The “Nano 2011” conference was the first of a cycle of international conferences organised by INRS on occupational health research. It brought together more than 465 researchers, experts, and OSH specialists from 22 countries. For three days, the discussions focused on sharing the latest knowledge and research needs. At the end of the conference, the participants could visit the INRS research laboratories. Then, our partners in two projects funded by the European Commission met at our Lorraine Centre to take stock of the progress of those two European projects in which INRS is involved: NANODEVICE and NANOGENOTOX. Début avril, l’INRS a organisé à Nancy plusieurs manifestations concernant les risques liés aux nanoparticules et aux nanomatériaux. Première d’un cycle de conférences internationales organisées par l’INRS sur la recherche en santé au travail, la conférence scientifique « Nano 2011 » a réuni plus de 465 chercheurs, experts et préventeurs issus de 22 pays. Partage des connaissances les plus récentes et besoins de recherche ont été au cœur des discussions pendant trois jours. À l’issue de la conférence, les participants ont eu l’occasion de visiter les laboratoires de recherche de l’INRS. Puis, nos partenaires de deux projets financés par la Commission européenne se sont réunis dans notre centre de Lorraine pour faire le point sur les avancées de ces deux projets européens dans lesquels l’INRS est impliqué : NANODEVICE et NANOGENOTOX. Assessment of the effects of nanoparticles on worker health is at the core of the concerns of OSH specialists, both nationally and internationally, and it is one of the priority programmes of INRS. At those meetings, I am happy to say, we were able to establish that research in this field is progressing significantly, by means of the synergies developed within the networks and partnerships. We must, together, keep this momentum going, with the aim of better estimating these new risks, and of acting effectively to protect worker health and safety. À l’occasion de ces rencontres, nous avons pu constater, et je m’en félicite, que les recherches dans ce domaine avancent significativement, grâce aux synergies développées au sein des réseaux et partenariats. Nous devons continuer ensemble sur cette lancée, avec l’objectif de mieux apprécier ces risques nouveaux et d’agir efficacement pour protéger la santé et la sécurité des travailleurs. Au cœur du dispositif français de prévention des risques professionnels, l’INRS agit au profit des salariés et des entreprises. www.inrs.fr #15 JUNE JUIN 2011 LA LETTRE INTERNATIONALE DE L’INSTITUT NATIONAL DE RECHERCHE ET DE SÉCURITÉ Co-operation with IFA (Germany) The signing, in February 2011, of a framework partnership agreement between INRS and IFA, the Institute for Occupational Safety and Health of the German Statutory Accident Insurance, was followed by a first specific partnership agreement in the field of band saws. Those tools cause numerous occupational accidents, due to contact with the working portion of the blade, or due to it being ejected after breaking. Most blade guards are currently unsuitable for cutting tasks, and are therefore little used. Since this issue is shared by the two countries, IFA and INRS have decided to co-operate with the aim of developing an improved mechanical protection device that is fittable or retrofittable to the machinery currently in service in the meat industry. The device will be the subject of a feasibility study in four stages: jointly defining the specifications; working separately to develop prototypes; doing assessment testing on meat saws in the respective laboratories; and finally jointly drafting a summary document. The ultimate aim is to make progress in standardisation on this type of machinery. Coopération avec l’IFA (Allemagne) Signature d’une entente spécifique « scies à ruban » La signature, en février 2011, d’une entente-cadre de partenariat entre l’INRS et l’IFA, l’Institut de prévention des caisses allemandes d’assurance accident, a été suivie d’une première entente spécifique dans le domaine des scies à ruban. Ces matériels sont en effet à l’origine de nombreux accidents du travail, par contact avec la partie travaillante de la lame ou à cause de son éjection, suite à sa rupture. Les protège-lames actuels sont, pour la plupart, inadaptés aux tâches de découpe et, de ce fait, peu utilisés. Cette problématique étant partagée par les deux pays, l’IFA et l’INRS ont décidé de coopérer dans l’objectif de développer un dispositif de protection mécanique plus performant, adaptable sur les machines en service dans l’industrie de la viande. Ce dispositif fera l’objet d’une étude de faisabilité en quatre étapes : définition, en commun, des spécifications ; réalisation, de part et d’autre, d’un prototype ; test d’évaluation sur une scie à viande dans les laboratoires respectifs ; enfin, rédaction, en commun, d’un document de synthèse. L’objectif final est de pouvoir, à terme, faire progresser la normalisation relative à ce type de machine. © Gaël Kerbaol / INRS A specific agreement on band saws signed INRS is participating in a European survey on reprotoxic substances Participation INRS à une expertise européenne sur les substances reprotoxiques INRS has been selected by the European Commission, together with other partners, to take part in a European survey relating to Directive 2004/37/EC on the protection of workers from the risks related to carcinogens or mutagens at work. The aim is to enlighten the Commission about the impact, in each Member State, of a possible broadening of the scope of application of that directive to reprotoxic substances of categories 1 and 2. The first phase of this survey consists in determining the number of salaried workers exposed to these substances at EU level, all sectors together, and then in determining the approximate number of staff exposed per sector of activity, per trade, and per size of business, and the typical levels of exposure. During the second phase, the negative effects on health will be assessed. INRS expertise in this field will be called upon, in particular because of its skills in conducting epidemiological studies on monitoring worker health in varied industrial sectors. L’INRS a été sélectionné par la Commission européenne avec d’autres partenaires pour participer à une expertise européenne relative à la directive 2004/37/CE concernant la protection des travailleurs contre les risques liés à l’exposition à des agents cancérogènes ou mutagènes au travail. L’objectif est d’éclairer la Commission sur l’impact, dans chaque État membre, d’un éventuel élargissement du champ d’application de cette directive aux substances reprotoxiques de catégories 1 et 2. 2 La première phase de cette étude consiste à déterminer le nombre de salariés exposés à ces substances au niveau de l’Union européenne, tous secteurs économiques confondus, puis le nombre approximatif de personnels exposés par secteur d’activité, par profession, par taille de l’entreprise ainsi que les niveaux typiques d’exposition. Lors d’une seconde phase, les effets négatifs sur la santé seront évalués. L’expertise de l’INRS sera sollicitée dans ce domaine, en raison notamment de ses compétences pour mener des études épidémiologiques sur le suivi de santé des travailleurs dans divers secteurs industriels. JUNE POUR LA PRÉVENTION DES ACCIDENTS DU TRAVAIL ET DES MALADIES PROFESSIONNELLES Bisphenol A (BPA) is a chemical compound used for manufacturing numerous products such as bottles, food packaging, heat-sensitive paper, medical equipment, paints, and adhesives. Its impact on worker health is still not well known, in particular as regards percutaneous absorption, which, in the working environment, is the exposure pathway that ranks second after inhalation. INRS researchers have used an experimental system for estimating percutaneous absorption of BPA in humans. By working ex vivo on rat skin samples and human skin samples, they have obtained findings close to the value at which toxic effects have been observed in animals in other studies. Experimentations conducted in vivo on rats show that these findings can be extrapolated to the whole body of the animal. The work should, in particular, contribute to raising awareness in occupational physicians. Skin exposure should also be taken into account in medically monitoring workers who handle BPA. This is a necessary precaution pending new findings on the toxicity of the substance in humans. 2011 #15 Risques toxiques du bisphénol A Le bisphénol A (BPA) est un composé chimique utilisé pour la fabrication de nombreux produits tels que bouteilles, emballages alimentaires, papiers thermiques, matériel médical, peintures, adhésifs. Son impact sur la santé des salariés est encore peu connu, notamment pour ce qui concerne l’absorption percutanée qui, dans l’environnement professionnel, est la seconde voie d’exposition après l’inhalation. Les chercheurs de l’INRS ont utilisé un dispositif expérimental permettant d’estimer l’absorption percutanée du BPA chez l’homme. En travaillant ex vivo sur des échantillons de peau de rat et de peau humaine, ils ont obtenu des résultats proches de la valeur à laquelle des effets toxiques ont été observés chez l’animal dans d’autres études. Des expérimentations réalisées in vivo sur des rats montrent que ces résultats peuvent être extrapolés au niveau de l’organisme entier de l’animal. Ces travaux devraient notamment contribuer à sensibiliser les médecins du travail. L’exposition cutanée devrait être également prise en compte dans la surveillance médicale des salariés manipulant du BPA. At the workplace, all workers using LED lighting are exposed to such risks and certain professions are particularly concerned: lighting fitters, entertainment trades, etc. INRS is proposing recommendations for limiting occupational risks related to such devices: limiting the level of blue light emitted by LEDs and the levels of brightness. To this end, it is being recommended to prefer use of neutral or warm white tint LEDs and to prefer lighting devices comprising several low-power LEDs to those using a single high-power LED. Finally such workplace lighting fittings should comply with the regulations and should satisfy the requirements of the standards applicable in this field. ➤ For further information (in French only): http://www.inrs.fr/actus/LED.html Éclairage LED sur les lieux de travail La vision directe des diodes électroluminescentes (LED) utilisées pour l’éclairage peut être responsable d’éblouissement et, dans la durée, d’atteintes oculaires. Sur le lieu de travail, tous les salariés utilisant un éclairage à LED sont exposés à ces risques et certains professionnels sont particulièrement concernés : installateurs éclairagistes, métiers du spectacle… L’INRS propose des recommandations pour limiter les risques professionnels liés à ces dispositifs : limiter le niveau de lumière bleue des LED ainsi que les niveaux de luminance. Pour ce faire, il est recommandé de privilégier l’utilisation de LED de teinte neutre ou blanc chaud et de préférer les dispositifs d’éclairage comprenant plusieurs LED de faible puissance à ceux n’utilisant qu’une seule LED de forte puissance. Enfin, ces installations d’éclairage des lieux de travail doivent être conformes à la réglementation et répondre aux exigences des normes en vigueur dans ce domaine. © Guillaume J. The English version of the document is now on line on the INRS website. It briefly outlines the formalities to be accomplished and the obligations to be complied with as regards social legislation, in particular in the field of occupational risk prevention. The Partnership for European Research in Occupational Safety and Health (PEROSH) network, chaired by INRS, organised a seminar on the theme of “Research in Action”. It aims firstly to help designers incorporate the principles of ergonomics into their new checkout furniture and secondly to give guidance for assessing worker comfort and worker safety.
