AVIS D’APPEL D’OFFRES NATIONAL ET INTERNATIONAL OUVERT AVEC EXIGENCE
DE CAPACITES MINIMALES N° 03/AO/2016/ONM
Conformément aux dispositions du Décret Présidentiel n°15-247 du 16/09/2015, portant réglementation des marchés publics et
des délégations de service public, l’Office National de la Météorologie lance un avis d’appel d’offres national et international
ouvert avec exigence de capacités minimales portant en objet « l’acquisition de cinquante (50) stations météorologiques
automatiques climatologiques neuves».
Le présent appel d’offres national et international ouvert s’adresse uniquement aux fabricants ou à leurs représentants exclusifs
dûment agrées sur présentation d’une attestation de représentation ou de fabrication et ayant réalisé à compter de 2010 au moins
un projet de même nature (fourniture de stations météorologiques automatiques)
Le retrait des cahiers des charges doit s’effectuer par le soumissionnaire ou son représentant dûment mandaté par délégation de
pouvoirs, à l’adresse indiquée ci-après, sur présentation du reçu de versement d’un montant de dix mille dinars (10 000,00 DA)
non remboursable au compte de l’établissement N° 00300060000910300096 ouvert auprès de la Banque BADR AMIROUCHE.
Les offres doivent comporter un dossier de candidature, une offre technique et une offre financière.
1- Dossier de candidature :
-La déclaration de candidature, selon modèle joint en annexe ;
-La déclaration de probité, selon modèle joint en annexe ;
2- Offre technique :
-Une déclaration à souscrire selon modèle joint en annexe ;
3-L’offre financière :
-La lettre de soumission selon modèle joint en annexe ;
-Le bordereau des prix unitaires (BPU) ;
-Le détail quantitatif et estimatif (DQE) ;
La liste détaillée des pièces est spécifiée à l’article 08 partie « Instructions aux soumissionnaires » du cahier des charges.
Le dossier de candidature, l’offre technique et l’offre financière sont insérés dans des enveloppes séparées et cachetées,
indiquant la dénomination de l’entreprise, la référence et l’objet de l’appel d’offres ainsi que la mention « dossier de
candidature », « offre technique » et « offre financière », selon le cas. Ces enveloppes sont mises dans une autre enveloppe
fermée et anonyme, comportant la mention « à n’ouvrir que par la commission permanente d’ouverture des plis et
d’évaluation des offres – appel d’offres national et international ouvert avec exigence de capacités minimales N°
…./AO/2016/ONM portant en objet « l’acquisition de cinquante (50) stations météorologiques automatiques
climatologiques neuves ». Celle-ci doit parvenir au service contractant à la date et l’heure limite de dépôt des offres.
Si l’enveloppe extérieure n’est pas fermée et marquée comme indiqué ci-dessus, le service contractant ne sera en aucun cas
responsable lorsque l’offre est égarée ou qu’elle est ouverte prématurément. Toute offre reçue par le service contractant après
expiration de la durée de préparation des offres, sera écartée et/ou renvoyée au soumissionnaire sans que les enveloppes
intérieures ne soient ouvertes.
Les offres doivent être déposées à l’adresse indiquée ci-après :

La durée de préparation des offres est fixée à quarante-cinq (45) jours à compter de la date de la 1ère publication de l’avis
d’appel d’offres dans le Bulletin Officiel des Marchés de l’Opérateur Public (BOMOP) ou dans la presse nationale.
La date et l’heure limite de dépôt des offres est fixée au dernier jour de la durée de préparation des offres de 9H00 à 12 H00.
Si ce jour coïncide avec un jour férié ou un jour de repos légal, la durée de préparation des offres est prorogée jusqu’au jour
ouvrable suivant.
L’ouverture des plis des dossiers de candidature, des offres techniques et financières est assurée par la commission permanente
d’ouverture des plis et d’évaluation des offres du service contractant, elle se réunit, pour l'ouverture des plis le dernier jour de la
durée de préparation des offres à 13h30mn à laquelle les soumissionnaires sont invités à assister.
Les soumissionnaires resteront engagés par leurs offres pendant un délai égal à la durée de préparation des offres, augmentée de
trois (03) mois et ce, à compter de la date de leur dépôt.

‫طبقا ألحكام المرسوم الرئاسي رقم ‪ 247-15‬المؤرخ في ‪ 16‬سبتمبر ‪ 2015‬المتضمن تنظيم الصفقات العمومية و تفويضات المرفق‬
‫العام‪ ،‬يعلن الديوان الوطني لألرصاد الجوية عن مناقصة وطنية مفتوحة مع اشتراط قدرات دنيا من أجل » اقتناء خمسون (‪ )50‬محطة‬
‫الية مناخية جديدة للرصد الجوي « ‪.‬‬
‫تخص هذه المناقصة الوطنية المفتوحة الصانعين أو ممثليهم الحصريين المعتمدين رسميا وذلك بتقديم شهادة التمثيل الحصري او شهادة‬
‫التصنيع واللذين انجزوا ابتداءا من ‪ 2010‬على األقل مشروع من نفس النوعية (توريد محطات األرصاد الجوية اآللية)‬
‫يتم سحب دفتر الشروط من قبل المتعاهدين أو ممثلهم المخول بتفويض رسمي على العنوان المذكور ادناه وذلك بتقديم وصل الدفع بمبلغ‬
‫غير مسترد قدره ‪ 10000‬دج الى حساب الديوان رقم ‪ -00300060000910300096‬بنك الفالحة والتنمية الريفية وكالة العقيد‬
‫عميروش‬
‫يجب ان تتضمن العروض على ملف الترشح وعرض تقني وعرض مالي‪:‬‬

‫ تصريح بالترشح‪ ،‬حسب النموذج المرفق‪،‬‬‫ تصريح بالنزاهة‪ ،‬حسب النموذج المرفق‪.‬‬‫‪-2‬العرض التقني‪:‬‬

‫يوضع ملف الترشح‪ ،‬العرض التقني والعرض المالي في اظرفة منفصلة و مقفلة‪ ،‬يكتب على كل منها تسمية المؤسسة‪ ،‬مرجع و موضوع‬
‫المناقصة‪ ،‬و كذا عبارة " ملف الترشح" او " العرض التقني" او " العرض المالي «‪ ،‬حسب الحالة و توضع هذه االظرفة في ظرف‬
‫اخر مقفل و مبهم مكتوب عليه عبارة " ال يفتح اال من طرف اللجنة الدائمة لفتح االظرفة و تقييم العروض‪ -‬طلب العروض المفتوح‬
‫مع اشتراط قدرات دنيا رقم ‪/ .......‬ط ع‪/2016/‬د‪.‬و‪.‬أ‪.‬ج من أجل « اقتناء خمسون (‪ )50‬محطة الية مناخية جديدة للرصد الجوي »‬
‫إذا لم يتم إغالق الظرف الخارجي ووضع العبارة على النحو الوارد أعاله‪ ،‬ليسل للديوان اية مسؤولية بأي شكل من األشكال عند فقدان‬
‫العرض أو فتحه قبل األوان‪ .‬كما انه سيتم رفض واعادت أي عرض ورد بعد انقضاء فترة إعداد العروض دون فتح االظرف الداخلية‪.‬‬
‫يتم وضع العروض على العنوان التالي‪:‬‬

‫مدة تحضير العروض محددة بخمسة وأربعون (‪ )45‬يوم ابتداء من يوم اول ظهور لإلعالن في النشرة الرسمية للصفقات العمومية‬
‫(ن‪.‬ر‪.‬ص‪.‬م‪.‬ع) او في الجرائد الوطنية‪.‬‬
‫اليوم والتاريخ المحدد الداع العروض يوافق اليوم األخير من فترة تحضير العروض من الساعة ‪9 :00‬الى ‪12:00‬‬
‫إذا صادف هذا اليوم يوم عطلة أو عطلة رسمية‪ ،‬تمدد بموجبه مدة إعداد العروض إلى يوم العمل الموالي‪.‬‬
‫يتم فتح االظرفة‪ :‬ملف الترشح والعروض التقنية والمالية من طرف اللجنة الدائمة لفتح االظرفة وتقييم العروض الموافقة لليوم األخير‬
‫من مدة تحضير العروض على الساعة ‪ 13:30‬في جلسة علنية للعارضين الدين يرغبون في حضور الجلسة‪.‬‬
‫يبقى المتعاهدون ملزمون بعروضهم لمدة تعادل مدة تحضير العروض مضاف إليها (‪ )03‬أشهر ابتداء من يوم إيداع العرض‪.‬‬

INVITATION TO TENDER NATIONAL AND INTERNATIONAL OPEN WITH CAPACITY MINIMUM
REQUIREMENT N° 03 / AO / 2016 / NOM
In accordance with presidential decree N° 15-247 of 16.09.2015, regulating public procurement and public service concessions, the
National Meteorological Office is launching a national and international open tender with requirement of minimum capabilities with
object «Acquisition of fifty (50) new climatological automatic weather stations "
This open call for national and international tender is open only to manufacturers or their duly authorized representatives on exclusive
presentation of a certificate of representation and workmanship and having realized from 2010 at least one similar project (supply
of automatic weather stations)
The withdrawal of the specifications must be made by the tenderer or his duly authorized representative by delegation, to the address
below, with receipt of payment for ten thousand dinars (10 000, 00 DA) nonrefundable account of the establishment N°
00300060000910300096 opened with the Bank BADR AMIROUCHE.
The tender must include an application form, a technical offer and a financial offer.
1- Application form:
-The Nomination, according to the attached model;
-The Declaration of probity, according to the attached model;
2- Technical offer:
-A Declaration to be signed by the attached model;
3-The financial offer includes:
-The Submission letter according to the attached model;
-The Unit price schedule (BPU);
-The Quantities detail (DQE);
The detailed list of items specified in section 08 part "Instructions to Bidders" specifications.
The application, the technical offer and the financial offer are inserted into separate, sealed envelopes, indicating the name of the
company, the reference and the subject of the tender and the words "record bid "," technical offer "and" financial offer ", as
applicable. These envelopes are placed in another closed and anonymous envelope with the words "to be opened only by the
permanent commission of bid opening and evaluation of bids - open invitation to tender national and international requirement with
minimal capacity N° .... / AO / 2016 / NOM carrying object «Acquisition of fifty (50) new climatological automatic weather
stations " It must reach the contracting service at the date and time for submission of bids.
If the outer envelope is not closed and marked as above, the service contractor is not responsible in any way when supply is lost or
opened prematurely. Any tenders received by the contracting department after expiry of the term of preparation of tenders will be
rejected and / or returned to the tenderer without the inner envelopes are not opened.

The bid preparation period is set at forty-five (45) days from the date of first publication of the notice of tender in the Official
Bulletin of Public Procurement Operator (BOMOP) or in the national press.
The date and time for submission of tenders is the last day of the bid preparation period of 9:00 to 12 H00.
If it falls on a holiday or on legal holidays, the bid preparation period is extended until the next business day.
The opening of applications folds, technical and financial bids is ensured by the permanent commission of bid opening and
evaluation of bids the contracting department, it meets, for the opening of the last day of folds the bid preparation period to
13h30mn to which bidders are invited to attend.
The tenderers will remain committed by their offers for a period equal to the duration of bid preparation, plus three (03) months
and at the date of filing.
