Title: Green electricity faced with European
stakes

Short description:
This one-day meeting took place during the
Renewable Energy Exhibition organised in Lyon. The meeting gave an overview of the
regional situation concerning green electricity, presented some best practices in other
European countries, and tackled both administrative and technical issues linked to the
development of green electricity in France.
Background:
Green electricity in Rhône-Alpes starts to develop but some types of energy are more
represented than others. Big hydro plants represent the larger part of the regional green
electricity production, whereas small hydro plants are somewhat blocked by administrative
requirements. Photovoltaics are fostered by the French policy and develop quite fast in
Rhône-Alpes, wind energy is only developed in the south of the region, and as regards
biomass, there are very few running installations. Then, many efforts need to be done at
the regional level.
Aim & programme:
The aim of the meeting was to analyse the situation in Rhône-Alpes, to have a better
knowledge of the administrative difficulties for each type of energy, to discuss about the
technical possible evolutions, to be aware of other countries’ best practices and finally, to
assess how the regional and national objectives as regards green electricity can be
reached.
The meeting was opened by Jean-Louis Gagnaire, vice-chairman of the Regional Council,
representative of the economic development, who presented the regional situation. Then
four main aspects were discussed:
- regional situation and stakes
- the administrative context
- future prospects for technical solutions
- economical solutions
Results, follow-up:
The vice-chairman of the Regional council reminded the regional objectives which were
defined in the “Regional plan for renewable energies and energy conservation” as well as
the national policy concerning green electricity (new feed-in tariffs). It’s clear that the
present policies now prove to be quite incentive as regards the development of green
electricity.
Administrative difficulties were then discussed as regards small hydro and biogas. In the
afternoon, technical evolutions were presented for photovoltaics and small wind energy
plants in cities.
Best practices from other countries were presented all along the day for wind energy in
Spain, wood cogeneration in Belgium and small hydro using drinking or waste water in
Switzerland.
The meeting was closed by Roger Leron,
chairman of RhonalpénergieEnvironnement, who mainly reminded the
European objectives as regards green
electricity and presented the declaration
of the regions for Energy Efficiency and
Renewable Energy Sources.
