Final beneficiaries &/or target groups1 (if different) (including numbers of women and men): Target groups: 24,000 vulnerable households (120,000 individuals) Most of these households (HHs) are headed by widows, orphans and people living with HIV/AIDS. 100 charcoal producers from the southern province. 500 Village Savings and Loan Groups (VSLGs); each VSLG has an average of 15 members 300 Orphans and Vulnerable Children and Youths (OVCY) . 1 “Target groups” are the groups/entities who will be directly positively affected by the project at the Project Purpose level, and “final beneficiaries” are those who will benefit from the project in the long term at the level of the society or sector at large. CARE, CASE Project, annual report 2009 2 Final beneficiaries: The total population of the four districts: about 1.2 million people. 1.9. Country (ies) in which the activities take place (if different from 1.7): same General Currently, over 86% of Rwandans depend on wood for domestic energy because alternative sources of energy are unreliable and unaffordable for the majority of Rwandans, leading to extensive deforestation. This 3 year (2008-2010) Project has been designed to address the issues of availability, access to, and production of reliable and affordable energy sources. Specifically, it contributes to the reduction of the gap between biomass energy supply and demand for 24,000 poor rural and peri-urban households in Southern Rwanda by 50% by the year 2010. The project activities support the national strategies aiming at saving more biomass, producing more biomass, and substituting more alternative energy sources for the biomass. The major project activities are related to trainings (in improved stove making, in energy saving cooking techniques, in improved carbonization techniques, in incomegenerating activities management & marketing), community mobilization and behavior change communication for the use of biomass saving techniques and environment protection. In implementing the project activities, CARE Rwanda works in close partnership with two local institutions that have expertise in innovative/alternative energy technologies, CITTKIST (Centre for Innovation and Technology Transfer of Kigali Institute of Science and Technology) and ADENYA (Association for the Development of NYABIMATA). 2. Assessment of implementation of Action activities 2.1. Activities and Results While the activities conducted in 2008, were mostly concentrated on the starting of CASE project interventions, building strong partnership, selections of beneficiaries, selections of various techniques and stoves to be promoted, etc. The year 2009, second year of the project has been characterised by a continuation and concretisation of actions in targeted communities. Trainings of trainers in improved stove making have been continued, the people trained have been helped to plan and conduct trainings to their colleagues in VSLGs. Stove training kits have been distributed. For the people trained last year, refresher trainings have been organised in order to increase their knowledge and ability to train their colleagues. The ToTs trained have started to produce stoves and communities members trained by the ToTs also produce basic stoves for themselves and make demonstrations to other vulnerable people in their communities. In stove making improvement, some project team members and partners have done a study tour in Uganda, which resulted into technical adaptation of Rocket stoves. The study was an opportunity to learn about various techniques around stoves, e.g. various efficient types, stove testing, measurements, marketing etc… In carbonisation activities, after charcoal makers and carbonisation techniques selection last year, trainings for charcoal makers in use of improved carbonisation techniques have been conducted. Cooperatives of charcoal makers have been created and some of them got registration certificates from local government. A number of meetings have been organised between charcoal producers and local authorities in order to have common understanding in developing the sector and being able to analyse respective roles and responsibilities in the implementation of Rwanda environment policy and laws. CARE, CASE Project, annual report 2009 3 During this year, 3 community based organisations (CBOs) have been selected for conducting environmental education as planned in the Project document. The selection went through a bidding process. Terms of references have been developed and disseminated. A number of CBOs have applied. The project team discussed with them selected ones in order to adapt their budgets and make final plan. Each intervention District will be having a CBO to conduct the activity to closest communities. A stove and charcoal market survey has been conducted in order to Improve understanding of demand and supply for the improved stove and charcoal in the targeted area and to assess strengths, weaknesses, opportunities and challenges observed in the production and marketing of the products (Improved cook stoves, Charcoal). In the domain of income generating activities, trainings on related topics such as marketing, cooperatives management and small project elaboration have been conducted. Community initiatives in environment protection have been supported and used as mean for community sensitisation. For the good run of CASE Project, coordination meetings with all partners and beneficiaries in the project have been regularly organised and outcomes of theses meetings were very important to adapt and address issues raised. The project team together with project partners have contributed in organising the mid term evaluation of CASE project. Based on terms of references developed, an external Consultant has been recruited and helps to conduct the assessment. A number of feedbacks on the draft report have been also provided by the project staff and partners. A final version of the report will be soon shared. 2.1.1. Activities related to Expected Result #1: 16,000 rural HHs and 8,000 peri-urban HHs use improved stoves and save at least one ton of biomass per household per annum. a. Training of trainers for the 600 members of VSLGs and 100 OVCYs in improved stoves making Before starting the second phase of training of trainers, the project team organised meetings with identified 360 OVCYs in 24 targeted Sectors in order to explain objectives of CASE Project. Participants in these meetings helped in selecting 48 OVCYs (2 per Sector) the first group of OVCYs that might have join adult trainees in stoves making trainings. As this was planned, during this year remaining ToTs have been trained in improved stoves making. In total 559 members of VSLGs and 48 OVCYs have been trained in making tree types of stoves, Rocket, “Gisafuriya” (a rocket stove type adapted to cooking pots), and Darfour. The methodology and timetable used in previous trainings have been kept. For reminder, at the end of 2008, 446 people had been already trained. In total, 342 have been distributed during this year; normally one Kit is shared by 2 ToTs. At the end of this year a total of 1053 people have been trained as ToTs by CASE Project. Every trained ToT out of the 1053 trained has produced at least two stoves either for household using or for selling. The project plan to organise other ToT trainings for 50 people for having reached the 1100 ToTs planned. These trainings will be focusing also on metal stoves and OVCYs will be mostly involved for later making it as income generating activities. Refresher training for the initial 446 members of VSLGs trained on stove making Following the results of monitoring visits to trained ToTs, the Project team organised one day per group refresher training to fix some of the weaknesses observed after trainings. After these trainings, a list of the best trainers has been elaborated. An average of 80% of trained people is on the list. The refresher trainings were an opportunity to introduce minor technical changes adopted after the study tour that had been done by Project team in Uganda. Community members are happy with the changes as it has been done based on their recommendations. One of the major changes done is to add Oxygen hole on rocket stove, this help in good combustion of wood and let people heat themselves. Also the rocket has been designed in two different types and this adds possibility of choice. In total 446 people attended refresher trainings. The refresher trainings are also planned to continue over the year 2010, these will includes all trained ToTs. c. Training of 8,000 HHs in the construction of basic improved stoves making People trained by CITT/KIST as ToTs in stove making have done a technical test for final selection of capable trainers. Out of 1053 people trained by CITT /KIST 552 have been selected as trainers after a technical test (the remaining 501 will benefit from refresher trainings, in the mean time they have produced stoves for their own use). These 552 trainers have been helped to start providing basic trainings to their fellow community members. The plan was that these trainers had to provide trainings to about 8000 people. At the end of this year, a total of 5800 people have been trained and have made already 5800 stoves (one per person) for their own use. Selected ToTs have received from CASE project basic training kit tools. A total of 317 Kits have been distributed for being used in the training sessions. For keeping stove measurements and being always accurate in stove trainings and fabrication, the project team in collaboration with CITT/KIST have developed training guidelines of 4 pages that all ToT trainers need to have with each of them when conducting trainings. The guidelines show pictures of different types of stoves promoted, how to make it, raw material mixing, measurements to be kept when making it etc…A total of 1000 training guidelines have been distributed. The guidelines were well received and seen as very useful by the target groups, the Mid term confirmed this positive feedback in focus group discussions. d. Production of basic improved stoves by the 24,000 HHs CARE, CASE Project, annual report 2009 6 The plan is to support 24,000 HHs to produce and use at least 24,000 stoves in their households in rural and peri-urban target areas at the end of the project. For the time being 7906 basic stoves have been built and are in use. In the beginning, number of stoves being built was not high because trainings were gradually going on. As the number of trained people has substantially increased in 2009 , the number of stoves built and used in households is going to increase dramatically in 2010. The project team believe that the target will be reached at the end of 2010 as ToTs are almost completed. e. Community awareness – raising on the use of improved stoves During stove making trainings, awareness sessions were also conducted. Local broadcasting radio has been time to time used to disseminate key messages on importance of using improved stoves. Community meetings held in all intervention administrative sectors and key messages have been shared with community members. Key messages have been also shared through ADENYA news paper which is published every 3 months. f. Train the 24,000 HHs in energy-saving cooking techniques So far, 6853 people trained in stove making, have also been trained in energy-saving techniques. These trainings continue in 2010. The project has made provisions to reach out with these training to 24,000 HH by the end of the project. g. Implementation of the market survey for improved stoves Stove and charcoal market survey has been conducted. Its findings have been presented to various stakeholders. Participants have appreciated the report and agreed to give their support in the implementation of recommendations formulated in this report. This survey helped the project team and stakeholders to improve understanding of stove markets in the area. Under current conditions it seems to be challenging to set up and strengthen stove markets in rural areas. Markets are very immature; Customers compensate the stove producers mainly for labour and time investment. h. Community mobilization/Awareness raising campaign The project has organised and participated in two major campaigns. Tree planting and environment conservation were a focus during these campaigns on environment protection. These campaigns helped the project beneficiaries planting agro-forestry trees (trees that are usually mixed with agricultural crops, to add fertiliser and protect soil against erosion) in their lands. One campaign took place in Gisagara Districts where the Project participated in bamboo planting. The second campaign took place in Nyaruguru District where the project supported the community beneficiaries to plant agro forestry trees. i. Conduct environmental education sessions in the 4 districts CARE, CASE Project, annual report 2009 7 The process of recruiting CBOs that will conduct this activity is on good progress. However, due to the fact that most of CBOs presented plans with higher budget, the project team had to discuss with them and adapted activities with available budget. Different parties have reached an agreement and sessions are scheduled to start in February 2010. In other hand, the Project was expecting getting educational materials from REMA. But when contacted REMA, we found out the REMA also use documents produced by a private individual and referred the project to that individual person. After checking the document, it was realised that the design of the education material needs to be adapted to the Project context. The revision work has been started already and will be completed soon. The project will later order some copies from the person. 2.1.2. Activities related to Expected Result # 2: 100 charcoal producers save 50% of wood by using improved carbonization techniques a. Train the 100 charcoal producers in improved charcoal carbonization At the end of the year 2008, the Project team with close support of research institutions and key line Ministries, had selected efficient carbonisation techniques. The techniques selected were: “ Meule casamanseuse”, ”Meule sur flanc de coton”, ”Meule sur terrasse” and ”Meule traditionnelle améliorée”. Also, 110 charcoal makers, beneficiaries of CASE Project had been selected. During this year, trainings for the 110 charcoal makers on the above techniques have been conducted. Prior to real trainings on improved carbonization, charcoal makers have been trained on how to cut trees without damaging it, also have been trained on how to use small machine that the project provided to them. The selected charcoal makers are from 8 Sectors, number of Sectors and charcoal makers per District have been terminated based on concentration of charcoal production: DISTRICT HUYE GISAGARA NYAMAGABE NYARUGURU SECTORS HUYE GISHUBI KITABI TARE KIBUMBWE KIVU NYABIMATA RUHERU TOTAL o N charcoal makers trained 15 15 10 10 10 20 15 15 110 The trained charcoal makers have been facilitated to create cooperatives, the plan was to have at least one cooperative per Sector, so far all planned 8 cooperatives have been created. A part from organizing the sector, these cooperatives will be also playing key role in the “Forest Management Plans” implementation, especially in their locality. The project team in collaboration with ADENYA has continued to make a close follow up and provide advisory messages to the 8 charcoal cooperatives created. Is in this regards that, committee members of all cooperatives have been put together in a two day session with government authorities in charge of environment sector in order to discuss about complimentary role that they play and solve some of the issues found, e.g. delays in obtaining tree cutting permit by cooperatives etc.. Production of improved charcoal Trained charcoal makers have continued to produce charcoal of good quality using improved carbonisation techniques. The following are some photos (Mukandagano Annonciata of Huye Sector applying new carbonisation technique and charcoal produced earlier). By using the improved carbonisation techniques, charcoal makers are able to get charcoal of the initial wood size. They cut it in size that they want, which is difficult when using traditional techniques. With the new techniques charcoal makers don’t register wood losses. Estimations done so far by local partners show that charcoal makers are saving 30 to 40% of wood by using improved carbonization techniques –instead of 50% as initially indicated in the project design and proposal. There are currently no other charcoal techniques available in Rwanda. Based on the outcomes of the Mid Term Evaluation (MTR) the technical experts of the project team and the MTR consultants will develop recommendations for project implementation of the final phase of the project. c. Follow-up on the activities of the 110 charcoal producers. In partnership with ADENYA, the charcoal makers are regularly visited. A number of advises have been provided in order to strengthen its organisation and understanding the importance of using improved carbonisation techniques. The Project team will continue to monitor progress in charcoal production by using techniques learnt. d. Facilitation of setting up charcoal storage facilities at production sites Production of improved charcoal The activity started by making an inventory of all storages built in former CARE Project in the area and checked the actual state of these storages. The outputs from that inventory show that the majority of them are now used as offices for village authorities and shelter for vulnerable people. From the discussion held with charcoal makers, we found out that in its construction the element of location hadn’t been taken into consideration accordingly. The project used land given by local authorities even though weren’t close to charcoal people. Based on these constraints, the project team still need to agree with charcoal cooperatives and local authorities where the storages can be put and have positive impact on beneficiaries (charcoal people). Its constructions will be done in 2010 after sorting out all the above issues. CARE, CASE Project, annual report 2009 9 2.1.3. Activities related to Expected Result #3: 6,000 vulnerable women and 300 OVCY make and sell improved stoves, thus raising their income by at least 40%. a. Training of the 1000 women members of the VSLG, 100 charcoal producers and 100 OVCY in income generating activities management and marketing During this year substantialeffort has been put on charcoal makers and OVCYs, as the 1,000 women were occupied with trainings on improved stove making. 40 Charcoal makers and 360 OVCYs have been trained on laws governing cooperatives and on small project elaboration. A number of trained community members have started to build stoves to their neighbours and are paid for labour. Other have started to sell rocket stoves on local market, e.g. in Rusenge Sector of Nyaruguru District; Mukura Sector of Huye Distric etc… The Project has supported community initiatives regarding environment protection activities that will generate income. In Nyaruguru District, Sector of Kibeho VSLGs members in collaboration with local authorities have established an ornamental and agro-forestry tree nursery. The plan is to sell plants starting from next October. A total of 86000 plants will be sold. The project has provided seeds, basic tools and trainings on small project elaboration. Photos of community nursery in Nyaruguru District: Based on assessments of the stove market situation and analysis of business opportunities for the sale of Improved Cook Stoves (ICS) in rural areas, the external consultant for the Mid term review (MTR) sees the target of increasing income of 6,000 vulnerable women and 300 OVCYs by 40% as too ambitious. In a next step technical project team members, together with the MTR consultant will assess the situation in detail and develop recommendations and corrective measures to steer the project in its final phase. The representative of the EC Delegation will be involved and consulted in this process as appropriate. b. Facilitation of linkages between improved stoves makers and charcoal producers with micro financing institutions An inventory of all existing finance institutions in CASE working area has been done. Contacts with the institutions to assess their willingness in giving loans to stove makers has been done. Most of them accept to give loans, but it has to be based on a good project proposal well studied and elaborated. They are ready to provide resources during trainings in order to show requirements in their institutions. On the other hand the process of organising beneficiaries continue, charcoal and stove makers continue to be organised in cooperatives. The linkages will be mostly done between financial institutions and cooperatives. 2.1.4. Capacity building for VSLGs The Project has helped beneficiaries to choose their representatives at administrative Sector level. These people are considered as focal point of CASE Project in the area. They are from CARE, CASE Project, annual report 2009 10 stove makers, charcoal makers and OVCYs. They represent their colleagues in important meetings organised by local government and present views of the categories of people they represent. The Project has trained them on policies and laws governing the Biomass Sector. As said earlier, they have regular exchange with local authorities through discussion sessions facilitated by CASE Project and the outputs have been always constructive. Example: The project facilitated discussions of charcoal makers with local authorities that are providing tree cutting permits. Discussions led to first improvements of the permit system, resulting in more transparency and accountability. In building capacity of the target groups and help them to continue following activities in conjunction with local authorities the project provided to them 24 bicycles. The Project will continue to facilitate them to be more organised and capable for representing the interest of their colleagues. 2.1.5. Capacity building for Partners Capacity building for partners is one of the activities planned in CASE project.In this regards, a capacity building has been elaborated for ADENYA and staff of Districts involved in biomass sector. During this year 2009, two major trainings have been organised. Training on project elaboration and budgeting has been organised for 15 staff of ADENYA and 8 from District staff. Also a training on finance management has been organised for 4 ADENYA staff working in finance department. 2.1.5. Project Monitoring/ Learning/ Document & Dissemination activities a. Monitoring meetings (management and steering committees) and other visits Monitoring meetings have been regularly organised over this year, project intervention have been oriented based on meeting recommendations. CASE Project staff, Partners and beneficiaries played key roles in these meetings. The steering and management committee meetings have been organised and conducted as planned. In the beginning of this year, terms of reference for the both committees have been elaborated, discussed and approved by members. A part from internal monitoring meetings, the Project has known also CARE Austria monitoring visits which ended up with advises for improving the Project interventions. In total two visits have been made during the year. CASE Project has been a learning opportunity for other institutions that work or need to work in biomass sector in Rwanda. The Project has received various visitors from private organisation and government institutions. The line ministry MININFRA has been always CARE, CASE Project, annual report 2009 11 referring his visitors to CASE Project as a model of intervention in Biomass Energy. The following are some of the visitors received: b. Mid-term evaluation CASE Project has planned to conduct a mid-tem evaluation during this year 2009. In a participatory way, Terms of Reference have been developed and disseminated. An external consultant has been recruited and conducted the evaluation. The report is under elaboration and will be shared in the beginning of 2010. 2.2. The management leadership of the organisation continues to show greater interest for implementing the Project activities. ADENYA’s senior staff has shown commitment and availability in fulfilling their roles and responsibilities. The organisation has made their reports as required in the MOU. CITT/KIST leadership have improved work relationship with other organisation involved in the Project. They attend meetings, give feedbacks when required, share information etc…Senior staff of KIST including the Vice Rector in charge of finance has shown much interest in supporting CASE Project reaching its objectives. The Vice Rector had several briefing meetings with CASE Project team and CARE senior staff. His views helped much the Project, especially in finance management in general and MOU implementation in particular. CITT engineers that provide trainings at community level continue to show commitment and fulfil their roles correctly. Meanwhile, the financial system used by CITT/KIST (as a government institution) seemed delaying field activities. The discussion held on that end up with a decision that CARE will be paying directly on behalf of CITT/KIST all activities organised at field level. This partner doesn’t have a permanent presence in the field so arranging logistics was hard for them, and CARE accepted to help in this. 3.2. How would you assess the relationship between your organisation and State authorities in the Action countries? How has this relationship affected the Action? The relationship between CARE Rwanda and State authorities continue to be strengthened, at local level, local authorities work hand in hand with CARE staff at field. Staff benefit from local authorities support whenever required. At central level, line ministries, MININFRA, MINERENA and REMA associate significantly with CARE in their programmes. In all big stakeholders meetings, CARE is always invited. Relationship has been cemented. CARE is taken by the above ministries as an important partner in biomass energy. These relationships to authorities from local to national level will substantially help implementing the project in its final stage and promote sustainability of actions during and after project phase out. 3.3. A high % of the Project target people have been met and good relationship has been developed. They are committed and respond to invitations given by Project staff. Other third parties involved. Where applicable, outline any links you have developed with other actions FAO in Rwanda has developed a similar project that is being implemented in the Eastern part of the Country and CARE is in touch with this organisation. Study tours are organised between the two Project beneficiaries. A part FAO, CASE Project has often receives visitors who are interested in CASE activities. e.g., Consultant from World Bank that were working CARE, CASE Project, annual report 2009 16 on the new regulation on forest management in Rwanda; visitors from CARE Österreich and USA etc… CASE Project has had consultative meetings with Tumba College of technology, Catalyst Project and other project that are working on stove making in Rwanda. The project has learnt a lot out of these meetings. 4. Visibility How is the visibility of the EU contribution being ensured in the Action? All produced documents have been marked with EC logo e.g. assessment reports. Key assets such as Project office, computers, vehicle etc… have been marked with EC, ADA and CARE logos. Announcements in local news paper have been done with appropriate visibility elements. During Kits distribution events, Project beneficiaries and project staff wear T-shirt that are marked with EC logo. Conclusion CASE Project has completed its second year. The activities during this year 2009 were conducted as planned. Training sessions have been organised in stove making, carbonisation activities and income generating activities. Participants acquired new skills and technologies and have started to apply it in their day to day business. The rate of people using improved stoves has significantly increased and is likely to continue in this way. Government authorities at local and national level provide support to the project team and have shown greater appreciation of its achievements so far. Direct partners ADENYA and CITT-KIST continue to fulfil their roles and responsibilities. Even though CITT-KIST known some difficulties in organising field logistics, especially regarding field payments, a solution has been found and CARE is supporting in this. The project has been visited by external people from various institutions to learn about the intervention that are underway. Most of these visitors have been sent to the Project by the line Ministry (MININFRA). The project team has been often associated to various government meetings, especially those related to biomass energy sector. CARE was a key partner in the development of Rwanda Biomass Energy Strategy which has been elaborated and approved during this year 2009. Challenges encountered by the external consultant for the Mid Term Review (MTR) in achieving expected result 2 (saving 50% wood) and expected result 3 (raising income by at least 40%): • Estimations done so far by local partners show that charcoal makers are saving 30 to 40% of wood by using improved carbonization techniques –instead of 50% as initially indicated in the proposal. There are currently no other charcoal techniques available in the country so far. Based on the outcomes of the Mid Term Evaluation (MTR) the technical experts of the project team and the MTR consultants will develop recommendations for project implementation of the final phase of the project. • Based on assessments of the stove market situation and analysis of business opportunities for the sale of Improved Cook Stoves in rural areas, the external consultant of the MTR sees the target of income increase of 6,000 vulnerable women and 300 OVCYs by 40% as too ambitious. In a next step the technical project team members, together with the MTR consultant will define recommendations and corrective measures to steer the project in its final year. The representative of the EC Delegation will be involved and consulted in this process as appropriate. Even though the progress in Project implementation has been good this year, it was difficult for the project team to catch up with the delay registered in the beginning of the project CARE, CASE Project, annual report 2009 17 activities. As a reminder, the real Project activities started with a delay of 4 months. The project implementation seems to have around 10 to 15 % of delays comparing to the initial plan. From finance perspective, the project review meeting conducted at the end of this year has shown that some budget lines will not be totally used (eg: spare parts of vehicle ….); other seemed to be under budgeted, a complete exercise will be conducted in April 2010 and will show if we need to request for re-allocation of the budget in order to use the funds in a most efficient way and in line with the strategy developed in order to reach the targets.
