DID YOU KNOW
THAT YOU MUST KEEP
A PAYROLL JOURNAL?
Employers active in the construction industry must
keep a payroll journal, and the journal must be kept
at the place of business. The register, which must
be made available to the CCQ upon request, must
contain the following information:
• Last name, first name, address, and social
insurance number of your employees;
• Name of the trade or occupation, and
apprenticeship period of your workers;
• Region and address of construction sites for each
day of work;
• Exact time at which the work begins, is
interrupted, and ends; the hours of work paid at
regular rate, time and a half, and double time;
• Nature of the work and type of site;
• Wages paid, the date and method of payment;
• Allowances payable for paid vacations and
statutory holidays;
• Amount deducted for the levy;
• Contributions deducted from wages and made by
the employer to the social benefits plan;
• Union dues deducted;
• Employer’s licence number in accordance with the
Building Act.

PENSION PLAN
PENSION ADJUSTMENT FACTOR
The Régime supplémentaire de rentes pour les employés de la
construction du Québec (federal registration number 0351106)
is an interentreprise plan established for purposes of calculation
and declaration of the pension adjustment (PA). Each employer is
responsible for the calculation and declaration of the PA.

employer’s contribution to the pension plan are those already in
force since December 30, 2012, that is $4.075 per hour worked by
a journeyman or a person working in an occupation, and $3.335 per
hour worked by an apprentice.
The pension adjustment is obtained by adding:
• the employee’s annual contribution (A); AND
• the employer’s annual contribution to the employee’s pension
plan (B).
The PA thus calculated must appear on the T4 slip for the 2014
taxation year. For further details on the tax rules regarding
retirement savings and the calculation of the PA, refer to the
publications Pension Adjustment Guide (T4084) and Guide T4040,
RRSPs and Other Registered Plans for Retirement, published by the
Canada Revenue Agency.
(A) The employee’s annual contribution is the sum of his or her
contributions to the social benefit plans, deducted from each pay,
since all these contributions are paid into the pension plan.
(B) The employer’s annual contribution is the sum of the
contributions the employer pays into the pension plan for each

Update of Chapter III, the plumbing section of the Building Code
TRAINING IS NOW AVAILABLE!

The training presenting the main changes brought to Chapter III,
the plumbing section of the Québec Building Code, which came into
force on the 29th of last April, is now available.

The training, which last seven hours, will allow, among other things:
• to recognize the scope of the modifications brought to the laws
and regulations;
• to observe the new elements of Chapter III of the Québec
Building Code, such as:
– functional objectives and statements;
– water temperature control;
– tests on drainage and ventilation networks;
– indirect pipe fittings;
– incinerator toilets;
– containment hoppers;
– drainage wells or reservoirs;

Coming into force on January 1, 2015
NEW UNION DUES
New union dues will be coming into force on January 1, 2015. These must therefore be taken into account in the production of your monthly
report for January, due to be forwarded to the CCQ at the latest by February 15.

Calculation of the new dues
75% of hourly rate for every week or part of week worked. The dues are to be deducted by the employer every week from
the worker’s pay. The employer must also deduct every week $0.055 per hour worked.
Labour shortage
YOU NEED TO RAPIDLY
PUT AN EMPLOYEE TO WORK?
An employer whose job guarantee has been authorized by the
CCQ may rapidly get an employee to work on a construction
site during a shortage by obtaining a confirmation number for
procedure. This number enables an employee to work on a
construction site, in the region corresponding to the demand,
for a limited period, until the worker receives a competency
certificate by mail. The employee will, however, have to fill
out an application for a competency certificate and send
it by mail within 14 days. Failure to do so will result in the
cancellation of the confirmation number for procedure and
the worker will not receive his or her competency certificate.
What conditions must be fulfilled to obtain a
confirmation number?
For an employer:
• You must hold a valid construction contractor’s licence
issued by the RBQ.
• Your company must have an active file at the CCQ.
For an employee:
• You must have successfully completed the course Santé
et sécurité générale sur les chantiers de construction
(recognized by ASP Construction).
• The region corresponding to the request must be the same
as the region of residence registered in your file.
How to obtain a confirmation number for procedure?
There are two ways to obtain a confirmation number:
•Through the CCQ’s online services, at ccq.org. You must
select the option “Carnet référence construction” in the
main menu of the online services section.
•By calling the telephone number indicated on the notice
authorizing the job guarantee. You must then enter the
access code indicated on the notice as well as your
employer number.
Make sure to note the confirmation number for procedure
provided to you. Should you lose your number, you will have
to contact the CCQ’s customer service counter.

INSURANCE PLANS
Mailing of the MÉDIC Construction cards
The MÉDIC Construction cards valid for the insurance period from
January to June 2015 will be mailed on December 17 along with the
MÉDIC Construction information bulletin.
Your MÉDIC Construction card indicates, among other things, under
which plan you are insured. It allows you to pay directly certain
medical or dental expenses.
As to the bulletin, it provides you with a short description of
the protections offered to you as well as the reimbursements to
which you are entitled under the insurance plan specified on your
MÉDIC Construction card.

ASSESSABLE BENEFITS
AS OF DECEMBER 28, 2014
The life insurance and health insurance contributions paid to the
CCQ by an employer constitute assessable benefits on the provincial
level, while on the federal level, only the life insurance contributions
constitute assessable benefits.
Provincial
The Ministère du Revenu du Québec requires that all employers
take these assessable benefits into account when calculating
the deductions at source. Beginning on December 28, 2014, the
employer must take into account the additional assessable wages
indicated in the following table (hourly rates). The amount varies
according to the employee’s insurance plan and sector of activity or
wage schedule (example: the linemen).
Federal
The Canada Revenue Agency does not require that the employer
take into account the life insurance contributions as assessable
benefits in the calculation of the deductions at source. The CCQ
issues to all the employees concerned a T4A slip indicating the
value of these assessable benefits. If these are also reported on
the T4 slip issued to an employee by his employer, the employee
will be subjected to double taxation. l

Reminder
ANNUAL WINTER VACATION
The annual winter vacation of the workers in the four sectors of the construction industry
will begin on Sunday, December 21, 2014, at 0:01 a.m., and end at midnight on Saturday,
January 3.
During this period, the construction sites will be closed, and all work carried out will be
paid at the increased salary rate in compliance with the provisions of the sector-based
collective agreements. However, exceptions are provided for certain construction sites
that may remain open.
The present document is produced solely for information
purposes. Only the Act respecting labour relations, vocational
training and manpower management in the construction industry,
its regulations and the collective agreements in force in
the construction industry, have legal value.
This is namely the case for the performance of maintenance, repair, modification,
renovation, and emergency works, as well as works in the area of new light construction.
These exceptions are set out in the sections of the collective agreements pertaining to
mandatory annual vacation periods. If you plan to perform or to order done these types of
works, you must, as an employer, enter into an agreement with the concerned employees
and notify, if applicable, the CCQ and the majority union group.
The male gender is occasionally used for ease of reading
only. In all cases, the text refers equally to men and
women.
When you notify us of an agreement, make sure that the documents you send to the CCQ
include your employer number, the sector and nature of the works to be done, the address
of the construction site, as well as the name and client number or the social insurance
number of the concerned workers. Lastly, note that the CCQ will not issue any exemptions,
authorizations or permissions to perform construction work during this vacation period.
Inspection services
Please note that in order to further the observance of the collective agreements, statutes
and regulations, namely as regards enterprises that do not benefit from the overriding
provisions set out in the agreements, the CCQ will maintain its inspection services during
this holiday period.
