What is ELTERN-AG?
All children need equal chances and parents, who care for them
with love and sensitive on all different levels. ELTERN-AG
supports children with unfavorable conditions at the starting point
of life, making their parents fit for care and education. ELTERNAG – a programme to enhance educational competencies.

The ELTERN-AG Approach
The ELTERN-AG approach suggests, that it is crucial to work with the
parents of disadvantaged children as early as possible, because they
most influence their children in the formative years before they enter
school.
The ELTERN-AG approach ist a community-based, self-help parenting
training program that empowers poor, isolated parents to form peer
networks, to learn alternatives to domestic violence and neglect and to
become loving, capable parents for their children.

OECD – PISA: Germany´s Myth of Equal Opportunity
In Germany exists a very strong correlation between parents’ class and
educational background and the social position of their children.
Children from working class backgrounds have significantly fewer
chances of success in life and suffer crucial disadvantages at home
The ELTERN-AG Answer: Empowerment and Social Entrepreneurship
ELTERN-AG helps these children by making their parents themselves a
part of the solution rather than the problem.
ELTERN-AG empowers poor parents to become responsible mothers and
fathers and to create the nurturing family and community environments
their children need to succeed in school and in life.

The Official Reaction to the PISA-Outcomes
The official reaction was to focus on reforming curricula and the school
system as a whole, by launching extra classes in elementary schools and
high schools for disadvantaged students
However, these programs have proven rather ineffective. Because, by the
time these children enter school at the age of six or seven, most of the
damage has been done.
Born to working class parents without much formal education, the children
are exposed to a higher risk of violence and domestic conflict, drug
abuse, parental neglect, and broken family relationships before they
reach the age of six.

ELTERN-AG – Working with Local Partners
Working with local partners, ELTERN-AG links the parents into selfperpetuating community networks—which include doctors,
schoolteachers, kindergartens, and childcare organizations. It thus helps
the target group overcome their social isolation and improves their
children’s prospects.
ELTERN-AG has begun spreading these networks — along with the
parenting schools — throughout several of the most depressed regions of
Eastern Germany.

The Official Reaction
Middle-Class Solution
The German social system does offer parenting support services, but has
developed a one-size-fits-all slate of professional seminars that are
pitched to a middle-class, educated audience, conveying mostly
academic knowledge and failing to reach deprived families.
Poor Parents´refusal
Poorer, less educated parents find these programs condescending and
alienating, and see no tangible incentives to participate

Social Entrepreneur: How I Became a Changemaker?
• Social entrepreurship in the citizen sector begins with a person who
has a new idea or approach to a social problem that will change the
pattern in a field.
• This person responds effectiveley to social challenges, pressing
social problems, and changing needs.
• He offers innovative solutions, practical implementations and
cause needed social change.
• He can meet some human need better than it has been met
before. The idea and the social impact are more promising and
successful than its contemporaries.

Social Entrepreneurship: Vision and Devotion
• To become a social entrepreneur the person devotes her-/himselves
strongly to making the idea of social change come true and to
making it a part of a broader strategy to reform the social, education
or health system at a widespread level.

• The solutions implemented by social entrepreneurs are sustainable
and replicable, both locally, regionally and nationally.

• The work of social entrepreneurs can be measured in the form of
social impact and systemic change across society.

• The work of social entrepreneurs requires tools and support systems to
deliver sustainable solutions.

• They need networks and infrastructures, that provide access to social
financing, bridges to business and academic sectors, and frameworks
for partnerships that deliver social and financial value.
