QU’EST-CE QUE LE RETOUR VOLONTAIRE ET L’AIDE À LA
RÉINTÉGRATION ? ET L’ALLOCATION À LA RÉINSERTION, C’EST QUOI?
Le retour volontaire signifie que
tu acceptes de rentrer chez toi,
dans des conditions dignes et sur
la base de ta propre décision, prise
consciemment, en toute liberté.
L’aide à la réintégration
est un
soutien socioéconomique qui facilite
ta réinsertion dans ton pays d’origine.
L’aide à la réintégration consiste
dans des biens ou services en valeur
totale de 5000 Ron, soit 1250 dollars
américains, et peut servir:
• à l’achat de produits nécessaires à
la création d’entreprise,
• à payer l’hébergement temporaire,
• à payer la participation à des cours
vocationnels,
• à se procurer des soins médicaux,
• à
se
procurer
des
aides
matérielles (meubles, vêtements,
nourriture, vaisselle, équipements
électroménagers) etc.
Tu
peux
bénéficier
programme:
de
ce
• Si tu n’as pas un droit de séjour légal
en Roumanie et entends rentrer
dans ton pays.
• Si tu est demandeur d’asile mais tu
as déjà reçu une décision négative
ou bien, même si tu n’a pas reçu
de décision définitive, tu entends
renoncer à la demande d’asile pour
rentrer chez toi.
• Si tu bénéficies de protection
internationale ou de protection
temporaire, mais tu préfères y
renoncer pour rentrer chez toi.
Comment reçois-tu ces biens ou
services, dans ton pays ?
Avant de quitter la Roumanie, tu
discutes avec un conseiller de
l’Organisation internationale pour les
migrations et identifiez ensemble tes
besoins principaux et la façon dont
l’aide à la réintégration pourrait être
le mieux utilisée pour satisfaire ces
besoins. Suite à la discussion, il y aura
un plan de réintégration. Ce document
comprendra la liste des biens et services
dont tu bénéficieras dans ton pays.
Une fois rentré chez toi, tu contacte les
conseillers de l’OIM dans ton pays et
ceux-ci t’aideront à mettre en pratique
le plan mentionné. Selon les résultats
des discussions avec les conseillers de
l’OIM de ton pays et après avoir aussi
discuté avec ta famille, tu peux changer
d’avis à l’égard des biens et services
choisis en Roumanie. Le plan sera
donc mis à jour et communiqué à l’OIM
Roumanie pour approbation.
La décision étant prise, tu cherches des
fournisseurs des produits/services pour
obtenir un offre. Celui-ci est ensuite
transmis aux conseillers de l’OIM de
ton pays lesquels, après avoir obtenu
l’accord d’OIM Roumanie, se chargent
du paiement direct aux fournisseurs. Il
ne te reste qu’à remporter les biens ou
à bénéficier des services demandés.
Les sommes respectives ne
sont jamais payées en argent
comptant, mais uniquement en
produits et services.

WHAT IS THE ASSISTED VOLUNTARY RETURN?
WHAT ABOUT THE REINTEGRATION GRANT?
Voluntary return means that you
can go back home with dignity
and it is based on your free and
informed decision. Allocation for
reintegration is a support offered
to help you reintegrate as easily
and quickly as possible after your
return to your country.
The reintegration support consists
of goods and services worth 5000
RON (approximately 1250 USD)
and can be used for:
• products for setting up a small
business
• temporary accommodation
• participating in vocational courses
• medical help
• material
assistance
(basic
furniture, clothes, food, crockery
and household appliances)
You may benefit of the
programme if:
• you don’t have the legal right to
stay in Romania
• you are an asylum-seeker and
have not yet received a final
decision on your application, but
decide to drop it and go back
home
• you have received international
or temporary protection but you
decide to renounce it and return
home
How will you receive the goods or
services in your country?
Before leaving Romania, you will
discuss with an IOM counsellor
about how you can best make use
of this support and you will fill in a
reintegration plan. This plan shall
contain the products or services
that you will receive in your country.
After your return home, you will
contact IOM counsellors from your
country and they will help you put
in place your reintegration plan.
Depending on your discussions
with IOM counsellors and your
family, you may change your mind
regarding the chosen products and
services that you established in
Romania.
After you finally decide what to
receive, you will have to identify
suppliers for the products or
services and obtain a price
quotation. You will send this
quotation to IOM counsellors in
your country and they, following
IOM Romania’s approval, will
make the payment directly to the
supplier. The last step is for you to
collect the products or make use of
the services.
Product & Services for the
reintegration grant. The grant
will not be received in cash.
EXEMPLES DE RÉINTÉGRATION
MAROC, MOTOSCOOTER
Isma’il a travaillé pour deux ans
dans une boutique de chaussures
de la banlieue bucarestoise, connue
sous le nom de Dragon Rouge. Un
jour, la police le trouve sans papiers
de séjour légal en Roumanie.
Ismail
choisit
de
rentrer
volontairement au Maroc par
le du programme de retour de
l’OIM. L’aide à la réintégration
reçue lui permet de se procurer un
motoscooter. Il se déclare content
d’avoir un moyen de se déplacer
dans les villages voisins, pour
chercher un emploi. Il se réjouit
aussi du fait qu’il réussit à gagner
suffisamment d’argent pour couvrir
les frais quotidiens et soigner sa
mère.
REINTEGRATION EXAMPLES
MOROCCO, MOTOR SCOOTER
Ismail worked for two years in
a shoe shop, close to Dragonul
Roşu, until a police raid found him
without documents for staying in
Romania legally.
He chose to go home to Morocco
through the Assisted Voluntary
Return and Reintegration Program
and with the support he received,
he bought a motor scooter.
He says he is satisfied because he
now has a way of transportation
to the surrounding villages to find
daily jobs. He is happy that he earns
enough to cover his daily needs
and also to take care of his mother.
EXEMPLES DE RÉINTÉGRATION
PHILIPPINES, MAGASIN GÉNÉRAL
Pendant quelque 4 mois, Ruby
a travaillé irrégulièrement
en
Roumanie. Lorsqu’elle a appris que
son père était tombé malade, elle a
voulu rentrer le rejoindre. N’ayant
pas suffisamment d’argent pour se
payer le ticket d’avion, elle a sollicité
l’aide de l’OIM.
Rentrée chez elle, elle a ouvert
un petit magasin général qui
vend aussi des plats chauds. Elle
dit que ce magasin lui fournit
l’argent nécessaire, d’un jour à
l’autre, tandis que la cantine l’aide
à assurer la nourriture de toute la
famille. Ruby ne se propose plus
de quitter son pays. Le magazin
et famille lui assurent le confort
financier et émotionnel dont elle a
besoin.
REINTEGRATION EXAMPLES
PHILIPPINES, GENERAL STORE
Ruby worked illegally for almost 4
months. Despite the difficulties and
the fears, she wished to stay longer,
in order to support her family.
However, when she found out that
her father was very ill, she wanted
to go back home to be with him.
Because she had no money for the
flight ticket she requested the help
of IOM. After she arrived home, she
opened a small grocery store that
also served cooked food.
She says the store brings her
enough money for the daily living
and the cafeteria provides food for
the entire family.
Ruby doesn’t want to leave the
country. The business and the fact
that she is together with her loved
ones provide the financial and
emotional comfort she needs.
EXEMPLES DE RÉINTÉGRATION
GÉORGIE, ASSISTANCE MATÉRIELLE
Dima et Akha ont essayé de transiter
clandestinement la Roumanie
pour se rendre en Autriche. Le
voyage est très risqué et difficile.
Il suppose le passage de Géorgie
en Ukraine, puis en République
de Moldavie pour rejoindre la
Roumanie, en traversant la rivière
de Prut à la nage. Ils ont été surpris
à la frontière et ont alors demandé
asile en Roumanie.
Deux mois après, ils réalisent
que le plan initial ne pourra plus
être mis en pratique et décident
que le retour volontaire est la
meilleure option pour eux. viable
Ils ont utilisé l’aide à la réintégration
pour l’achat de divers produits
‚électroménagers
(réfrigérateur,
aspirateur,
équipement
de
chauffage) ou électroniques. Ces
produits servent à augmenter
le niveau quotidien du confort
de la famille. Les deux habitent
actuellement avec leurs familles et
sont confiants dans leur chance de
trouver un emploi en Géorgie.
Ils disent que l’expérience de la
migration a été particulièrement
douloureuse. Ils ne voudraient
jamais la revivre.
REINTEGRATION EXAMPLES
GEORGIA, MATERIAL ASSISTANCE
Dima and Akha tried to illegally
transit Romania, in order to reach
Austria. A journey full of risks and
difficulties which involved going
from Georgia to Ukraine, then
trying to enter Romania from
Moldavia by swimming the Prut
river. Spotted near the Moldavian
border they requested asylum to
stay in Romania.
In two months’ time, they realised
the initial plan was no longer an
option, therefore they decided
the voluntary return was the best
solution.
The reintegration grant was used
to buy household appliances
(fridge, vacuum cleaner, heaters)
and electronic equipment. The
products are used to increase the
daily comfort of the family. Both
of them are now living with their
families and are confident they will
find work in Georgia.
They say the irregular migration
experience they went through was
extremely painful, and wouldn’t
want to try it again.
EXEMPLES DE RÉINTÉGRATION
PHILIPPINES, ATELIER D’USINAGE DES MÉTAUX
Patricio a eu plusieurs emplois,
à Constanta et à Bucarest, dans
des garages, des cuisines de
restaurant, hôtels et dans divers
ateliers de production. Il n’était pas
très intéressé de signer un contrat
de travail et affirme ne jamais avoir
eu de conflit avec ses employeurs.
C’est
dans
la
communauté
philippine de Roumanie qu’il a
appris l’existence de l’OIM. Patricio
voulait déjà depuis longtemps
rentrer dans son pays et l’argent
qu’il gagnait en Roumanie il
l’envoyait à sa femme et a son fils.
Alors le ticket d’avion et la somme
nécessaire à l’ouverture d’un atelier
de confections métalliques ont été
suffisants pour le déterminerjoindre
le programme.
Arrivé chez soi, Patricio a
également bénéficié d’un appui
gouvernemental
réservé
aux
ouvriers qui rentrent de l’étranger.
L aide reçue de l’OIM a étéutilisée
pour l’achat des outils nécessaires
à son nouvel atelier, tandis que les
fonds gouvernementaux ont servi
à couvrir le loyer de cet atelier.
REINTEGRATION EXAMPLES
PHILIPPINES, WELDING SHOP
Patricio worked in Constanţa and
in Bucharest at car repair shops,
kitchens, hotels and production
shops. He didn’t care too much if he
had a contract or not and he said
that he never had any problems
with the employers.
He found out about IOM from the
Filipino community. For some time,
Patricio wanted to go home but the
money he earned he was sending
home to his wife and his son.
Therefore the plane ticket and the
funds for opening a welding shop
were more than enough reasons
for him to join the program.
Once arrived home, Patricio
benefited also of a governmental
support addressed to overseas
workers returning home. The
reintegration support offered by
IOM was used for purchasing the
necessary tools for his welding
shop and the governmental money
was used to pay the rent for the
shop.
