Il Fondo sociale europeo (FSE) è uno dei Fondi strutturali dell’Unione europea,
strumenti finanziari volti a rafforzare la coesione economica e sociale.
Creato nel 1957, il FSE è il principale strumento comunitario per prevenire e combattere la disoccupazione, sviluppare le risorse umane e favorire l’integrazione nel
mercato del lavoro. A tal fine esso mira a conseguire la piena occupazione, la qualità
e la produttività sul lavoro, promuovendo l’inclusione sociale, compreso l’accesso
all’occupazione delle persone svantaggiate. Inoltre intende promuovere le pari opportunità per tutti nel mercato del lavoro, riducendo le disparità occupazionali a
livello nazionale, regionale e locale.
In Italia, ciascuna Regione/Provincia autonoma è titolare di un proprio Programma
Operativo FSE, documento di programmazione settennale che individua le attività da
intraprendere sul proprio territorio con il cofinanziamento del Fondo sociale europeo.
In linea con le priorità comunitarie e nazionali, l’obiettivo generale del Programma
Operativo FSE 2007-2013 della Provincia autonoma di Trento è quello di “sostenere una profonda e duratura modernizzazione sostenibile della società e del
tessuto produttivo trentino secondo un modello in cui miglioramenti nella capacità
di competere, maggiore produttività e flessibilità siano coniugati con un più elevato
livello di qualificazione del capitale umano, con una più elevata qualità del lavoro,
sicurezza e più favorevoli opportunità di accesso al lavoro, congiunte ad una diffusa
solidarietà”.
I buoni formativi sono un dispositivo realizzato con le risorse di tale Programma
Operativo con il contributo finanziario del Fondo sociale europeo, dello Stato italiano
e della Provincia autonoma di Trento.

Cos’è un buono formativo
Destinatari dei buoni formativi
Il buono formativo è un documento erogato dalla Provincia autonoma di Trento che
consente di frequentare un percorso formativo per il rafforzamento delle competenze linguistiche, informatiche o trasversali scegliendolo tra quelli presenti all’interno
di quattro appositi cataloghi predisposti dall’Amministrazione provinciale.
Possono richiedere i buoni formativi tutte le persone domiciliate in provincia di
Trento, di età compresa tra i 18 e i 64 anni, che abbiano assolto l’obbligo scolastico o che siano state prosciolte dallo stesso, qualificabili come forze lavoro (persone
occupate, disoccupate o inoccupate).
Nel caso di occupati, la domanda formativa risponde esclusivamente ad una esigenza individuale del richiedente e le azioni formative devono essere seguite al di
fuori dell’orario di lavoro o ricorrendo ai congedi formativi previsti dalla normativa
vigente o dalle discipline contrattuali.
La creazione di un catalogo di opportunità formative a domanda individuale ha lo
scopo di garantire un accesso permanente alla formazione da parte delle singole
persone per favorire l’acquisizione e l’aggiornamento delle competenze necessarie
per una partecipazione attiva al mercato del lavoro e più in generale alla società
della conoscenza.
A titolo di compartecipazione al costo del percorso è richiesto al partecipante un
contributo fisso di 150 euro. Qualora il titolare del buono rientri in percorsi anticrisi,
tale quota sarà sostenuta direttamente dall’Amministrazione.
Il sistema dei buoni formativi prevede un’offerta formativa articolata in 4 distinti
cataloghi:
•informatica (informatica di base, automazione d’ufficio e informatica applicata)
- 302 percorsi;
•lingue straniere (inglese e tedesco a livello base, intermedio e avanzato, a cui
si aggiungono specifici percorsi di lingua e cultura araba e di lingua e cultura dei
paesi dell’Est Europa) - 211 percorsi;
•lingua e cultura italiana (percorsi di italiano come seconda lingua) - 27 percorsi;
•competenze trasversali e per operatori di pubblica sicurezza (competenze
trasversali di base, intermedie, avanzate e competenze professionali per gli operatori di pubblica sicurezza) - 95 percorsi.
Inoltre, in tutti i percorsi a catalogo è previsto l’approfondimento di elementi di sicurezza sui luoghi di lavoro, di diritto del lavoro, di cultura civica e di conoscenza in
ordine all’operatività del Fondo sociale europeo.
Ciascun catalogo riporta l’attività formativa articolata per area territoriale di svolgimento del percorso e per tipologia di intervento.

PRESENTAZIONE
Nella formazione delle graduatorie viene data precedenza a coloro che non hanno
mai ottenuto un buono formativo in nessuna delle aree a catalogo.
Fatta salva la precedenza di cui sopra, i buoni sono erogati secondo le seguenti
priorità:
A) richieste presentate dalle seguenti categorie di soggetti:
A1. persone rientranti in situazioni di svantaggio e/o disagio;
A2. persone di età superiore ai 50 anni;
A3. persone prive di titolo di studio secondario di secondo grado;
A4. soggetti che abbiano concordato la loro partecipazione con il datore di lavoro
(accordo attestato formalmente);
A5. donne;
B) l’ordine cronologico di presentazione della domanda, dando priorità ai residenti
in provincia di Trento.

Per richiedere un buono
formativo è necessario
rivolgersi ad una delle
sedi della Struttura Multifunzionale Territoriale –
Ad Personam, presso la
quale ci si può avvalere
dei servizi di informazione, consulenza orientativa sulle diverse opportunità di formazione e
analisi delle attese e dei
potenziali bisogni di formazione.
Si può richiedere un solo
buono formativo alla volta, in qualsiasi momento
dell’anno,
scegliendo
un’area di interesse (lingue, informatica o competenze trasversali).
A cadenza indicativamente mensile, l’Amministrazione assegna
i buoni formativi predisponendo apposite graduatorie per ciascuna
delle aree previste. Le
richieste di buoni rimaste
inevase sono collocate
nella graduatoria successiva. Le graduatorie sono
rese pubbliche presso le diverse sedi della
Struttura Multifunzionale
Territoriale Ad Personam e sul sito internet
www.fse.provincia.tn.it
Dopo aver verificato di
aver ottenuto il buono,
occorre provvedere al
suo ritiro presso la sede
della Struttura dove è
stata presentata la richiesta. Il buono riporta
la data di emissione ed
è costituito da due parti
(“parte A” e “parte B”).
Il buono può essere utilizzato per frequentare
uno qualsiasi dei percorsi presenti a catalogo, a
prescindere dalla propria
residenza o domicilio,
entro sei mesi dalla data
di emissione stampata
sullo stesso. Operata la
scelta, l’adesione al percorso avviene mediante
consegna della “parte
B” del buono formativo
al soggetto attuatore,
mentre la “parte A” deve
essere trattenuta dal titolare del buono.
Raggiunto il numero minimo di adesioni, il percorso viene attivato dal
soggetto attuatore. Per
la frequenza è richiesto
un contributo fisso di 150
euro da parte del titolare
del buono formativo a titolo di compartecipazione al costo del percorso.
Il soggetto attuatore ha
altresì facoltà di richiedere ai partecipanti una
cauzione che verrà restituita al raggiungimento del 70% della durata
corsuale.
Qualora l’attività formativa non abbia inizio entro
90 giorni dalla consegna
del buono al soggetto
attuatore, il titolare può
chiedere alla Struttura
Multifunzionale Territoriale
Ad Personam la disattivazione del buono e
l’emissione di un nuovo
buono formativo.
Al termine del percorso,
per il quale si richiede
una frequenza pari ad
almeno il 70% delle ore
previste, il titolare del
buono deve consegnare al soggetto attuatore
anche la “parte A” del
buono, debitamente sottoscritta e con indicate
eventuali
osservazioni
sul percorso frequentato,
in quanto necessaria per
i successivi adempimenti
amministrativi a carico
del soggetto attuatore.
Una volta terminato il
corso è possibile richiedere un ulteriore buono
per la frequenza di percorsi di tipologie diverse.
L’ulteriore buono potrà
essere attribuito qualora
siano state evase tutte le
altre richieste.

Sede di svolgimento dei percorsi formativi
I percorsi formativi fruibili grazie ai buoni formativi si potranno svolgere in uno dei
Comuni dell’area territoriale di riferimento, corrispondente ai vecchi Comprensori in
cui era articolata la Provincia autonoma di Trento. La scelta del luogo di svolgimento
del percorso è effettuata dal Soggetto attuatore in base alle adesioni raccolte e alla
disponibilità di sedi adeguate. Di seguito si riporta l’elenco dei Comuni per ciascuna
area territoriale individuata.

Far acquisire ai partecipanti la capacità di esprimersi in lingua italiana in modo
coerente ed appropriato su argomenti di diverso genere nonché di capire e
produrre testi scritti di varia natura e finalità.
Il corso prevede la copertura dei costi per sostenere l’esame di certificazione
linguistica Cils.
OBIETTIVI
Fornire una conoscenza di base della lingua e cultura italiana, sviluppando
competenze comunicative con riferimento alle abilità di base e facendo contestualmente acquisire familiarità con alcuni aspetti della cultura italiana.
Il corso prepara all’esame di certificazione Cils.

Percorso formativo della durata complessiva di 40 ore.

descrivere situazioni semplici, dare indicazioni, fonetica, salutare, contare,

Training vouchers
Course catalogue Italian Language and Culture
The European Social Fund (ESF) is one of the European Union’s Structural Funds,
namely financial means aimed at strengthening economic and social cohesion.
Created in 1957, the ESF is the main European tool to prevent unemployment, to
develop human resources and to favour integration in the labour market. To this end,
it aims at achieving full employment, quality and productivity at work, promoting
social inclusion, included access of disadvantaged persons to employment.
Moreover, it intends to promote equal opportunities for all in the labour market,
reducing employment disparities at national, regional and local level.
In Italy, each autonomous Region/Province has an ESF Operational Programme, a
seven-year programming document that identifies the activities to be carried out
on the territory, with the co-funding of the European Social Fund.
In line with the European and national priorities, the main objective of the 2007-2013
ESF Operational Programme of the Autonomous Province of Trento is to
“support a deep and long-lasting sustainable modernization of Trentino society
and production network, following a model in which improvements in the ability
to compete, in better productiveness and in flexibility go together with a higher
qualification level of the human capital, with a higher quality of work and safety,
better opportunities to access work and a spread solidarity”.
Training vouchers are a tool implemented with the resources of this Operational
Programme, with the economic contribution of the European Social Fund, of the
Italian Government and of the Autonomous Province of Trento.

What is a training voucher?
Recipients of the training vouchers
A training voucher is a document issued by the Autonomous Province of Trento, that
allows to attend a training course aimed at strengthening language, IT or transversal
skills, choosing from four catalogues prepared by the Province Administration.
All the persons domiciled in the province of Trento, aged between 18 and
64, who concluded compulsory education or were released from it, who can be
qualified as workforce (employed, unemployed or non-employed) can apply for a
training voucher.
In the case of employed workers, the training demand only meets an individual
need of the applicant and the training activities have to be attended outside
working hours or using study leaves foreseen by the existing legislation or contract
conditions.
The creation of a catalogue of individual training demand opportunities has the aim
of guaranteeing individuals’ permanent access to training, to acquire and update
the necessary skills for an active participation in the labour market and, more in
general, in the knowledge society.
Participants must pay 150 Euro as a contribution to the course cost. If the voucher
beneficiary is also included in anti-crisis measures, this fee will be directly paid by
the Provincial administration.
The training voucher system foresees a training offer organized in 4 different
catalogues:
•IT (basic IT, applied IT and office automation) - 302 courses;
•foreign languages (basic, intermediate and advanced English and German, with
specific courses of Arabic language and culture and Eastern European languages
and cultures) - 211 courses;
•Italian language and culture (Italian as a second language) - 27 courses;
•transversal skills and for public safety operators (basic, intermediate and
advanced transversal skills, and professional skills for public safety operators) 95 courses.
Moreover, all catalogue courses foresee an in-depth analysis of safety requirements
for the workplace, labour legislation, civic culture and knowledge as regards the
European Social Fund efficiency.
Each catalogue indicates the training activity divided per territorial area and type of
intervention.

In forming the lists, priority is given to the persons who never benefitted from a
training voucher in any of the catalogue areas.
Without prejudice to what indicated above, the vouchers are issued according to
the following priorities:
A) requests submitted from the following categories:
A1. persons in situation of disadvantage and/or social hardship;
A2. persons aged 50 or older;
A3. persons without an upper secondary school diploma;
A4. individuals who agreed their participation with their employer (formally
attested agreement);
A5. women;
B)chronological order of application, giving priority to the residents in the
province of Trento.

To apply for a training
voucher, individuals must
contact one of the offices
of the Struttura Multifunzionale Territoriale – Ad
Personam, where they
will receive information,
guidance as regards the
various training opportunities and an analysis of
their expectations and
potential training needs.
It is possible to apply for
only one voucher at the
time, at any time of the
year, choosing an area of
interest (languages, IT or
transversal skills).
Approximately
every
month, the Administration grants the training vouchers preparing
rankings for each area
foreseen. The unanswered
voucher requests are
placed in the following
ranking.
All rankings are published
at the various offices of
Struttura Multifunzionale
Territoriale Ad Personam and on the website
Once beneficiaries are
sure they have assigned
a voucher, they must collect it at the same office
of the Struttura they applied at. The voucher indicates the date of issue
and it is divided in two
parts (“part A” and “part
B”).
The voucher can be
used to attend any of the
courses indicated in the
catalogue, regardless of
the residence of the applicant, within six months
from the issue date printed on the voucher. Once
the choice is made, the
acceptance of the course
is given by presenting
the “part B” part of the
voucher to the provider,
while the “part A” is for
the voucher beneficiary.
After reaching the minimum number of applications, providers can activate the courses. Participants are asked to pay a
contribution of 150 Euro.
The provider, moreover,
can ask participants to
pay a deposit that will be
returned once they have
attended 70% of the
course duration.
If the training activity
does not start within 90
days from the presentation of the voucher to the
provider, the beneficiary
can ask the Struttura
Multifunzionale Territoriale
to interrupt the voucher
and issue a new one.
Beneficiaries have to attend at least 70% of the
course, after which they
must give the provider
the “part A” of the voucher, filled in, signed and
indicating any comment
on the course, which is
necessary for the following administration procedures to be carried out
by the provider.
Once the course has
ended, it is possible to
request a further voucher. The further voucher
can be assigned if all the
other applications have
been satisfied.

Venue of the training courses
The training courses will take place in any of the Municipalities of the reference
territorial areas, corresponding to the old Comprensori of which the Autonomous
Province of Trento was composed. The choice of the course venue is made by
the Provider on the basis of the applications collected and of the availability of
appropriate spaces. The list of the Municipalities for each territorial area is indicated

Catalogue des parcours Langue et Culture Italienne
Le Fonds social européen (FSE) est un des Fonds structurels de l’Union Européenne,
instruments financiers qui ont le but de renforcer la cohésion économique et sociale.
Créé en 1957, le FSE est le principal instrument communautaire pour prévenir et
combattre le chômage, développer les ressources humaines et favoriser l’intégration dans le marché du travail. Il vise à atteindre tend à obtenir le plein emploi, la
qualité et la productivité du travail, en promouvant l’inclusion sociale, y compris
l’accès à l’emploi des personnes défavorisés. Il entend soutenir aussi l’égalité de
chances pour tous dans le marché du travail, en réduisant les disparités de l’emploi
aux niveaux national, régional et local.
En Italie, chaque Région/Province autonome est titulaire d’un Programme Opérationnel FSE, document de programme de sept ans, qui identifie les activités à entreprendre sur son propre territoire avec le cofinancement du Fonds social européen.
Conformément aux priorités communautaires et nationales, l’objectif principal du
Programme Opérationnel FSE 2007-2013 de la Province autonome de Trento
est de « soutenir une modernisation profonde et durable de la société et du tissu
productif du Trentino selon un modèle dans lequel les progrès dans la capacité à
concurrencer, dans la productivité et flexibilité soient conjugués à un niveau supérieur de qualification du capital humain, avec une meilleure qualité de l’emploi,
la sécurité et plus favorables opportunité d’accès au travail, combinés avec une
solidarité répandue ».
Les chèques-formation sont un dispositif réalisé avec les ressources du Programme
Opérationnel avec le soutien financier du Fonds social européen, de l’État italien et
de la Province autonome de Trento.

Qu’est ce que un chèque formation?
Les destinataires des chèques-formation
Le chèque-formation est un document distribué par la Province autonome de
Trento qui permet de fréquenter un cours de formation visé au renforcement des
compétences linguistiques, informatiques ou transversales en le choisissant parmi
les cours prévus dans quatre différents catalogues élaborés par l’administration
provinciale.
La création d’un catalogue d’opportunités formatives à l’application individuelle a le
but de garantir un accès permanent à la formation pour favoriser l’acquisition et la
mise à jour des compétences nécessaires pour une participation active au marché
du travail et, plus en général, à la société de la connaissance.
Les chèques-formation peuvent être demandés par toutes les personnes
domiciliées dans la Province de Trento, âgées entre 18 et 64 ans, qui n’aient
plus d’obligation scolaire ou qui aient été acquittés par le même, considérées
comme une force de travail (occupés, chômeurs ou sans emploi).
Dans le cas d’occupés, la demande de formation répond à une exigence individuelle
du demandeur, donc les cours doivent être suivis au-dehors de l’horaire de travail
ou pendant les congés formatifs, si prévus par la loi ou par les contrats de travail.
À titre de coparticipation au coût du cours il est demandé aux bénéficiaires de payer
une contribution fixe de 150 euro. Si le titulaire du chèque participe à un parcours
« anti-crise », telle contribution sera soutenue directement par l’administration.
Le système des chèque-formation prévoit une offre formative articulée en 4
différents catalogues:
•relatif à l’informatique (informatique de base, informatique appliquée et office
automation), - 302 parcours;
•relatif aux langues étrangères (Anglais et Allemand de base, intermédiaire et
avancé; parcours spécifiques de langue et culture arabe et de langue et culture
des pays de l’Europe de l’Est) - 211 parcours;
•relatif à la langue et culture italienne (italien en tant que deuxième langue) - 27
parcours;
•relatif aux compétences transversales et pour les opérateurs de Sécurité
Publique (compétences transversales de base, intermédiaires, avancées, et
compétences professionnelles pour les opérateurs de Sécurité Publique) - 95
parcours.
En plus, il est prévu pour tous les parcours l’approfondissement des éléments
de sécurité sur les lieux de travail, de droit du travail, de culture civique et de
connaissance en ordre au fonctionnement du Fonds social européen.
Chaque catalogue présente l’activité formative articulée par les zones territoriales
où les cours se déroulent et selon la typologie d’intervention.

PRÉSENTATION
Dans la formation des listes d’admission aux chèques-formation la priorité est
donnée à ceux qui n’ont jamais obtenu un chèque dans les domaines touchés par
le catalogue.
A part cette priorité, les chèques sont distribués selon les priorités suivantes:
A) demandes présentées par les suivantes catégories de sujets:
A1.personnes en état de désavantage et/ou privation;
A2.personnes de plus de 50 ans;
A3.personnes sans le diplôme secondaire de deuxième degré;
A4.sujets qui aient décidé leur participation d’accord avec l’employeur, (accord
formalisé);
A5.femmes;
B)l’ordre chronologique de présentation de la demande, avec une priorité aux
résidents de la Province de Trento.

Pour
demander
un
chèque-formation
il
faut s’adresser à un des
sièges de la Structure
Multifonctionnelle Territoriale Ad Personam, où
on peut profiter des services de renseignement,
orientation sur les différentes opportunités de
formation et analyse des
attentes et des besoins
potentiels de formation.
On peut demander un
seul chèque-formation à
la fois, à n’importe quel
moment de l’année, en
choisissant un domaine
d’intérêt (langues, informatique ou compétences transversales).
Tous le mois l’Administration assigne les
chèques-formation, en
préparant des listes
spécifiques pour chacun des domaines prévus. Les demandes de
chèque qui restent sans
réponse décalent dans la
liste suivante. Les listes
sont publiée auprès des
sièges de la Structure
Multifonctionnelle
Territoriale Ad Personam
et sur le site internet:
www.fse.provincia.tn.it.
Après avoir vérifié l’obtention du chèque, il faut
le retirer auprès du siège
de la Structure où la
demande a été présentée. Le chèque reporte la
date d’émission et il est
constitué par deux parties (« part A » et « part
B »).
Le chèque peut être utilisé pour fréquenter n’importe quel des cours prévus dans le catalogue,
indépendamment de la
résidence ou du domicile, dans six mois de la
date d’émission imprimée sur le même. Après
le choix, l’adhésion au
cours est confirmée avec
la remise de la « part B
» du chèque-formation
au sujet gérant, tandis
que la « part A » doit être
retenue par le titulaire du
chèque.
Atteint le niveau minimum d’adhésions, le
parcours est activé par le
sujet gérant. Le titulaire
du
chèque-formation
doit payer une contribution fixe de 150 euro au
titre de coparticipation
au coût du parcours. Le
sujet gérant peut demander aux participants une
caution qui sera rendue à
la réalisation du 70% de
la durée du cours.
Si l’activité formative n’ait
pas commencée dans
90 jours de la remise du
chèque au sujet gérant,
le titulaire peut demander à la Structure Multifonctionnelle Territoriale
Ad Personam la désactivation du chèque et
l’émission d’un nouveau
chèque-formation.
À conclusion du parcours, pour lequel il est
nécessaire d’avoir fréquenté au moins le 70%
des heures prévues, le
titulaire du chèque doit
remettre au sujet gérant
aussi la « part A » du
chèque, dûment signée
et reportant d’éventuelles observations sur
le parcours fréquenté;
elle est nécessaire pour
les ultérieurs accomplissements administratifs à la charge du sujet
gérant. Une fois terminée le cours il est possible de demander un
nouveau chèque pour la
fréquence de typologies
différentes de parcours.
Le nouveau chèque sera
attribuée si toutes les
autres demandes ont été
exécutées.

Sièges des parcours formatifs
Les parcours formatifs, disponibles grâce aux chèques-formation, pourront se
dérouler dans une des Communes de la zone territoriale de référence, correspondant
aux vieux « Comprensori » dans lesquels se répartissait la Province autonome de
Trento. Le choix de l’endroit de déroulement du parcours est effectué par le Sujet
gérant sur la base des adhésions reçues et de la disponibilité de sièges appropriés.

OBJECTIFS
Agrandir la compétence dans la langue italienne et la connaissance de la propre
culture d’adoption, acquérir conscience et comportements civiques comme
citoyen italien et européen.

OBJECTIFS
Améliorer et fournir nouvelles compétences de base de la langue italienne à des
gens étrangers qui travaillent ou ils sont à la recherche d’emploi.

CONTENU
Écoute et lecture de la langue italienne: éléments grammaticales (articles, noms,
verbes, adjectifs, pronoms, nombres, la période, les prépositions simples la
compréhension du texte). Écriture et production orale: écriture et production
écrite/orale d’un texte, prononciation, conversation et communication en
différents domaines personnels et du travail.
CONTENU
Compétences pragmatiques, compétences linguistiques, morphologie et
syntaxe, compétences lexicales (lexique et expressions communicatives)
compétences généraux textuels, compétences relatives à la compréhension,
production et échange de textes. Décrire habitudes du passé et faire de
comparaisons, décrire événements, exposer problèmes et donner conseils
relatifs à la santé, décrire espoirs, décrire événements arrivés en moments
différents du passé, le travail, signaler et décrire des pannes. Donner et
comprendre instructions pour résoudre un problème technique, faire prévisions,
programmes et promesses, exprimer intentions, hypothèse et possibilité,
demander confirmation, arguer, indiquer avantages et désavantages exprimer
sentiments et états d’âme.

de base et faisant acquérir familiarité avec des aspects de la culture italienne.
Le cours prépare à l’examen de certification Cils A1.

sujets et complément, adjectifs qualificatifs, adjectifs et pronoms possessifs,
démonstratifs, interrogatifs, indéfinis, nombres cardinaux et ordinaux,
prépositions simples et reconnaissance des prépositions articulées,
conjugaison active des verbes (être et avoir, verbes modaux, verbes réguliers),
adverbes (de manière, d’affirmation et de négation, de temps, de lieu et de
quantité), phrase simple (proposition déclaratives, interrogatives, impératives),
genre et nombre des noms réguliers, pronoms personnels sujets. Interaction de
communication dans des situations différentes, lexique de base.
