Aircraft operators that have not performed any activity according to Annex I Directive 2003/87/EC in 2013 (in particular non-commercial aircraft operators emitting less than 1 000 t CO2 per
year that are exempted by Article 1 (2) of Regulation 2014/421/EU) and whose accounts have been set to "excluded". These aircraft operators will only receive allowances for those years in
which they exceed the relevant threshold and thus again perform activities according to Annex I of the Directive.
