SUMMARY REPORT : AFRICAN SCIENCE, TECHNOLOGY & INNOVATION INDICATORS (ASTII) INITIATIVE TRAINING WORKSHOP YAOUNDE/CAMEROON: 3-6 OCTOBER 2011 Introduction The NEPAD Agency in collaboration with the Cameroonian Ministry of Scientific Research and Innovation to the conducted a training workshop of the African Science, Technology and Innovation Indicators (ASTII) initiative held in Yaoundé, Cameroon on October 03-06, 2011. Participants invited to the workshop were Statisticians and Science, Technology and Innovation (STI) experts from the twenty-eight (28) African Union (AU) member States. The workshop provided training on the production of Science, Technology and Innovation Indicators, as part of the process leading to the publication of the African Innovation Outlook (AIO) in 2012. Specifically, the training covered the following aspects: (a) Methodologies for the measurement of Research and experimental development (R&D) and Innovation; (b) Understanding of R&D and Innovation definitions and concepts in relation to STI Indicators; (c) R&D and Innovation data collection and frameworks; (d) processing R&D and innovation survey data and analysis and dissemination; and (e) Linkages between STI indicators, science policies and development. The organization of the workshop was made possible through the Sida grant to NEPAD for the second phase of the ASTII Initiative and also contribution through co-funding by participating countries in line with the cost-sharing principles adopted during the official launch of both the AIO-2010 and ASTII Phase 2 on May 23-25, 2011 in Addis-Ababa/Ethiopia. The workshop was facilitated by STI experts drawn from various institutions: UNESCO Institute for Statistics (UIS), Research Policy Institute (RPI) of the University of Lund, the Centre for Science, Technology and Innovation Indicators (CeSTII) in South Africa, CEFI-ESSEC & Ecole Supérieure de Commerce de Tunis, and the African Observatory for Science, Technology and Innovation (AOSTI). The opening ceremony was chaired by Dr Eugene Bibang Ngomo, Director-General in charge of Statistics at the Ministry of Education in Gabon who informed all participants that the training was a follow-up to the launch of ASTII-2 held in Addis-Ababa on May 23-25, 2011. The workshop would allow the adoption of common R&D and Innovation survey instruments to enable comparison at the international level. The training was an interactive opportunity to enable better delivery of aggregates on both R&D and Innovation surveys by May 2012 in order to publish the next series of the African Innovation Outlook (AIO 2012) by December 2012. The NEPAD Agency was represented by Dr Towela Nyirenda-Jere in her capacity as the Interim Manager of the ASTII programme. She expressed appreciation to the Government of Cameroon for their hosting of the workshop and to the Swedish International Cooperation and Development Agency (Sida) for their continued interest to support the ASTII Initiative. The increase in the number of participating countries in ASTII and the establishment of AOSTI hosted by the Government of Equatorial Guinea were cited as notable achievements that would contribute to strengthening the role of STI on the continent. She further informed participants that the ASTII office will prepare a framework and guidelines to simplify the process of collecting data for both ASTII National Focal Points and recipients of surveys instruments (questionnaires). It was also noted that the NEPAD Agency is committed to exploring joint efforts to build African capacity on STI indicators with partners such as the UNESCO Institute for Statistics. On behalf of the Research Policy Institute (RPI) at the University of Lund and the ASTII Resource persons Prof. Claes Brundenius expressed his deep satisfaction at the overwhelming turnout of participants to the workshop and acknowledged the role of AOSTI with the presence of Dr Philippe Mawoko and the newly established ASTII Advisory Committee. A mention was also made that a desired outcome of the Yaoundé/Cameroon workshop was to standardise the ASTII questionnaires which countries could adjust based on their specific environment. Mrs. Rebecca Etame Ebelle, Permanent Secretary of the Ministry of Scientific Research and Innovation who officiated the opening ceremony expressed her gratitude to the NEPAD Agency for choosing to hold the workshop in Cameroon. She emphasised that it was clear that the ASTII Initiative supports formulation of STI based on evidence but also builds capacity in AU member States to generate harmonised indicators which are internationally comparable and that ASTII is also a process to institutionalise the collection of STI data and statistics at the country level. She confirmed Cameroon’s commitment to the process and their full support for the ASTII Initiative. Major Outcomes The workshop focused on the linkage between STI indicators and related policy; an introduction to R&D and innovation surveys with specific examples on the calculation of Full-time equivalence (FTE). Another component highlighted emerging topics relevant to Africa immediately after ASTII National Focal points shared difficulties encountered during the previous phase of surveys. The draft standard R&D and Innovation questionnaires prepared by NEPAD were presented and discussed in plenary to help countries involved in the Initiative since Phase 1 and those who joined to have the same tools in order to produce comparable aggregates. Countries committed themselves to submit to NEPAD expected aggregates no later than June 2012. The submission would be followed by a validation workshop prior to the release of AIO2012. The AIO-2012 will have an introductory chapter linking STI indicators to Policy. This will be followed by chapters outlining the results of the R&D and Innovation surveys. Chapters on bibliometrics and emerging issues would be considered to complement the rest of the content. It was agreed at the end of the meeting that • The ASTII Advisory Committee shall provide guidance on a regular basis to AU member States participating in the ASTII Initiative; 2 • • • • • • The ASTII-2 grant disbursement and budget allocation shall be discussed in due course with countries; The final list of participants shall be circulated to facilitate networking ; NEPAD would strive to update newly appointed Ministers, Permanent/Principal Secretaries and Directors General on ASTII because of frequent institutional changes in countries ; Based on the concern raised by Angola to maintain the same understanding of surveys instruments designed initially in English with regard to existing R&D and Innovation manuals, a bilateral consultation process was suggested with Mozambique where both Portuguese and English are used as official local languages; NEPAD would send out the standard tables to allow countries to submit aggregates after their surveys ; NEPAD would request both work plan and draft budget for R&D and Innovation Surveys from participating countries. However it was noted that funding to countries for ASTII-2 is very limited as compared to the one provided during ASTII-1 ; To improve the success of next training workshops, countries made some important recommendations: • host countries should endeavour to secure visas at no cost to participants; • NEPAD should improve itineraries generated by the Travel Agency by allowing for the most direct route and allowing for use of regional airlines. NEPAD should also send invitation letters on time and ensure that the standard of hotels to lodge delegates should take into consideration the comfort of participants; • training of small groups in various regions is not recommended as a capacity-building strategy;. there is a need to build strong support system (networking) and capacity development mechanism; • in future, experts from existing ASTII National Focal Points should be given opportunity to act as resource persons during training ; • more exercises shall be organized during training workshop based on specific topics; • emerging issues or topics shall be considered during ASTII training workshop. On the last day of the workshop, the NEPAD Agency handed out Frascati and Oslo Manuals and a book titled Innovation Strategies for a Global Economy to each participating Country as resources to assist them in the implementation of the Initiative. Conclusion In conclusion, members of the ASTII Advisory Committee and resource persons leading the discussions appreciated the attendance which was quite significant. The Government of Cameroon expressed his willingness to continue supporting the implementation of the ASTII initiative at the country level. In addition to other senior officials, the closing ceremony was also attended by Ms. Julienne Nsoga, head of the NEPAD Desk at the Ministry of Foreign Affairs in Cameroon. . The workshop ended and was followed by a meeting of the ASTII Advisory committee.
