Police file murder conspiracy charges

St-Isidore | The Hawkesbury OPP have arrested five people and charged them with
murder and conspiracy to commit murder
following an investigation of the death of
a young man in St-Isidore at the start of
the Canada Day long weekend.
Police received a 911 call Saturday morning close to noon hour. The call originated
from somewhere on De l’École Street in the
village of St-Isidore in The Nation munici-
pality.
When police arrived at the site of the 911
call they found a young adult male, later
identified as Joey Faubert, 24, lying dead in
a grassy area on property belonging to the
French Catholic elementary school in the
village
A post-mortem examination took place
Monday, July 2, in Ottawa to determine the
cause of death. The examiner’s results concluded “foul play was involved” in the death
but the exact cause of Faubert’s death is still
being withheld as of press time.
OPP Det-Inspector Dan Nadeau of the
OPP Criminal Investigation Branch, lead of-
ficer on the case, and his team have arrested and charged five people.
An 18-year-old St-Isidore man faces a
charge of second-degree murder and conspiracy to commit an indictable offence. He
was held in custody for a July 3 provincial
court appearance.
A 20-year-old man from the Ottawa area
and a 19-year-old Ottawa man are both
charged with first-degree murder and conspiracy. They were kept in custody for their
July 3 court appearance.
An 18-year-old woman from North Stormont is charged with conspiracy to commit an indictable offence. She was released
on a promise to appear in provincial court
Aug. 1. Her name is also being withheld to
prevent identification of a 16-year-old girl
from North Stormont who also faces a conspiracy charge. She is also due in provincial
court on Aug. 1.
Investigation continues on the case with
the Hawkesbury OPP Crime Unit receiving
help from the OPP Emergency Response
Team, Forensic I.D. Services Unit, and the
East-Regional Support Team.
Anyone with information on the death is
asked to call the Hawkesbury OPP detachment at 613-632-2729, the CrimeStoppers
confidential tips line at 1-800-222-8477.
Fire scuttles long weekend pleasure boat trip

Clarence Point | The boat was fine for a
Canada Day cruise near Montebello on
the other side of the Ottawa River. But
the start of an afternoon pleasure trip the
following Monday ended with a sudden
bang.
Barry Dawson, 72, Suzy Dawson, 68, and
their son, Tim (40), were just setting out from
one of the Clarence Point docks around 3
p.m., July 2, for a planned pleasure jaunt
along the Ottawa River a 22-foot Beretta
Phaser when their boating plans were scuttled. Mairi Watson, the Dawson’s daughter-
in-law, was at home that afternoon when
she and other neighbours along the river
heard a loud bang.
“It was so loud, it shook the windows in
the houses,” Watson said.
She and other rushed outside to look for
the source of the bang, and saw the Dawsons dealing with a fire on board their boat.
The fire spread and the three all jumped out
into the water.
“People in boats and seadoos came very
quickly,” Watson said, “and pulled them out
of the water.”
Someone phoned 911 and the police
marine patrol, the Clarence-Rockland Fire
Department’s marine rescue unit, and paramedics all showed up on the scene soon
after to deal with both the boat fire and the
Dawsons.
“Everybody’s fine,” Watson said. “Shook
up, of course.”
The family had the boat out on July 1 for
a long weekend trip across the river at Montebello, Québec. The boat worked fine then
and, Watson said, it was just a few years
old and maintained in good condition. The
Dawsons are all experienced boaters.
The next day the boat motor was running
fine for about 15 minutes when Barry Dawson applied the throttle. Then there was an
explosion that blew off the swim platform
at the back of the boat. Suzy Dawson was
sitting nearby but suffered just some singing of the hair on the back of her head.
Police and the fire rescue crew retrieved
the boat from the river. It was declared
a write-off. Cause of the explosion is unknown at present.

Remboursement de 164 595 $ à un promoteur

remboursera une somme de 164 595 dollars au promoteur du projet du Centre de
santé communautaire de l'Estrie, à Bourget. Le règlement a été adopté lors de la
réunion régulière du 14 mai dernier.

au promoteur d’obtenir un remboursement
des résidents actuels et futurs du secteur.
Cette avenue avait à ce moment été écartée.
Une fois le projet complété, en août 2008,
M. Lalonde avait réitéré sa demande. À nouveau la Cité avait refusé. La raison de cette
demande de remboursement découle du
fait que la municipalité avait demandé au
promoteur d’installer une conduite de 200
millimètres de diamètre alors que le centre
nécessitait une conduite de 150 millimètres.
En 2010, le conseil a adopté le règlement 2010-163 qui permet à la municipalité de facturer les résidents pour les
frais d’amélioration, de construction ou
d’expansion du service d’aqueduc.
Ainsi, les propriétaires actuels et futurs
devraient payer un montant total de 10 565
dollars pour se raccorder au système.
« La somme octroyée par la municipalité sera remboursée par les résidents de
Bourget qui se raccorderont au système, a
précisé le directeur général, Pierre Tessier.
Le conseil a déterminé qu’il était logique
d’accorder un remboursement au promoteur dans ce cas-ci ».
M. Tessier ne peut expliquer cependant la
raison pour laquelle le dossier s’est éternisé.
Indignation sur Facebook
Les commentaires n’ont pas tardé suite
à la publication du procès-verbal de la
réunion du 14 mai. Plusieurs résidents ont
exprimé leur indignation sur la page facebook Citoyen de Clarence-Rockland Citizen.
Certains résidents se demandent notamment pourquoi la municipalité n’a pas
plutôt défrayé les coûts associés à la modification du diamètre du tuyau uniquement
puisqu’elle en avait fait la demande.
D’autres résidents craignent également
un précédent que pourrait engendrer ce
remboursement.
« Les autres entrepreneurs, comment
vont-ils réagir? Vont-ils demander le même
traitement? », commente pour sa part Dominique Auger sur la page facebook.

Ottawa River Festival promises fun in the sun

Rockland | There will be something for
every fan of water sports this weekend in
Rockland to mark the first Ottawa River
Festival.
Power Boating Canada returns to Parc du
Moulin over the July 7 weekend with its annual and successful Poker Run and Rendezvous marathon race events for boaters of
all skill levels and sizes of boats. This year’s
inaugural Ottawa River Festival also fea-
tures two new additions to the community
events lineup.
As part of Saturday’s regular Poker Run
for power boaters and the more family
boat-oriented Rendez-vous events, there is
also a Run the Wave program in support of
Prostate Cancer Canada. Attendants at the
Telus Mobility booth set up at the Rendezvous registration site in the park will accept
donations and pledges for the non-profit
group to aid in research for treatment of
prostate cancer. The disease affects one out
of every seven men in Canada. More information on the Run the Wave project is at

Sunday morning marks the start of the
first Extreme Ski Challenge, which festival
organizers expect to become an annual part
of the event. Waterskiers challenge their
own skills and endurance in a 90-kilometre
race along the Ottawa River from Ottawa
to Hawkesbury. Besides the riverbank view
from Parc du Moulin in Rockland, spectators
can watch the waterski racers slalom downstream from various vantage points along
the route and see them finish at the Golden
Anchor Marina in Hawkesbury.
Saturday morning it’s another kind of
“river run” with the Rockland Ford Classics
Poker Run for gearheads and rally car drivers as they roll out between 8 and 10 a.m.
from the Rockland Ford lot for a speedy
tour along the Ottawa River following a
designated route with stops along the way
in all the river-side municipalities between
Rockland and Hawkesbury and back to collect their poker hand cards. Proceeds from
the rally go towards breast cancer research.
The three-day Ottawa River Festival runs
from July 6 to 8 with the main action in
Rockland this year. The event will alternate year to year between Rockland and
Hawkesbury.
The Friday evening events begin with
the Parade of Power for powerboat owners from 6:30 to 7:15 p.m. Saturday has the
Poker Rally from Rockland to Hawkesbury
for the competitive powerboaters. The
Rendez-vous “poker rally” event later in the
afternoon for family boaters in vessels of
all sizes and types will also follow the same
route. A boaters safety meeting takes place
Saturday morning in Rockland at the Parc
du Moulin boat launch.

The Catholic District School Board of Eastern Ontario (CDSBEO) recognized several
of its students at the annual BRAVO Breakfast Awards in Hammond. The awards mark
the efforts and achievements of students
whose presence is considered to be key in
their Catholic school communities. The annual awards were the idea of William J. Gartland, CDSBEO education director.

Eastern Ontario | School’s out for summer
but the OPP have a summer program that
targets lessons in community and citizenship for children and youth.
Operation: Freeze is a joint program between the OPP and the Mac’s Convenience
Stores chain that encourages children and
youth to “do the right thing” by teaching
them it is also the “cool thing” to do.
OPP will issue “positive tickets” to children and youth when they are spotted doing “random acts of kindness” or involved
in positive behaviour by their own choice
that serves both the community and themselves. These “positive acts” can range from
anything such as picking up litter, wearing
helmets while riding bikes or skateboarding or rollerblading, obeying traffic safety
rules as pedestrians or cyclists or drivers, or
other actions and activities.
The “positive tickets” issued are coupons
valid for a free beverage at any participating Mac’s Store in Ontario.

règlement sur l'affichage bilingue à Russell continue de susciter des réactions.
Le rejet de la cour d’appel de l’Ontario
des arguments du commerçant Jean-Serge
Brisson et de l’activiste Howard Galganov
satisfait en tout cas la communauté francophone.
En 2007, Jean-Guy Patenaude fut l’un des
premiers à proposer au conseil municipal
d'adopter une telle législation pour préserver le fait français au sein de la municipalité.
Cinq ans après, le résident d’Embrun reste
inflexible.
«J’ai vraiment le sentiment que les deux
activistes obéissaient à des intérêts personnels. M. Brisson aime les joutes, M. Galganov aime faire perdre le temps à tout le
monde. »
Mais M. Patenaude refuse de parler d’un
succès, si ce n’est d’une « victoire symbolique ».

L’école élémentaire catholique St-Joseph de Wendover organisait récemment leur évènement du Sautons en
coeur pour la Fondation des maladies
du coeur. Avec cette collecte de fonds,
les élèves ont ramassé un montant de
1107 $.

la responsabilité en éducation (OQRE), le
TPCL est un test provincial, fondé sur des
normes qui évaluent les habiletés en lecture
et en écriture des élèves. Le test détermine
si ces habiletés atteignent la norme minimale en fonction des attentes et contenus
d’apprentissage du curriculum de l’Ontario
devant être acquises avant la fin de la 9e année. La réussite du TPCL est une exigence
pour l’obtention du Diplôme d’études secondaires de l’Ontario.

Facebook transforms tourism industry

way people plan their holidays and that
is also affecting how local and provincial
governments also work out their tourism
budget strategies.
The Ministry of Tourism is closing down
seven of its Ontario Travel Information Centres (OTIC) in various parts of the province
That won’t affect the future of the centre in Chute-à-Blondeau on Highway 417,
which helps promote local and regional
events and places in the United Counties of
Prescott-Russell (UCPR).
But Sylvain Charlebois, UCPR economic
development and tourism director, observed that the ministry’s actions may be
a sign of modern times for tourism promotion strategy.
“Figures have gone down considerably,”
Charlebois said, concerning visitor stops at
OTICs, both provincial and regional. “That’s
due to the Internet.”
More people start their vacation planning
at home using Google and other Internet
search engines to decide where they want
to go, book reservations, and make any other arrangements necessary.
They are also more inclined to adjust their
travel plans en route using the Internet as
their guide and relying more on social media sites like Facebook, Myspace, and Twitter, for destination suggestions and even
recommendations on accommodations
and where to eat and shop.
“People don’t stop in much more,” Charlebois said, regarding declining visitor numbers at travel info centres. “People rely more
on their iPads and smartphones. There’s
more personal touch when it comes to
Twitter and Facebook. That’s the personal
touch the younger generation is looking
for, though there are still those people who
prefer to stop in and chat.”
Local and regional travel information
centres, like the one set up in Limoges two
years ago, have had to adjust their operations to meet the changing times. One example is the Limoges travel info centre
which relocated to Calypso Park, which
takes advantage of the popular water park’s
huge crowd attendance to help provide
on-site suggestions to visitors for other attractions and places to see in Prescott and
Russell counties.
Charlebois noted that the Prescott-Russell
Tourism Association (PRTA), which works
with his department on tourism strategy for
the region, is also reviewing its promotional
program to take better advantage of the
Internet. He indicated that Ontario Tourism
may continue to review the need for funding its OTICs.
“I am also raising the (warning) flag for
our local municipalities,” he said.

All kinds of fun all over on Canada Day
The forecast predicted a chance of thundershowers but, while the skies clouded
over off and on during the day, the weather co-operated on Canada Day in Eastern
Ontario.
There was more than enough to do and
see just between Clarence-Rockland and
Cumberland and Orléans with family sand
castle construction, water games and community breakfasts with local fire fighters,
kite-flying, live music, travelling museum
exhibits and other events.
In the City of Clarence-Rockland, residents also gathered to honour some of the
best and brightest in arts, academics, and
athletics, as well as single out one particular
citizen for his special community dedication.
This year’s Clarence-Rockland Certificates
of Merit for achievement went to Veronica
and Paris Penny, sisters who are nationally-ranked spelling champions and bibliophiles. Paris Penny has also achieved her
bronze requirement for the Duke of Edinburgh Award in biathlon. Also receiving his
certificate is Louis Cormier, North American
Rubik’s Cube champion and internationallyranked competitor.
Jean-Sébastien Demers is both an athlete and a mathlete, with first-place in the
regional basketball free-throw competition hosted by the Knights of Columbus
and first-place regional and second-place
for the Eastern Ontario district in the Club
Optimiste mathematics competition at the
fifth-grade level.
The entire Rockland District High School
Wildcats varsity girls rugby squad filled the
stage at Parc Simon to accept their certificates of merit for their bronze-medal performance at the provincials and their new
ninth-place ranking in Ontario girls rugby.
A special certificate of merit went to JeanPhilippe Vinette, a former L’Escale student,

Sand and gravel pits become focus of all-party committee for province
include sand, gravel, clays, rock, and various kinds of earth. They are used both in
major construction projects and also in
some types of agriculture, both outdoor
and greenhouse, and in the small-scale
home renovation sector. Some aggregate
materials are also critical in manufacturing
for making glass, coated paper, paint, and
some pharmaceuticals, and also necessary
for making steel, aluminum, and plastic.
Recent studies suggest that Ontario has
large supplies of aggregates now, with 80
per cent of the supply located in the southern region on either private or Crown land.
But increasing population growth combined with land-use pressures could see serious reduction of the province’s aggregates
sources within the next 20 years. The need
to develop new sources of aggregates and

The foundation is now accepting applications for the Community Capital Fund
(CCF). This is a provincial government fund
that the Ontario Trillium Foundation (OTF)
administers.
The CCF program aids community organi-
zations with building and renovation projects, including capital equipment needs,
that can assist in skills development programs for clients and also support community cultural activities and recreational programs. Deadline for online applications for

other similar aggregate extraction businesses. Aggregates are a key part of the
construction industry’s needs and the
provincial government wants to make
sure there is a ready and steady supply for

The Standing Committee on General Government, an all-party committee of the legislature, will review the Aggregate Resources Act and make recommendations on
how to strengthen it. Aggregate resources

Navan | A service expansion project for
Hydro One means a new source of jobs in
Navan.
Ottawa city council has approved a proposal for Hydro One Networks to set up an
operations centre on Frank Kenny Road just
outside of Navan. Cumberland Ward councillor Stephen Blais is happy to see the project get the green light.
“Bringing jobs to Orléans and Cumberland is a top priority for me,” stated Blais in
a news release. “While this is a small step
forward, I am pleased that we are moving
in the right direction with making the east
end a community where residents can live,
work, and play.”
The operations centre will employ be-
tween 25 to 30 people. It will be responsible
for installation, maintenance and repair of
the electrical distribution system serving
Orléans and surrounding communities.
“Navan is a historic community and Hydro
One Networks made the right choice,” stated Blais. “Job creation requires a businessfriendly environment, which is clearly demonstrated by Navan residents.”
The project is a two-part development.
The first phase this year involves setting up
a temporary building to allow the centre to
start working now.
The second phase is building a permanent structure similar to the Picton Operations Centre. The plan calls for building improvements covering a 25,000-square-foot
area.
The Frank Kenny Road will serve as the
centre’s main access route into Orléans for
construction and maintenance of distribution lines.
Safety group pushes for backyard pool safety

homeowners with personal pools, hot
tubs, Jacuzzis and the like are urged to
practise pool safety.
Drowning has become one of the chief
causes of death for children under the age
of five in Canada and the Ottawa Drowning
Prevention Coalition (ODPC) is lobbying for
greater public awareness of water safety,
both at home and at the beach or public
pool.
In the Ottawa region there have been an
average of five drowning a year, featuring
victims of various ages. These drowning
deaths have occurred during all four seasons and sites include local rivers and lakes
and backyard pools.

Parents with very small children should

never leave children unattended because
an accidental drowning can occur within
seconds.
Parents should enroll themselves and
their children for family swimming lessons
and also sign themselves up for first aid and
CPR courses.
Homeowners with backyard pools should
install fencing around the pool at least
five feet in height and with a self-latching,
self-closing, and lockable gate. Make sure
the pool cover is set in place and fastened
down when the pool is not in use and drain
the pool if it will sit unused for any long periods of time.

l’agente de projet à la Corporation du Sentier récréatif, Louise Bissonnette, lors d’une
présentation au conseil des Comtés unis,
dernièrement.
Elle a mentionné que des liens avec les
voisins propulseront la corporation plus
près de cet objectif.
La Fondation Trillium de l'Ontario a accordé une allocation de 52 000 $ afin de financer une stratégie de développement ainsi
qu’un plan d’action pour le développement
du vélo et du transport actif dans la région.
« La route est déjà reconnue comme un
lien pour les cyclistes venant d’Ottawa, de
Montréal et de Cornwall », a ajouté Mme
Bissonnette.
Les efforts continuent dans le but de so-
lidifier des liens avec Argenteuil, Papineau
et Vaudreuil-Soulanges.
Entretemps, la corporation souhaite que
les gens de la région donnent un coup de
main dans le programme d’embellissement.
La Commission de la capitale nationale
vient de donner 10 000 bulbes de tulipes
au Sentier récréatif de Prescott-Russell pour
embellir ses pavillons de Hammond, Bourget, Plantagenet, Vankleek Hill et St-Eugène.
« Le temps venu, le précieux cargo sera
redirigé vers les communautés participantes et avec l’aide d’un paysagiste et de
bénévoles, nous procèderons à la plantation », nous dit Mme Bissonnette.
La corporation envisage la création d’un
nouveau comité bénévole dans le but
de donner un bon coup de pouce pour la
plantation des bulbes et l’embellissement
du sentier. Le comité sera idéalement
représentatif de personnes provenant de
chacune des communautés de Prescott et
Russell. Deux ou trois réunions sont prévues
au cours de l’été, afin de se préparer pour la
plantation qui aura lieu à l’automne.
« Nous faisons appel aux bénévoles et aux
champions à l’intérieur des communautés
: les gens qui aiment le jardinage, ceux qui
traverse les Comtés unis d’est en ouest.
L’accès est gratuit. Le sentier compte cinq
pavillons offrant stationnement, toilettes et
kiosque d’information, qui sont situés à StEugène, Vankleek Hill, Plantagenet, Bourget
et Hammond. Le Sentier récréatif est géré
par Développement économique et touristique de Prescott et Russell. Visitez www.

Au-delà de 150 kilomètres d’accotements
