At Annex A, Section 1, 2.4 Input/Output ports, Point 5 - This point refers to analog channels available on the Level 2 EDAS. With respect to the requirement for excitation ports, would it be acceptable to provide 2 excitation ports with a 5V total span, but with the range -2.5V to +2.5V, with the same or better accuracy and precision, instead of the requested 0 to +5V range? A1. Two excitation ports with a total span on each port of 5VDC, either 0-5V or -2.5V to 2.5V will be acceptable. Q2. At Annex A, Section 1, 2.5 Connectors and 2.13 Cables and Accessories – Please clarify whether connectors are absolutely required or whether a simple terminal strip for power and all sensor cables will be sufficient. If connectors are necessary, please provide additional details as to exactly what is required from the manufacturer A2. Terminal strip or connectors are acceptable. Q3. At Annex A, Section 1, 2.6 Telecommunications, Point 3 & 4 – These points refer to the requirements of the Level 1 EDAS with optional modem to support both cellular and landline telephone modems. Please clarify if the requirement is to use both at the same time or simply one or the other at any given time A3. Cellular or landline at any given time is acceptable, it is not required to support both at the same time. Q4. At Annex A, Section 1, 2.6 Telecommunications, Point 3 – Does the cellular modem have any power draw requirements or restrictions? A4. Maximum average standby power of 4W and Tx power of 6W Q5. At Annex A, Section 1, 2.9 Sensor Management and Output Management, Point 7 - This point refers to alarms. As currently described, the Alarms have no other specified function other than triggering a sensor reading. Normally the use of the word Alarm implies triggering some form of communication. Can you clarify as to what other functionality if any is required? A5. As specified in 2.6.5.2, EDAS must be able to also trigger random GOES transmissions when specified limit or gradient levels are surpassed. There are no other communications required to be triggered by alarms. Q6. At Annex A, Section 1, 2.12 Data Handling, Programming Interface, Firmware and Software, Point 2 - This point refers to all interactions must be possible using a PC operating MS Windows 7 OR using a built-in user interface. Please confirm that all interactions must be possible using one or the other of these choices, but that not all interactions must be possible using both choices. A6. One or the other Q7. At Annex A, Section 1, 2.13 Cables and Accessories, Point 2, Sub-Point 3 – Please clarify if the required cell modem antenna should be omnidirectional or directional? A7. Bidders are requested to submit a proposal based on supplying an omnidirectional antenna. Q8. Can you confirm that for the purposes of the four referenced requirements, the term EDAS refers to the datalogger, and not to the entire system including EDAS logger and various sub-components such as housing, modem, etc.? A8. Cellular, landline modems as well as cables and antennas related to the modems are exempt from mandatory requirements for references as described in Annex D. The modems and modem accessories are also exempt from Annex D sub-sections confirmation of production model. Canada reserves the right to test the modems to environmental specifications 1.1, 1.2 and 1.5 and reject the bid if the sample modem does not pass the test. ISO certification and reference checks only applies to the datalogger and GOES transmitter. Annex A section 1 Environmental specifications, apply to all other non-modem components of the EDAS such as the datalogger, GOES transmitter and accessories including enclosure. Q9. At Annex A, Section 1, A1: Data Format - The second data format described is described as FORMAT (comma delimited, tabular) but does have a label like “Format A or Format B” such as the other two example formats. Can you clarify the labels for the three example formats? A9. These samples of data formats show two basic formats, format A, tabular, and format B, sequential. Format A (tabular) is shown in two variations. Both variations of tabular format have a row with a unique timestamp and may have multiple data points on a row. The first example of tabular can be labelled as format A1 has the date displayed only at the date changeover and there are no delimiters. The second example of tabular format, A2, shows timestamps complete with dates on each row and has comma delimiters. Q10. At Annex A, Section 1, A1 Data Format and 2.6 Telecommunications point 2 and 2.12 Data Handling, Programming Interface, Firmware and Software Point 6, sub-point 3 - Can you confirm that the requirement is that EDAS data output must be compatible with the AI EnviroSCADA software product which would be slightly different than the example outputs given? Please also confirm that the “WSC software” mentioned is in fact the AI EnviroSCADA, or if not please provide details. A10. The EDAS data output must be compatible with the Al EnviroSCADA. References to WSC software are to be replaced with Al EnviroSCADA Q11. At Annex A, Section 2, Point 8 – Does the phrase ‘at 1 or more sites in Canada’ refer to a service location of our choosing versus a field site or other site chosen by WSC? Can we assume that these are the services detailed in sub-sections 1 through 9 of this section and no others? A11. The service location in Canada may be chosen by the Contractor. Q12. At Annex D, 1.3 Confirmation of Production Model for EDAS - Maintaining specific components for long periods of time due to parts obsolescence or improvements/upgrades is not always possible. In previous solicitations of similar scope and complexity the crown has allowed for proposed systems to include both long-standing commercially available products as well as newer components that are directly derived from previous long-standing products. Is that acceptable for this solicitation? A12. If for reasons of obsolescence or improvements to the product requires the supplier to substitute a major component with an equivalent or better component, the supplier will obtain approval from the technical representative and contracting authority in advance by supplying a description of the change and impacts on performance. Can the crown suggest an estimated timeline, following the bid closing, when the samples must be submitted, and when the User Interface Rating Exercise will be performed? A13. As per Annex D - The sample evaluation units should be delivered on or before the date and time of bid closing, but may be submitted afterwards. If the sample evaluation units are not submitted by date and time of bid closing, the Standing Offer Authority will so inform the Offeror and provide the Offeror with a time frame within which to meet the requirement. Failure to comply with the request of the Standing Offer Authority and meet the requirement within that time period will render the offer non-responsive Bidders. It is estimated that the time frame will be 1 week from date of request. As per the RFSO training must be provided, once the training has been provided the User Interface Rating Exercise will take place. Q14. Will the crown accept a User Interface that meets all the solicitation requirements, but is limited to the examples as outlined in the solicitation Annex D section 2.3 User Interface rating exercise? The software would be further customized with the complete list of Water Survey sensors provided, on a mutually agreed upon schedule. A14. No Q15.
