This official visit was at the invitation of Mr. Wu Bangguo, Chair of the National People’s Congress of the People’s Republic of China. Context Contexte Since Canada established diplomatic relations with China in 1970, government-to-government interactions have increased and now cover areas such as dialogue on human rights, defense relations, sustainable development, police cooperation, and cultural and academic exchanges. In January 2005, Prime Minister Paul Martin made his first official visit to China, where he met Chinese Premier Wen Jiabao and President Hu Jintao. China’s government faces a number of challenges in its attempts to maintain social, economic and political stability. Rising unemployment, migration from rural to urban areas and rising income gaps have all created particular challenges for the Chinese government. China has been quite successful in this regard and is now the fourth largest trader in the world for goods and services (behind the United States, the European Union and Japan, and just ahead of Canada). China attracts more foreign direct investment (FDI) than any other developing country and has a private sector that generates more than half of its economic activity. There are, however, growing disparities between rural and urban dwellers, leading to significant domestic migration pressures, and keeping government deficits under control (current deficit is estimated to be around 3% of GDP) will require continued rapid economic growth. China’s increasing economic clout has given rise to ambitions to play a larger role in regional and global affairs. Its foreign policy is aimed at ensuring a peaceful international context where it can develop its economy. As members of the WTO and major trading nations, China and Canada are ready to enhance their cooperation within the framework of the WTO and make joint efforts for the early conclusion of the Doha Development Agenda. Canada and China both believe that it is in their interests to face the challenges posed by globalization through deeper cooperation on major international issues within the multilateral arena. Canada and China have a shared commitment to the sustainable development and management of natural resources and recognize the potential for mutual benefit in furthering our cooperation in minerals and metals, forestry, earth sciences, and energy to strengthen both economies and contribute to sustainable global growth. The environment is becoming an increasingly important issue on China’s political agenda as the country experiences the negative effects of its rapid economic growth in the form of pollution, deforestation/flooding, over-fishing and loss of water and land resources. Meetings Réunions During their visit to the People’s Republic of China, the Canadian delegation had the pleasure of visiting Beijing, Xi’an and Shanghai. During the program, they had the privilege to meet with their host, the Chair of the National People’s Congress of the People’s Republic of China, Mr. Wu Bangguo. The delegation also met with the Vice Chair of the National People’s Congress, Mr. Jiang Zhenghua; the Chairman of the National Development and Reform Commission, Mr. Ma Kai; the Minister of Foreign Affairs, Mr. Li Zhxoxing; the Minister of Agriculture, Mr. Du Quinglin; the Chair of the Chinese People’s Political Consultative Congress, Jia Qinglin; the Chairman of the Shanghai Municipal People’s Congress (SMPC), Mr. Gong Xueping; and the Mayor of Shanghai, Mr.Han Zheng. The delegation also had the occasion to visit the temple of Heaven, the Forbidden City, Emperor Qin’s Terra Cotta Warriors and Horses Museum, the Big Wild Goose Pagoda, Xi’an National Hitech Industrial Development Zone, Song Jiang University Town, the China Executive Leadership Academy (Pudong), the Oriental Pearl Tower, Yu Garden, the Shanghai Urban Planning Museum, and the Shanghai Museum. Meeting with Mr. Wu Bangguo, Chair of the National People’s Congress (NPC) Rencontre avec M. Wu Bangguo, Président du congrès national du peuple (CNP) Chairman Bangguo warmly welcomed the delegation to China and described his hopes that this visit would further boost the already good relationship between China and Canada. The Speaker replied by thanking the Chinese government for receiving many Canadian delegations, including Speaker-led delegations in 1996, 2001, and now in 2005. The Speaker then described the delegation’s visit objectives of promoting the strong Canada-China Legislative Association, the ongoing sharing of information, the 4th generation of governance Le président Bangguo accueille chaleureusement la délégation et dit espérer que cette visite raffermisse les bonnes relations qui unissent déjà la Chine et le Canada. Chairman Bangguo noted that the two countries also foster good cooperation in terms of legislation. China, a country of 1.3 billion people, strives to be a country governed by the rule of law, and as such, the NPC carries a heavy legislative load. Chairman Bangguo also made reference to the productive visit of Prime Minister Martin in January of 2005, celebrating the 35 anniversary of diplomatic relations between China and Canada. The discussion then turned to Bill C-357, the Taiwan Affairs Act, a Private Members Bill presently before the Canadian House of Commons. The Chairman explained how this Bill causes great concern for the Chinese as it runs contrary to the official position of the Canadian government. He continued to say that in the reunification of China, only the push for Taiwanese independence remains an issue of concern. In response, the delegation reiterated the fact that Bill C-357 was a private member’s initiative and did not reflect the official view of the Canadian government. The Speaker and others in the delegation assured Chairman Bangguo that they would convey his concerns to relevant Parliamentary colleagues. Other issues discussed during the meeting included the present judicial delays in the case of Lai Changxing, the WTO, the Falun Gong community in Canada, and BSE. Il se dit enchanté de l’importance de l’Association législative Canada-Chine. 4 The Vice-Chair listed some matters of interest to China, namely the economy, science and technology, as well as environmental protection, in which he hoped China and Canada could establish cooperation programs. In relation to the issue of energy, The Speaker explained that Canada is interested in continuing to cooperate with China in the further development of its energy sector and meeting the environmental and technical challenges that both countries face. In terms of foreign affairs issues, the concern over Taiwanese independence was raised. The Vice-Chair explained that separation of Taiwan from China would only lead to suffering and that a unified China requires one uniform system of policing. He continued to explain that previous talks on this issue showed good responses, both on the domestic as well as international fronts. He asked that Canada continue to show its support for the one-China policy, even in light of Bill C-357. In response, the Speaker pointed out that that Bill C-357 does not reflect the official position of the Government of Canada. Also discussed during the meeting was the Falun Gong, an organization that is outlawed in China. The Speaker responded by assuring the Vice-Chairman that Canada does not consider the Falun Gong a legitimate political organization. He did note, however, that Canada does place a high value on freedom of speech, the right to assemble and to demonstrate. It was noted that China has been a major importer of agricultural commodities and breeding animals, semen and embryos from Canada. The Speaker then explained that since the discovery of the first case of BSE in May of 2003, Canada has established the highest standards in processing animals and upgraded its cattle identification system to facilitate any necessary tracing of infected animals or for age verification. In closing, the Vice-Chair explained that China hopes to draw upon the Canadian experience and looks to implement a comprehensive law on environmental protection. Ma Kai As the meeting began the Speaker highlighted the fact that China recently replaced Japan as Canada’s largest trading partner, and that Chinese is the third most spoken language in Canada (a testament to the important relations between the two countries). The delegation also noted that they follow and celebrate China’s growth in the world economy. The Chairman highlighted the fact that the position of the United Nations (UN) is the same position taken by 130 international organizations in the world, as well as by 166 countries that hold diplomatic ties with China, all of whom support the oneChina policy. The Chairman further explained that the National People’s Congress also passed legislation to promote the peaceful resolution of the issue. The Chairman reiterated that a Canadian commitment to this position would be a valuable support. La discussion aborde ensuite le sujet de l’indépendance de Taiwan. Also discussed during the meeting were the sixparty talks concerning nuclear weapons in the Korean peninsula, and the Chinese goal of UN reform, including the enlargement of the UN Security Council. It was agreed that previous governmental and parliamentary exchanges from both countries have helped to contribute to the further promotion of good relations between China and Canada. In the context of higher energy prices and the challenge of meeting the targets established in the Kyoto Protocol, the Speaker raised the issue of energy and the environment. The Minister replied by describing, in broad terms, China’s status in terms of energy and the environment. In order to solve this energy deficit, China’s government is looking to global solutions. In describing the major elements of the Government of China’s environment and energy policy, the Minister mentioned the importance of relying on (and further developing) domestic sources, and in giving a priority to the conservation of energy and environmental protection. The Minister noted that sixty-seven per cent of the present energy consumption in China is derived from coal and that they are exploring renewable energy sources, such as wind and solar power, and biomass. It was also noted that China has a huge reserve of crude oil (ranked eleventh largest in the world), but when considered on a per capita basis, this reserve is modest. He also explained the importance of a policy of diversification, as well as cooperation and investment with those countries that are developing oil and gas fields, including the nonconventional oil sands in Canada. The Minister also commented on the large potential for future cooperation with Canada in terms of resources and investment. une période d’industrialisation rapide, entraînant un besoin accru d’énergie. The Minister then discussed nuclear power and noted the challenges to making it acceptable to the Chinese people, such as public opinion, safety and waste disposal. As the meeting ended, The Speaker noted that Canada will host the Eleventh Conference of the Parties to the United Nations Framework Convention on Climate Change and the first Meeting of the Parties to the Kyoto Protocol this November in Montreal and it was agreed that further discussions would serve to benefit the already good relations between China and Canada. Du Qinglin The Speaker opened the discussion with the Minister of Agriculture by raising the issue of BSE. The Speaker noted that it would be helpful to receive in writing a list of specific concerns that would need to be addressed prior to the resumption of Canadian beef exports to China. It was also noted that the Canadian Minister of Agriculture, Mr. Andy Mitchell, M.P., is scheduled to visit China in July 2005 and at that point some more progress could be made on the issue. The Minister highlighted the importance of the positive role that exchanges such as these play in developing bilateral relations and in promoting agricultural understanding between countries. He continued to say that the visit of the Speaker and delegation serves as a testament to the positive on ongoing cooperation between China and Canada. The Minister commented that China, a BSE-free country with a strong agricultural base and some 188 million heads of cattle, would suffer tremendous economic losses if BSE were to infect its livestock. He continued to say that in certain areas, China imported dairy cattle from Canada, and as a result was faced with public skepticism and complaints. The Chinese farmers remain very sensitive to animal diseases, and this is why the Chinese government is cautious in its approach to reopening the market to Canadian beef products. As the meeting concluded, both sides agreed that further exchanges, dialogue and negotiations on this issue would better serve both countries. Jia Qinglin Chairman Qinglin opened the meeting by explaining that the CPPCC is a body of regional representation and is strictly advisory. He noted that the CPPCC is not a part of Parliament, and therefore plays a different role than that of the Senates in many foreign Parliaments. During plenary sessions, members put forward up to 4000 proposals to the government parties, which are then delivered to the relevant departments of the state council for their decision. The CPPCC carries out investigation and consultation and offers a strategic, comprehensive and forward-looking approach to issues of importance to China in order to make recommendations to the government. Also discussed during the meeting were the issues of the importance of rural areas in relation to China’s overall economic growth, the large divide between urban and rural communities as well as education and rural health. Over the last 13 years, Shanghai has maintained an economic growth rate in the double digits. As a result, Shanghai’s development has undergone substantive changes in the areas of transportation, pollution and housing. The Chairman also noted that after the completion of construction of a 35 kilometre bridge to a newly-built port of the coast of China, Shanghai will become the largest port city in the world.
