Problem description / Description du problème ciblé par le projet
The programme aims to support sustainable renovation of urban historic centres through integrated actions
including the redefinition of real estate heritage, both residential and nonresidential, actions for public spaces,
actions to improve mobility for people and goods, and advanced services. The project will be organised
around three main areas: urban renovation, physical accessibility, and urban information systems.These
three areas have been selected on the basis of experience obtained in the context of the FINESTRA project
which formed part of the RECITE II programme.
Overall objective / Objectif général de l'opération
The overall objective is to promote the sustainable development of small and medium-sized historic towns in
Europe through integrated actions in the field of urban redefinition, improvement of physical accessibility for
people and goods and accessibility via computer technology to services and information as well as urban
planning and management. This objective involves safeguarding the specific features of historic centres
which, however varied, constitute a representative element of European life, based not only on residential
functions but also on aspects of production and trade, social and cultural exchanges and political links.
Expected results / Résultats attendus
The final beneficiaries will be citizens.Whether or not they live in historic centres, they will benefit from
integrated development not only in the field of real estate renovation, mobility and access to services, but
also in improved quality of life over time through programming actions and the management of urban centres.
The strategies considered aim to return to historic centers their role as agents for social cohesion, keeping or
bringing back residents and compatible activities by offering quality standards that are similar to those of the
suburbs and creating conditions for the use of new information technologies. Constant interaction among the
authorities responsible for the planning and management of historic centres will facilitate the control,
monitoring and evaluation of the various actions taken.

Activities / achievements so far
Dans cette dernière phase conclusive de l’OCR, qui couvre seulement 4 mois compris la pause estive, les
activités ont été limitées aux actions des composantes, pas opératives, I et V, en étant conclues totalement
les 3 composantes opératives, la II, III et IV. On a complété la collection des matériaux élaborés par les 12
sous projets, les derniers rapports techniques et financiers, ainsi que les rapports des coordinateurs de
composantes et ceux régionaux. Cette activité a été réalisée soit par les partenaires principaux, en ce qui
concerne leur partenaires locaux, soit surtout par la Cellule de Coordination du Chef de file, qui a élaboré et
transmit le 7me Rapport d’Avancement au JTS dans les termes prévus. A Pérouse s’est tenue, le 24
Septembre, la Conférence Finale où les partenaires principaux ont présenté les résultas obtenus dans
chacune région et ont déclaré, encore une fois de plus, la satisfaction gagné par le déroulement général de
PAGUS, pour la collaboration effective eue entre tous les participantes et pour la réalisation des objectives
fixés au début. En plus tous ont mit en évidence le grand valeur de la réussi participation au niveau local, qui
a vu l’implication de 60 entités dans les sous projets qui ont travaillé bien sous l’esprit d’une vraie
coopération interrégionale qui represente un des objectives de l’OCR (comme aussi la participation diffusée
par les organismes bénéficiers finaux : cette participation est démontrable par le bon niveau d’intégration
beaucoup clair si on considère tous les matériaux présentés par les sous projets). Les thèmes adoptés
comme base pour les avis de candidature de nouvelles propositions (sous projets) se sont relevés corrects :
tous les 12 sous projets se sont développés sans importantes variations et les actions, prévues pour chaque
partenaire, ont été réalises complètement selon le conditions initiales. Il y a eu la nécessité parfois d’apporter
des intégrations pendant la mise au jour des activités. De différents sous projets se sont coordonné entre
eux avec un échange continu, grâce aux expertes, aux séminaires et réunions. Ca a été le cas de la
Composante 3 qui a réalisé un unique volume avec tous les résultas obtenus par une partageante des
méthodologies et des outils d’intervention, qui ont porté à la définition des bonnes pratiques communes.
