lors de la conférence de presse du 4ème sommet UE-Afrique

Pendant deux jours plus de 60 chefs d'État ou de gouvernement africains et européens, plus
de 90 délégations en tout, se sont réunis pour débattre du futur de nos continents et du
renforcement de nos liens. C'est la première fois que les institutions européennes
accueillent une conférence de cette ampleur. La haute participation, et la richesse de nos
échanges ont bien démontré la vitalité de nos relations et l'importance que nous y
attachons.
Dans trois séances intimement liées - paix, prospérité et les personnes - nous avons passé
en revue les défis auxquels nous faisons face et pris des décisions qui devront se traduire
en résultats concrets pour nos citoyens.
Sur les questions de paix, nous avons salué les progrès des nations africaines qui ont
déployé des opérations en Somalie, au Mali ou en République centrafricaine. Leur courage
en arrivant en premier pour protéger les populations menacées, mérite notre respect.
L'Union européenne continuera à soutenir les efforts africains en étroit partenariat avec les
Nations unies. La réunion d'hier sur la République centrafricaine en est une preuve. Nous
renouvellerons la Facilité de Paix pour l'Afrique à hauteur de plus de 750 millions d'euros
pour les trois prochaines années.

Nous soutiendrons également le développement des capacités de gestion de crise africaines
à travers la formation et l'équipement. À cet effet, sept missions de l'UE sont déployées en
ce moment pour répondre aux problèmes en Somalie, au Mali, en Libye, au Sahel ou en
République Démocratique du Congo. En 2016 plus de 17.000 militaires africains auront été
formés grâce au soutien des Européens.
D'autres opérations militaires de l'Union européenne sont déployées le long de la côte
somalienne, pour lutter contre la piraterie, et bientôt en République centrafricaine, pour
contribuer aux efforts de stabilisation. La sécurité en Afrique est, en effet, vitale pour
assurer la sécurité dans le monde, tant pour garantir la sécurité maritime que pour la lutte
contre l'extrémisme, le terrorisme ou le crime organisé.

We also agree security needs justice and the rule of law, respect for the human rights of all
communities. But addressing security problems requires a comprehensive approach.
Prosperity and security are linked in Africa as elsewhere. Also on prosperity, the
discussion has been fruitful. On the eve of the summit, in the Business forum, more than
800 business and economic leaders committed to improve the business climate and foster
investment in African countries. A fundamental shift from aid to trade and investment as
agents of growth and poverty reduction is taking place.
On this basis, we examined ways to promote investment between our continents, the role
of SMEs, access to affordable credit, fight against corruption and the promotion of good
governance. Here too, the Business Forum reminded us the rule of law was essential to
encourage investors.
I mentioned Economic Partnership Agreements, including that being agreed with West
Africa, as building blocks towards continental integration through a free trade area. The
new EU Pan-African Programme of €844m for the next 7 years, will contribute to support
this process. The EU also hopes to mobilise up to €30 billion in investment including for
infrastructure through blending with private sector funds. But to achieve its transformation
Africa needs an agricultural revolution which is why 2014 is the African Year of
Agriculture. Over the next 7 years the EU will make €3 billion available for agriculture in
over 30 African countries.
Finally, people: this item has been the "fil conducteur" of all our reflections: it is for the
wellbeing of the children, women and men of our continents that we strive for peace and
greater prosperity.
We discussed the need to uphold and promote human rights in Europe and in Africa for all,
including minorities. We will work together to ensure that the African Human Rights Year
in 2016 is a success. We also discussed the need to invest in the development of skills of
our citizens to allow them to take advantage of the opportunities that growth provides, to
unlock the entrepreneurial potential. Many underlined the need to focus on women and
youth. Representatives from the Youth Forum made a valuable contribution to the summit.
Migration was identified as a key issue. A joint statement sets out main actions. We agreed
a five-point action plan on migration to prevent tragedies like those off Lampedusa or in
the deserts of Niger happening again.

These are just highlights. We are making great progress on many more areas of
cooperation – science, technology, satellite imagery, student exchanges… The Summit has
demonstrated how wide and deep our relationship is, and how shared values and a shared
vision of the future enable us to face the challenges of the present. Our partnership of
equals has come of age.
