Education is a central objective of our development policy in which we follow the overall concept of lifelong learning. Education does not end after a certain amount of school-years or the achievement of a certificate. There have to be learning and promotion opportunities at every age: Education never stops! It will accompany the individuals in different ways – all the way through their lifetime. Technical and Vocational Education and Training (TVET) is a priority for us. Initial and advanced education and training can help people out of poverty by conveying technical skills and knowledge necessary for a qualified employment. This is our objective! TVET is the central column for a viable economic development. But there is more: TVET is an important component in the personal development of the individual. It lays the foundation for a self-confident participation in social life by ensuring livelihoods and building confidence in the individual’s own capabilities. It stimulates the desire to contribute to a successful cohabitation – in developing countries as well as in Germany. This is why Germany is the biggest bilateral donor in TVET worldwide. We promote TVET in more than 80 countries. Therefore we also benefit from the potentials of our German dual system. But we creatively adapt our homemade experiences to the reality of our partners and to the changing demands on the global labour market. 4 Your projects have impressively exemplified how successful work can appear. We were deeply impressed by their diversity and quality. We have learned from all projects submitted to the competition. They have taught us, what is possible and where there is still room for improvement. Germany, with its technological and economic competence is a worldwide recognized place of education. It offers various learning opportunities, especially in vocational education. We hope that you can take home valuable impulses for your work from the study tour. Imke Gilmer Desk Officer Technical and Vocational Education and Training Department 201 – Education Federal Ministry of Economic Cooperation and Development BACKGROUND The BMZ awarded six projects of successful development cooperation within the „Innovation Competition for Technical and Vocational Education and Training (TVET) Projects in Developing Countries“. Targetgroups of the competition were small- and medium-sized organizations of the German civil society (NGO’s, churches, trade unions) as well as the German economy (companies, chambers and associations) having successfully supported vocational education projects in developing countries. The winning projects are from Ethiopia, Bangladesh, India, Mali, Mozambique and Sierra Leone. The „Innovation Award” comprises a 10-day study tour to Germany for two local representatives of each of the six winning projects. In June 2013 they will visit organisations – specific in terms of technology application and best practice in their branches – similar to their individual areas of activity as well as important protagonists of the German vocational education system. During the subsequent two-day workshop the winners will exchange experiences with their German project partners in order to learn from and with each other. 5 PROGRAMME DESCRIPTION BMZ INNOVATION AWARD FOR TECHNICAL AND VOCATIONAL EDUCATION AND TRAINING (TVET) PROJECTS IN DEVELOPING COUNTRIES TIME FRAME: Arrival: 2. In a training center the women are not only being further educated in the fields of collecting and processing of raw material, quality control and certification preparations, they also learn about the interrelation of hygiene, health care and HIVaids-awareness; additionally, they attend alphabetization programmes in part-time. Börlind, as future customer for the shea butter being produced in the newly established cooperative Jigiya Bon Siokoro in cooperation with Häuser der Hoffnung e.V., finances a laboratory and bears all costs for the trainings. By this holistic education approach the German company improves the chances for the women far beyond the production of shea butter. The support for a projected fair trade-certification opens further marketing opportunities beyond the Börlind turnover. The project can set an example for other companies: Business efficiency and responsible entrepreneurship are not mutually exclusive. Börlind creates a classical win-win-situation: Both the company and the women of Siokoro benefit from the situation, enabling them, assisted by the Börlind Company, to find a way out of poverty and build a future for their children. Trusteeship/Organisation: Young Men’s Christian Organization (CVJM) Rödinghausen e.V. Name of Project: Youth Development Project (YDP) Country: Sierra Leone The Youth Development Project (YDP) Sierra Leone of the CVJM-Rödinghausen has created with its training center a place for handicraft training for young people in conflict situations. The vocational education is based on a dovetail connection of theory and practice. The apprentices learn about the practical aspects of crafts in construction sites being contractors of the YDP. The training moreover comprises an elementary general education and alphabetization – an overall holistic approach. Especially gifted young people will even have the opportunity for secondary and university education. 16 In terms of sustainability, the project is impressive. It is existing for 25 years and has even weathered the 19912002 civil war. It cooperates with the ministries for labour, education, social security and gender as well as with local politicians and local church communities and NGO’s and is deeply anchored in the region. From the very beginning it was managed and administered independently by indigenous personnel. The commitment of individual persons in Germany and in Sierra Leone have enabled that this project – over a long period of time and with low financial efforts – has become an important and protected place for the shaping of the future of young women and men. Trusteeship/Organisation: GROHE AG Name of Project: GROHE JAL Academy Country:India In the Grohe Jal Academy project of the Grohe AG and Don Bosco Mondo impoverished young people from Mumbai are being trained as installers. The training is carried out in teaching-workshops specially established by the Grohe AG Company. Aware of the fact that education forms the key to a better future; the young people are being given the opportunity to lead a life free of poverty and to build a professional existence. The Grohe AG is investing into the education and training of young people in the sense of corporate social responsibility (CSR). Moreover, the offered education is approved by the government. After their education the Trusteeship/Organisation: young people are not committed into an employment with the Grohe AG, but can freely choose their future place of employment. Their chances on the labour market are excellent, because installers in India are desperately sought for. An „Alliance for Vocational Education“ between companies and NGO’s was established within the framework of this participatory designed project, which is also supported by the respective governmental vocational education bodies. All sides benefit: Companies, the certified young installers and, of course, the clients who can rely on good work. PROJECT-E Germany e.V. Name of Project:Office-Assistant Qualification for Women Country:Ethiopia The project for the qualification of office-assistants by Project-E Germany e. V. aims at orphans and other destitute young women in Ethiopia. organisation keeps up close relationships with numerous national and international companies, not only being education partners, but also frequently future employers. Project-E Germany e. V. is a NGO, where European students are committed and cooperate in Ethiopia with the partner-organisation Selam Children’s Village. The project is also highly appreciated by the Ethiopian government. In August 2012 the vocational school was appointed official model school for similar education programmes by the national education authority. Within the framework of the project, a vocational school is being established, where young women are being educated to be office-assistants following the example of the dual system of vocational education in Germany. Aside from the cooperation with the Selam Children’s Village – being active in Ethiopia for more than 25 years – the The project will be organized across European national borders. The organization members communicate and coordinate by means of social media. A handing over to the local partners is scheduled 2014 – after only 5 or 6 years. 17 Trusteeship/Organisation: Save The Children e.V. Name of Project: Work2Learn Advanced Country:Bangladesh The project Work2Learn Advanced by Save The Children e.V., is being realized in cooperation with the textile company s.Oliver and has the qualification of former child labourers and street kids in Bangladesh as its objective. The company is investing within the project primarily in the improvement of work conditions at its production site. Within the framework of the project formerly marginalized young people are being educated in a practiceoriented manner and subsequently placed into formal employments with the company’s subcontractors. Trusteeship/Organisation: STRATO AG Name of Project: MoçamBIT The implementation is realized in cooperation between Save The Children e.V. and the s.Oliver as well as with local NGO’s, taking care of young people’s education. Hereby Save the Children e.V. does not only ensure educational quality but also makes sure, that the minimum safety and work standards are being observed. Besides the production of various textiles and the handling of textile dyes, the young people also get information about their worker’s rights and how to enforce them in negotiations. Country:Mozambique The MoçamBIT project intends to open up opportunities for a substantiated IT-education to young people in Mozambique. To realize this intention, the Strato AG Company from Berlin in cooperation with SODI e.V. and the GIZ Moçambique has created the platform at the vocational school Instituto Industrial de Maputo. A first IT-laboratory was installed in 2011 already. In the current phase of the project teachers are being trained in the handling of this laboratory. The project cooperates with various partners to create an efficient local and regional network und to use already existing expertise effectively. It is a conglomeration of representatives of free economy, NGO’s and public authorities like the Mozambican Ministry for Education. Long-term objective of the project is the handing over into Mozambican hands. 18 The innovation consists in the unique commitment of the Strato AG company apprentices. It’s a project from young apprentices for young people in Mozambique. The apprentices in Germany support the compilation of learning and teaching materials. Furthermore they travel to Mozambique and directly assist the project on-site. This promotes intercultural exchange and creates a culture of „learning from another and with each other“, from which also the German apprentices can profit during their learning phase. Mais elle est beaucoup plus que cela : elle joue également un rôle central dans le développement personnel des individus. En garantissant un moyen d’existence et en redonnant confiance à chacun et chacune en ses aptitudes personnelles, la formation professionnelle aide les citoyens à prendre part de manière active à la vie de la communauté. Elle les incite à s’investir pour une pleine réussite de la cohabitation en société – dans les pays en développement comme chez nous. Nous apportons notre soutien à des projets de formation professionnelle dans plus de 80 pays. 19 CONTEXTE Dans le cadre du « Concours de l'innovation pour projets de formation professionnelle dans les pays en développement », le Ministère fédérale de la Coopération économique et du Développement (BMZ) a récompensé six projets novateurs portant sur une coopération au développement réussie. Ce concours s’adressait aux petites et moyennes organisations de la société civile allemande (ONG, églises, syndicats) ainsi qu’aux d’acteurs de l'économie allemande (entreprises, chambres de commerce et fédérations) qui mènent avec succès des projets de formation professionnelle dans des pays en développement. 20 Les projets récompensés proviennent de l'Éthiopie, du Bangladesh, de l'Inde, du Mali, du Mozambique et de Sierra Leone. Le « Prix de l'innovation » comprend un voyage d'études de dix jours organisé en Allemagne au mois de juin 2013, auquel participeront deux collaboratrices ou collaborateurs locaux de chacun des six projets récompensés. Ils visiteront des institutions allemandes dont les activités sont similaires à celles de leur organisation et rencontreront des acteurs importants dans le secteur de la formation professionnelle en Allemagne. Dans un centre de formation, ces femmes bénéficient non seulement d’un enseignement consacré à la récolte et à la transformation des noix, au contrôle de la qualité et à la préparation de la certification, mais sont également sensibilisées aux questions d’hygiène et de santé ainsi qu’à la lutte contre le SIDA et participent par ailleurs à un programme d’alphabétisation. En tant que futur acheteur du beurre de karité produit par la coopérative Jigiya Bon Siokoro nouvellement créée en coopération avec l’association Häuser der Hoffnung e.V., Börlind finance l’équipement et l’entretien d’un laboratoire et prend en charge les coûts des stages de formation. Grâce à une approche pédagogique globale, l’entreprise allemande contribue à améliorer les conditions de vie des femmes de Siokoro, bien au-delà de la production de beurre de karité. Le soutien apporté dans le cadre du projet d’obtention du label Commerce équitable ouvre par ailleurs de nouveaux débouchés commerciaux, beaucoup plus vastes que l’achat de beurre de karité par Börlind. Ce projet peut servir d’exemple à d’autres entreprises, les notions de rentabilité et de responsabilité entrepreneuriale ne s’excluant pas mutuellement. Börlind crée ici une situation gagnant-gagnant, étant donné que les retombées positives du projet bénéficient aussi bien à l’entreprise qu’aux femmes de Siokoro qui grâce au soutien de Börlind, parviennent à sortir de la pauvreté et ont ainsi la possibilité de construire un avenir pour elles et leurs enfants. 31 Maître d’œuvre : Christlicher Verein junger Menschen (CVJM) Rödinghausen e.V. Intitulé du projet : Youth Development Project (YDP) Pays concerné : Sierra Leone Par la construction d’un centre de formation, le «Youth Development Project (YDP) » mis en œuvre en Sierra Leone par l’association CVJM-Rödinghausen a créé un lieu de formation aux métiers de l’artisanat pour les jeunes en situation de conflit. La formation professionnelle dont bénéficient ces jeunes fait appel à un enseignement aussi bien théorique que pratique. Les apprentis y découvrent les aspects pratiques du métier en se rendant sur les chantiers co-gérés par le YDP. Mais la formation comprend également un programme théorique complet et des cours d’alphabétisation, ce qui lui confère une approche résolument globale. Les élèves particulièrement doués ont même la possibilité d’intégrer des établissements d’enseignement secondaire ou universitaire. Ce projet est impressionnant par sa pérennité : il existe déjà depuis 25 ans et a même survécu à la guerre civile dont a été victime le pays de 1991 à 2002. Mis en œuvre en coopération avec les ministères du Travail, de l’Education, de la Sécurité Sociale et des Genres ainsi qu’avec le soutien des responsables politiques locaux et des paroisses et organisations non-gouvernementales (ONG) locales, il bénéficie d’un très bon ancrage dans la région. Dès sa phase initiale, le projet a été conduit et géré par la population autochtone. L’investissement personnel de quelques individus en Allemagne et en Sierra Leone a permis de faire de ce projet un élément clé dans la construction de l’avenir des jeunes gens, hommes et femmes, de la région et ceci, sur un long laps de temps et moyennant des coûts modiques. La formation est dispensée dans des ateliers aménagés à cet effet par la société Grohe AG. Partant du principe que l’éducation est le moyen le plus efficace d’améliorer les conditions de vie des populations, ce projet donne la possibilité aux jeunes de sortir de la pauvreté et de se construire un avenir professionnel. La société Grohe AG investit dans la formation professionnelle et la formation continue des jeunes, dans le sens d’une promotion de la responsabilité sociale de son entreprise. Par ailleurs, la formation proposée est officiellement 32 reconnue et lorsqu’ils ont terminé leur apprentissage, les jeunes ne sont pas tenus de travailler pour la société Grohe AG mais peuvent choisir librement leur futur emploi. Ils ont donc de très bonnes chances de trouver du travail car les plombiers sont très recherchés sur le marché du travail indien. De part sa démarche participative, le projet a donné naissance à une « Alliance pour la formation professionnelle » composée d’entreprises et d’ONG, alliance qui bénéficie également du soutien des organismes publics de formation professionnelle. Tout le monde profite de cette situation : les entreprises, les jeunes formés au métier de plombier et bien entendu aussi les clients qui jouissent d’un travail de qualité. Maître d’œuvre : PROJECT-E Germany e.V. Intitulé du projet : Formation de femmes aux métiers du secrétariat Pays concerné : Ethiopie Le projet « Formation de femmes aux métiers du secrétariat » mis en œuvre par l’association Project-E Germany e.V. s’adresse aux orphelines et autres jeunes femmes démunies d’Ethiopie. nationales et internationales qui sont non seulement partenaires des formations proposées mais embauchent aussi fréquemment les personnes à l’issue de leur formation. L’association Project-E Germany e.V. est une ONG au sein de laquelle œuvent des étudiants européens et qui coopère en Ethiopie avec l’organisation Selam Children’s Village. Ce projet jouit également d’une grande considération auprès de l’Etat éthiopien. En août 2012, le centre de formation professionnelle s’est vu attribuer par l’Office national de l’Education le titre d’école modèle pour les programmes de formation analogues. Ce projet est consacré à l’aménagement d’un centre de formation professionnelle dans lequel de jeunes femmes sont formées aux métiers du secrétariat, suivant le modèle de la formation « dual ». Outre sa coopération avec l’organisation Selam Children’s Village – présente en Ethiopie depuis plus de 25 ans – l’association entretient d’étroites relations avec de nombreuses entreprises L’organisation de ce projet fait fi des frontières nationales des pays européens. Les membres de l’association communiquent et coordonnent leur travail à l’aide des médias sociaux. La remise du projet aux partenaires nationaux est prévue à partir de 2014 – après seulement cinq ou six années. Maître d’œuvre : Save The Children e.V. Intitulé du projet : Work2Learn Advanced Pays concerné : Bangladesh Le projet « Work2Learn Advanced » mis en œuvre par l’association Save The Children e.V. en collaboration avec le groupe textile s.Oliver, a pour objectif de proposer une formation professionnelle aux anciens enfants travailleurs et enfants de la rue du Bangladesh. L’investissement réalisé par l’entreprise dans ce projet vise en premier lieu à améliorer les conditions de travail de son site de production. Ce projet permet de faire bénéficier les jeunes autrefois marginalisés d’une formation orientée vers la pratique, puis de leur procurer un emploi auprès des sociétés de sous-traitance du groupe. Sur le terrain, Save The Children e. V. et s.Oliver collaborent avec une ONG locale qui se charge de la formation des jeunes. L’association Save The Children e.V. a non seulement pour tâche d’assurer la bonne qualité de la formation mais veille également au respect des normes techniques et des normes de sécurité sur le lieu de travail. Outre la fabrication de différents types de tissus et le maniement des colorants textiles, la formation des jeunes porte entre autres sur les droits des salariés et la manière dont ces derniers peuvent les faire prévaloir dans leurs négociations avec le patronnat. 33 Maître d’œuvre : STRATO AG Intitulé du projet : MoçamBIT Pays concerné : Mozambique L’objectif du projet « MoçamBIT » est de permettre aux jeunes du Mozambique de suivre une formation professionnelle solide en informatique. Les conditions préalables au bon déroulement de cette formation ont été créées au centre de formation professionnelle Instituto Industrial de Maputo par la société Strato AG de Berlin, en collaboration avec l’association SODI e.V. et la GIZ Moçambique. Un laboratoire informatique ayant été installé dès 2011, la présente phase du projet consiste à former des enseignantes et enseignants afin qu’elles/ils apprennent à se servir du matériel informatique du laboratoire et puissent y donner des cours. De part ses nombreux partenaires, ce projet a permis de mettre en place un bon maillage local et régional et de tirer le meilleur profit des savoir-faire existants. Les différents partenaires du projet se composent de représentants d’entreprises privées, d’ONG et d’organismes 34 publics tels que le Ministère de l’Education du Mozambique. L’objectif à long terme est de remettre le laboratoire informatique aux mains des partenaires mozambicaines. L’aspect innovant de ce projet consiste en une extraordinaire mobilisation des apprentis de la société Strato AG. Il s’agit d’un projet mis en œuvre par de jeunes apprentis allemands pour les jeunes du Mozambique. En effet, les apprentis de la société Strato AG apportent non seulement leur soutien à la réalisation des supports de stages et de cours, mais participent également à la mise en œuvre concrète du projet en se rendant sur place. Cette démarche favorise les échanges interculturels et instaure une culture de partage des savoirs et des expériences, dont aussi les jeunes apprentis allemands ne peuvent que bénéficier.
