Structure • Pan-European trade union organisation; • Members – more than 2,5 million workers in 240 transport trade unions from 41 countries representing all transport sectors (rail, road, civil aviation and tourism, ports and docks, maritime, inland waterways, fisheries); • Recognised social partner in 7 Sectoral Social Dialogue Committees, negotiated working time rules for rail, maritime, civil aviation, inland waterways; 2/ European Transport Workers’ Federation What is the ETF? What does the ETF do: Defends the rights and promotes the interests of transport workers at the EU level by: • Actions and campaign (lobbying); • Capacity building activities with its members; • Studies and publications on social and working conditions in transport; • Social dialogue. 3/ European Transport Workers’ Federation What is the ETF? A Federation within Federations 4/ European Transport Workers’ Federation The ETF Road Transport Section Structure • • • • Scope: all road transport activities (freight and passengers) except urban public transport (separate ETF committee); Approx. 70 Section members nominated by ETF affiliates declaring members in Road transport; Section members are: trade union officials in charge – locally or nationally - with road transport; professional drivers; union activists working in road transport companies; The Section meets twice per year and is led by a 8-member Steering Committee, meeting as often as needed. 5/ European Transport Workers’ Federation The ETF Road Transport Section Working conditions in road transport Approx. 1000 drivers interviewed on their working and living conditions, parking area visits 2008 - 2012 6/ European Transport Workers’ Federation The ETF Road Transport Section Working conditions in road transport ETF need assessment, over 1000 non-resident drivers: - 95% consider themselves subject to pay discrimination due to their nationality; - 95% spend their rest time and the week-ends in their lorries on parking areas, company sites etc.; - 80% cook and eat in their lorry on daily basis; - 80% are not paid for loading / unloading activities; - 60% are paid by kilometres driven, maximum rate is 10€ per 100 km’s; - 80% state fatigue is a problem, but won’t report it for fear of losing their job. 7/ European Transport Workers’ Federation The ETF Road Transport Section 8/ European Transport Workers’ Federation The ETF Road Transport Section 9/ European Transport Workers’ Federation The ETF Road Transport Section • La Commission européenne se trompe depuis des années : amalgame entre cabotage et détachement; • Cabotage = véhicule, chargement • Détachement = chauffeur 10/ European Transport Workers’ Federation The ETF Road Transport Section • Livre Blanc sur les transports : augmentation du transport routier • Dumping social : exemple belge, 1er janvier 2009 – 1er janvier 2014 : - 610 entreprises de transport ont disparu ! - 6.012 véhicules moteurs ont disparu des régistres de la DIV ! - 6.523 emplois “équivalents temps plein” ont disparu ! Un grand patron belge du transport a déclaré : “ce ne sont pas les postes de travail qui ont disparu, mais les emplois belges”. 11/ European Transport Workers’ Federation The ETF Road Transport Section Respect de la réglementation ?
