Ethics, Medicine and Public Health – Éthique, Médecine et Politiques Publiques Recommandations aux auteurs Les objectifs de la revue sont : a) faire connaître les travaux dans le champ de l’éthique médicale et de la recherche biomédicale ; b) faciliter les échanges entre les différentes disciplines investissant et travaillant dans ces champs ; c) construire un dialogue entre les approches anglo-saxonne et francophone de ces thématiques ; d) informer sur les débats actuels ou à venir dans ces champs. Soumission des manuscrits Les manuscrits soumis à la revue ne doivent avoir fait l’objet d’aucune publication antérieure, ni être soumis ou en cours de publication dans une autre revue. Le style doit être direct, concis, précis et argumenté ; la lecture agréable et rapide. Éviter de procéder par sous-entendus ou de faire allusion à des notions non clairement explicitées dans l’article. Les parties de chaque article sont clairement dégagées ; la rédaction suit une progression logique. Chaque problématique peut être évoquée dans un paragraphe différent. Il est nécessaire de donner une référence pour chaque information fournie dès lors qu’elle a été publiée par ailleurs. Figures et illustrations, diagrammes, schémas décisionnels et toute autre forme d’iconographie sont vivement recommandés. Tout manuscrit proposé est soumis à l’avis de lecteurs experts dont l’approbation, après modifications éventuelles, est nécessaire pour sa publication. Le français et l’anglais sont les langues de la revue. La rédaction se réserve le droit de modifier la forme du manuscrit pour l’adapter, si nécessaire, au style de la revue. En cas de reproduction partielle ou totale, dans le manuscrit, d’un document ou d’une illustration déjà publiés, l’autorisation écrite de l’éditeur et des auteurs doit être impérativement fournie. Les articles doivent être soumis en ligne sur EES (Elsevier Editorial System) à l’adresse : ees.elsevier.com/jemep/ 1 Types de rubriques Les éditoriaux apportent un éclairage sur un aspect scientifique, éthique, sciences humaines, sociales ou juridiques, relatif à la vie institutionnelle ou aux pratiques professionnelles. S’ils se réfèrent à des articles contenus dans la revue, leur objectif est de les mettre en perspective pour en faciliter la lecture. S’ils se réfèrent à des problèmes de vie professionnelle, ils doivent tenter d’y apporter une explication et des solutions. Les éditoriaux peuvent constituer une tribune d’opinions, mais le style polémique et les prises de position partisanes sont à éviter. Les articles originaux se déclinent sous trois rubriques : a. Réflexions : Présentation de cas posant des problèmes d’éthique, avec comme objectif de mettre en évidence les problématiques, les éléments de discussion argumentée de ceux-ci, la proposition de possibles pistes de résolution des tensions éthiques. b. Études : Évaluation de pratiques démontrant l’importance d’une discussion éthique avec mise en évidence des tensions éthiques, la façon dont elles ont pu être prise en compte et les pistes de propositions de résolution ou à défaut d’atténuation. c. Pratiques et concepts : travail théorique disciplinaire amenant des commentaires pouvant déboucher soit sur la proposition d’une esquisse de concept ou sur la discussion d’un concept. Attention : Tous les articles originaux doivent comporter obligatoirement les éléments suivants et leur traduction : un titre/title, un titre court, un résumé/abstract, des mots clés/keywords. L’affiliation des auteurs doit être complète (+ adresse postale), et l’adresse mail de l’auteur correspondant ou de l’auteur unique doit est donnée. Cette rubrique sera rédigée en français par les auteurs francophones et en anglais par les auteurs anglophones. Chaque article de cette rubrique doit présenter un titre en français et anglais, un résumé et 5 mots clés en français et en anglais. L’article devra être construit selon un plan bien ordonnée constitué d’une Introduction, de l’exposé de la problématique traitée, de la Contextualisation, de la Méthode utilisée pour traiter le sujet, des éléments de résultats si cela se justifie, d’une Discussion – Analyse et d’une Conclusion. Les références bibliographiques suivent le système Vancouver : sont appelées par un numéro mis entre [xx] au fil du texte et présentées dans un paragraphe spécifique Références, classées selon l’ordre d’apparition dans le texte et présentées selon le modèle suivant : Article d’une revue 1. Paris, Elsevier ; 2004 : 155–169. Les encadrés sont autorisés, pouvant contenir une synthèse ou un développement sur une question qui alourdirait sinon le texte courant. Le titre est en français et en anglais. Rubrique : Méditations philosophiques Les articles doivent être construits selon le plan suivant : Introduction, Problématique, Contextualisation, Analyse de la littérature (les thèses ou antithèses ou synthèses existantes, Discussion (l’apport spécifique de l’auteur dans le débat quant aux données de la littérature ou des concepts tels qu’ils sont généralement abordés) et une Conclusion. Ce sont des apports théoriques qui ont pour objectif d’enrichir ou d’entretenir le débat entre les disciplines, les professionnels sur des problématiques classiques ou émergentes au sein des différentes sociétés. Le texte est accompagné d’un résumé (200 mots max.) + abstract et de 5 mots clés en français et en anglais. Les note de bas de page à visée explicatives sont acceptées mais peuvent être proposées sous forme d’un petit encart qui pourra être appelé dans le texte et sera présenté dans la revue sous forme d’un encadré (titre en français et en anglais). Attention : L’affiliation des auteurs doit être complète (+ adresse), et l’adresse mail de l’auteur correspondant ou de l’auteur unique est donnée. Rubrique : « Méthodologie » en alternance avec la rubrique « Outils de documentation » Cette rubrique est conçue comme un espace d’information, de discussion ou de proposition à la communauté de méthodes d’approches des questionnements éthiques (par exemple approche anthropo-éthique, socio-éthique, …) rédigée de façon didactique et argumentée et illustrée d’exemple de recherche aboutie. Leur présentation répond aux critères définis dans l’une ou l’autre des précédentes rubriques. Le texte est accompagné d’un résumé (une page dactylographiée) et de 5 mots clés en français et en anglais. Pour les références, les règles cidessus s’appliquent. De même pour la présentation du ou des auteurs. 3 Rubrique : Actualité en recherche Cette rubrique est consacrée à la publication des travaux originaux réalisés soit par une équipe de recherche, au décours d’un travail de thèse d’université ou d’un master recherche. Ces articles doivent être rédigés selon le plan suivant : Introduction, Contextualisation, Problématique et Objectifs, Méthode, Résultats, Analyse et discussion, Conclusion. Les références doivent répondre aux critères définis ci-dessus. Le texte est accompagné d’un résumé (une page dactylographié) et de 5 mots clés en français et en anglais. Rubrique : Revue des publications en éthique et bioéthique Il s’agit d’une rubrique qui permet de présenter aux lecteurs les différentes publications récentes dans les champs éditoriaux de la revue. Attention : regrouper les analyses d’articles sur un fichier ; → Mais pour les livres, une seule analyse de livre par fichier (autant de fichiers que d’analyses de livres) Rubrique : Synopsis Permet de signaler les colloques, les congrès, les enseignements. Mise en forme des manuscrits Le document doit être rédigé en utilisant la police Times New Roman, taille 12, Double interligne. Le document doit contenir : - une page de titre (français et anglais), les noms, prénoms des auteurs, institutions de rattachement + adresses postales institutions, mail de l’auteur correspondant - une page pour le(s) résumé(s) et les mots clés en français (et anglais) et une page pour sa traduction en anglais, et la rubrique de destination. - le corps du texte en reprenant le titre sans les noms et coordonnées des auteurs. Si des figures ou tableaux sont intégrés dans le document ils devront être présentés avec un titre en français et en anglais. Un tableau par page et une figure par page. Attention à bien mettre les appels de figures et de tableaux dans le texte. Compléments électroniques La revue invite les auteurs à soumettre avec leur article des compléments électroniques. Il peut s’agir de tableaux, figures, vidéos, QCM, etc. Les compléments électroniques ont pour but d’offrir au lecteur une meilleure condition de lecture d’un élément de l’article (par exemple : grand tableau, trop nombreuses figures), ou d’approfondir un point de l’article, ou encore d’élargir le travail des auteurs. Il est désormais possible de soumettre des éléments multimédia complémentaires pour accompagner et enrichir vos articles. Ces éléments (images, vidéo, audio, archives, tableurs, présentations...) seront accessibles uniquement en ligne (le lien vers la page de référence étant indiqué dans la version papier de votre article) et seront signalés par un pictogramme figurant en première page de l’article ainsi 4 qu’au sommaire. Vous pourrez ainsi proposer des images (.gif, .tif, .jpg, .svg, .png, etc.), des vidéos (.mov, .avi, etc.), des podcasts (.mp3, .wma, .wav), des documents (.doc, .pdf, etc), des tableurs (.xls, .cvs, etc.) ou des présentations (.ppt, .pps, etc.). Pour obtenir toutes les informations techniques sur la préparation de ce matériel complémentaire : http://www.elsevier.com/locate/authorartwork Déclaration de conflit d’intérêt La revue suit les pratiques internationales relatives aux conflits d’intérêts en rapport avec les publications soumises. Toute soumission de manuscrit doit être accompagnée d’une déclaration de conflit d’intérêt placée à la fin de l’article. Un conflit d’intérêt existe quand un auteur et/ou un co-auteur a des relations financières ou personnelles avec d’autres personnes ou organisations qui sont susceptibles d’influencer ses jugements professionnels concernant une valeur essentielle (bien du patient, intégrité de la recherche…). Les principaux conflits d’intérêt étant les intérêts financiers, les essais cliniques, les interventions ponctuelles, les relations familiales… Tous les auteurs de la publication doivent déclarer toutes les relations qui peuvent être considérées comme ayant un potentiel de conflits d’intérêt uniquement en lien avec le texte publié. 1. Au cas où il n’existe aucun conflit d’intérêt en lien avec l’article soumis, la mention suivante doit être ajoutée directement dans le manuscrit : Conflit d’intérêt : aucun. 2. Au cas où il existe un (ou plusieurs) conflit(s) d’intérêt avec un ou plusieurs des auteurs de l’article, la liste complète de ceux-ci doit être mentionnée en fin de manuscrit (avant les références bibliographiques) et ce conformément à la présentation ci-dessous. Les initiales de(s) l’auteur(s) concerné(s) et le nom de l’entreprise associée sont à ajouter à la liste exhaustive figurant ci-après des conflits d’intérêt potentiels qui sont à déclarer. Exemples : • C. R., E. L. Intérêts financiers dans l’entreprise Barbot S.A. ; • E. L. Propriétaire, dirigeant, employé, participation à un organe décisionnel d'une entreprise • Autres activités régulières dans l’entreprise Chups SAS ; • J.-J. E. Essais cliniques : en qualité d'investigateur principal, coordonnateur ou expérimentateur principal pour RTM SARL ; • P. L. Essais cliniques : en qualité de co-investigateur, expérimentateur non principal, collaborateur à l'étude pour Light & Co ; • F. W. Interventions ponctuelles : rapports d'expertise pour EFS Associated ; • M. D. Interventions ponctuelles : activités de conseil pour SFC ; • C. G. Conférences : invitations en qualité d'intervenant pour KKS & Son ; • M. S. Versements substantiels au budget d'une institution dont vous êtes responsable Aphelion ; • M. F. Proches parents salariés dans les entreprises visées ci-dessus ; • D. Aucun conflit d’intérêt. 5 3. Au cas où aucun conflit d’intérêt en lien avec l’article soumis n’a été transmis par l’auteur (les co-auteurs) la mention suivante sera publiée dans l’article : Conflit d’intérêt : les auteurs n’ont pas transmis leurs conflits d’intérêt. Redondance et plagiat Le Conseil des rédacteurs en chef des publications biologiques (Council of Biology Editors) définit la redondance de publication comme « ...la publication ou tentative de publication d’un travail ou de parties substantielles d’un travail à plus d’une reprise sans reconnaissance de la source initiale » (CBE Views, 1996; 19(4):76-77). Les critères d’identification d’une publication redondante par rapport à une publication « source » sont les suivants : – au moins un des auteurs est commun aux deux articles (en l’absence d’auteur commun, il s’agit plus probablement de plagiat que de publication redondante) ; – la population étudiée est identique ou très similaire ; – la méthodologie est la même ou est très proche ; – les résultats et leur interprétation sont proches, voire identiques. La revue suit ces règles générales de publication. Il est donc très important que les auteurs qui soumettent un manuscrit à la revue soient certains qu’un autre manuscrit concernant le même matériel ou un matériel très similaire n’a pas déjà été publié ou soumis par eux, sous l’une des formes définies ci-dessus. Ceci doit être explicitement mentionné dans la lettre d’accompagnement adressée avec l’article au rédacteur en chef. Pour toute information sur les règles d’éthique liées à la publication d’études scientifiques, vous pouvez vous reporter aux liens suivants : http://www.elsevier.com/publishingethics et http://www.elsevier.com/journal-authors/ethics Éthique Dans le cas d'expérimentations sur des sujets humains, les auteurs doivent indiquer si les procédures employées étaient conformes aux normes éthiques du comité responsable des expérimentations humaines (institutionnel et national) et à la Déclaration d'Helsinki de 1975, révisée en 2008. Si l'on met en doute la conformité des recherches à la Déclaration d'Helsinki, les auteurs doivent expliquer les raisons de leur approche et démontrer que le comité d'éthique indépendant a approuvé explicitement les aspects incertains de l'étude. Dans le cas d'expérimentations menées sur des animaux, les auteurs doivent indiquer si les directives nationales et institutionnelles ont été respectées dans le cadre des soins et de l'utilisation des animaux de laboratoire. 6 Ethics, Medicine and Public Health – Éthique, Médecine et Politiques Publiques Instructions for Authors The aims of the journal are: a) to promote studies in the field of medical ethics and biomedical research; b) facilitate the exchange between these different fields; c) establish a dialogue between the English-speaking and French-speaking approach to these issues d) supply information on current and future debates in these fields. Manuscript Submission Manuscripts submitted to the journal should not have been previously published, currently being submitted or published in another journal. The style should be direct, concise, precise and well thought out; easy to read. Avoid implied or alluded to concepts that are not clearly explained in the article. The parts of each section should be clearly identified; writing should follow a logical progression. Each topic may be raised in a different paragraph. A reference must be supplied for the information provided if it has been published elsewhere. Figures and illustrations, charts, decision trees and other forms of illustration are strongly recommended. All manuscripts that are submitted will undergo Peer Review whose approval, after any changes, is required prior to publication. French and English are the languages of the journal. The editor reserves the right to change the form of the manuscript to meet, if required, the style of the journal. In cases of either a total or partial reproduction in the manuscript, a document or a previously published figure, the written permission of the publisher and authors must imperatively be provided. All articles must be submitted on-line using the EES (Elsevier Editorial System) located at the following address: ees.elsevier.com/jemep/ Types of Articles Editorials should shed light on aspects concerning science, ethics, humanities, social or legal, on the institutional life or professional practice. If they refer to articles in the journal, their goal is to put the articles into perspective for easier reading. If they refer to professional life problems, they should attempt to offer an explanation and solutions. Editorials can be a forum of opinions, but a polemical style or partisan positions should be avoided. 7 Original articles are separated under three headings: a. Reflections: Case presentation that raises ethical issues, with the aim of highlighting ethical problems, a reasoned discussion of these points, as well as the proposal of possible avenues to resolve ethical tension. b. Studies: Practical assessment demonstrating the importance of an ethical discussion by identifying ethical tension, in such a way that they are taken into account and offering various possible propositions for a resolution or at least a lessening in severity of the circumstances. c. Practices and concepts: theoretical disciplinary study leading to comments which may either be a draft proposal of a concept or on the discussion of a concept. Please note: All original articles are required to include the following headings and their respective translation: un titre / a title, résumé/ abstract, des mots clés / keywords. The complete address of authors is given, and email for corresponding author. This section should be written in French by the French authors and in English by the English authors. Each article in this section should include French and English title, an abstract and 5 keywords in French and English. The article should be well structured with an Introduction section, assessment of the issue in question, the Contextualization, the Method used to treat the subject, the subsequent results of different items if appropriate, and a Discussion - Analysis and Conclusion. The bibliographical references should follow the Vancouver style. The references in the text should be numbered consecutively in the order in which they appear with the numbers enclosed in brackets [xx] throughout the text and presented in a specific paragraph of References, classified by order of appearance in the text and presented according to the following model: Journal Article 1. It will be referred to in the text and presented in the journal as a small insert (title in French and English). 8 Section: Philosophical Meditations Articles must be constructed according to the following format: Introduction, Issues, Contextualization, Literature analysis (theses and antitheses or existing syntheses), Discussion (the specific contribution of the author to the debate about the data in the literature or concepts as they are usually covered) and a Conclusion. These are theoretical contributions that aim to enhance or maintain the debate between disciplines, professionals on conventional and emerging issues within different societies. The text must be accompanied by a résumé (200 words max.) + abstract and 5 keywords in French and English. The bibliographical references should follow the Vancouver style. The references in the text should be numbered consecutively in the order in which they appear with the numbers enclosed in brackets [xx] throughout the text and presented in a specific paragraph of References, classified by order of appearance in the text and presented according to the following model: Journal Article 1. Explanatory notes are permitted but limited to a small insertion that can be proposed in the text of the manuscript. It will be referred to in the text and presented in the journal as a small insert (title in French and English). Section: Methodology alternating with the section "Documentation Tools". This section is designed as an information space, with a discussion or proposal regarding the various methods of approach to ethical questions (e.g. an anthropo-ethical, or social ethical approach, etc.) written and argued in a didactic manner and illustrated with example of successful research. The presentation should follow the criteria previously defined in one or other of the above headings. The text must be accompanied by an abstract (one typed page) and 5 keywords in French and English. For references, the above rules apply. 9 Section: Research News This section is dedicated to the publication of original studies performed either by a research team, during the writing of a university thesis or research for a master's degree. These articles should be written using the following headings: Introduction, Contextualization, Issues and Objectives, Methods, Results, Analysis and discussion, Conclusion. References must follow the above instructions. The text must be accompanied by a summary (one typed page) and 5 keywords in French and English. Section: Ethics and Bioethics Publications Review This is a section that will permit to present to readers the various recent publications in the editorial field of the journal. Please note: Reviews on articles are grouped on one file, reviews on books = one book reviewed / one file. Section: Synopsis This section will permit to report on the various symposia, conferences, and lectures. Formatting manuscripts The document should be written in Times New Roman font, size 12, and double spaced. The document should contain: - A title page (French and English), names, authors' names, affiliations + postal addresses of the institutions, e-mail of the corresponding author - A page including summaries (French and English) and the mention of the section wished. Please note : Figures and tables are correctly called in the text. Complimentary electronic information The journal invites authors to submit their article with complimentary electronic information. These can be in the form of tables, figures, videos, QCM, etc. Electronic supplements are intended to provide the reader with better reading conditions to focus on a part of the article (e.g. large painting, too many figures), or deepen a specific point of the article, or again elaborate on the work of the authors. It is now possible to insert additional multimedia elements to support and enrich your articles. These elements (images, video, audio, files, spreadsheets, presentations etc.) will be available only online (the link to the page reference is indicated in the paper version of your article) and will be marked by a picture illustration shown on the first page of the article as well as the abstract. Therefore, you can propose images (.gif, .tif, .jpg, .svg, .png, etc.), the videos (.mov, .avi, etc.), podcasts (.mp3, .wma, .wav ), documents (.doc, .pdf, etc.), spreadsheets (.xls, .csv, etc.) or presentations (.ppt, .pps, etc.). All manuscript submissions must be accompanied by a conflict of interest declaration inserted at the end of the article. A conflict of interest exists when an author and/or co-author has a financial or personal relationship with other persons or organizations that might influence their professional judgments about the essential value (the well being of the patient, research integrity etc.). The main conflicts of interest being financial interests, clinical trials, ad hoc interventions, family relations etc. All authors of the publication must disclose any relationships that may be considered as having a potential conflict of interest only in connection with the published text. 1. If there is no conflict of interest in connection with the submitted article, the following words should be added directly in the manuscript: Conflict of interest: none. 2. If there is one (or several) conflict (s) of interest with one or more of the authors of the article, the full list of these must be mentioned at the end of the manuscript (before the references) and consistent with the presentation below. The initials of the author (s) concerned and the name of the associate (s) are to add to the exhaustive list shown below of potential conflicts of interest that should be declared. Financial interests in the company Barbot SA; • E.L. owner, officer, employee participation in the decision-making department of a company • Other regular activities in the company Chups SAS; • J.-J. If there is no conflict of interest in connection with the article submitted by the author (coauthors) the following statement will be published in the article: Conflict of Interest: No authors have not submitted their conflicts of interest. 11 Redundancy and plagiarism The Council of Editors of Biological publications (Council of Biology Editors) defines a redundant publication as "... the publication or attempt to publish a work or substantial parts of a work more than once without recognition of the original source "(CBE Views, 1996; 19 (4): 76-77). The criteria for identifying a redundant publication compared to a publication "source" are as follows: - At least one of the authors is the same for both articles (in the absence of a common author, it is more likely to be plagiarism rather than a redundant publication); - The study population is identical or very similar; - The methodology is the same or very close; - The results and their interpretation are close or even identical. The journal follows the general rules of publication. If there are any doubts regarding compliance to research of the Helsinki Declaration, the authors must explain the reasons for their approach and demonstrate that the independent ethics committee has explicitly approved the uncertain aspects of the study.
