Madagascar: Tropical Cyclone Felleng Office of the Resident Coordinator Situation Report No 01 (as of 31 January 2012) This report is produced by Office of the Resident Coordinator Madagascar in collaboration with humanitarian partners. It covers the period from 30 to 31 January 2012. The next report will be issued on or around 2 February 2013. Highlights Tropical Cyclone Felleng, which is passing down the eastern coast of Madagascar, has caused much rainfall since 30 January, but fortunately less than initially feared. So far no reports of significant damage have been received, although the water levels in Nosy Varika and north of Mananjary require vigilant monitoring. Four people were killed when a house collapsed in the capital Antananarivo; another died after being swept away in flood waters in Maroantsetra on the east coast. The Malagasy Government, through the National Office for Disaster Risk and Management (BNGRC), together with the Malagasy Red Cross Society, NGOs, United Nations Agencies and the private sector, have activated the Platform for Humanitarian Stakeholders (CRIC) and are already responding. As the reported damage seems less severe than anticipated, no aerial assessment will be conducted, and the teams already dispatched to affected districts will support data collection. Preliminary reports received from the affected areas are as follows (also see map in Annex A): North East: Sambava to Fenervire Est: Sainte Marie: Maroantsetra: East: Toamasina: Brickaville and Mahanaro: Vatomandry: Analamanga: South East Nosy Varika - Mananjary: Intermittent rain, rising water and river levels, 37 displaced people Moderate winds and rain during the night. No damages except for some fallen tree branches. 1 person killed from being swept away from floodwaters. From 30 January, Toamasina town has experienced violent winds in the morning, followed by heavy rains which only stopped on 31 January around 14h00. Some houses have lost their roofs. Telephone was cut in the morning of 31 January but has since been restored. Moderate winds still occurring with intermittent heavy rains and rivers are at alert level. So far no report on damage was received. Intermittent rain with water rising in some places inundating several hectares of rice fields. It has been reported that 65 people were displaced and housed temporarily in a public school In Antananarivo, 4 people have been killed and 4 injured from house collapses. 652 people reported to be displaced by heavy rains prior to the passage of TC Felleng. No strong wind or heavy rain reported. Moderate winds and heavy rain, rising water levels in low lying areas. Over ten families have been evacuated to be housed temporarily public school in Nosy Varika. Significant flooding has occurred in the rice fields. BNGRC have moved its teams initially prepositioned in Manakara to carry out a specific assessment on number of people evacuated and damage to rice fields and coordinate response. 50 people have been displaced. Farafangana - Vangaindrano: Heavy rain, rising water levels Midongy du Sud: Heavy rain, flooding, already difficult to access during rainy season the area is completely isolated as the road is cut. Manakara: Intermittent rains, no wind or damages reported. Forecast Category 3 Tropical Cyclone Felleng is expected to continue moving away from the Madagascar coastline and weaken. A Cyclone Warning remains in effect for east coast districts. Humanitarian Response The Malagasy Government with its humanitarian partners - the Malagasy Red Cross Society, NGOs, the United Nations and the private sector - have activated response coordination mechanisms, specifically the Platform for Humanitarian Stakeholders (CRIC). All Disaster Risk Management Committees are activated in the affected districts, including in the city of Antananarivo, to coordinate evacuation and response. The Humanitarian Country Team (HCT) met to agree on the nature of support to be provided to the Government. Various clusters were held at national and local level to plan adequate responses. Both coordination platforms (CRIC and HCT) decided that no aerial assessment will be undertaken. Staff and supplies have already been pre-deployed in potentially affected regions (See maps attached). Road RN5 is non-passable (between Soanierana Ivongo and Mananara); flooded rice fields. From Sambava to Fenerive Est 37 people are reported to have been displaced . In Fenerive Est, rice fields have been flooded (especially Plain Lazafo). In Toamasina, electricity and tele-communications have been restored after they were cut due to heavy rains and winds . Some houses have lost their roofs. In Brickaville, sea and river levels are rising. If the rain continues low-lying areas may be at risk of flooding. In Antananarivo Renivohitra, 570 people are reported to have been displaced due to heavy rains.In Antananarivo Avaradrano 4 deaths and 4 injuries were reported due to collapsed houses. In Antananarivo Atsimondrano 82 people are reported to have been displaced. In Vatomandry, rising water levels have flooded serveral ha of rice fields. Approximately 65 people have been displaced by flooding. In Nosy Varika and Mananjary, 50 people have been housed temporarily in a public school due to flooding. River transport between Mananjary and Nosy Varika has been suspended due to rising water. Ikongo is reportedly not accessible due to rising water levels (Road A 35 KM north of Ikongo not accessible) Vohipeno Vondrozo Farafangana Midongy-Atsimo Vangaindrano In Midongy, flooding has reportedly made access difficult.
