Registered Association Financial Transactions Return
Submitting the return
The Registered Association Financial Transactions Return (EC 20081) must be provided to the Chief Electoral
Officer within five months after the end of the fiscal period pursuant to subsection 403.35(4) of the Canada
Elections Act. The return must include the declaration from the financial agent that the return is complete and
accurate, as well as the auditor’s report on the return, if required under subsection 403.37(1). The auditor’s report
is required and must be included with the financial transactions return if the registered association has, in a fiscal
period, either accepted contributions of $5,000 or more in total, or incurred expenses of $5,000 or more in total
(excluding transfers by the registered association to other entities).
Extending the filing deadline
An extension of the filing deadline is possible; however, the Chief Electoral Officer may not authorize an
extension under subsection 403.41(3) of the Canada Elections Act, unless he or she is satisfied by the evidence
submitted by the applicant that the circumstances giving rise to the application arose by reason of:
a) The absence, death, illness or misconduct of the financial agent or a predecessor;
b) The absence, death, illness or misconduct of a clerk or an officer of the financial agent, or a
predecessor of one of them; or
c) Inadvertence or an honest mistake of fact.
Application format
An application for extension is acceptable in any form, provided it contains all the necessary legal elements. The
Application for Extension of Filing Deadline (EC 20085) may be used.
Application deadline
An extension of the filing deadline is possible if an application is made to the Chief Electoral Officer no later
than five months after the end of the fiscal period under paragraphs 403.41(1)(a) and 403.41(2)(a) of the Act.
Under section 403.42 of the Act, an extension of the filing deadline is also possible once the period for extension
authorized by the Chief Electoral Officer under paragraph 403.41(1)(a) has expired. An application may be made
to a judge who is competent to conduct a recount for an order authorizing such extension within two weeks after
the expiration of the extended period authorized under paragraph 403.41(1)(a). The applicant must notify the
Chief Electoral Officer of the application.
Note that if documents are not filed by the statutory deadline and no extension has been authorized, a registered
association may face deregistration.

Although the application may be mailed to Elections Canada, it is preferable to fax it. Only the application form
portion of this document (the second page) needs to be submitted.
