Bamako seminar, 2-4 June 2010 1. PREFACE The wider context: the Structured Dialogue in a nutshell The Structured Dialogue is a worldwide initiative discussing the involvement of civil society organisations (CSOs) and Local Authorities (LAs) in European development cooperation. Conceived as a confidence and consensus-building mechanism - and not a negotiation processthe initiative aims at increasing the effectiveness of all stakeholders involved in EC development cooperation, by building on the momentum gained by international and European debates. Civil Society Organisations have grown exponentially worldwide and local authorities have consolidated, manifesting themselves increasingly as relevant development and governance actors. EU member states and the EC have recognized this trend and embraced participatory approaches and innovative ways to support CSOs and LAs. On a global scale, a number of landmarks have been achieved (Millennium development Goals, Monterrey, Paris, Accra, Doha Conference) while increasing debates are taking place on the way the global architecture for external aid should be reshaped to increase relevance, effectiveness and sustainability of development interventions. Against this background, the SD shall provide a concrete opportunity for change, by jointly identifying ways and means to improve the effectiveness of all actors involved in EC development cooperation; a critical requirement which needs to be seen as a shared responsibility among all the actors involved: EU Member States and the European Parliament as co-decision makers, the European Commission as policy developer and implementer, and ultimately, CSO and LA themselves, defining each actor's roles and responsibilities. The European Commission (EC) has taken the initiative of this inclusive process, which was officially launched on the 23rd March 2010 by Commissioner for Development Andris Piebalgs and shall last one year, with a Final Conference to be held in Budapest in May 2010. The European Parliament (EP) and the EU Member States (MS) are taking part as well. From the side of Civil Society, the SD involves a wide array of traditional and emerging actors, both from Europe and partners countries, including NGOs, trade unions, foundations, women’s and youth organizations, human rights organizations, cooperatives etc. Local authorities are also represented at different levels (municipalities, provinces and regions, plus national/international associations of local authorities). 2. INTRODUCTION The Bamako seminar was the first of four regional multi stakeholder consultations within the Structured Dialogue (SD). This African edition in Mali, targeting fourteen countries1, did not only allow for a participatory bottom-up process engaging Southern actors –through which to bring in the debate partner countries’ perspectives- but it was also an opportunity to reinforce and foster North- South and South-South CSO/LA partnerships. 1 14 countries have been targeted: Mali, Senegal, Burkina Faso, Niger, Kenya, Ghana, South Africa, Ouganda, Ethiopie, Zimbabwe, Benin, RDC, Cameroun, Mozambique 1 In total, 120 participants2 gathered to debate relevant topics of the international aid & development (effectiveness) agenda, such as: How can European and African organizations work in a more complementary way? How could civil society initiatives be better known and coordinated? Should such initiatives be imbedded in development strategies set by the authorities? How could the EC adapt its financing instruments by taking into account the diversity of African contexts and actors? 3. METHODOLOGY AND ISSUES ADDRESSED As a means to foster interaction among participants, the 3 day Seminar was organised around a limited number of plenary sessions and several workshops with a maximum of 30-35 participants per group.3 While the 1st day focussed on political and strategic issues, - addressing questions and issues related to the roles and added-value of CSO&LAs in external cooperation as well as to the new reform agenda enforced by the Paris Declaration and subsequent Accra Agenda for Action (AAA)-; the 2nd day addressed operational aspects (EU funding mechanisms) related to them4. Potential lessons from new funding models in support to and through CSO&LAs were then discussed in detail, as well as calls for proposals and methods for better targeting (like block grants and core funding/operational grants) The last day, 4th of June, devoted to African local authorities in development, gathered around 80 participants of whom there were at least 50 representatives of local authorities from the same 14 targeted countries and from African associations of LAs. The programme of the Regional seminar in short • 2 June5: official opening and discussions within Working Group 1 (like complementarities between European and Southern actors, creating an enabling environment...) and Working Group 2 (focussing on the right of initiative; division of labour between EC and EU Member States; complementarity among EC instruments in support to CSO&LAs; and new aid modalities) for most of the day • 3 June6: reporting back, discussions in 8 interactive groups (4 on calls for proposals and 4 on new aid modalities) and formal closure. • 4 June7: official opening and session introducing the policy context of EC support to LAs in development and EC financial instruments for LAs in the morning, and discussions in two interactive groups (sub-divided in 3 each) on the same main topics in the afternoon. 2 80 representatives of civil society and local authorities (out of which 70 coming from 14 African countries and 10 from the EU), 30 representatives from EU delegations in Africa and from the EC in Brussels, 3 from the European Parliament, as well as representatives from EU member states such as Belgium, France, Italy and Spain. 3 For the agenda and working group reports, check the European Commission’s Civil Society Helpdesk – CISOCH on https://webgate.ec.europa.eu/fpfis/mwikis/aidco/index.php/SD:_Seminar_1 4 In wrapping up the 1st day, particular attention was given to the conclusions that impact EC funding mechanisms so as to explore them on the 2nd day. 5 See power point presentations in CISOCH and detailed reports of WG1 and WG2 (same link as above) 6 https://webgate.ec.europa.eu/fpfis/mwikis/aidco/index.php/SD:_Seminar_1 7 Idem 2 4. OPENING SESSION ON 2 JUNE Testifying to the political relevance of the event, opening speeches were done by the prime Minister of Mali Mr Modibo Sidibe, Mr Koos Richelle (director-general of EuropeAid), Mr Norbert Neuser (MEP), M. Bakary Doumbia (FECONG/REPAOC), and Juan Antonio Frutos Goldaraz (Spanish Embassy in Mali representing the EU Presidency), who voiced support of the Member States for the event and the wider process. Some highlights: His Excellency, the prime Minister of Mali, underlined the cornerstone role of Civil Society and Local Authorities, working in complementarity to the State, to bring in resources and capacities to confront current development challenges, and wished the SD process to contribute to that. Mr Richelle confirmed the EU’s commitment to put the participatory approach into practice and emphasized the need for mutual self-evaluation in order feed the next reforms of the European cooperation, including the next financial perspectives. Mr Neuser, brought 3 other ambitions for the process into the debates: (1) increasing the limited participation of CSOs and LAs in the definition of sector strategies, including budget support, and in the aid effectiveness agenda; (2) improving the partnership between big and small/grassroots organisations and (3) enhancing the complementarities and partnership between Northern and Southern actors. And finally, M. Bakary Doumbia, voicing Civil Society’s opinion, regretted that the dialogue and consultation principles of the Cotonou agreement were not always put in place, and pointed out that other issues (fair trade, environmental and agricultural politics, social security etc) had an equally important impact on the lives of people in development countries, and thus focus should not only be given to increasing the effectiveness of the development partners as such. 5. MAIN POLITICAL CONCLUSIONS a) Deriving from 2-3 June sessions8 (focus on CSO/LA) • CSO and LA partnerships In terms of results, the participants insisted on the need for organizations to demonstrate their added value when they work in a specific territory, whilst 8 This is a non-exhaustive summary of the main outcomes of the working groups. More in-depth summaries of the three working groups as well as PPT presentation are available on CISOCH. 3 respecting the right of initiative of (African, in this case) CSOs. In doing so, they are to specialize in certain sectors and work in close collaboration with local and national authorities. It was also highlighted that competition between European and local organizations needs to be avoided. (“Let us be complementary.”) Generally speaking, the participants want to make LA-CSO cooperation / CSO-CSO cooperation a project in itself, with time and resources (to foster partnerships) at national, regional and international level. • Dialogue and consultation processes According to participants, it would be useful to promote dialogues between Southern Governments and the national civil society. It is also felt important to reaffirm the political will to dialogue and consultation by mobilizing the resources and the knowledge of local CSO; as to improve the image of CSOs and LAs, and to build a climate of trust/mutual agreement among governments, donors, CSOs and LAs. Suggestions related to broader issues were mentioned as well, such as the development of an appropriate NGO legislative/regulatory environment and increased accountability. • For CSOs specifically, one should put an emphasis on strengths and existing resources (instead of weaknesses/gaps/problems) and ensure proper feedback to constituencies (accountability, capitalisation and multiplication). • For the EU, it is important to optimize consultation processes in terms of information and organisation; and ensure qualitative participation by, for example, empowering CSO focal points of the EU delegations in their roles. • Aid/development effectiveness The implications of the Aid Effectiveness Agenda were thoroughly discussed, particularly as regards three of the principles of the Paris declaration, further detailed in the Accra Agenda of Action, which are: Alignment, Ownership and Division of labour & harmonization among donors. In terms of results, the participants insisted on the need to review the notion of alignment, as it cannot be blindly adopted and requires strong political dialogue. The diverse and cornerstone roles that both CSOs&LAs can play were underlined, and a consensus was reached on the need to further strengthen the capacities of these actors with a view to ensure a broadbased ownership of development policies. As for the division of labour and its implications in terms of harmonization of donor approaches and aid modalities, major opportunities and challenges were duly identified, and a particular emphasis was put on the need to minimize the "orphans 4 and darlings" risk, both in terms of the focal countries and sectors and of the CSOs&LAs which benefit from donor’s support. • EC delivery mechanims On the 3rd of June, participants discussed topics linked to EC delivery mechanisms. Funding should take account of diversity of CSO/LA (in terms of themes /sectors and levels of structuring to ensure balance) and this should be translated into different types of modalities, adapted to the local context. In addition, there is a need to improve information flows and funding forecasts, among others by better equipping EU delegations to manage the local calls. Local organizations should benefit from longer-term a funding mechanism; which implies to move away from the project short-term based approach. Also subgranting should be further explored. The working groups identified the need for more strategic support for Advocacy, Capacity building, Networking (platforms), and last but not least, for Thematic processes. b) Deriving from 4 June session9 (focus on LA only) • On the role of LAs in policy and programming The discussions emphasised the role of LAs as they are the voice of the local community and the institutional entry point for the government to every action in the benefit of their people. The main challenges concern the need for capacity development and the transfer of sufficient resources to the local level (that must follow any transfer of competencies) and the direct election of their representatives. • On the role of LAs in implementation Participants agreed on the important role of LAs in service delivery (which needs adequate resources) and in consultation processes with the citizens. In relation to EC aid delivery mechanisms, budget support to the central State for decentralisation processes was mentioned as a holistic and coherent instrument: however, some limitations were identified mostly in relation of an absence of truly participatory decisions together with local governments. On the other hand, calls for proposals should be better adapted to the different typologies of LAs (municipalities, regions, etc), 9 This is a non-exhaustive summary of the main outcomes of the working groups. More in-depth summaries of the three working groups as well as powerpoints are available on CISOCH. 5 according to a majority of participants, while communication should be enhanced in order to make sure information reached the poorest LAs. Autonomy of accounts of LAs was seen as a major factor contributing to the success of the projects. 6. NEXT STEPS Already a lot of useful and practical conclusions and recommendations came out of this African consultation event. Therefore it is particularly relevant for the EC to monitor its more detailed reporting, as well as the Structured Dialogue CISOCH and blog postings: all are stepping stones for future SD discussions in Brussels and in the next regional seminars10. To make sure that the African voices are brought to the global level in a correct way, the Bamako participants have designated 5 representatives of CSOs and 3 of local authorities to the forthcoming Working Group session in Brussels. The EC foresees to use conclusions of the structured dialogue process as a basis to prepare forthcoming evolutions of European cooperation. The final stock-taking will be done in May 2011 in Budapest. 7.
