Ce document contient un bref exposé des objectifs que nos bénévoles et notre personnel ont atteints, ainsi que des défis qu'ils ont relevés. Il comprend aussi une liste des subventions octroyées dans le cadre de nos différents programmes ainsi que les états financiers vérifiés. Grâce à l’allocation gouvernementale de 100 millions de dollars provenant de l'initiative des casinos de bienfaisance du gouvernement, la Fondation joue un rôle de catalyseur afin de permettre aux Ontariennes et aux Ontariens de travailler ensemble pour améliorer la qualité de vie de leur communauté. Nous croyons que toutes les communautés de l'Ontario débordent de talent, de créativité et d'énergie, et que nos subventions encouragent les communautés à développer ces atouts. Le conseil d’administration et les équipes d'évaluation bénévoles de la Fondation, appuyés par un personnel professionnel et compétent, continuent à faire preuve d’un remarquable esprit de leadership. Nous ressentons tous une certaine fierté collective à l'égard de la performance soutenue de la FTO dont ce rapport fait état. Nous apprécions la relation de travail efficace que votre ministère entretient avec la Fondation Trillium de l’Ontario et nous espérons pouvoir continuer à collaborer à l'épanouissement de communautés saines et dynamiques en Ontario. Lorsque j’ai été nommée présidente du conseil d’administration de la FTO, j’étais enthousiaste à l’idée de me joindre à un organisme si important et si respecté. Plus je découvrais le travail de la Fondation et plus je rencontrais d’organismes qui avaient bénéficié de nos subventions, plus j’avais d’admiration et de respect envers les bénévoles, le personnel et le travail de cet organisme vital. Jetez un coup d’œil aux activités de financement de la FTO et vous serez, vous aussi, impressionnés. En 2004-2005, la Fondation a investi 94 346 800 $ dans 1 422 subventions accordées à des organismes de bienfaisance et sans but lucratif qui témoignent de la diversité des intérêts, des citoyens et des communautés de l'Ontario. Nous avons notamment : revigoré le secteur des arts et de la culture en y injectant près de 22 millions de dollars; versé plus de 9 millions de dollars au secteur sans but lucratif de l'environnement; consacré plus de 40 millions de dollars à des subventions du secteur des services sociaux; appuyé le secteur des sports et loisirs à raison de près de 23 millions de dollars en subventions. Les gens qui oeuvrent sans relâche afin de changer les choses pour le mieux dans leurs communautés sont pour moi une source d’inspiration. Notre conseil d’administration, les centaines de bénévoles des équipes d'évaluation des demandes de subvention et les centaines de milliers de bénévoles des communautés collaborent tous ensemble afin de faire des contributions significatives dans nos communautés. Le travail des milliers d’organismes subventionnés par la FTO touche et améliore la vie de millions d’Ontariennes et d’Ontariens de tous les coins de la province. En tant que chef de file du secteur sans but lucratif, la Fondation anticipe les besoins changeants des Ontariennes et des Ontariens et y répond. Les nouvelles priorités en matière de subventions de la FTO en sont la manifestation, car elles guideront nos décisions à l’égard des subventions pour les trois prochaines années : une réussite accrue chez les étudiants et les apprenants; des Ontariennes et des Ontariens en meilleure santé et plus actifs; une amélioration des possibilités d’emploi et du potentiel économique pour les travailleurs et leurs familles; des bénévoles plus efficaces et des personnes plus engagées au sein des communautés. Nous appuierons surtout les organismes qui œuvrent dans ces domaines afin d’aider les gens, les organismes et les communautés de tout l’Ontario à s’épanouir. La Fondation Trillium de l’Ontario 4 Rapport annuel 2004-2005 En tant qu’organisme voué à l’amélioration continue, notre conseil d’administration veut savoir en quoi nous réussissons et comment nous pourrions nous améliorer. Nos Conversations communautaires de l’été 2005 se dérouleront dans différentes régions de la province et en ligne. Cet échange d’idées et d’expériences avec les membres des communautés aidera la Fondation à planifier son orientation future et à mieux répondre aux besoins variés des communautés qu’elle dessert. Je suis fière de reconnaître ceux et celles qui ont contribué à nos réussites collectives. Nous sommes reconnaissants à notre source de financement, le gouvernement de l’Ontario, pour son engagement financier continu et à la ministre de la Culture, l’honorable Madeleine Meilleur, qui se fait une championne si dynamique et si efficace de la Fondation. Les subventions les mieux réussies se font avec le soutien d’une excellente équipe. La Fondation a la chance de bénéficier de l’engagement de plus de 350 bénévoles non rémunérés, ce qui comprend notre conseil d’administration et les bénévoles de nos 16 équipes d'évaluation des demandes. Ces bénévoles sont des membres bien informés et dévoués de leurs communautés respectives. Cette année, nous avons exprimé notre reconnaissance et souhaité bonne route aux bénévoles qui ont terminé leur mandat auprès de la Fondation et nous avons accueilli de nouveaux membres au sein de la famille de la FTO. D’un bout à l’autre de la province, les membres du personnel passionnés et dévoués appuient nos bénévoles locaux. Ce sont les membres du personnel de la Fondation qui, sous le leadership de L. Robin Cardozo, chef de la direction, facilitent et encouragent notre travail et le travail de nos bénéficiaires, grâce à leur enthousiasme. Je me suis jointe à un organisme dynamique et robuste qui change les choses de manière tangible, tant sur le plan local que provincial. Favoriser l’épanouissement de communautés saines et dynamiques dans tout l’Ontario représente plus qu’un énoncé de mission. C’est l’essence même de notre travail quotidien à la FTO et c’est la contribution que font, à leur tour, nos bénéficiaires dans leurs communautés dans toute la province. Je me réjouis à l’idée de travailler avec vous au cours des prochaines années. Robin Cardozo Le rendement du capital investi ou RCI, voilà un sujet bien présent à l’esprit de la Fondation Trillium de l’Ontario. Le gouvernement de l’Ontario a confié une tâche importante à la FTO et, au moment où nous passons en revue nos réalisations de 2004-2005, je crois que nous pouvons être fiers des réussites de la Fondation et de nos bénéficiaires de subvention. En plus d’évaluer nos résultats en termes financiers, nous mesurons notre succès par l’effet de nos subventions sur les organismes, les particuliers et les communautés de tous les coins de l’Ontario. Au cours de l’exercice, plus de 175 000 bénévoles ont contribué 5,6 millions d’heures à des initiatives subventionnées par la FTO. De plus, la Fondation a appuyé des événements et des célébrations communautaires qui ont attiré plus de 4,9 millions de personnes. Le nombre de demandes de subvention présentées à la FTO demeure élevé. Pour chaque dollar de subvention que nous pouvons accepter, nous recevons des demandes dépassant trois dollars. Pour chaque dollar attribué, les bénéficiaires sont parvenus à obtenir plus de 1,60 $ en ressources financières et en contributions non financières additionnelles. En 2004-2005, la Fondation a puisé dans son fonds de réserve afin de maintenir ses activités annuelles d’octroi de subventions au niveau de 100 millions de dollars. Ainsi, au fil des ans, les Ontariennes et les Ontariens ont bénéficié de notre gestion consciencieuse des ressources. L’essentiel de notre mission est de renforcer les capacités du secteur bénévole en investissant dans des initiatives communautaires. Au cours de l’exercice, nous avons entrepris un projet de recherche afin de mieux comprendre l’impact des subventions accordées par la Fondation dans le but de renforcer les organismes communautaires. À l’été 2005, nous partagerons avec nos intervenants les résultats de la recherche sur le renforcement des capacités, au cours de plusieurs consultations menées dans les communautés. Ces Conversations communautaires permettront également de faire en sorte que la Fondation reste sensible aux besoins changeants des communautés. La FTO continue de chercher des façons d’accroître son impact au sein des communautés de l’Ontario. Cette année, à la suite du succès d’une initiative unique de financement stratégique lancée en 2003-2004, nous avons introduit l’admissibilité permanente aux subventions pour les petites bibliothèques. Les petites municipalités de 20 000 habitants ou moins peuvent maintenant présenter des demandes de subvention pour les bibliothèques, ce qui créera de nouvelles occasions pour les usagers, favorisera l’alphabétisation et répondra aux besoins locaux. La Fondation Trillium de l’Ontario 6 Rapport annuel 2004-2005 En novembre 2004, après des délibérations et des consultations consciencieuses, nous avons annoncé de nouvelles priorités en matière de subventions. Les nouvelles priorités découlent d’une analyse des subventions de la FTO octroyées au cours des six dernières années, des besoins cernés dans les secteurs que nous subventionnons et des priorités du gouvernement de l’Ontario. Les nouvelles priorités présentent des occasions stimulantes, au moment où la FTO continue de mettre l’accent sur le renforcement des capacités organisationnelles dans le secteur bénévole. Le personnel et les bénévoles de la Fondation ont joué un rôle de leadership actif à la conférence 2004 du Council on Foundations, qui s’est déroulée à Toronto. J’ai eu le plaisir d’assumer la fonction de président du comité hôte à Toronto, où nous avons accueilli plus de 1 600 délégués venus de tous les coins du monde. Au cours de cette collaboration, les fondations canadiennes qui octroient des subventions ont eu l’occasion d’exposer leurs réalisations dans le secteur des fondations et dans le secteur bénévole. J’aimerais remercier la ministre de la Culture, l’honorable Madeleine Meilleur, ainsi que le personnel du ministère de la Culture pour leurs conseils et leur soutien indéfectibles envers la Fondation. Je tiens aussi à remercier le conseil d’administration de la FTO dirigé par Helen Burstyn, notre présidente talentueuse et enthousiaste. Les bénévoles dévoués de nos équipes d'évaluation des demandes et notre personnel professionnel et consciencieux sont des facteurs inestimables du succès de la Fondation. Au moment où vous prenez connaissance du bilan de nos réalisations de 2004-2005, nous envisageons déjà l’avenir. Grâce à notre collaboration avec le gouvernement de l’Ontario, nos bénévoles, notre personnel et nos partenaires des communautés, je suis persuadé que nous continuerons à obtenir un excellent rendement en investissant de manière à favoriser l’épanouissement de communautés saines et dynamiques partout en Ontario. Robin Cardozo Chef de la direction La Fondation Trillium de l’Ontario 7 Rapport annuel 2004-2005 RESPONSABILITÉ, IMPACT ET EFFICACITÉ ORGANISATIONNELLE La Fondation Trillium de l’Ontario Aperçu des réalisations de 2004-2005 Le plan d'affaires de la Fondation Trillium de l’Ontario pour l'exercice en question visait quatre principaux objectifs de rendement. Les réalisations de l'organisme par rapport à ces objectifs sont résumées ci-dessous. Objectif 1 : Faire des investissements stratégiques qui favorisent l'épanouissement de communautés saines, dynamiques et économiquement solides Nous avons : établi et annoncé de nouvelles priorités en matière de subventions; atteint 100 % des objectifs d’octroi; atteint les fourchettes d’allocation par secteur, en octroyant 23 % des fonds au secteur des arts et de la culture, 10 % au secteur de l’environnement, 43 % au secteur des services sociaux et 24 % au secteur des sports et loisirs; continué à documenter l’impact des subventions de la FTO sur les communautés de l’Ontario, y compris les retombées économiques et communautaires, en veillant particulièrement à mesurer l’impact des subventions de la FTO sur l’obtention de ressources locales; mis en place des dates limites pour la soumission des demandes, entrées en vigueur en novembre 2004; mené une recherche sur les subventions de la FTO ayant contribué à renforcer les capacités des organismes des secteurs sans but lucratif et de bienfaisance, dans le cadre du projet de renforcement des capacités lancé cette année; révisé les Lignes directrices et le formulaire de demande de subvention, afin d’améliorer le processus de demande, en particulier pour les petits organismes. Objectif 2 : Continuer à renforcer l’obligation de rendre des comptes et la transparence Nous avons : élaboré un outil d'évaluation des risques afin améliorer encore davantage le processus de suivi des subventions; établi de nouvelles priorités et révisé les procédures internes afin d’aider à mesurer les subventions dans ces domaines; amélioré le site web de la FTO en modernisant la navigation et l’accès pour les utilisateurs francophones, dans le cadre d’un projet de prestation de services électroniques étalé sur plusieurs années; introduit 16 profils régionaux proposant une description de la démographie des communautés, afin de mieux documenter le processus d’octroi des subventions de la FTO et rendu les rapports accessibles sur le site web de la FTO; amélioré les fonctions de vérification interne à la Fondation; maintenu les normes du service à la clientèle et apporté des améliorations, y compris la mise en œuvre de dates limites, en nous fondant sur les commentaires des demandeurs de subvention. La Fondation Trillium de l’Ontario 8 Rapport annuel 2004-2005 Objectif 3 : Continuer à accroître l’efficience et l'efficacité organisationnelles Nous avons : amélioré le développement de la capacité décisionnelle des bénévoles, grâce à des séances de perfectionnement professionnel, y compris un programme étendu d’orientation des bénévoles; introduit des améliorations additionnelles au programme de reconnaissance des bénévoles de la Fondation; amélioré les programmes et les documents d’orientation couramment utilisés par le personnel, y compris les ressources de l’intranet; exploré des façons efficaces de diffuser les connaissances acquises grâce au processus d’octroi des subventions et à l’expérience des bénéficiaires, par exemple lors d’exposés à des conférences importantes; terminé l’analyse du niveau approprié des frais de fonctionnement de la Fondation; joué un rôle actif dans la direction de la conférence annuelle 2004 du Council on Foundations, qui s’est tenue à Toronto, où le chef de la direction de la FTO a présidé le comité hôte et où le personnel et le conseil d’administration ont contribué au contenu ontarien et canadien de la conférence. Objectif 4 : Communiquer à grande échelle et promouvoir notre image de marque Nous avons : collaboré avec la ministère de la Culture pour annoncer les nouvelles priorités de la FTO en matière de subventions, par le truchement de messages d’intérêt public, d’un nouveau dépliant et du site web de la FTO; aidé les bénéficiaires à promouvoir leur travail et leurs réussites dans leurs communautés en convertissant notre bulletin, Nouvelles de Trillium, à un format électronique convivial et en présentant une section sur des histoires de réussites à l’intention des bénéficiaires, dans le site web de la FTO; appuyé les bénéficiaires en proposant des conseils et des ressources en matière de communications, y compris de nouveaux produits de reconnaissance du soutien de la FTO; suivi la couverture médiatique pour s’assurer que les objectifs sont atteints; assuré la distribution et la promotion sur une grande échelle de la nouvelle Boîte à outils pour les relations publiques de la FTO, en la distribuant aux nouveaux bénéficiaires et en l’affichant sur le site web de la FTO; assuré la promotion et le respect des normes relatives à l’identité visuelle de la FTO, en produisant un document intitulé Normes d’identité visuelle et des outils d’appui; raffermi la relation de la FTO avec la Société des loteries et des jeux de l'Ontario afin de promouvoir la FTO et ses bénéficiaires, tout en assurant l’uniformité des messages. La Fondation Trillium de l’Ontario 12 Rapport annuel 2004-2005 Nos priorités en matière de subventions La Fondation Trillium de l’Ontario favorise l’épanouissement de communautés saines et dynamiques, en investissant dans des initiatives communautaires qui renforcent les capacités des organismes dans les secteurs des arts et de la culture, de l’environnement, des services sociaux et des sports et loisirs. En particulier, la Fondation appuiera en priorité les organismes qui œuvrent dans les domaines suivants afin d’aider les Ontariennes et les Ontariens à réaliser leur plein potentiel. Une réussite accrue chez les étudiants et les apprenants Une communauté saine et dynamique dépend des compétences et des connaissances de ses membres. Que les connaissances et compétences soient acquises en bas âge lorsque les enfants font leur entrée à l’école ou plus tard dans la vie, il est essentiel de s’assurer que les personnes de tous âges et toutes capacités soient prêtes à apprendre. C’est pourquoi la Fondation Trillium de l’Ontario accordera la priorité aux initiatives qui : • créent les conditions requises pour que les étudiants réussissent; • offrent l’occasion d’apprendre au sein de la communauté; • aident à préparer les enfants et les jeunes à réussir; • offrent des possibilités d’apprentissage continu aux personnes de tous âges et toutes capacités. Cela comprend notamment les programmes d’éducation artistique, un soutien communautaire pour personnes ayant des difficultés d’apprentissage, les programmes d’éducation de la petite enfance, les programmes d’alphabétisation, les bibliothèques des petites communautés et les clubs de devoirs. Des Ontariennes et des Ontariens en meilleure santé et plus actifs La Fondation Trillium de l’Ontario veut encourager les citoyens à adopter des modes de vie plus sains et à améliorer d’autres facteurs déterminants de la santé, tels que la qualité de l’air et de l’eau. La FTO veut également offrir aux gens l’occasion d’améliorer leur état de santé et leur bien-être. La Fondation Trillium de l’Ontario 15 Rapport annuel 2004-2005 Bâtir des communautés saines et dynamiques Échantillon des subventions octroyées en 2004-2005 Algoma, Cochrane, Manitoulin, Sudbury Garden River First Nation Sports et loisirs 75 000 $, échelonnés sur trois ans, afin d’offrir un projet de sports et loisirs qui donnera à cette communauté des Premières nations la possibilité de suivre des programmes de vie saine, de faire des activités physiques ayant beaucoup d’impact et d’obtenir des services de mentorat pour les jeunes à risque. L’intensification de l’activité physique est bonne pour la santé générale. La prestation de programmes sportifs intéressera les jeunes à pratiquer des activités saines, afin de libérer leur énergie et de développer leur autonomie fonctionnelle. Les parents et les bénévoles de la communauté participeront à l’exécution des programmes. Les programmes mis sur pied comporteront un important volet culturel et environnemental afin de promouvoir la culture et les connaissances autochtones auprès de la jeune génération. Des événements artistiques comme les pièces de théâtre, les pow-wows, ainsi que les célébrations et l’artisanat autochtones seront offerts dans le cadre du programme. De plus, le programme stimulera la croissance économique et l’innovation. Les jeunes participants recevront une formation axée sur les compétences ou une formation en leadership et ils seront recrutés pour des emplois d’été. Ces jeunes agiront comme mentors et modèles de comportement pour les autres jeunes de la communauté. Champlain Télévision communautaire de Rockland Arts et culture 43 500 $, échelonnés sur 13 mois, afin de produire une série documentaire éducative intitulée « Nos souvenirs / Notre patrimoine » portant sur l’histoire de la communauté francophone de l’Ontario. Cette série sera diffusée localement et servira de matériel éducatif dans les écoles de la région. L’aspect historique du projet donnera au public en général et aux étudiants invités à visionner les émissions produites, une meilleure appréciation des contributions faites par les aînés de Rockland et de la région. Les émissions mettront en relief les contributions des pionniers francophones et irlandais à la région de Clarence-Rockland, en hommage à la diversité de l’Ontario. La Fondation Trillium de l’Ontario 16 Rapport annuel 2004-2005 Échantillon des subventions octroyées en 2004-2005 (suite) Durham, Haliburton, Kawartha, Pine Ridge Dragon Flies a/s The Rotary Club of Port Perry Sports et loisirs 25 000 $, échelonnés sur un an, afin d’organiser un festival de bateau-dragon sur le lac Scugog, pour sensibiliser la population au cancer du sein et encourager les survivantes du cancer du sein à être physiquement actives. Cette initiative vise à sensibiliser les gens au cancer du sein et à obtenir leur soutien, à mettre l’accent sur le mieux-être après le diagnostic et à établir un réseau de soutien pour les survivantes du cancer du sein en région rurale. Le festival crée des occasions pour le bénévolat et les partenariats dans la communauté et encourage l’adoption de bonnes habitudes de vie. En outre, l’augmentation du tourisme au bord du lac et dans la communauté favorise la croissance économique de la région. Grey, Bruce, Huron, Perth Big Brothers Big Sisters of Hanover & District Services sociaux 41 000 $, échelonnés sur deux ans, afin de mettre en œuvre un plan de marketing et de prise de contact visant à recruter des grandes sœurs et des grands frères dans les petites communautés et les communautés rurales des comtés de Grey et de Bruce, autour de Hanover. Cette initiative a pour but d’éliminer la liste d’attente de petites sœurs et de petits frères. Les enfants sains deviennent des adultes sains qui contribuent à l’essor des communautés coopérantes. Les grands frères et les grandes sœurs jumellent des enfants à risque avec des mentors bénévoles qui les aident à avoir confiance en eux et acquérir de l’estime de soi, à améliorer leur attitude à l’égard de l’école et à faire des choix judicieux lorsqu’ils sont confrontés à la pression de camarades. Halton-Peel Field and Stream Rescue Team Environnement 72 300 $, échelonnés sur trois ans, afin de sensibiliser la communauté davantage aux questions environnementales et d’entreprendre certains projets de nettoyage et de plantation dans des zones écologiquement fragiles et dans les ruisseaux de la région de Halton. La subvention de la FTO les aidera à planifier et à mettre en œuvre au moins six projets environnementaux par année à Halton. L’organisme participe au nettoyage des ruisseaux et à l’aménagement de zones tampons afin de favoriser la consolidation des berges et de procurer un meilleur habitat à la flore et à la faune. Cette initiative est le résultat d’un engagement énergique des bénévoles envers l’environnement local et elle renforcera et multipliera les activités des bénévoles. De plus, ce projet stimule la croissance économique et l’innovation en encourageant l’utilisation de technologies naturelles, novatrices et peu coûteuses en vue de consolider les berges des ruisseaux. La Fondation Trillium de l’Ontario 17 Rapport annuel 2004-2005 Échantillon des subventions octroyées en 2004-2005 (suite) Niagara Niagara Mentoring and Leadership Initiative Services sociaux 144 100 $, échelonnés sur trois ans, afin d’aider cette initiative à St. Catharines à renforcer des organismes sans but lucratif dans la région de Niagara en offrant du mentorat, du soutien par les pairs, de la planification stratégique et de la formation. En tant que solution novatrice des problèmes urgents auxquels fait face le secteur bénévole de Niagara, la Niagara Mentoring and Leadership Initiative vise à renforcer les capacités fonctionnelles de base de l’organisme et de ses participants. Cette initiative a pour but de soutenir un réseau solide d’organismes sains fonctionnant à leur plein rendement, ce qui assurera des communautés saines. En outre, ce programme fera appel à l’expertise de bénévoles d’une variété de domaines, dont les secteurs des ressources humaines, des finances, de l’informatique et des conseils de gestion. Le programme correspond à notre priorité d’améliorer l’accessibilité et de célébrer la diversité de l’Ontario. Une trousse d’outils et des services pour ce projet seront offerts à tous les organismes, gratuitement ou à peu de frais, afin d’éliminer les obstacles d’ordre financier. Programme provincial Ontario Smart Growth Network a/s Conseil de conservation de l’Ontario / The Conservation Council of Ontario Environnement 25 000 $, échelonnés sur six mois, afin d’intéresser le public à la vision de croissance intelligente en concevant un plan de communications et en étudiant la faisabilité de mettre en œuvre le Municipal Smart Community Accreditation Program (MSCAP). L’objectif du MSCAP est d’évaluer les municipalités, les promoteurs et les conseillers en infrastructure en ce qui concerne les principes et les indicateurs de croissance intelligente. L’atteinte de la vision de croissance intelligente aidera à promouvoir un environnement salubre, des communautés saines et des économies locales durables, grâce à l’utilisation rationnelle du sol, aux transports et à la conception de la communauté. De plus, les principes de la croissance intelligente font la promotion d’options de transport diverses et de logements à prix abordable attrayants et compacts. Ils stimulent un développement dynamique de l’économie locale et protègent les communautés agricoles traditionnelles contre l’étalement urbain. La Fondation Trillium de l’Ontario 18 Rapport annuel 2004-2005 Échantillon des subventions octroyées en 2004-2005 (suite) Toronto Regent Park Bangladeshi Community Development Initiative a/s Toronto Christian Resource Centre Services sociaux 67 400 $, échelonnés sur un an, afin d’augmenter la capacité individuelle et communautaire de femmes, d’enfants et de familles canadiens originaires du Bengladesh à Regent Park. Cette initiative offre des services de tutorat aux enfants, recrute les jeunes comme bénévoles et rassemble les femmes afin de réduire l’isolement et de mettre leurs compétences à contribution. Fondation Trillium de l’Ontario a reçu 94,5 millions de dollars du ministère de la Culture pour ses programmes de subventions communautaires et provinciales. Les autres sources de revenu comprennent le revenu de placement (3,5 millions de dollars) et les fonds rendus disponibles à cause des subventions annulées (2 millions de dollars) • De ces fonds, 94,3 millions de dollars ont été attribués aux subventions communautaires et provinciales, alors que les frais d’attribution des subventions et des services de soutien ont atteint un total combiné de 10,4 millions de dollars. Le manque à gagner des revenus par rapport aux dépenses pour 2004-2005 (5,7 millions de dollars) était prévu dans plan d’affaires de la FTO pour l’exercice, afin de maintenir le budget des subventions à un niveau comparable à celui de l’exercice précédent. • En date du 31 mars 2005, la Fondation détenait environ 104,7 millions de dollars en investissements, en bons du Trésor à court terme et en acceptations bancaires. La plupart de ces fonds (100,3 millions de dollars) sont constitués en gages de subventions pluriannuelles et sont investis afin de maximiser les intérêts créditeurs pour la Fondation. Les investissements sont opérés selon les directives de l’Office ontarien de financement. • Les fonds peuvent être recouvrés, ou les paiements futurs annulés, dans les cas où les circonstances (p. ex. : activités planifiées, budgets) changent ou lorsque les conditions des subventions ne sont pas respectées ou les objectifs de rendement ne sont pas atteints. • L’actif net accumulé à la fin de l’exercice financier atteignait 2,6 millions de dollars, dont environ 700 000 $ ont été investis en immobilisations et 1,9 million de dollars représentait l’actif non affecté. • Les bénévoles ont apporté une contribution importante aux activités de la Fondation. Compte tenu de la difficulté d’estimer la valeur pécuniaire de ces contributions, ces dernières ne sont pas présentées dans les états financiers. La Fondation Trillium de l’Ontario 84 Rapport annuel 2004-2005 LA FONDATION TRILLIUM DE L'ONTARIO Notes afférentes aux états financiers Exercice terminé le 31 mars 2005 La Fondation Trillium de l'Ontario (la « FTO »), organisme du ministère de la Culture (le « ministère »), est soutenue financièrement par le gouvernement de l'Ontario. La FTO a entrepris ses activités à titre d'organisme sans lien de dépendance du gouvernement de l'Ontario le 23 août 1982 et a été constituée sans capital-actions en vertu des lois de l'Ontario selon des lettres patentes datées du 17 novembre 1982. L'objectif de la FTO consiste à créer des collectivités saines et dynamiques partout en Ontario en renforçant les capacités du secteur bénévole par des investissements dans les projets communautaires. Le financement du gouvernement est assujetti à un protocole d'entente avec le ministère qui établit la façon dont les fonds doivent être investis et distribués. 1. Principales conventions comptables Les présents états financiers ont été dressés selon les principes comptables généralement reconnus du Canada appliqués dans le cadre des principales conventions comptables résumées ciaprès : a) Constatation des produits La FTO suit la méthode du report pour comptabiliser les apports, qui comprennent le financement accordé par le gouvernement. Indemnisation des dirigeants et des administrateurs La FTO indemnise ses administrateurs, dirigeants, employés et bénévoles, passés, présents et futurs, à l'égard de frais (y compris les frais juridiques), de jugements et de toute somme réellement ou raisonnablement engagée par ces derniers relativement à une action, poursuite ou procédure intentée contre eux dans le cadre de leurs fonctions, s'ils ont agi avec intégrité et bonne foi dans l'intérêt véritable de la FTO. La nature de cette indemnisation empêche la FTO d'estimer raisonnablement le risque maximal. La FTO a souscrit une assurance responsabilité civile couvrant ses administrateurs et ses dirigeants relativement à cette indemnisation. 8. Actifs et passifs financiers La valeur comptable de l'encaisse, des intérêts courus et autres, des créditeurs et charges à payer ainsi que des subventions à payer se rapproche de leur juste valeur, du fait de la relative brièveté de la période à courir jusqu'à l'échéance de ces éléments ou parce qu'ils sont à recevoir ou à payer à vue.
