CONTEXT
POST-EARTHQUAKE DIAGNOSIS
Current situation :
In situations of post-earthquake emergency :
no national standard for post-earthquake diagnosis
despite a proven seismic risk
• review of the damage level of a building after an earthquake
• issue an opinion on the immediate risk for people
• technical support for the authorities decision making process to ensure the safety of people :
> information to the populations
> authorization, prohibition or restriction relative to the use of damaged buildings by citizen
> safety works or demolitions.
Action :
• Working group on "post-earthquake diagnosis" of the
French Association for Earthquake Engineering (AFPS).

the AFPS executive framework by the Ministry in charge
of civil protection since September 2014

THE METHOD DEVELOPED
BY THE AFPS
ARTICULATION WITH THE ORSEC
DEVICE
• A method inspired by American practices (ATC and EERI)
and Italian (Aedes)
• Based on the observation of damage on site framed by a field sheet
• A structured framework for decision making by the inspection team
• An information transfer strategy to the authorities
• A technical manual and specific training for inspectors
• Specific signaling based on 3 colors code (green, yellow, red)
and dedicated posters
Is a part of the larger national device dedicated to seismic crisis
management and Organization of Civil Security Response (ORSEC).
An AFPS organization based on :
• a permanent "post-earthquake diagnosis" team
• volunteers of recognized competences through specific training
developed by the AFPS
