We propose to distribute your donation, with the relief provided by the Commission of the European Communities, to the district councils in South West England who will in turn distribute it to the householders in their areas whose dwellings were flooded. In this way the people who suffered the distress and hardship will have tangible evidence of sympathy. This help from the Bank will, I know, be greatly appreciated by the people whose homes were flooded. I see no problem in distributing the money in the way you suggest as with the help made available by the Commission of the European Communities, it will all be used for direct assistance to the people most severely affected. We should like to make a public announcement about the Bank's generous gesture and are considering how this can best be done. I will keep you informed of the action we are taking.
