land, forestry and fishery), governance,
advocacy and granting.

New rules on cash at EU
borders

IN CASH?
Don't forget to declare it!
As from 15 June 2007, all travellers entering or leaving the EU are required to make a
declaration to customs authorities if they
are carrying €10,000 or more in cash (or its
equivalent in other currencies or easily
convertible assets such as bonds, shares,
traveller's cheques).
If anyone is fail to complete the declaration
or submit a false one, the cash could be
detained or seized; and the traveller could
be subject to penalties.
This initiative harmonises the rules to make
controls on the movement of cash across
borders more consistent. Its purpose is to
assist the efforts made at EU level to tackle
crime and improve security by cracking
down on money laundering, terrorism and
criminality.
All travellers should also be aware that
there are separate control and declaration
provisions for intra community cash movements in some Member States. These will
be applied in addition to EU rules.

rendant dans ou quittant l’UE est tenu de
présenter une déclaration aux autorités
douanières s’il est en possession de 10.000
€ ou plus en argent liquide (ou son équivalent dans d’autres devises ou sous forme
de valeurs facilement convertibles, par
exemple des titres, des actions ou des
chèques de voyage).
Si un voyageur ne remplit pas le formulaire
de déclaration ou fait une fausse déclaration, l’argent comptant est susceptible
d’être consigné ou confisqué ; le voyageur
risque par ailleurs d’encourir une peine.
Cette initiative harmonise les règlements,
tant et si bien que le contrôle sur les

EU-The Leader in the
Global Fight Against
HIV/AIDS
European Commission President José
Manuel Barroso pledged, on 31 May 2007,
€100 million for 2007 to the Global Fund to
fight against HIV/AIDS, and has proposed a
further €300 million over the following
three years.
"The European Commission is one of the
leaders in the global fight against HIV/AIDS,
Tuberculosis and Malaria. This pledge
keeps us there. It is part of the European
Union's commitment to the poorest and
most vulnerable, in terms of aid, trade and
political support," said President Barroso.
The European Commission has provided
€522 million to the Global Fund to fight
against HIV/AIDS, TB and Malaria (GFATM)
over the past five years. Taken together
with the funding provided by European
Union Member States, Europe has provided
some 55 percent of the US$ 10.4 billion in
funding pledges to the Global Fund.
The Global Fund Executive Director Michel
Kazatchkine said the commitment pledged
by the European Commission will help the
Global Fund extends lifesaving treatment
and prevention programmes to hundreds
of thousands of people. "By announcing a
four-year pledge to the Global Fund one
week before the G8 meeting, the European
Commission is showing true leadership
and challenging the G8 leaders to live up to
their commitments" he added.
The Global Fund has provided substantial
assistance to Cambodia, with an estimated
$94.9 million for Cambodia since 2003,
and it is expected that the additional EU
funding will help this support to continue.

L’UE mène la lutte mondiale contre le VIH/sida
Le président de la Commission européenne, José Manuel Barroso, a annoncé
l’octroi, le 31 mai 2007, de 100 millions €
pour 2007 dans le cadre de la Lutte mondiale contre le VIH/sida et a proposé 300
millions € de plus pour les trois années
suivantes.
« La Commission européenne se range
parmi les premiers intervenants dans la
lutte mondiale contre le VIH/sida, la tuberculose et le paludisme. L’engagement que
nous avons annoncé nous permet de
continuer à donner le ton. Cela traduit la
volonté de l’Union européenne d’accorder
son appui aux populations les plus pauvres
et les plus vulnérables s’agissant de l’aide,
du commerce et de soutien politique », a
affirmé le président Barroso.
Au cours des cinq dernières années, la
Commission européenne a versé 522
millions € au Fonds mondial de lutte contre
le SIDA, la tuberculose et le paludisme
(GFATM). Si l’on réunit les financements
assurés par les États Membres de l’Union
européenne, l’Europe à elle seule a versé 55
% des 10,4 milliards dollars américains des
contributions annoncées au Fonds
mondial.
M. Michel Kazatchkine, directeur exécutif
du Fonds mondial, a précisé que la contribution annoncée par la Commission
européenne permettra au Fonds mondial
de proposer des traitements et des
programmes de prévention au profit de

Tarabella, Member of the European Parliament and vice-chair of the Parliament's
Delegation for relations with the countries
of Southeast Asia and the Association of
Southeast Asian Nations (ASEAN).
The EC-Cambodia Joint Committee meets
every two years. It gives both sides the
opportunity to review and discuss all
aspects of the EC-Cambodia relationship.
The discussions confirmed the strength of
the ongoing relations and the commitment
of both sides to widen and deepen their
cooperation.
"On behalf the European Commission, I am
delighted to announce this new support for
social and economic development towards
sustainable poverty reduction in Cambodia," said Mr. Winston Mc Colgan. "With our
agreement on this new allocation of €77
million in bilateral aid to Cambodia for the
next four years, as well as through the
additional estimated € 20-25 million that
the EC will provide for the work of international and local NGOs in Cambodia in the
same time frame, I expect that Cambodia
will be able to move ever closer to the
targets set in its National Strategic Development Plan (NSDP)," added Mr. Mc Colgan.

étrangères et de la Coopération internationale, a participé à des rencontres bilatérales avec la vice-présidente de la Commission européenne, Mme Margot Wallström,
et le Commissaire européen pour le
commerce extérieur, M. Peter Mandelson.
Au niveau du Parlement européen, le ministre des Affaires étrangères du Cambodge
s’est réuni avec M. Marc Tarabella, membre
du Parlement européen et vice-président de
la délégation parlementaire chargée des
relations avec les pays de l’Asie du Sud-Est
et l’Association des nations de l’Asie du
Sud-Est (ANASE / ASEAN).
Le comité mixte CE-Cambodge se
réunit une fois tous les deux ans. C’est
le moment pour chacune des parties
d’analyser et de discuter de tous les
aspects des relations unissant la CE et
le Cambodge. Ces discussions ont par
ailleurs confirmé la robustesse des
relations en cours et la volonté des
deux côtés d’élargir et d’approfondir
leur coopération.

EC and Cambodia sign agreement on €77 million cooperation programme

COLGAN, Chargé d' Affaires a.i. of the
Delegation of the European Commission to
the Kingdom of Cambodia, signed on June 29
a Memorandum of Understanding (MoU) on
the Commission's development cooperation
programme for Cambodia from 2007 to 2010.
In the Memorandum, the EC has committed
€ 77 million in bilateral cooperation funding for
Cambodia for this period.
Forty percent (40%) of the total funds (€ 30.8
million or about $ 41 million) will go to the
education sector as Budget Support to help the
Ministry of Education achieve its aims in
providing basic education. Other 35% (€ 27
million or about $ 36 million) will be provided
as General Budget Support for the Government's
implementation of the National Strategic
Development Plan (NSDP). The remaining 25%
will be committed to fund new activities in the
fields of Trade-Related Assistance, and
Governance and Human Rights

le 29 juin un protocole d’entente (MoU) sur le
programme de coopération au développement de la Commission pour le Cambodge
de 2007 à 2010.
Le texte du protocole d’entente précise que la
CE a promis 77 millions € sous forme de
financements bilatéraux en matière de
coopération pour le Cambodge pendant cette
période.
Quarante pour cent (40 %) de cette enveloppe
(30,8 millions €, soit environ 41 millions $)
seront versés au titre de soutien budgétaire
afin d’aider le ministère de l’Éducation à atteindre ses objectifs s’agissant d’assurer
l’éducation de base. Encore 35 % (27 millions
€, soit environ 36 millions $) seront affectés au
titre de soutien au budget général du
