I have told our Parliamentary Under Secretary of State, Mr Marcus Fox, of the
Management Committee's generous offer of assistance and he has asked me to thank
you for this most thoughtful and spontaneous demonstration of concern.
We propose to distribute your donation, with the relief provided by the
Commission of the European Communities, to the district councils in South West
England who will in turn distribute it to the householders in their areas whose
dwellings were flooded. In this way the people who suffered the distress and
hardship will have tangible evidence of sympathy.
I hope this proposal will be acceptable to your Coimnittee,

On behalf of the United Kingdom Govemment and, in particular, the
Secretary of State for Wales, I am writing to thank you for your letter
of 5 February telling me that the Bank have decided to make a grant of
£10,000 for relief expenditure to help those who suffered during the
recent floods in South Wales.
This help from the Bank will, I know,
be greatly appreciated by the people whose homes were flooded.
I see no problem in distributing the money in the way you suggest as with the help made available by the Commission of the European
Communities, it will all be used for direct assistance to the people most
severely affected.
We should like to make a public announcement about the Bank's
generous gesture and are considering how this can best be done.
I will
keep you informed of the action we are taking.

En ce qui concerne le subside de £15 000 décidé par le
Comité de Direction, je ne souhaiterais pas modifier à ce stade
le procès-verbal déjà signé, mais je vous confirme, pour le bon
ordre du dossier, que la décision du Comité de Direction s'applique
tout aussi bien aux inondations dans le sud-ouest de l'Angleterre
qu'à celles au Pays de Galles.

Au vu des notes AG/80-53 du 25 janvier 1980, AG/80-54 du 28 janvier 1980 et
AG/80-58 du 31 janvier 1980 proposant 1 Oct:roi d'une aide aux populations sinistrées de la province de Messine, de la Réunion et du Pays de Galles, le Comité de Direction décide l'octroi de
- Lit. 50 millions pour la province de Messine,
- FF- 250 000 pour la Réunion,
- Lst. 15 000 pour le Pays de Galles.
Le Comité de Direction décide que les dépenses de cette nature ne sont pas â
comptabiliser comme frais de fonctionnement de la Banque mais â traiter dans une
rubrique particulière du budget et du rapport sur les dépenses. Une communication en ce sens sera faite au Conseil d'Administration à sa réunion de mars 1980.

Flood damage in South Wales and South West England
Subject :
In serious flooding in South Wales and South West England on 28
and 29 December 1979 millions of pounds worth of damage was done and
a total of 9 people lost their lives (see press cutting attached).
The Commission has granted 400 000 u.a. for flood relief.
AG proposes that the Management Committee make a grant for
flood relief of £ 15 000 (BF. 952 500).
