1. Call to Order – Meeting was called to order at 9:02am

1.4 Special Presentation by Laura Fariss and Allyson Bostwick on Student Health Services Update and At Risk Training
for Student Leaders. Student Senate was encourage by Ms. Fariss and Ms. Bostwick to do the online training and
explained what Student Health Services are provided to the SBCC campus.
1.5 Special Presentation by Mike Flores from the Foundation for Santa Barbara City College – Mr. Flores encouraged the
Student Senate to participate in the SBCC Alumni Association and the upcoming Student Success Kick-Off.
2. Public Forum – Sheri Fisher for MTD spoke to the Senate regarding an upcoming proposed fare increase and asked what kinds
issues the campus might have with the increase.

4.1 MTD Bus Service and SBCC – Senate discussed the impact that a fare increase would have on students, what
repercussions there would be to not having a contract with MTD, and how the increase would be handled (slow increase
or all at once)

4.4 SBCC Mission Statement – Senate discussed which words they agreed to
4.5 March in March Update – Mayra and Angle will table all next week to sign up interested students.

should ask for club grants.

Summer/Fall 2013 Enrollment Priority Dates

Due to a change in Matriculation funding, we are now unable to afford the money to afford the Director of Student Success and two Student Success counselors

Are now going to integrate student success counseling back into academic counseling

Students who are first year, undecided and have no transfer plans are exempt from pre registration requirements, but these students should go through the pre registration

Legally is going to be required to have these students do pre registration requirements so we might as well begin doing this not before we are forced to and it becomes very

2-13-13 Academic Senate Meeting
In the curriculum and instructional policies liaison report by Kathy O’Connor, it was noted that the college’s curriculum has to be updated every five to six years and the chancellor’s office is
putting more of an emphasis on this. Some of our various departments’ curriculum has been recently updated while other departments have not updated their curriculum in a long time. She
also mentioned that in order to help keep the college on track with curriculum, a new Curriculum Coordinator (classified staff) position was approved.
In her IA liaison report, Cornelia
Alsheimer-Barthel said that the faculty union is going to soon enter negotiations with the administration over renewing their contract. For the rest of this academic year, they are going to ask
for half of the $2.5 million surplus to have it go towards bonuses for faculty. If they don’t try to negotiate for this, then the whole $2.5 million surplus will go into the college’s reserve fund. For
the 2013-2014 academic year, they are going to ask for half of the $2.25 million surplus to go towards faculty salary increases (around a 2% raise). In his EVP report, Dr. Friedlander reported
that he would like for there to be two six week summer sessions during the summer of 2014 and this would cause the spring semester to have to start one week earlier (a five week winter
break instead of current six week winter break). He also mentioned that budget forums will be held soon. The academic senate then discussed and voted on BP 4160/AP 4160 and it resulted in
a tie vote so President Nevins decided to bring it back next week and vote on it again. They then moved on to the FW grading option and had a discussion on it. Some concerns were when
exactly a student should be given a FW grade and they decided ultimately it is at the faculty’s discretion (like all grades). Finally, they discussed the mission statement draft and decided that
each senator should take the draft back to their respective divisions to review it and possibly suggest changes.
2-20-13 Academic Senate Meeting
In her curriculum and instructional policies report, Kathy O’Connor discussed how the Educational Master Plan is going to be revised and the administration has hired an outside consultant
to help with this process (cost around $74,000 to hire consultant). There is also a large list of deferred maintenance around campus (roughly totaling $17 million) and that list is going to be
brought back on the table for a discussion on how to address with bond measure funds. There are also four new temporary, one year contracts requested by Dr. Friedlander for counseling,
English skills, English, and math. These are needed due to the difficulty in finding hourly and well qualified employees. In Kenley Neufeld’s planning and resources liaison report, he mentioned
there will be SWAT training on campus on Wed, 2/27/13. There are also four new electric vehicle charging stations on West Campus (underneath the solar panels in the staff and faculty lot).
Kenley and the senate discussed ideas on how the spots would be reserved up until a certain time (most likely 10:00 or 11:00 am) and then any staff or faculty member could park there (but
not students). They also discussed ideas like using an online system to reserve the spots ahead of time. Kenley said that door access cards are going to be installed on all classroom and exterior
doors to improve campus security and the bids are going out right now for this. Lastly, the college is still in trouble with the Coastal Commission in regards to the Humanities Building, the
Garvin Theatre, and the foot bridge since they did not get the required approval. It was noted that the college could receive substantial fines for these violations. The senate then discussed
and voted on BP/AP 4160-Establishing, Modifying, or Discontinuing Programs. They voted to approve the modified and revised version of this. The senate then went on to discuss the mission
statement draft. Dan Wrentmore from the Business Division proposed an alternate mission statement and said that the Business Division did not approve of the new mission statement
because it was too aspirational and flowery. The senate voted against Wrentmore’s motion and they then revised the mission statement draft. It was then voted on and approved. The
amended mission statement draft is: SBCC provides students a diverse learning environment that inspires curiosity and discovery, promotes global responsibility and fosters opportunity for all.
The last action item was approving the BPAP approved Board policies. The senate voted to approve all the listed AP’s with the exception of AP 6900-Bookstore. This is because they want the
Student Senate to draft the recommended wording for that particular AP since it directly affects the students and the Student Senate funding. They were hoping for more descriptive language
and to remove the wording that allows the Board of Trustees to allocate the funds (since it’s an AP not a Board Policy).
