The recently approved Smart Rwanda
Master Plan, which is the next ICT strategic
plan developed to drive ICT sector from
2015 – 2020, aims to drive Rwanda towards
knowledge based economy by 2020 and
bring about social-economic transformation.

2020, est développé pour conduire le Rwanda
vers une économie de la connaissance avant
l’année 2020 et d’assurer la transformation

The implementation of this 5-year strategy
requires
strengthening
the
existing
coordination and implementation structures
to improve the effectiveness and efficiency
of ICT interventions across Rwanda. RISA
is proposed to be established to lead the
implementation of the Smart Rwanda
Master Plan.
RISA’s establishment aims at fast tracking
the mainstreaming of ICT in different
sectors, align and consolidate ICT
interventions in line with the EDPRS-II as
well as the Smart Rwanda Master Plan,

This Law establishes Rwanda Information
Society Authority, abbreviated as “RISA”.
It also determines its mission, organisation
and functioning.

The Headquarters of RISA is located in the
