The CISM General Assembly has entrusted the organization of the 46th World Military Champions
ship (CISM) to the Norwegian Armed Forces.
Thus I have the honour of inviting a mission representing the Armed Forces of your country to
participate in the championship to be held in Bergen - Askøy (Norway) from 26 June to 4 July
2013.
It is important for our planning to receive the Preliminary Agreement as soon as possible.
We are looking forward to seeing as many as possible of your military sailors participating in the
competition that we are arranging here in Norway.

3 General information
Participation:
In accordance with CISM Regulations, only military personnel on active duty may participate in the competition.
Such personnel must be in possession of a valid military identity card or a form of verification of military status
accompanied by the athlete’s official passport.
Transport:
By plane to Bergen Airport, Flesland (BGO),
By train to Bergen Railway station,
By boat to Bergen Harbour
By car to Royal Norwegian Naval Academy, Sjøkrigsskoleveien 32, 5165 LAKSEVÅG.
Transport from the airport, railway station, harbour or Royal Norwegian Naval Academy will be arranged by the
Organisers.
The cost of travel to and return from Norway will be the responsibility of the participating country.

Teams may be mixed (females and males).
In addition each country is allowed to bring one female team of 3 sailors.
Additional persons will not be accepted by the organization without explicit written request by the Chief of the
concerned country and UNDER CONDITION of the written agreement from the Chief of the Norwegian Delegation.
Weather information:
June and July are summer months in Norway. Normal temperatures will be: +15/25 Celsius in the day, in the night
+10/12 Celsius. Not much rain.

Conditions of accommodation and stay
During the stay in Norway from 26 June till 4 July, the participants will be the guests of the
Norwegian delegation to CISM. Board and lodging will be at the expense of the organizers,
except the activities not being part of the normal program (i.e. telephone, supplementary
drinks, laundry, etc.).
Sailors and coaches will be lodged in the harbour in cottages with 4 to 6 beds. Officials and
COM will be lodged in single-rooms at Hanøytangen (5-10 minutes away from the harbour.)

Any costs incurred before 26 June or after 4 July will have to be covered by the respective
missions.

Regulations of the Championship.
The events will be governed by the regulations as stated in CISM SAILING REGULATIONS Paragraph #3.
Anti-doping
Anti Doping tests will be organized in accordance with the CISM anti-doping regulations – Policy Manual – Chapter
IV.
The number of tests shall be determined by the CISM Anti Doping Commission established during the Preliminary
meeting, according to the CISM Regulations.
The tests will be performed according to the latest WADA Anti Doping Code and Procedures.
Uniforms
Service uniform with shoes is required for the Opening and closing ceremonies, for the barbeque and other official
events.
Sportswear will be usual attire for all activities on the competition sites. In the program you will find more
information about dress code.
Boat:
The boat will be YNGLING with spinnaker, with a crew of 3 sailors. No weight restrictions.
The competition will be fleet races conducted on windward leeward courses.
Required Items
Every nation shall bring:
 National Anthem recorded on CD.
 National flag to fly in the backstay when sailing.
 National flag 1,0m x 1,5m
 Sailing gear for each participant including certified life vest
Customs, Passport, Visas and health regulations
The missions are responsible for having the necessary customs documents upon arrival in Norway. For
information on immigration requirements, please contact the Norwegian embassy serving your country.

The organizer will take care of medical support (first aid service) at the competition site. A doctor and an
ambulance will be available in order to provide first aid service.
Participants' health insurance must be valid in Norway and a copy must be handed over if it is applicable.
The Organizing Committee is NOT responsible for:
Hospitalizations,
Surgical operations or other special treatments,
Repatriation in case of decease by illness or accident, Other expenses on account of illness/accident such as
compensations, loss of income,
etc.

Registration Forms and Deadlines
We kindly ask, that you indicate before 15 February 2013, by way of an email to
[email protected] if your country is planning to participate in these championships.
If you are still planning to go to Norway please forward the completed preliminary agreement
(Annex 1) by no later than 20 Mars 2013.
The Final Entry Form (Annex 2a, 2b and 2c) must be sent to us no later than 15 May 2013.

ANNEX 2c
FINAL ENTRY - COMMITMENT BY THE CHIEF OF MISSION
NATION:
The undersigned, Chief of Mission declare that he has read the Article
7.30. Of the CISM Regulations and moreover understood the
following prescriptions:
A. Chief of Mission
1. Chiefs of Mission shall be familiar with CISM regulations.
2. Missions must not only participate or be present at sports events, they are also required
to participate in information conferences on CISM, study days, commemorative and
cultural events and ceremonies organized by the host nation.
B. Conduct of a mission
1. The Chief of Mission is responsible for the behavior of his team in sports and general
discipline. He shall ensure that members of his mission respect the rules and directives
prescribed by CISM and organizers of the championship. The respect of schedules is
particularly important as they form the basis for the effective conduct of competitions and
ceremonies. Instances of indiscipline or poor sportsmanship will be handled by
Championship officials and may result in the disqualification of individual athletes or
teams.
2. The Chief of Mission shall also enforce the rules concerning behavior and dress during
the ceremonies. He plays an important role in promoting the CISM spirit among his
mission, a spirit represented by friendly attitude towards other missions, courtesy towards
organizers and fair-play in competition. The mission, who does not wear military uniforms
during the opening ceremony of a Championship, will not be authorised to take part in the
Championship. The Official CISM Representative will communicate this decision.
3. In conformity with the Statutes and traditions of CISM, any political or religious action
during a CISM event, in particular the dissemination of propaganda documents, pictures,
brochures, reviews, etc, is strictly forbidden. Any contravention shall result in the
exclusion of the mission from further competition.
