DRAFT ECSC OPERATING BUDGET FOR 1982
The Commission has just adopted the memorandum covering the ECSCTs operating
budget for 198? (1). This now goes to Parliament for its opinion and to the
ECSC consuttative committee for information.

To finance the exceptionaI socia[ requirements to be covened by the social
measures for the steeL industry, speciaL funds must continue to be provided.
The Commission has already made proposaLs on this in its Letter of amendment
to the pretjminary dnaft budget for 1982, and it is now for the budgetary
authority to take appropriate action. The Commission wouId exphasize that
if the sociaI operations concerned are to continue, the necessary funds must
be avaiLable in good time, for there is no question of the ECSCts own
avaitabLe funds being abLe to bear the ner.l expenditure.
This [ast point is ampLy borne out by the figures shown in this paper, since,
if the Levy rate remains at 0.31%, appLications for aid in terms of
conventionaL requirements exceed aLI the ordinary resources avaitabLe
by 58%.
For financing the requirements other than those appertaining to sociaL
measures, the Commission recognizes that the very high [eveI of appIications
for readaptation aid (at Least 117 n|[Lion ECU, and probab[y much more)
raises a ve?y difficutt probLem, main[y because this expenditure cannot be
avoided. In 1982 the Commission witL nevertheLess endeavour to continue
financing the Community share of aids for workers under the agreements

In the present situation, with the Communjty steeL industny stitI suffering
fron extraordinary difficuLties, the Commission considers that it wouLd
bc wrong to raise the Levy rate above the pnesent 0.31?(.
Amounts set aside for research and fon interest subsidies wiLL therefore
have to be kept within the overaIL Iimit of 90 miLLion ECU.
As regards division of the 90 milLion between the two Chapters concerned,
the Commission considers that interest subsidies c[earty deserve priority,
especiaLLy in connection with conversion, given the direct Link with the
creation of new jobs. It therefore proposes that this Chapter be given
51 mitIion ECU, of which 40 miil.ion for conversion aids'
left fon research support thus shrjnks to 39 miLtion ECU (from
44 niLtjon in 1981). It is proposed that 17 niLLion be devoted to steeL,
13 miLLion to coaL and 9 miLLion to sociaL nesearch.

donc draccorder A ce chapitre une dotation de 51 mio ECU dont 40 mio ECU senont
destin6s aux aides A Ia reconversion.

une certaine compression et ne peut sr6lever quri 39 mio ECU (contre 44 en 1981),
