FUNDING TO MUSIC PROGRAMS, 1999-2000
•
In 1999-2000, the Canada Council for the Arts provided grants worth
$21 million to musicians and music organizations in Canada.
•
Funding to individual musicians assists both classical and non-classical
musicians in their professional career development goals. In 1999-2000,
49 classical and 52 non-classical musicians received grants totaling
$1.1 million. Additional programs which fund individual musicians as well as
musical groups include grants for sound recording ($642,000 in 1999-2000)
and music touring grants ($1,233,842 in 1999-2000).
•
Within the Canada Council’s music grant programs, 61% of all funding in
1999-2000 was awarded to professional orchestras ($8 million) and
opera and music theatre companies ($5 million). Thus, grants to music
organizations in 1999-2000 received a higher percentage of funding than
grants to individuals.
•
In terms of Canada Council funding allocations, music received the highest
amount of funding of all disciplines. The music budget of $21 million
comprised 19% of total Council funding for 1999-2000 (see Table 1b).
SOME FACTS ABOUT MUSIC IN CANADA
•
Data from Statistics Canada’s 1998 General Social Survey1 reveals that over
18 million Canadians listened to CD’s, tapes or records in 1998. 43% of
those listening to tapes, CD’s or records did so on a daily basis.
•
Canadian music sales worldwide totaled $1.44 billion in 1998, accounting
for 2.5% of total worldwide music sales 2.
•
The creation of the compact disc and Canadian-content regulations for radio
have had dramatic impacts on the Canadian music industry. Federal and
provincial/territorial governments have attempted to offset some of the
competitive disadvantages faced by Canadian sound recording companies
through the introduction of various financial development programs. In 199798, federal and provincial/territorial governments spent close to $14 million
dollars on these programs, an increase of 57% from the previous year 3.

Data taken from Statistics Canada’s monthly Labour Force Survey4indicates
that the number of musicians in the labour force grew from 31,552 in
1988 to 34,121 in 1998, a rise of 8% . Data from the 1991 and 1996
Censuses indicates an increase in the number of conductors, composers and
arrangers (up 9%).
•
Analysis of the Labour Force Survey reveals distinct employment patterns
among Canadian musicians. In 1998, close to 65% of musicians worked parttime compared to 22% of all culture workers. Self-employment predominates
in this sector of the cultural labour force; in 1998, 78% of musicians were
self-employed (approximately 24,200), compared to 36% of culture
workers.
•
The Labour Force Survey provides additional details about the profile of
Canadian musicians. In 1998, 48% of employed musicians were male and
52% were female. 58% of musicians were over the age of 35, which parallels
the labour force ratio of 60%. Finally, proportionally more musicians had a
university education than the total Canadian labour force (40% of
musicians compared to 20% of the total workforce).

•
En 1999-2000, le Conseil des Arts du Canada a accordé des subventions d’une
valeur de 21 millions de dollars aux musiciens et aux organismes de musique du
Canada.
•
Les subventions octroyées aux artistes individuels ont aidé tant les musiciens de
musique classique que ceux de musique non classique à poursuivre leurs objectifs
d’avancement de leur carrière professionnelle. En 1999-2000, 49 musiciens de
musique classique et 52 de musique non classique ont reçu des subsides
d’une valeur totale de 1,1 million de dollars. D’autres programmes sont venus en
aide aux musiciens et aux groupes de musique, notamment ceux des subventions à
l’enregistrement sonore (642 000 $ en 1999-2000) et des subventions de tournées
de musique (1 233 842 $ en 1999-2000).
•
En 1999-2000, 61 p. 100 de toutes les subventions attribuées dans le cadre des
programmes de subventions en musique du Conseil des Arts du Canada ont été
allouées à des orchestres professionnels (8 millions de dollars) et à des
compagnies d’opéra et de théâtre musical (5 millions de dollars). L’aide

somme de 21 millions de dollars réservée à la musique comptait pour
19 p. 100 du financement total versé par le Conseil des Arts en 1999-2000 (voir
le Tableau 1b).
QUELQUES FAITS SUR LA MUSIQUE AU CANADA
•
Des données provenant de l’Enquête sociale générale de Statistique Canada5
révèlent que plus de 18 millions de Canadiens ont écouté des disques
compacts, des cassettes ou des disques en 1998. De ce nombre, 43 p. 100 le
faisaient de façon quotidienne.
•
À l’échelle internationale, les ventes de musique canadienne se sont chiffrées à
1,44 milliard de dollars en 1998, ce qui représente 2,5 p. 100 des ventes totales de
musique dans le monde 6.

La création du disque compact et les mesures législatives sur le contenu canadien
dans les émissions radiophoniques ont eu une incidence marquée sur l’industrie de
la musique au Canada. Les gouvernements fédéral, provinciaux et territoriaux ont
tenté d’atténuer les désavantages qu’ont les entreprises canadiennes
d’enregistrement sonore sur le plan de la concurrence en mettant sur pied divers
programmes d’aide financière. En 1997-1998, ces gouvernements ont consacré
près de 14 millions de dollars à de tels programmes, ce qui constitue une
augmentation de 57 p. 100 par rapport à l’année précédente 7.
•
Selon l’Enquête mensuelle sur la population active de Statistique Canada 8, le
nombre de musiciens faisant partie de la population active est passé de 31 552
en 1988 à 34 121 en 1998, soit une hausse de 8 p. 100. Des données provenant
des recensements de 1991 et de 1996 indiquent que le nombre de chefs
d’orchestre, de compositeurs et d’arrangeurs a augmenté de 9 p. 100.
•
L’analyse de l’Enquête sur la population active révèle une tendance de l’emploi
distincte chez les musiciens canadiens. En 1998, près de 65 p. 100 des musiciens
travaillaient à temps partiel tandis que chez l’ensemble des travailleurs culturels,

de ce secteur de la main-d’œuvre culturelle; en 1998, 78 p. 100 des musiciens
travaillaient à leur compte (soit approximativement 24 200 d’entre eux),
comparativement à 36 p. 100 des travailleurs culturels.

L’Enquête sur la population active fournit des renseignements supplémentaires sur
le profil des musiciens canadiens. Ainsi, en 1998, 48 p. 100 de ceux qui avaient un
emploi étaient des hommes et 52 p. 100, des femmes. En outre, 58 p. 100 des
musiciens avaient plus de 35 ans, ce qui correspond d’assez près au pourcentage
de la population active (60 p. 100). Enfin, proportionnellement, les musiciens
sont plus nombreux à avoir fait des études universitaires que la population
active canadienne dans son ensemble (40 p. 100 contre 20 p. 100).
