Who may participate?
• Every legal person (legal entity); natural persons (in some exceptional
cases)
• A project partner is always defined as the entire institution (legal
entity), never as a single workgroup or a single academic department
• Eligible states whose costs may be reimbursed by the EU:
– EU Member States (EU 28)
– Associated Countries: Albania, Iceland ,Israel, Liechtenstein, the Former
Yugoslav Republic of Macedonia, Montenegro, Moldova, Norway, Serbia,
Bosnia, Faeroe Islands, Switzerland and Turkey.
– International Organisations of European interest
– Joint Research Centres
– ICPC – “International co-operation partner country“: Third Countries
with low to medium income

Horizon 2020 work programmes
• An updated strategic research agenda for Horizon 2020 will be
published every 3 years
• The specific work programme, containing the invidual call topics and
respective budget objectives, covers two years, i.e. the current work
programme encompasses calls for 2014 and 2015.
•
Topic structure: „specific challenge“, „scope“, and „expected impact“,
additional information regarding project duration, consortium
composition, international involvement, TRL, etc.

Proposal preparation
• The respective application procedure will be indicated for
each call:
• Single stage: at the indicated deadline a full proposal will
is submitted (max. 70 pages)
• Two stage: Initially a brief project outline is prepared ->
„First stage proposal“ (max. 15 pages, HEALTH: 7 pages),
following a successful evaluation, a full proposal will be
prepared, detailing the project idea

Proposal structure
• Part 1 (proposal submission forms): administrative and financial
informationen regarding the individual partner institutions
• Part 2 (proposal body): Technical description of work plan (free text,
however, structural division of content and page limitations need to
be respected)
• Proposals are submitted electronically via the Electronic Proposal
Submission System (EPSS)
• Signatures of all legal representives of each institution are not
required for proposal submission (exception: ERC grants)

International cooperation in H2020
• International cooperation is crucial to address many Horizon 2020
objectives
• Principle of general openness: the programme will remain to be the
most open funding programme in the world
• Horizon 2020 shall be open to the association of: acceding countries,
candidate countries and potential candidates and selected third
countries that fulfil the relevant criteria (capacity, track record, close
economic and/or geographical links to the Union, etc.)
• Targeted actions to be implemented taking a strategic approach to
international cooperation
