Een nieuw jaar,
een nieuw jaarboek
‘Jaar’ is een raar woord.
Het is onzijdig en ik heb altijd al een gezonde
argwaan tegen onzijdige woorden gehad.
Het is een woord zonder synoniem.
Het wordt vaak in samengestelde woorden
gebruikt, zoals een kalenderjaar, een schooljaar,
een levensjaar, een studiejaar, …
Maar een jaar is volgens mij sowieso een
momentopname. Een verjaardagsfeest is het vieren
van een jaar ouder worden, maar je wordt geen
jaar ouder op die dag, enkel een dag.
Ook dit – overigens zevende – jaarboek is een
momentopname van het Vlaamse aanbod van
circusgezelschappen en -artiesten. Het aantal
gezelschappen (ca. 90) lijkt te stagneren, maar
dat zegt natuurlijk niets over de kwaliteit van de
creaties die spelen. Uit cijfers blijkt dat heel wat
Vlaamse circuscreaties uitgebreid toeren in binnenen buitenland en dat kan alleen maar als er genoeg
artistieke kwaliteit is.

A new year,
a new yearbook
« Année » est un mot étrange.
Il s’agit d’un mot sans synonyme.
Il est souvent utilisé dans des mots composés,
comme année civile, année scolaire, année de vie,
année d’étude…
‘Year’ is a strange word.
It is neuter, and I have always had a healthy
suspicion of neuter words.
It is a word without synonyms.
It is a word that is often used in combinations,
such as a calendar year, a school year, a life year,
a study year…
Mais, selon moi, une année est un instantané.
Une fête d’anniversaire célèbre un an de plus, mais
vous n’avez pas un an de plus ce jour-là, seulement
un jour.
Cet annuaire, qui en est d’ailleurs à sa septième
édition, est lui aussi un instantané de l’offre
flamande de compagnies et d’artistes de cirque.
Le nombre de compagnies (environ 90) semble
stagner, mais cela n’influence en rien la qualité
des créations proposées. Les chiffres révèlent que
de nombreuses créations de cirque flamandes
tournent allègrement en Belgique et à l’étranger.
Et pour cela, la qualité artistique doit être au
rendez-vous.

on that day, only that one day.
This yearbook – the seventh – is a snapshot of
the Flemish range of circus companies and circus
artists. The number of troops (about 90) seems
to stagnate, but of course that does not tell us
anything about the quality of the creations being
performed. Figures show that a lot of Flemish
circus creations are extensively touring at home
and abroad, and that is only possible if the artistic
quality is of a sufficiently high level.
More than ever before, Circuscentrum is detecting
the potential, desire and energy to fully go for it.
To support and stimulate this drive is why we are
here. Year after year.

Circusbeleid in Vlaanderen
La politique du cirque en Flandre
Met de invoering van het Circusdecreet werd de circuskunst
structureel erkend door het beleid. Het Decreet van 21 november
2008 betreffende de ondersteuning van de circuskunsten in
Vlaanderen betekende een zuurstofinjectie voor de ontwikkeling van
de circussector. Voor de eerste maal was er een visie, een eigen
budgetlijn en een duidelijk Vlaams subsidiekader voor circuskunsten.
Grâce à l’introduction du Décret sur le cirque, l’art du cirque a été reconnu
par la politique de manière structurelle. Le Décret du 21 novembre 2008
relatif au soutien des arts du cirque en Flandre a insufflé de l’oxygène
au développement du secteur du cirque. Pour la première fois, il y avait
une vision, une propre ligne budgétaire et un cadre subventionnel flamand
clair pour les arts du cirque.
Met het decreet wil de Vlaamse overheid een divers en goed gespreid
aanbod van circuskunsten ondersteunen, stimuleren en promoten in
Vlaanderen en met oog voor een internationale context. Zowel het
klassieke circus als de nieuwe circusvormen krijgen hierin een
volwaardige plaats, ongeacht of het gaat over liefhebbers of
beroepsmatige beoefenaars van de circuskunsten. Het decreet bevat
gerichte maatregelen voor de productie en creatie, de spreiding, de
ondersteuning, de promotie en de opleidingen en bijscholingen van
en voor de circuskunsten.
Par le décret, les autorités flamandes veulent soutenir, encourager et
promouvoir une offre diverse et bien répartie d’arts du cirque en Flandre,
et visant le contexte international. Dans ce contexte, tant le cirque
classique que les nouvelles formes du cirque reçoivent une place à part
entière, qu’il s’agisse d’amateurs ou de praticiens à titre professionnel.
Le décret comprend des mesures ciblées pour la production et la création,
la diffusion, le soutien, la promotion et les formations/perfectionnements
des arts du cirque.
De kracht van het Circusdecreet is dat het alle vormen van circus
samenbrengt, zich richt op zowel amateur- als (semi)professionele
circuskunstenaars en de aandacht voor de sector beleidsmatig stevig
heeft verankerd. De Vlaamse overheid wil met het decreet de
circuskunsten in Vlaanderen stimuleren en het Vlaamse circus
weer op de kaart zetten: zowel nationaal als internationaal.
La force du Décret sur le cirque est qu’il réunit toutes les formes de cirque,
qu’il vise tant les artistes de cirque amateurs que (semi-)professionnels
et qu’il a solidement ancré l’attention pour le secteur au niveau politique.
Par le décret, les autorités flamandes veulent encourager les arts du cirque
en Flandre et remettre le cirque flamand sur la carte: tant au niveau
national qu’au niveau international.
Circus policy in Flanders
With the Flemish Parliament Act on Circus Arts, policy-makers recognised
the circus arts structurally. The Flemish Parliament Act of 21 November
2008 on the Support of the Circus Arts in Flanders provided a major
and pioneering boost for the development of the circus sector, setting
out a vision, a dedicated budget and a clear framework for circus arts
subsidies in Flanders for the first time.
With this Flemish Parliament Act, the Government of Flanders aims to
support, stimulate and promote a diverse range of circus arts throughout
all of Flanders while paying attention to the international context.
Traditional circus arts and new forms of circus are included in this,
regardless of whether they are performed by amateurs or professionals.
The Flemish Parliament Act contains targeted measures for the production,
creation, distribution, support, promotion and training of the circus arts.

The strength of the Flemish Parliament Act on Circus Arts is that it brings
together all forms of circus, targets amateur, semi-professional and
professional circus artists and positions the attention paid to the sector
within a strong policy framework. With this Flemish Parliament Act, the
Government of Flanders wishes to provide incentives for the circus arts
in Flanders and put Flemish circus arts on the map again, both nationally
and internationally.
