Biography of
Mr Michel Jeannoutot
Michel Jeannoutot was born on 19th August 1943 in Besançon (Doubs).
Graduate of the University (Besançon and Clermont-Ferrand - Law Degree [licence
en droit]).
Trainee tax inspector at the Ecole Nationale des Impôts (French national school for
the tax administration).
Ecole Nationale de la magistrature (French national school for the national legal
service).
1972-1983: juvenile court judge, investigating judge (juge d’instruction), judge
responsible for the execution of sentences and vice-presiding judge at the Court of
first instance in civil and criminal matters (TGI) of Reims.
- 1980-1981: assigned on an employee leasing agreement to the government of the
Province of Québec.
1983-1986: Judge at the Court of Appeal of Reims.
- presiding judge of the Assize Court
- Judge of the Social Division (Chambre sociale)
- representative of the national legal service in the French infrastructure authority
(magistrat délégué à l’équipement)
1986-1989: vice-presiding judge in the court of first instance in civil and criminal
matters of Bobigny
1989-1992: on secondment to the French Ministry of Finances, Department of
domestic trade (head of the trade legislation and regulations office).

1992-1993: technical adviser to the Private Office of the Minister of Justice.
1993-1998: Section President at the Court of Appeal of Versailles (presiding judge of
a Social Division).
1998-2001: President of the Court of Appeal of Bastia.
2001-2005: President of the Court of Appeal of Chambéry.
2005-2009: Judge at the Court of Cassation on secondment in order to exercise the
duties of President of the Court of Appeal of Dijon.
Michel Jeannoutot has been the chair of the CIVS [“Commission for the
Compensation of Victims of Spoliation”] since 10th September 2011.
