GEOSCIENCES DURABLES RIMENT AVEC EUROPE Christian Fouillac, Directeur de la Recherche Director of Research D Sustainable geoscience in tune with Europe Over recent years, BRGM has evinced its intent to place sustainable development at the core of its concerns. The year 2003 has provided the opportunity not only to reaffirm, but also to reinforce this orientation, specifically in the context of the European research community. Now that the 6th R&D framework programme (PCRD) is actually underway, our commitment to this objective is materialised by a large number of proposed participations in projects: more than fifty, fifteen of which are coordinated by BRGM. Furthermore, the socio-economic dimension of the topics addressed in geoscience is henceforth represented within the renewed membership of our Scientific Committee. SUSTAINABLE DEVELOPMENT The term "sustainable development" calls up issues of energy, water resources - considered qualitatively as well as quantitatively - and pollution, whether surface, subsurface or atmospheric. To evaluate resources, BRGM has accordingly devoted effort to studying karst systems, which hold large amounts of water, albeit difficult to tap. As to ground and water pollution, metrology plays a key part. Our work has particularly focussed on the quality of sampling techniques and on micro-sensors. In addition, BRGM has installed a microbiology laboratory that opens up new research perspectives, notably allowing bacteria to be identified directly in the subsoil. With respect to energy, we are pursuing our studies simultaneously in two directions: sustainable energy sources and carbon dioxide (CO2) storage. For instance, we contribute actively to the European project of deep geothermal resources at the Soultz-sous-Forêts site. As to CO2 storage, this remains one of our priorities, with increasing reliance on our cooperation with IFP. THE EUROPEAN RESEARCH COMMUNITY In this area, BRGM is playing an important role in the network of excellence on geological sequestration of CO2, and the creation of this latter recently received European Commission approval. This is one of BRGM's fifteen projects already earmarked for inclusion in the framework programme, projects in which we are involved either as a partner or, for five out of fifteen projects, as coordinator. Principaux résultats scientifiques et techniques 2003 - BRGM epuis quelques années, le BRGM a clairement affiché sa volonté de placer le développement durable au cœur de ses préoccupations. L'année 2003 aura été l'occasion de réaffirmer voire d'accentuer encore cette orientation, en particulier dans le cadre de l'Europe de la recherche. A l'heure du démarrage effectif du 6ème PCRD, notre engagement à cet égard se concrétise au travers d'un grand nombre de propositions de participation à des projets : plus d'une cinquantaine, dont une quinzaine à coordination BRGM. Par ailleurs, la dimension socioéconomique des thématiques abordées en géosciences est désormais représentée au sein de notre Comité scientifique, qui a été renouvelé en 2003. DÉVELOPPEMENT DURABLE Qui dit développement durable dit questions d'énergie, ressources en eau (au plan qualitatif comme quantitatif) et pollutions (sol, sous-sol, atmosphère). Pour l'évaluation des ressources, le BRGM s'est ainsi consacré à l'étude des systèmes karstiques, qui renferment des quantités d'eau importantes mais difficiles à exploiter. En ce qui concerne la pollution des sols et des eaux, la métrologie joue un rôle clé. Nos travaux ont tout particulièrement porté sur la qualité des techniques d'échantillonnage ainsi que sur les microcapteurs. A cela s'ajoute l'installation au BRGM d'un laboratoire de microbiologie qui ouvre de nouvelles perspectives de recherche en permettant notamment d'identifier directement les bactéries du sous-sol. En matière énergétique, nous poursuivons nos études sur deux fronts en parallèle, les énergies renouvelables et le stockage du gaz carbonique (CO2). Nous collaborons par exemple activement au projet européen de géothermie profonde (Soultz-sous-Forêts). Quant au stockage du CO2 il demeure un axe majeur, avec accentuation de notre partenariat avec l'IFP. L'EUROPE DE LA RECHERCHE A cet égard, le BRGM joue un rôle important dans le réseau d'excellence sur la séquestration géologique du CO2, dont la création dans le cadre du 6ème PCRD vient d'être acceptée par la Commission européenne. C'est l'un des quinze projets du BRGM d'ores et déjà retenu dans le programme cadre et auxquels l'établissement participe, soit comme partenaire, soit comme coordinateur (cinq projets sur quinze). L'engagement du BRGM dans l'Europe de la recherche se traduit bien sûr en termes financiers. Le cumul des contrats acquis en phase de démarrage du nouveau PCRD se monte déjà à 6,3 millions d'euros, presque autant que pour l'intégralité du programme cadre précédent (7,15 millions d'euros). 1 BRGM's commitment to the European research community obviously has a concomitant financial facet. The cumulative value of contracts signed in the initial phase of the new PCRD already amounts to 6.3 million euros, virtually as much as the total for the previous framework programme (7.15 million euros). Among these projects, we are participating in actions concerning the "energy" theme (CO2 sequestration, geothermal energy) and the "planetary changes and ecosystems" theme (groundwater resources, water and ground quality), as well as in the only two pro-jects covered by the "research in support of public policy" budgetary appropriation, devoted to water quality and waste management. Lastly, we are part-ners in two projects relative to seismic risk, including one on information technologies applied to this type of risk. SOCIETAL NEEDS BRGM's research themes aim to respond to some of society's major concerns. To do so, knowledge of the geological infrastructure is a prerequisite to obtaining more pertinent answers. Among other things, we are continuing to implement the large-scale Geological Reference System of France project, which involves rendering all the geological maps in a uniform digital form. Another aspect concerns improving the integration of mapping and geophysical data. Mapping is an indispensable tool for any land-use planning and resource management policy, notably in the areas of water, risks, soils, energy and materials. Amongst the noteworthy events in 2003, mention should be made of the intensification of research on ground movements, notably on Réunion Island, and their relationship with climatic events. Also of note is the interest taken in diffuse pollution in the water quality domain. This notion is especially pertinent for new concerns over emerging pollutants, such as those causing endocrinal disturbance - certain plant-care products, etc. on which BRGM has undertaken research. Lastly, we are continuing our joint research under-takings with developing countries, and notably those in Africa. This is the case with work conducted on the theme of artisanal mining. The objective is to optimise mining production while at the same time respecting the environment, ensuring sparing and optimised water use, developing employment and protecting the public. This project is a prime example illustrating BRGM's approach: sustainable development must not stop at Europe's gates. 2 Parmi ces projets, nous participerons à des actions dans le thème « énergie » (séquestration de CO2, géothermie) et dans le thème « changements planétaires et écosystèmes » (ressources en eau, qualité des eaux et des sols), ainsi qu'aux deux seuls projets relatifs au traitement des minerais. Nous contribuerons également à trois projets dans la ligne budgétaire « recherche en appui aux politiques publiques » relatifs à la qualtié des eaux et à la gestion des déchets. Enfin, nous sommes partenaires pour deux projets relatifs aux risques sismiques, dont l'un sur les technologies de l'information appliquées à ce risque. BESOINS DE LA SOCIETE Les thèmes de recherche du BRGM visent à répondre à des préoccupations majeures de la Société. Pour les satisfaire, la connaissance de l'infrastructure géologique constitue un préalable à des réponses plus ciblées.Nous poursuivons entre autres le grand projet Référentiel géologique de la France (RGF), qui passe en particulier par l'achèvement de la numérisation et de l'homogénéisation de toutes les cartes géologiques. Un autre aspect concerne la mise en œuvre d'une meilleure fusion entre la cartographie et les informations géophysiques. La cartographie est l'outil incontournable pour toute politique d'aménagement du territoire et de gestion des ressources (eau, risques, sols, énergie, matériaux, …). Parmi les faits marquants de l'année 2003, il est intéressant de signaler l'accentuation des recherches sur les mouvements de terrain, notamment à la Réunion, en liaison avec les événements climatiques. A noter également l'attention portée aux pollutions diffuses,dans le domaine de la qualité des eaux. Cette notion concerne en particulier les préoccupations nouvelles liées aux polluants émergents, comme les perturbateurs endocriniens (certains produits phytosanitaires, …), sur lesquels le BRGM a lancé des actions de recherche. Enfin, l'établissement poursuit ses actions de recherche en partenariat avec des pays en développement,et notamment en Afrique. C'est le cas des travaux sur le thème des mines artisanales. Il s'agit là d'optimiser la production minière tout en respectant l'environnement, en veillant à un usage parcimonieux et optimisé de l'eau, en développant l'emploi et en protégeant les populations.Ce projet illustre on ne peut mieux la perspective dans lequel se situe le BRGM : le développement durable ne saurait s'arrêter aux portes de l'Europe.
