Sous le thème « S’engager pour s’accomplir » le Congrès 2015 est l’occasion de discuter de notre engagement dans la performance de notre industrie touristique contemporaine. Je me sens honoré d’écrire un mot destiné à la tenue du Congrès international du tourisme autochtone qui se déroulera au cœur du territoire ancestral des Hurons-Wendat, le Nionwentsïo. De plus, le Congrès est l’occasion pour le monde touristique autochtone d’exprimer autant son caractère novateur que la fierté culturelle qui se dégage des interventions à caractère touristique et économique dans nos territoires. Des intervenants dynamiques et passionnés ont voyagé de partout pour se réunir ici à Québec afin de réseauter, de prendre connaissance des nouvelles tendances du milieu et de partager les meilleurs pratiques et les résultats de leurs efforts. Les forces communes de ces hommes et de ces femmes permettront d’élargir les horizons d’un domaine en émergence créateur d’emplois qui suscite une curiosité et un attrait certain pour les clientèles intéressées par un tourisme durable, différent, authentique et qui met au cœur de ses interventions nos valeurs en lien avec la nature et les territoires que nous occupons depuis des millénaires. Constater que l’évolution des mentalités peut conduire le monde autochtone à assumer pleinement son implication dans le domaine touristique m’apparaît plus que rassurant, cela augure une prise de responsabilité croissante et indéniable. Je me réjouis non seulement du nombre de participants à ce congrès mais également de la qualité des sujets qui y seront discutés. Je me réjouis particulièrement que le directeur général de l’association hôte de ce congrès appartienne à la Nation huronne-wendat, ce qui me permet d’affirmer que le projet est entre bonnes mains. Par ailleurs, l’objectif visé de privilégier l’engagement de tous les intervenants impliqués dans le processus touristique m’apparaît la base même de cette industrie ; tous les paliers sont importants, autant les entrepreneurs que les artisans et le personnel qui répond à la clientèle, le tout dans un souci d’authenticité essentiel à une réelle réussite. This major event showcases the multiple facets of a rapidly evolving sector that is constantly innovating while preserving deep-rooted values of authenticity and cultural exchange. Under the theme Commit to Achieve, the 2015 edition of the conference will give us the opportunity to discuss about our commitment to the performance of today’s tourism industry. It will also allow the aboriginal tourism sector to showcase its innovative character and cultural pride through the tourism and economic initiatives undertaken in our territories. Dynamic and enthusiastic industry stakeholders have traveled from all over the world to gather here in Québec to network, to learn about the latest trends in tourism and to share best practices and the results of their efforts. The joint efforts of these men and women will broaden the horizon of an emerging, job-creating sector. Aboriginal tourism attracts visitors looking for a different type of tourism – sustainable and authentic. A tourism that highlights our values connected to nature and the lands that have been ours for thousands of years. The conference programme is varied, rich and colourful, much like our Aboriginal peoples. I am greatly honoured to address the attendees of the International Aboriginal Tourism Conference, hosted on our Nionwentsïo, the ancestral heartland of the Huron-Wendat. For the past decades, First Nations have been striving for more and more autonomy in all sectors. The evolution in mindsets is encouraging aboriginals to get fully involved in their tourism sector. I find this very reassuring as it shows the undeniable, growing tide towards self-determination. The sheer number of participants and the quality of the topics at hand foretell a successful conference. I am also proud that the executive director of the host association organizing this event on our Nionwentsïo is a dedicated member of the Huron-Wendat community. This conference aims to foster the commitment of all those involved in delivering the tourism offer. Commitment is fundamental in this sector, at all levels: from entrepreneurs to craftsman via front desk staff, they all contribute to the authenticity and success of the tourism experience. S’engager pour s’accomplir – Le rôle de l’engagement dans la performance de notre industrie sera le thème de cet événement qui permettra à quelque 200 intervenants d’échanger leurs connaissances et de discuter des meilleures pratiques liées au tourisme autochtone. Je suis fier de mes origines, de ma nation qui est l’hôte de ce grand Congrès, fier de vivre ma culture si riche et distinctive, mais surtout fier de la partager. e Au Québec et à l’international, le tourisme autochtone suscite un intérêt croissant. Cet engouement démontre l’importance de partager les connaissances et de soutenir le développement des compétences des entreprises touristiques afin qu’elles soient en mesure d’offrir un produit concurrentiel. L’une des priorités du ministère du Tourisme est de favoriser l’innovation pour que l’offre de cette industrie demeure unique et originale. Reconnu comme porte-parole officiel de son secteur d’activité, Tourisme Autochtone Québec est représenté par son directeur général, M. Dave Laveau, à la Table stratégique d’échanges que je préside. Cette table constitue un espace de concertation où les membres abordent les grandes orientations stratégiques en tourisme. La présence de M. Laveau favorisera, j’en suis convaincue, le développement social et touristique des communautés autochtones du Québec. En terminant, je souhaite un excellent congrès à toutes et à tous. This year’s event will bring over 200 key players in Aboriginal tourism together under the theme Commit to achieve – The role of commitment in the performance of our industry to share their knowledge and exchange information about best practices. Aboriginal tourism is quickly gaining in popularity, both in Québec and throughout the world. This growing interest underlines how important it is to share knowledge and support the development and skills of tourism businesses and organizations in the industry to enable them to remain competitive. As one of its priorities, the Ministère du Tourisme promotes innovation to ensure that the Aboriginal tourism industry continues to offer products and services that are unique and original. Recognized as the official voice of this business segment, Québec Aboriginal Tourism is represented by its Executive Director, Dave Laveau, on the strategic panel I currently chair. The panel serves as a forum where the members can discuss the tourism industry’s main strategic orientations. I am convinced that Mr. Laveau’s presence on the panel will be essential in promoting social and tourism development in Québec’s Aboriginal communities. Avec une telle influence familiale, j’ai tout naturellement cheminé dans la politique, d’abord comme présidente de l’Association des femmes autochtones du Québec, puis comme sous-ministre associée à la condition féminine pour le gouvernement du Québec. Et puis j’ai présidé l’Association des femmes autochtones du Canada d’août 2012 à tout récemment. Notre travail a permis de faire avancer la cause des femmes et des familles. Nous avons gagné beaucoup de reconnaissance et avons remporté plusieurs prix canadiens et internationaux. La prise en charge des collectivités en matière de développement socioéconomique, les droits des femmes, la justice, la famille, la jeunesse et les relations entre le peuple québécois et les Premières Nations font partie des dossiers que je défends depuis de nombreuses années, tant aux niveaux régional, national, qu’international. Je ressens le besoin de nous rapprocher, de mieux nous connaitre et d’unir nos forces pour faire face aux enjeux qui nous interpellent. Nous avons de grands défis, nous avons, aussi, de grandes opportunités. 12 Born to an Innu mother involved in First Nations jurisdiction in education and a Quebecer father, former President of Schefferville’s IOC mining union, I was raised at the confluence of two cultures. Such a family history greatly influenced the direction which my career took in the political struggle for aboriginal women’s rights within government agencies and associations at the provincial and national levels. Within these organizations, I’ve contributed to the advancement of the socioeconomic empowerment of communities, gender equality rights, justice, family, youth, and the relations between First Nations and Québec. We need to bring aboriginal communities and the general population closer together, develop a deeper sense of mutual understanding and strive for unity in the face of common challenges. Son expertise en communication et son approche novatrice vis-à-vis de la muséologie communautaire l’ont amenée à participer en tant que conférencière à différents événements, et dans le cadre du programme de maîtrise en muséologie de l’Université du Québec à Montréal. Elle a également été invitée en tant que conférencière à Barcelone avec le Fonds de recherche du Québec-Société et Culture, à l’ACFAS et à l’édition 2013 de l’Université internationale d’été CÉLAT/MCQ. Sous sa direction, le Musée des Abénakis a reçu neuf prix, dont le Prix d’Excellence 2014 octroyé par la Société des musées du Québec et le Prix national du tourisme culturel autochtone 2014 par les Grands Prix du tourisme canadien. John has participated in the NZ tourism sector and industry for over 20 years, at a range of levels and roles, including Chair of the NZ Maori Tourism Council, Chair of the Wellington Regional Maori Tourism Group-Te ara a Maui, Director of Tourism New Zealand, and membership of various advisory and academic Boards. John is currently a member of the Leadership Council of WINTA- World Indigenous Tourism Alliance , and currently Chairs his regional tourism sector network- Manaaki Kapiti. John is also actively involved in Maori tertiary education as director of one of three Maori Universities in NZ. He has also attended and presented at tourism conferences and seminars in the USA, Peru, Indonesia, Australia, China, Malaysia, Europe and United Kingdom John & sister Amo established the Kapiti Island Nature Tours business on traditionally owned Maori land on the very important national conservation icon, Kapiti Island back in 1998. The business now employs mainly Whanau(family) and wider tribal and community members in a range of tourism related activities. John is Managing Director and still plays an active role in the day to day activities of the tour company. Michelle Bélanger, Executive Director of the Musée des Abénakis since May 2009, holds a Bachelor degree in Business Administration and a Master’s degree in Museology. For twenty years, she has made her mark as a Sales and Marketing Manager in the pharmaceutical field. Michelle Bélanger serves on various boards and committees including Quebec Aboriginal Tourism and Culture Centre-duQuébec. Her expertise in communications and her innovative approach to community museology led her to participate as a guest speaker in various events including the Master of Museum Studies program of the Université du Quebec à Montreal. She was also invited as a guest speaker in Barcelona, as part of the Fonds de Recherche du QuébecSociété et Culture, at the ACFAS and at the 2013 edition of the MCQ / CÉLAT Summer School. COMMUNICATION ADVISOR Marie Julie Couturier is passionate about communication and the great outdoor activities. She worked as a reporter, news anchor and a TV and radio host. She’s the voice of all Cogeco’s customer service official announcements. Marie Julie Couturier also has held positions as head of communication at the municipal level and as press secretary in a cabinet. She is currently communication advisor at Québec City Tourism. She practices many sports and cultural activities every weekend, which makes her a great ambassador for the Quebec region destination. Christian Desbiens obtained his bachelor’s degree in statistics from Université Laval in 1988. He began his career within the Government of Quebec in 1988 and worked as a statistician in various government agencies until 2004 when he took up a management position. Dr. Graci has worked on numerous projects around the world related to sustainable tourism development and has focused her attention on community capacity building in Honduras, Indonesia, Canada, Fiji and China. She has a keen interest in working with Aboriginal communities in developing sustainable forms of tourism. She has recently returned from a research trip to New Zealand and Australia to study best practices in Aboriginal tourism. Parallèlement à l’enseignement et à la pratique, elle a réalisé plusieurs projets de création grâce aux bourses du Conseil des arts et lettres du Québec et du Conseil des arts du Canada. Les philosophies et pratiques de design des peuples autochtones de même que les approches collaboratives et participatives constituent le corpus du projet de recherche Design et culture matérielle ; développement communautaire et cultures autochtones qu’elle dirige depuis 1992. Mr. Keith Henry is a Métis person that was born in Thompson, Manitoba and raised in Prince Albert, Saskatchewan. Mr. Henry achieved a B.Ed. from the University of Saskatchewan in 1995. Mr. Henry is President and CEO of KCD Consulting Incorporated and works with Aboriginal Tourism Association of British Columbia and other projects throughout BC. Mr. Henry volunteers time in the Aboriginal community and maintains several board positions including the chair of the Aboriginal Tourism Association of Canada, current member of the Minister’s Council on Tourism, Vancouver Board of Trade’s Aboriginal Opportunities Committee, Destination British Columbia Marketing Committee, World Indigenous Tourism Alliance, President of the White Buffalo Aboriginal and Métis Health Society, and current President of the BC Métis Federation. Élisabeth Kaine teaches design at the Université du Québec à Chicoutimi (UQAC) since 1989. She is involved in various activities related to design practice namely publishing, museography and furniture. In addition to teaching and design practice, Élisabeth has worked on a number of creative projects with the support of grants from the Conseil des arts et lettres du Québec and the Canada Council for the Arts. Her academic research focuses on the development of a teaching model for design based on the complementarity rather than on the opposition of approaches. JeanPhilippe est un professionnel en tourisme et sciences de l’environnement avec plus de 12 années d’expérience. Il a travaillé dans divers domaines, notamment en tant que directeur d’une société de conseils en environnement. Il a également été guide touristique et interprète de l’environnement, professeur en écotourisme et a participé comme conseiller dans divers projets. Rick MacLeod Farley is an Irish- and French-Canadian development economist that is hired by Indigenous communities across Canada to assist with ecotourism and other development projects. His firm, MacLeod Farley & Associates, has helped secure more than $55 million in financing for projects including the Cree Village Ecolodge and was a top ten finalist in the 2007 World Proposal Championships. Rick has an Honours Economics degree, has studied towards a Master’s in Rural Development, and served for 4 years on the board of The International Ecotourism Society, speaking at events in Madison, Vancouver, Hilton Head and Quebec City. Stephen Ollerenshaw is a renowned educator, international sports coach, speaker and expert in the field of workforce development (particularly in the area tourism and hospitality). Over recent years Steve has worked with a number of indigenous businesses in Australia as well as project managing a national labour and skills strategy for the tourism and hospitality industry which engaged directly with nearly 100 indigenous tourism businesses. He is currently negotiating with government to fund the delivery of a targeted workforce development strategy for up to 250 indigenous tourism businesses with the key outcomes being sustainable businesses, increased employment opportunities, and healthy, happy, prosperous indigenous communities, and continues to work with indigenous businesses for no fee. Steve has been a regular speaker at indigenous tourism conferences, tourism & hospitality conferences, education conferences, and knowledge economy conferences in Australia, Canada and China. For nearly 20 years Steve was a school teacher and has undertaken doctoral research in both special needs education, and ethics & integrity of education leadership. His works, consisting of paintings, sculptures and totem poles, are based on spiritual themes specific to Algonquin culture. For more than 20 years, he has brought the Anishinaabe territory into the limelight through his works and has inspired younger and older generations from various communities. Mme Solen Roth est une chercheure en anthropologie culturelle, présentement stagiaire post-doctorale à la Faculté de l’Aménagement de l’Université de Montréal. Elle a réalisé sa recherche doctorale en Colombie Britannique auprès d’artistes autochtones de la Côte Nord Ouest et des compagnies qui utilisent leur patrimoine graphique pour le développement de lignes d’objets de la vie quotidienne et de mode. En 2010, elle a réalisé une étude préliminaire pour Aboriginal Tourism Association of British Columbia sur la vente de produits autochtones dans les sites touristiques de la ville de Vancouver. Solen Roth is a researcher in cultural anthropology and currently a postdoctoral fellow at the Faculty of Planning at the Université de Montréal. She carried out her doctoral research in British Columbia. The research was based on Aboriginal artists from the Northwest Coast and companies that use their visual heritage to develop current fashion and product lines. In 2010, she conducted a preliminary study for the Aboriginal Tourism Association of British Columbia regarding the sale of aboriginal products on Vancouver tourist sites. Stephen Taranto is an Interdisciplinary Ecologist with 15 years experience working with indigenous communities in the US and Latin America. He has been working with the community of Santiago de Okola (the subject of his proposed case study) since 2008 as a business partner and technical advisor on the community’s agro-tourism project. A specialist in conservation and development and conservation communications, for the past decade Stephen has been focused on how small-scale, locally managed tourism can contribute to the conservation of natural and cultural resources and their respective human settlements. I come from the Zia speaking tribe of Morobe Province, Papua New Guinea. I received a Bachelor of Design with Honours at Swinburne University of Technology, Australia in 1996. My passion for photography art and design lured me into capturing the natural environment and culture of my people. I believed it offered something special for the world to experience and learn from so I started a grassroots eco-tourism adventure in my tribe.I received specific training in tourism development, project planning, monitoring and evaluation, business development, behaviour change communication in PNG and Multi-Stakeholder Process and Social Learning, in the Netherlands, Visual Learning Development in Australia.I have worked in eco-tourism development, eco-enterprising, community development, graphic design, visual learning consultancy, photography, events management and international culture exchange.
