1 - THE MAIN RULES FOR PRESENTATION OF PUBLICATIONS
The publications distributed by La Poste must comply with certain presentation and packaging rules.
Addresses must be complete and correctly structured, in accordance with the AFNOR (French Standards Association) address
standard2.
1.1 Weight, size and packaging
Minimum dimensions: 90 x 140 mm.
Maximum dimensions:
• length < 600 mm;
• maximum sum of 3 dimensions
(length + width + height) < 1,000 mm.
The maximum thickness is 24 mm. The maximum weight per item posted is
2000 g for Publissimo and 3000 g for Presse Editeur.
The publications must be packed in paper packaging (envelopes), shrink
wrap, plastic film or open (self-mailers)3 .
1.2 Presse range logos and signs
Periodical publications sent by La Poste must include on their
packaging, or directly on the publication itself, the postal logo
corresponding to the type of postal product (Presse Editeur or
Publissimo) and to the contractual level of service.
The size of the logo can be adjusted as long as the proportions
between the height and width are maintained; the dimensions
must be between 43 mm and 60 mm for the width, and
between 46 mm and 60 mm for the height.
The logo allows identification of press items in the postal
network.
The logo must include an indication of the mailing site.

1- The mailing zone contains the following mandatory indications:
- the publication title;
- the publication return address (in France);
- the Presse Editeur or Publissimo logo;
- the mailing site shown in the logo or, in the case of franking with a postage meter, in the franking impression;
- the date of mailing in the form “mailed on DD.MM.YYYY”; Presse Economique copies must carry the wording “Mailed on
DD/MM/YYYY for distribution before DD/MM/YYYY". The date of mailing is not required for daily newspapers. In the case of
franking with a postage meter, the date of mailing is shown on the franking impression;
2- The routing zone: this contains the routing indications (§2.2.3); it may also be positioned under the address zone,
keeping a minimum distance of 20 mm between the address zone and the routing zone.

- the subscriber’s address;
- the distribution code associated with the address.

Stamping Exemptions (“Dispense de Timbrage” -DT) are available for
the following products: Presse Editeur, AIP, Publissimo, Facsimile,
subject to prior agreement.
For Publissimo mailings, a Stamping Exemption contract must be
signed with La Poste, and the stamping exemption number must be
indicated on the publications.

What options are available to you?
Your mailings may be:
Non-routed, i.e. presented as single pieces (§2.2); copies are invoiced
at the “All France for sorting” rate;
Routed and bundled, giving you the advantage of reductions on a
sliding scale according to the level of preparation (§2.3).
In all cases, in Presse Editeur, the distribution code must be shown on
each copy (§2.1).
In order to facilitate postal processing of periodical publications,
you are asked to show on certain mailing categories, in addition
to the recipient’s address, the distribution code, identifying the
round of the postman concerned by this distribution.
2.1 How is the distribution code allocated to each address?
 The principle
The distribution code is:
• mandatory in Presse Editeur;
• necessary for access to the “postman’s bundle” rate in
Publissimo Intégral;
• not required in Publissimo Esprit Libre.
The distribution code must be shown to the right of the last
address line.
 Definition
The distribution code consists of four numeric characters. The
first two characters indicate the sector number, the last two
indicate the postman’s round number.
A distribution code is associated with each address, except
for addresses containing a specific CEDEX code or
household addresses including a postbox number (BP).
 How can you get it?
All distribution codes are listed in the ROUDIS repository,
available on subscription from authorised distributors4 or
individually, free of charge, in the “Test your address”
section on www.presse-poste.com.
2.2 How can you mail your publications without doing any routing?
This is the simplest solution: deposit the publications for mailing in ascending postcode order, without bundling them.
In this case, the copies mailed are invoiced at the “All France for sorting” rate.
The routing and forwarding indications (see §2.2.3) are not required on non-routed publications.

2.3 How can you do the routing and produce bundles?
By producing bundles, you access reductions on a sliding scale
according to the level of preparation.
Bundled mailings may benefit from:
The “Département” (French equivalent of “County”) rate for
bundled copies for the same PPDC and same département;
The “Postcode” rate for bundled copies for the same
postcode;
The “Postman’s Bundle” rate for bundled copies for the same
distribution code;

A Post Preparation and Distribution Platform (PPDC) is responsible for
several Post Distribution Platforms (PDC).
Each PDC is responsible for a set of postcodes, and at least one
postman’s round, identified by the distribution code, is assigned to each
postcode.
To make bundles:
• qualify each address with the distribution code and the associated
PPDC,
• group the addresses: by distribution code, by postcode and by PPDC
according to the volumes concerned.
Single pieces are not bundled and are invoiced at the “All
France for sorting” rate.
2.3.1 Allocate a destination site to each address.
A destination site must be allocated to each address to set up
the routing indications (§2.2.3).
The destination site is generally the Post Preparation and
Distribution Platform.
In the particular case of bundles deposited directly by the
publisher at a Post Distribution Platform (PDC), the destination
site is the Post Distribution Platform (PDC).
All sites (PPDC and PDC) are described in the Press Routing and
Forwarding reference framework. In this framework, they are
referred to as centralising offices and distribution offices
respectively.
La Poste gives press publishers and their service providers access to
the reference frameworks used to qualify the distribution code and
destination site:

The Roudis France reference framework gives the sorting
distribution code for each road in all localities on national territory;

For each postcode, the Press Routing and Forwarding reference
framework gives the corresponding Post Preparation and
Distribution Platform (PPDC) and its attached Post Distribution
Platform (PDC);

The International Routing reference framework
information required for routing to other countries.

2.3.2 Forming bundles
The copies are bundled in accordance with the managemen rules described below.

The bundle consists of at least 6 copies with the same sorting distribution code for each
bundle. It is possible to make bundles from 4 copies, on condition that the bundle weight is
at least 400 g.
Direct sector bundle
The bundle consists of at least 6 copies with the same sector code for each bundle. It is
possible to make bundles from 4 copies, on condition that the bundle weight is at least 800
g.
Direct postcode bundle
The bundle consists of at least 6 copies with the same postcode for each bundle. It is
possible to make bundles from 4 copies, on condition that the bundle weight is at least 800
g.
Direct CEDEX postcode bundle
The bundle consists of at least 6 copies with the same CEDEX postcode for each bundle. It
is possible to make bundles from 4 copies, on condition that the bundle weight is at least
800 g.
Direct CEDEX office bundle
Département bundle for sorting
The bundle consists of at least 6 copies per bundle, with the same CEDEX office for each
bundle. It is possible to make bundles from 4 copies, on condition that the bundle weight is
at least 800 g.
The bundle consists of at least 6 copies for mailing to the same Département and the same
PPDC (or centralising office).
In the case of Publissimo routing, it is possible to make Département bundles from 2 copies.
All France for sorting / single pieces
No bundle.
The copies are sequenced in ascending order of postcodes
Maximum bundle weight: 8 kg in the case of copies bundled with double crossed banding and 6 kg in the case of filmed bundling.
One bundle must only include one edition of the same publication.
NB: the maximum weight of the multiple delivery packet, consisting of several copies for the same recipient, is 3 kg in Presse Editeur and 2 kg in Publissimo.

The routing indications must be affixed as follows, depending on the address and the level of preparation of each subscriber:

For copies destined for DOM/TOM (French overseas territories), a third line must be added with the service level (“ECO” or “PRIO” indication).
The bundle number appears above the routing indications.
Two indications must be added on multiple delivery packets: “Mailing for the same recipient” (to the left of the address) and “Multiple delivery: x copies”
(above the address).

4- COMPLETING THE STATEMENT OF MAILING
Each mailing must be documented by a statement of mailing to ensure its processing and invoicing by La Poste.
What options are available to you?
You are depositing your mailing at:
• One postal site only
 The mailing is accompanied by form 1289A; an interactive form 1289A with
automatic calculation of prices is available on www.presse-poste.com, “Your tools”
section.
 You can also opt for remote declaration via the site www.presse-poste.com,
requesting registration for this service.
• Several postal sites, or several times at the same site
 Each mailing on each site is accompanied by a BL157 delivery slip; form 1289A
summarising the dispatch mailings must also be transmitted to La Poste within 5
days from the last mailing.
Date- and time-stamped by La Poste at the time of mailing, the statement of mailing is also proof of mailing.
Don’t forget to enclose a sample copy of each edition on mailing, in order to allow La Poste to perform the checks required by
law. The sample copy must include any inserts and small objects.
