Dear Mr. Lark:
TRW Automotive is a large consumer of electricity in the state of Michigan, employing
more than 3,500 people in the state and spending approximately $6.5 million per year on
electric power. We have supported the effort to encourage competition for electric
generation in the state to lower costs and keep manufacturing jobs in Michigan. In the
past few weeks Governor Jennifer Granholm has publicly emphasized the need to keep a
globally competitive manufacturing sector by having new competitive and domestic
sources of energy that are diversified, affordable and reliable.
TRW believes the large increase in electric-choice costs recently approved by the MPSC
will have a significant negative impact on our operating costs, where operating margins
are already thin due to fierce competition in the United States and abroad. The estimated
cost increase to our facilities of $478,000 will pose new challenges to keep our current
level of production (and any possible increase in production) in the state of Michigan.
Energy Information Administration data for 2002 suggests Michigan has higher industrial
electric rates than the neighboring states of Indiana, Wisconsin, and Ohio.
We hope that the MPSC will reconsider these new charges in their final order. The
Michigan Manufacturers Association will be actively representing our position in

On behalf of Oakwood Healthcare System (OHS), I am writing to express my s&ong
concern with the Michigan Public Service Commission's interim order, U-13808. The
repercussions of this decision have the potential to adversely affect the health of our
system, and ultimately, that of our community.
The mission of OHS is to provide quality healthcare to the communities we serve. If the
MPSC does not amend this order, it will compromise our ability to fulfill this mission.
The increase in electric costs will negatively impact OHS's fmancial position-which
could lead to some loss of jobs. We've estimated that the electric costs for OHS will
increase by an estimated $780,000 as a result of this order.
We've taken steps to decrease our rates in the past by enrolling in Michigan's Electric
Choice program. As a not-for-profit system, we need to take every possible step to
minimize our costs and thought that by enrolling in this program we were being fiscally
responsible. We also believed, however, that the terms of the program would not change
without advanced notice. Obviously, we were wrong and, quite possibly, mislead.
As Wayne County's second largest employer, we strongly recommend that the MPSC

Praxair is one of the world's leading producers of industrial gases such as oxygen,
nitrogen, and argon. Electricity is used to run large motors and turbines and constitutes up to 70%
of our operating costs for our atmospheric gases such as we produce at Ecorse.
This drastic increase affects us and our major customers as well. For integrated steel
makers such as Severstal and United States Steel, oxygen can represent 3 to 5% of their cost to
manufacture steel. This increase can mean the difference between profit and loss in today's highly
competitive global steel market. As much as Praxair has tried to hold the line on the cost of our
products to help keep our customers competitive, Praxair will be forced to pass along this increase
from Detroit Edison to our Michigan customers.
The Detroit area has already lost a new plant to Ohio, and states elsewhere (the South and
West) have attracted mini-mills because of much lower delivered power rates than Detroit Edison
offers -- even before this increase.
Governor Granholm, now is not the time to weaken the competitive position of Michigan's
manufacturing companies and raise the specter of lost jobs. We are counting on you to use your
considerable influence to counter the drastic affects of this rate increase and the potential
consequences of proposed legislation.

On February 20,2004, the Michigan Public Service Commission granted significant rate
increases to Detroit Edison, which delivers power to Praxair's oxygen pipeline complex at Ecorse,
Michigan. As a result, the cost of power to our Ecorse air separation facility will go up by over
20%.

As a parent who has children enrolled in the Rochester Community Schools, I am very concerned about the
recent debate relating to the deregulation of electricity in the State of Michigan. In the last year, Rochester
Community Schools has been able to use
Michigan's electric restructuring law to select an alternative provider for electricity. As a result, substantial
amounts of money were saved that can be directed to teachers and students. Last year alone, the District saved
$272,000. This equates to five full time teacher positions, literally putting money back into our classrooms.
Your February 20 order, however, has taken away much of those savings. This means that Rochester
Community Schools is again paying some of the highest electric rates in the Midwest. This is taking money out of
our classrooms and directly affecting the quality of children's education in Michigan.
DTE's rates are already too high. Your order increasing those rates and making it harder - or even impossible -for
Rochester and other school districts to shop for alternatives makes no sense.
Please reconsider your order. I urge you to keep the children of Michigan in mind when making future decisions.

In case U-13808, the MPSC should order Detroit Edison (DTE)to invest in lower cost renewable energy
and encourage customers to sign up for “green power” by lowering the price.
Also, in case U-14031, I feel the MPSC should order Consumers Energy to expand its “green power”
program and lower the cost to consumers.
Finally, I’d l i e to point out that the cost of renewable energy is dropping while the cost of power fYom
fossil fuel is increasing. Utility companies should invest in renewable energy...it just makes sense!

Iam writing to urge you to vote in favor of making renewable energy sources more
plentiful and affordable in the State of Michigan.
Now, about half of the electricity produced here comes from coal-fired plants. With the cost
of fossil fuels rising dramatically, now is the time to invest in renewable energy sources
such as wind power.
Specifically, I ask the Michigan Public Service Commission to do the following:
In Case U-13808, Detroit Edison should be ordered to invest in lower cost
renewable energy and to encourage customers to sign up for "green power" by
lowering the price.
In Case U-14031, Consumers Energy should be ordered to expand its "green
power" program and lower the cost to customers.
