AMDT 12/13 CHG : Ajouts TWY WQ et aires de stationnement Q et N. © SIA AD2 LFPO ADC 02 AIP FRANCE 14 NOV 13 CONSIGNES Instructions PARIS ORLY CONSIGNES PARTICULIERES RELATIVES AUX PROCEDURES D’ARRIVEE Special instructions for arrivals procedures 1 APPROCHES INITIALES (INA) RNAV+RADAR 1.1 Domaine d’application Les procédures d’approche initiale (INA) débutent au point d’approche initiale (IAF) et s’achèvent sur un repère spécifié à partir duquel un guidage radar est systématiquement assuré pour intercepter l’axe d’approche finale. 1.2 Protection et emploi du radar Pour aéronefs de catégories A.B.C.D. Ces procédures, protégées pour une navigation RNAV1 basée sur les capteurs GNSS et/ou DME/DME. et répondant aux exigences RNAV 1 avec WP à anticiper ou WP à survoler, sont établies au-dessus de l’altitude minimale de sécurité (MSA ou AMSR). L’organisme ATC assure de manière permanente les services radar. 1.3 Equipement des aéronefs Dans tous les cas, il appartient à l’exploitant de s’assurer que l’équipement RNAV des aéronefs répond de manière convenable et appropriée aux exigences de performance sur la route à suivre et qu’il est conforme aux conditions minimales requises dans la documentation aéronautique AIP France GEN 1.5-2. 1.4 Utilisation Ces procédures sont publiées uniquement « RNAV » et sont utilisables en mode de navigation “RNAV1” basé sur les capteurs GNSS et/ou DME/DME. En cas de perte de capacité RNAV, le pilote doit s’annoncer “NON RNAV 1“ dès le début de la perte de précision de navigation requise afin de bénéficier du guidage radar. En l’absence de clairance radar au passage du dernier WP, le pilote devra poursuivre sur la route publiée RADAR. 1.5. Mesures transitoires L’ensemble des procédures d’attente et d’approche initiale (INA) aux instruments déclarées utilisables en RNAV1 peuvent être suivies par des aéronefs équipés d’un système de navigation de surface non approuvé RNAV1, sous réserve d’observer les conditions techniques et opérationnelles suivantes : Une base de données contenant les aides à la navigation, les points de cheminement et les trajectoires codées des procédures pour la zone concernée Un affichage de l’indication de la période de validité de la base de données L’élaboration de la position de l’aéronef à partir de capteurs GNSS ou DME/DME dans le calculateur de navigation Une sensibilité d’écart de route de l’indicateur (Horizontal Situation Indicator : HSI ou équivalent) sur les segments de procédures aux instruments de +/- 1 NM Un affichage de l’identification du point de cheminement actif La possibilité d’incorporer dans le plan de vol du système de navigation la procédure publiée complète par simple sélection du nom de la procédure Une sélection automatique des aides à la navigation (DME et VOR) utilisées par le système RNAV pour établir la position de l’aéronef La fonction « Direct to » La possibilité d’enchaîner automatiquement les branches de navigation et d’effectuer les anticipations de virage (« fly-over » ou « fly-by ») De plus l’équipement RNAV de l’aéronef est conforme aux conditions minimales requises par son autorité de tutelle. 1.6 Panne de radiocommunication Le pilote devra exécuter la procédure publiée (contraintes de niveaux et de vitesse comprises) et poursuivre sur la route “RADAR” ou rejoindre celleci puis appliquer les consignes “panne radio” spécifiques à la procédure en cours. 1 INITIAL APPROACHES (INA) RNAV+RADAR 1.1 Field of application RNAV initial approach procedures (INA) start from the Initial Approach Fix (IAF) then end with a specified marker from which radar guidance is systematically provided to intercept the final approach course. 1.2 Radar protection and operation For categories A B C D aircraft. These procedures, protected for RNAV 1 navigation based on GNSS and/or DME/DME sensors and meeting RNAV 1 requirements with anticipated WP or overflown WP, are set above the minimum safe altitude (MSA or AMSR). The ATC unit permanently provides radar services. 1.3 Aircraft equipment In any case, the aircraft operator must check that the RNAV aircraft equipment is complying with the level of performance required on the requested route and meet the minimumrequirements specified in the aeronautical documentation AIP France, GEN 1.5-2. 1.4 Operating procedures These procedures, published only ”RNAV”, are to be flied with “RNAV 1” navigation mode based on GNSS and/or DME/DME sensors. In case of lost of RNAV capability, the pilot must report "NON RNAV 1" as soon as the required navigation precision is lost in order to get radar guidance. If no radar guidance clearance has been issued when passing over the last WP, the pilot should follow the published RADAR route. 1.5 Transitional measures Every holding patterns and Initial Approach (INA) procedures declared as available for RNAV 1 operations can be flied by aircraft equipped with a non-RNAV 1 approved area navigation system provided to comply with the following technical and operational requirements: Data base including navigation aids, waypoints and encoded paths of procedures in the affected area Display of the data base period of validity indicator Determination of aircraft position with GNSS or DME/DME sensors in the navigation computer Cross-track sensitivity of horizontal situation indicator (HSI or the equivalent) by +/- 1 NM along segments of instrument procedures Identification display of the active waypoint Ability to incorporate into the navigation system flight plan the complete published procedure by only selecting the procedure name Automatic selection of navigation aids (DME and VOR) used by the RNAV system to determine the aircraft position “Direct to” function Ability to connect automatically navigation legs and to anticipate turns (“fly by” or “fly over”) In addition, the aircraft RNAV equipment shall comply with minimum conditions required by the supervising authority. 1.6 Radiocommunication failure The pilot should perform the published procedure (including level and speed requirements) and follow or get back to the “RADAR” route then comply with the special “radio failure” instructions for the current procedure. AMDT 12/13 © SIA AIP FRANCE AD2 LFPO ADC 03 22 AUG 13 CONSIGNES Instructions PARIS ORLY 2 LIMITATIONS VITESSE ET NIVEAUX (Voir cartes STAR et fiches INA) Hors procédures d'attente et sauf clairance contraire du contrôle, les vitesses de 250 kt et 220 kt spécifiées sur certains segments de la procédure devront être respectées. Des contraintes de niveaux sont imposées sur certains segments de la procédure pour des raisons de circulation aérienne. En guidage radar, sauf clairance contraire, respecter les contraintes de niveau et de vitesse au travers du point de restriction publié. Les aéronefs qui ne pourraient respecter ces limitations devront le signaler au plus tôt à l'approche. 2 SPEED AND LEVEL INSTRUCTIONS (See STAR and INA sheets) Outside holding procedures and except otherwise instructed by control,pilots shall have to adhere to the speeds of 250 kt and 220 kt specified on certain segments of the procedure. Flight level contraints are imposed on certain segments of the procedure due to traffic. Unless otherwise instructed, pilots being vectored are to comply with level and speed restrictions abeam the published restriction point. ACFT that should not be able to comply with these limitations must advise ATC as soon as possible. 3 ALTITUDE MINIMALE DE SECURITE RADAR Les altitudes minimales de sécurité radar sont publiées au en AD2-LFPOAMSR. 3 MINIMUM SAFE RADAR ALTITUDES Minimum safe radar altitudes are described in AD2-LFPO-AMSR. 4 MSAW La surveillance MSAW est effective dans la partie de l’espace contrôlé par l’Approche d’ORLY. Les approches finales ILS 26 et 06 sont surveillées jusqu’à la piste, pour les autres procédures uniquement jusqu’au FAF. 4 MSAW MSAW surveillance is effective in the airspace controlled by ORLY approach center. ILS 26 and 06 final approaches are under surveillance until reaching ground, for the other procedures, until FAF only. 5 ENTRAINEMENT ‘’APPROCHE DE PRECISION CAT II - CAT III’’ L’entraînement n’est pas autorisé : - du lundi au vendredi de 0700 à 1000 et de 1800 à 2130 (heures locales). 5 CAT II - CAT III PRECISION APPROACH TRAINING Training shall not be performed within the following time period: - from Monday to Friday: between 0700 and 1000 and between 1800 and 2130 (local time). - Sunday between 1800 and 2130 (local time). 6 RADAR SEPARATION ON FINAL APPROACH - le dimanche de 1800 à 2130 (heures locales). 6 REDUCTION DE LA VALEUR DES SEPARATIONS RADAR EN APPROCHE FINALE A Paris ORLY la séparation minimale radar peut être réduite à 2,5 NM : At Paris ORLY Airport, the minimum radar separation on final approach may be reduced to 2,5 NM provided: - the runway is dry or wet to the exclusion of the following weather occurences : snow, ice and severe storm related precipitations of rain or hail. - lorsque la piste est sèche ou mouillée à l’exclusion des conditions métérologiques suivantes : neige, verglas et fortes averses orageuses de pluie et de grêle. - entre deux aéronefs en approche finale lorsque l’aéronef qui précède appartient à une catégorie de turbulence de sillage inférieure ou égale à la catégorie de l’aéronef qui suit. - la séparation réduite ne s’applique pas derrière les avions gros porteurs et de type B 757. Les pilotes sont invités à dégager rapidement la piste, en utilisant la sortie rapide la plus proche, compatible avec la sécurité. - the leading aircraft’s weight category according to the wake turbulence classification is the same or less than the trailing aircraft category. - heavy aircraft and the B757 participate in the separation reduction as the trailing aircraft only. Pilots are encouraged, commensurate with safety, to vacate runways expeditiously via the earliest high speed turn off available. 7 REDUCTION DES ESPACEMENTS SUR LES PISTES La réduction des espacements sur la piste dans les conditions prévues par la réglementation de la circulation aérienne est appliquée sur les pistes 06 et 26. Les distances de références seront 2500 m de piste libérée. 7 REDUCED RUNWAY SPACING Use of the reduced runway spacing procedure on runways 06 and 26 as laid down in air traffic regulations. The minimum distance that has to be cleared by the preceding aircraft is 2500 m. 8 PISTES LIEES Lorsque les conditions météorologiques se dégradent (VIS < 1500 m ou Plafond < 1000 ft) les décollages et atterrissages sont interdépendants, entraînant une réduction de la capacité ATC pouvant se traduire par une augmentation de la durée d’attente au seuil de décollage. 8 LINKED RUNWAYS If weather conditions worsen (VIS < 1500 m or ceiling < 1000 ft) take-offs and landings are interdependent, leading to a reduction in capacity. This could cause an increase in holding times at the take-off threshold. 9 OCCUPATION DE PISTE Après atterrissage, les pilotes sont invités à dégager rapidement la piste en utilisant la sortie la plus proche compatible avec la sécurité. 9 RWY OCCUPANCY After landing, crews are invited to vacate the runway rapidly, using the nearest exit in compliance with safety. 10 MISE EN ŒUVRE DES TRACTEURS TYPE “PPU” Des tracteurs de repoussage télécommandés équipés de feux à éclats (Power Push Unit : PPU) sont mis en œuvre par certaines compagnies à PARIS ORLY. Ces tracteurs positionnés à l’arrière du train d’atterrissage principal conduisent les aéronefs sur les voies de circulation puis sont débrayés et reculés de quelques mètres derrière les aéronefs ainsi repoussés. Dès le début du roulage en autonome de l’aéronef, le PPU est dégagé de la voie de circulation. Les équipages sont informés qu’ils peuvent, pendant un court instant, voir entre leur avion et celui qui précède un PPU en cours de dégagement de la voie de circulation. 10 IMPLEMENTATION OF “PPU”TYPE VEHICLES The push-back of certain companies aircraft at PARIS ORLY can be performed by using a remote controlled vehicle (Power Push Unit : PPU) fitted with rotary beacon lights. Those PPU vehicles are engaged at the rear of the main gear in order to move the aircraft to the taxiway centerline, then are disengaged and moved back a few meters behind the tail of the aircraft. Once the aircraft has self departed, the PPU vehicle is moved away from the taxiway. The attention of the flight crew is drawn to the possible presence, for a short time, of a PPU vehicle leaving the taxiway between their aircraft and the one ahead. AMDT 09/13 © SIA AD2 LFPO ADC 04 AIP FRANCE 22 AUG 13 CONSIGNES Instructions PARIS ORLY UTILISATION DE NUIT DE L'AERODROME DE PARIS ORLY NIGHT OPERATION IN PARIS ORLY AERODROME 1 HORAIRES 1.1 Aucun atterrissage d'avion équipé de turboréacteurs ne sera programmé entre 2330 et 0615 (heure locale d'arrivée sur PRKG). Aucun atterrissage pour retard accidentel ne sera admis après 2330 ; cette disposition ne s'étend pas aux situations susceptibles de mettre en cause la sécurité de l'aéronef, réservées à la seule appréciation du CDT de bord, sous réserve d'une justification à postériori. 1.2 Aucun décollage d'avion équipé de turboréacteurs ne sera programmé entre 2315 et 0600 (heure locale de départ de PRKG). Aucun décollage pour retard accidentel ne sera admis après 2330. 1.3 Toute dérogation exceptionnelle au régime défini aux articles 1 et 2 ci-dessus, au bénéfice d'avions commerciaux, ne pourra être accordée que par le Directeur de la DGAC. 1.4 Les restrictions ci-dessus définies ne s'appliquent pas aux aéronefs d'Etat ni aux aéronefs effectuant des missions de caractère humanitaire, réserve faite pour ces derniers d'une justification à posteriori. 1.5 Toute programmation nouvelle de mouvements d'avions à hélices dans les plages horaires définies aux articles 1 et 2 devra être assortie de justifications particulières et fera l'objet, le cas échéant, d'une décision spéciale du Directeur de la DGAC. 1 OPERATING TIMES 1.1 No landing for turbo-jet aircraft will be planned between 2330 and 0615 (local time of arrival in PRKG). No landing which is due to unexpected delay will be allowed after 2330 ; this provision is not applicable to situations liable to impair the flight safety and subject only to the assessment of the pilot-in-command and subsequently to a justification. 1.2 No take-off for turbo-jet aircraft will be planned between 2315 and 0600 (local time of departure from PRKG). No take-off due to unexpected delay will be allowed after 2330. 1.3 Any exceptional dispensation from the regulations defined in articles 1 and 2 above for commercial aircraft will only be granted by the Director of DGAC (General directorate of civil aviation). 1.4 The above-defined restrictions are not applied to government aircraft or aircraft operating for humanitarian transport missions, but subject subsequently to a justification for the latter. 1.5 Any new planning for propeller aircraft operation in the time slots defined in articles 1 and 2 should be accompanied by particular justifications and subject to a special decision of the Director of DGAC, as appropriate. 2 CONSIGNES TECHNIQUES D'EXPLOITATION 2.1 Tous les décollages effectués entre 2330 et 0600 (heure locale du lâcher des freins) auront lieu vers l'ouest soit sur la RWY 26, soit sur la RWY 24, en fonction de la disponibilité de ces deux pistes, et pour autant que la composante de vent arrière ne soit pas supérieure à 8 kt. 2.2 Tous les atterrissages effectués entre 2330 et 0600 (heure locale du toucher des roues) auront lieu vers l'est, soit sur la RWY 08, soit sur la RWY 06, en fonction de la disponibilité de ces deux pistes, pour autant que la composante de vent arrière, ne soit pas supérieure à 8 kt et que des considérations techniques (rafales de vent, adhérence de la piste) ne s'y opposent pas. Dans ce dernier cas, le CDT de Bord fournira dans son rapport de vol les justifications du choix d'une autre piste et la compagnie les transmettra à ADP. 2.3 L'utilisation des dispositions de freinage au moyen des groupes moteurs (inversion de flux ou du pas des hélices) est interdite entre 2200 et 0615 (locales), sauf raisons particulières mettant en jeu la sécurité et dont le bien-fondé est apprécié à posteriori sur un rapport du CDT de Bord. 2.4 De 2315 à 0615 locales les essais moteurs sont interdits s’ils ne sont pas effectués avec un réducteur de bruit d’un modèle agréé par la DGAC. Cette restriction ne s’applique pas aux essais courts d’une durée inférieure à 5 min effectués à une puissance ne dépassant pas celles utilisées pour le ralenti sol ou les séquences de mise en route et de roulage. 2 OPERATING INSTRUCTIONS 2.1 All take-offs between 2330 and 0600 (local time of brake release) will be performed westward either on RWY 26 or on RWY 24, according to the runway availability, and with a tail-wind component not more than 8 kt. 2.2 All landings between 2330 and 0600 (local time of touchdown) will be performed eastward, either on RWY 08, or on RWY 06, according to the runway availability, and with a tail-wind component not more than 8 kt as far as the operating conditions (wind gusts, runway adhesion) are practicable. In this later case, the Pilot-in-command should justify the choice of another runway in his flight report and the appropriate Airline will send these justifications to the ADP (Paris Aerodrome Authority). 2.3 Use of engine braking devices (pitch reversing or thrust reversing) is prohibited between 2200 and 0615 (local time), except for particular safety reasons and whose the substantiation will be subsequently assessed on a Pilot-in-command report. 2.4 From 2315 to 0615 (local time), engines tests are forbidden if they are not made with a noise reducer system approved by DGAC. This restrictions does not apply to short tests of less than 5 min done with a power not exceeding these used for ground idle or starting up and taxiing sequences.
