This international conference will bring together
policymakers and economic and cultural practitioners
to examine the links between creativity, culture and
economic development. Despite the increasing
emergence of culture as one of the critical factors of
development and innovation, government investment
remains low in this area.
Cette conférence internationale rassemblera les politiciens
et les acteurs de la scène économique et culturelle pour
examiner les liens entre la créativité, la culture et le
développement économique. Malgré l’émergence de la
culture comme l’un des facteurs clés pour promouvoir le
développement et l’innovation, le niveau d’investissement
par les gouvernements dans ce domaine demeure faible.
Recent studies confirm that culture itself represents a
real market, where customers are willing to pay for a
product. This sector is expanding and has an added
value in terms of knowledge because of its capacity
in creating highly creative jobs and promoting other
sectors, such as tourism. The conference will aim to
increase awareness of policy makers and the private
sector on the importance of culture in development
policies. It will also make specific recommendations
on how to maximise the advantages of cultural
policies in the design of effective development
strategies, drawing on successful international
experiences. A videoconference with Richard
Florida, author of the Flight of the Creative Class,
will take place at 15h00. Prof. Xavier Greffe will
present the new LEED publication, “Culture and
Local Development”.
Des études récentes ont confirmé que la culture représente
un réel marché où les clients sont prêts à payer pour un
produit. Ce secteur est en pleine expansion et génère une
valeur ajoutée en termes de connaissance en raison de sa
capacité à créer des emplois hautement créatifs et de
promouvoir d’autres secteurs, tel que le tourisme. La
conférence visera
à accroître la connaissance des
politiciens et des acteurs du secteur privé sur l’importance
de la culture à élaborer des politiques en matière de
développement local.
Elle fera également des
recommandations spécifiques concernant l’optimisation des
avantages des politiques culturelles pour élaborer des
stratégies de développement efficaces, puisant dans les
modèles internationaux qui ont déjà fait leurs preuves. Une
vidéoconférence avec Richard Florida, auteur du livre
« L’exode des classes créatives » aura lieu à 15h00. Le
Professeur Xavier Greffe présentera la nouvelle publication
LEED, « La culture de le développement local ».

LEED Launches a New Review
LEED lance une nouvelle série d'examens
LEED is launching a new series of reviews on Local
Innovation Systems. Policy can help support SME
growth and job creation by strengthening the local
innovation systems in which they participate. These
local innovation systems involve networks and
linkages among firms, government agencies and
research and training organisations that lead to
knowledge transfer and increased innovation and
entrepreneurship activity. But since the precise
processes involved vary according to local context,
policy intervention much reflect local needs.
Le Programme LEED lance une nouvelle série d'examens
sur le thème des systèmes d'innovation au niveau local. Les
politiques peuvent favoriser la croissance des PME et la
création d’emplois en renforçant les systèmes d'innovation
locaux. Ces systèmes d'innovation se composent de réseaux
et de liens entre les entreprises, les administrations
gouvernementales et les institutions de recherche et de
formation. Ils conduisent au transfert du savoir et à une
augmentation des taux d'entrepreneuriat et d'innovation.
Comme les processus varient selon le contexte local, les
politiques utilisées doivent répondre aux besoins locaux.
The review series will set out the issues and
international best practices that apply across OECD
Member and non-member countries. Individual case
studies will examine in more detail the strengths and
weaknesses of the assets (the research and science
base, skilled labour etc.), connectivities (supply
chains, university-industry linkages etc.) and
capabilities (incentives to technology transfer, SME
innovation adoption capacity etc.) in the local
innovation
systems.
This
will
enable
recommendations to be made on opportunities to
strengthen existing policies and information to be
provided on approaches in other countries that could
act as learning models for the case study areas.
Les examens identifieront les enjeux et les bonnes pratiques
internationales dans les pays membres et non-membres de
l'OCDE. Chaque étude de cas examinera en détail les
forces et faiblesses (les institutions de recherche et de
science, la main d'oeuvre qualifiée, etc.), les liens (chaînes
de valeur, rapports université-industrie, etc.) et les capacités
(motivations pour le transfert de technologie, compétences
des PME pour l'adoption des innovations etc.) des systèmes
d'innovation locaux. Ce travail permettra d’établir des
recommandations pour l'amélioration des politiques
actuelles et d'informer sur des approches dans d'autres pays
qui peuvent servir comme modèles pour les pays et régions
impliqués dans les études de cas.

47th Session of the LEED Directing Committee and seminar on “Local Development as a Driver for Growth in
Central and Eastern Europe”, Prague, 8-9 December 2005
The next meeting of the Directing Committee will be held in Prague on 8 December 2005. It will be held back to
back with a seminar on Local Development as a Driver for Growth in Central and Eastern Europe on 9 December.
The Czech Republic has made impressive progress to nurture local economic and employment development over the
past few years. It has implemented an ambitious regional development programme to encourage the emergence of
endogenous and bottom-up development strategies and reformed its governance structure to facilitate policy coordination, adaptation of policies to local conditions and participation of business and civil society in the orientation
of policies. Ten years after the Czech Republic joined the OECD and the LEED Programme, what are the lessons that
can be learned from the Czech experience in local development? What are the current challenges and obstacles?
What are the new orientations that the government is proposing to take and what can we learn from international
practice to maximise their chances of success?

47ème séance du Comité de direction LEED et séminaire sur “le développement local en tant que moteur pour
l’expansion économique en Europe centrale et orientale, Prague, les 8-9 décembre 2005
La prochaine réunion du Comité de direction aura lieu à Prague le 8 décembre 2005. Elle sera suivie par un
séminaire sur le thème du développement local en tant que moteur de croissance économique en Europe centrale et
orientale le 9 décembre. La République tchèque a fait des progrès significatifs ces dernières années pour élever le
développement économique et la création d’emplois au niveau local. Elle a mis en place un programme ambitieux de
développement régional afin d’encourager l’émergence des stratégies de développement endogène et « bottom up »
(du bas ver le haut) et a reformé sa structure gouvernementale afin de faciliter la coordination des politiques,
l’adaptation des politiques aux conditions locales et la participation des acteurs du secteur privé et de la société
civile dans l’orientation des politiques. Dix ans après l’adhésion de la République tchèque auprès de l’OCDE et du
Programme LEED, quelles leçons peuvent être tirées de l’expérience tchèque dans la domaine du développement
local ? Quels sont les défis et obstacles à ce jour ? Quelles sont les nouvelles orientations que le gouvernement

Drawing lessons from successful immigration integration
Jointly organised by the Federal Reserve Bank of New York and the LEED Programme, this international conference
“From Immigration to Integration: Lessons drawn from Local Responses”, will take place in New York City, on 15
December 2005. The conference will draw on lessons from LEED, based on the work undertaken within the
framework of LEED's activity on Local Integration of Immigrants into the Labour Market (LIILM) to analyse the
economic and social policies that foster labour market or overall social integration of immigrants and of persons of
immigrant descent in host countries. Five countries are participating in the project: Italy, UK, Spain, Switzerland and
Canada. 140 participants are expected, including the directors of major US workforce training programmes,
community development organisations, unions, foundations and community colleges, as well as academics, and state
and local political leaders. Ms. Emily DeRocco, US Assistant Secretary of Labor, will deliver a keynote speech.

Tirer des leçons des bonnes politiques en matière d’intégration des immigrés
Organisée conjointement par la Banque fédérale de réserve de New York et le Programme LEED, cette conférence
internationale « De l’immigration à l’intégration : leçons tirées des réponses locales » aura lieu à New York le 15
décembre 2005. La conférence puisera dans les leçons tirées par le Programme LEED de ses travaux entrepris dans
le cadre de l’étude sur l’intégration des immigrés au niveau local, qui analyse l’impact des politiques économiques et
sociales sur l’intégration des immigrés et des personnes de descendance d’immigrés dans les pays hôtes. Cinq pays
participent à cette étude : l’Italie, le Royaume-Uni, l’Espagne, la Suisse et le Canada. 140 participants sont
attendus, et notamment des directeurs d’importants programmes de formation de la main d’oeuvre aux États-unis,
d’organisations de développement des communautés, de syndicats, de fondations et d’universités, ainsi que des
chercheurs et des leaders politiques au niveau national et local. Mme. Emily DeRocco, US Assistant Secretary of

Women’s Entrepreneurship and Sustainable Tourism in the Caribbean Region
By invitation of the government of the Dominican Republic, and with the support of the Italian government, the
OECD Centre for Entrepreneurship, SMEs and Local Development (CFE) is organising a two-day conference,
“Women’s Entrepreneurship and Sustainable Tourism: Experiences from OECD Countries”, to take place in Santo
Domingo on 11-12 January 2006, as a follow-up to the first workshop held in the Caribbean Region in April 2005.
This is a joint event of the OECD/CFE and the locally-based Global Foundation for Democracy and Development
(FUNGLODE). The conference will address the importance of women’s participation in business as a driver for
economic development and social inclusion. Particular focus will be given to the role of women in the Caribbean
Region where activity rates have been increasing in the last two decades. The conference will also highlight the
importance of tourism as a key economic and services sector in most Caribbean economies. Challenging
environmental and economic changes urge to develop economic activities around the high-volume mass tourism
industry in order to enhance the local business environment. Policy makers, authorities, women entrepreneurs
associations, tourism promotion agencies, experts and practitioners from Caribbean and OECD countries are invited
to take part in these debates which will contribute to the design and implementation of the Caribbean Rim SME and

L’entrepreneuriat des femmes et le tourisme soutenable dans la région des Caraïbes
A l’invitation du gouvernement de la République dominicaine, et avec le soutien du gouvernement italien, le Centre
de l’OCDE pour l’entrepreneuriat, les PME et le développement local (CFE) organise une conférence de deux jours
sur le thème, « L’entrepreneuriat des femmes et le tourisme soutenable: l’expérience des pays membres de l’OCDE »,
qui aura lieu à Saint Domingue les 11-12 janvier 2006, faisant suite au premier groupe de travail tenu dans la
région des Caraïbes en avril 2005. Ceci est une initiative menée conjointement par l’OCDE/CFE et la Fondation

The OECD LEED Forum on Partnerships and Local Governance holds its second meeting
This ‘International Partnership Fair’, the second meeting of the OECD LEED Forum on Partnerships and Local
Governance, will be held at Parkhotel Schönbrunn, Vienna, Austria on 13– 15 February 2006. This unique conference
is organised for partnership practitioners (co-ordinators and partners of alliances), as well as policy makers aiming to
exchange partnership experiences. The International Partnership Fair will provide opportunities to meet, learn from
each other and build new co-operation relationships. In addition, substantial discussion will take place on two critical
aspects of partnership: i) evaluation methods to measure performance in improving governance; and ii) tools to
identify skills gaps in the core structure of partnerships and their membership to provide orientations for capacity
building activities.

Le Forum OCDE/LEED sur les partenariats et la gouvernance local organise sa deuxième rencontre
Cette « Bourse d’échange internationale pour les partenariats », la deuxième rencontre organisée dans le cadre du
Forum OCDE/LEED sur les partenariats et la gouvernance locale, aura lieu au Parkhotel Schönbrunn, Vienne,
Autriche les 13-15 février 2006. Cet événement unique en son genre est destinée aux acteurs de partenariats
(coordonnateurs et partenaires d’alliances), ainsi que les décideurs désirant échanger leurs expériences en matière
d’action partenariale. Cette bourse d’échange internationale sera l’occasion de se rencontrer, d’apprendre des
autres et d’établir de nouvelles alliances. En outre, des débats de substances auront lieu sur deux aspects clés des

LEED provides guidance to Korea on local and regional strategies for employment and training to foster
competitiveness and social inclusion
Co-organised with the Korea Labour Institute, a LEED Partner, this international conference, “Training Strategies for
Regional Competitiveness and Inclusion through Employment" was held in Seoul on 12 October. Sylvain Giguère,
Deputy Head of the LEED Programme, and Hyo-Soo Lee, President of the Korean Labour Economics Association,
gave keynote speeches. Among the speakers from LEED were Randall Eberts (W. E. Upjohn Institute), Hugh Mosley
(WZB), Xavier Greffe (Sorbonne) and Laura Smith (Exeter).
Korea is looking to transform its labour market policy as a tool to foster regional competitiveness and social cohesion.
It realises that a lack of policy coordination and strategic thinking at regional level impede on local economic growth
and well-being. LEED urged caution in trying to adopt models from abroad, such as area-based partnerships and
decentralised frameworks. It advised to start experimenting with mechanisms to help with co-ordination, adaptation
and participation: i) add flexibility in the management of programmes that can be relevant in a broader regional
perspective; ii) give incentives to regional policy managers for sharing info and adapting programmes to broader
regional strategies; iii) build institutional capacities to work in networks and strategically; iv) ensure feedback from
the local/regional to the national level to identify where policies are not compatible, in a way to enlighten the process
to v) co-ordinate policies horizontally -- without this info fed back from the bottom, co-ordination risks to be an end
in itself and not very fruitful.

Le Programme LEED guide la Corée dans la mise en place de stratégies locales et régionales pour l’emploi et la
formation afin d’encourager la compétitivité et l’inclusion sociale
Organisée conjointement avec le Korea Labour Institute, partenaire de LEED, cette conférence internationale, “Les
stratégies de formation pour atteindre la compétitivité des régions et l’inclusion sociale par le biais de l’emploi » a
eu lieu à Séoul le 12 octobre. Sylvain Giguère, Directeur adjoint du Programme LEED, et Hyo-Soo Lee, Président
de la Korean Labour Economics Association ont prononcé des allocutions d’ouverture. Parmi les intervenants
LEED, se trouvaient Randall Eberts (W. E. Upjohn Institute), Hugh Mosley (WZB), Xavier Greffe (Sorbonne) et
Laura Smith (Exeter).
La Corée cherche à transformer sa politique de marché de travail afin d’en faire un outil pour stimuler la
compétitivité des régions et la cohésion sociale. Elle se rend compte qu’un manque de coordination des politiques et
de vision stratégique au niveau régional est un frein à la croissance économique et du bien-être de la population au
niveau local. LEED a encouragé la prudence dans l’adoption de modèles étrangers, tels que les partenariats locaux
et les cadres décentralisés. LEED a préconisé de mettre d’abord l’emphase sur l’expérimentation de mécanismes
qui aideront à la coordination, l’adaptation et la participation, et notamment : i) d’insuffler de la flexibilité dans la
gestion des programmes que peuvent être utiles dans une perspective régionale plus large; ii) de mettre en place des
mesures pour inciter les gestionnaires au niveau régional à partager l’information et adapter leurs programmes aux
stratégies régionales; iii) de renforcer les capacités institutionnelles à travailler en réseau et de manière stratégique;
iv) de garantir le feed-back du niveau local/régional vers le niveau national afin d’identifier où les politiques ne sont
pas compatibles, ceci devant permettre de contribuer à mieux v) coordonner les politiques de façon horizontale –
sans ces informations émergeant du bas, la coordination risque d’être nulle et non fructueuse.

Making progress on local governance in North West Russia
The Employment, Economic Development and Local Governance Seminar held in St. Petersburg on 21 September
2005 was highly successful and attended by high-level officials from the Office of the Presidential Plenipotentiary
Envoy in North West Russia, the Ministry of Regional Development and administrations of 8 of the 11 regions
(oblast) of North West Russia, as well as representatives from employment services, local authorities, business
representatives, and academics. Sylvain Giguère, Deputy Head of the LEED Programme, opened the meeting which
involved LEED delegate Jan Hendeliowitz and experts Xavier Greffe (Sorbonne), Brian Morgan (Cardiff Business
School), Alf Vanags (BICEPS) and Marcus Svedberg (Stockholm Institute of Transition Economics).
The debates were lively and the newly created Ministry of Regional Development stated clearly the need to improve
vertical and horizontal co-ordination and set up efficient strategic planning mechanisms in the regions. The meeting
made recommendations n the following issues: i) reassessing the roles and responsibilities and building the capacities
of local governments; ii) revisiting the role and structure of the employment services to make them more responsive
to local needs and enhance their contribution to business development; iii) fostering endogenous development by
helping the most competitive local firms release their potential and establishing linkages with other firms locally; iv)
using local assets, e.g. cultural heritage, in effective area-based strategies; and v) building sound strategic planning
mechanisms and flexible/adapted institutional structures.

Améliorer la gouvernance locale dans la Russie du Nord-Ouest
Ce séminaire sur l’emploi, le développement économique et la gouvernance locale, qui a eu lieu à St. Petersbourg le
21 septembre 2005 a connu beaucoup de succès et a vu la participation d’officiels de haut niveau du Bureau de
l’Émissaire Plénipotentiaire du Président en Russie du Nord-Ouest, du ministère du Développement régional, et des
administrations de 8 des 11 régions (oblast) de la Russie du Nord-Ouest, ainsi que des représentants des services de
l’emploi, des autorités locales, du monde des affaires et du milieu académique. Sylvain Giguère, Directeur adjoint du
Programme LEED a ouvert la réunion qui a vu la participation du délégué LEED Jan Hendeliowitz et les experts
LEED Xavier Greffe (Sorbonne), Brian Morgan (Cardiff Business School), Alf Vanags (BICEPS) et Marcus Svedberg
(Stockholm Institute of Transition Economics).
Les débats furent vivants et le Ministère du Développement Régional, qui vient d’être crée, a déclaré ouvertement le
besoin d’améliorer la coordination verticale et horizontale et d’établir des mécanismes de planification efficaces

Draft LEED Report on Local Integration of Immigrants into the Labour Market is cited at Launch of London
Refugee Economic Action
A groundbreaking new pan-London project, London Refugee Economic Action (LORECA), which will develop a
strategic plan for supporting refugees into employment, training and enterprise, was launched at the Design Museum,
London on Wednesday 12 October. LORECA seeks to increase refugee communities’ influence, by serving as a
voice for the sector on employment-related issues. The project, which has strategic backing from key London
government agencies, aims to work with both government and the private sector, including employers, professional
associations, trade unions and others to promote the contribution that refugees can make to London’s economy.
The draft report, prepared by Anne Green, University of Warwick on behalf of the OECD LEED Programme, Local
Integration of Immigrants into the Labour Market: UK Case Study - The Case Of Refugees In London and released in
September 2005 was distributed at the LORECA launch. The report states that “Research on the experience of
refugees has highlighted relatively low levels of labour market participation and evidence for ‘occupational
downgrading’ amongst those in employment – suggesting that their skills are not being used to their full potential,
especially in the case of those with involvement in professional jobs prior to migration.” The report also states that
networks such as LORECA could play a key coordinating role between organisations responsible for working with
refugees, including the government, voluntary bodies and the private sector.

Le projet de rapport LEED sur l’intégration locale des immigrés dans le marché du travail est cité au lancement
du projet « London Refugee Economic Action »
Un projet pan-Londonien innovateur, le London Refugee Economic Action (LORECA), qui développe un plan
stratégique pour soutenir les réfugiés dans leur recherche pour un emploi, une formation et l’entrepreneuriat, a été
lancé au Design Museum, Londres, le mercredi 12 octobre. LORECA cherche à accroître l’influence des
communautés de réfugiés en leur servant de porte-voix en ce qui concerne les questions entourant l’emploi. Le
projet, qui a reçu le soutien stratégique des principales agences gouvernementales de Londres, a pour but de
travailler aussi bien avec le secteur public que le secteur privé, y compris les employeurs, les associations
professionnelles, les syndicats et d’autres afin de promouvoir la contribution que les réfugiés peuvent apporter à
l’économie londonienne.
Le projet de rapport, préparé par Anne Green, Université de Warwick, pour le Programme LEED de l’OCDE,
« L’intégration locale des immigrés dans le marché du travail : étude de cas du Royaume-Uni – L’exemple des
réfugiés à Londres », terminée en septembre 2005, a été diffusée lors du lancement de LORECA. Le rapport déclare
que « La recherche sur les réfugiés montre des taux relativement bas de leur participation dans le marché du travail

How social innovations are helping to implement economic reforms in Central, East and South-East Europe
This international conference on “The Social Economy in Central East and South East Europe: Emerging Trends of
Social Innovation and Local Development” held in Trento, Italy, on 22-23 September, brought together some 180
regional representatives from the policy making, practitioners’ and academic’ communities to discuss the role of
social economy, community based, non-profit organisations in developing social innovation and local development
initiatives.
Participants concluded that, in order to support social economy initiatives, it would be necessary to i) develop a
supportive regulatory environment that recognises the value added of social economy organisations in combining
economic and social goals; ii) foster the inclusion of social economy actors in the decision making processes at the
local level to adequately target programmes and develop initiatives that respond to community needs; and iii) actively
foster social innovation by developing adequate policy tools (in terms of access to finance, human resource
development, networking and research).

Comment les innovations sociales peuvent contribuer à mettre en place des reformes économiques en Europe
centrale, orientale et du sud-est
Cette conférence internationale sur “L’économie sociale en Europe centrale, orientale et du sud-est : les tendances
émergentes de l’innovation sociale et du développement local” qui a eu lieu à Trente, Italie, les 22-23 septembre, a
réuni quelques 180 représentants des communautés, du milieu politique et du monde académique pour débattre du
rôle que des organisations socio-économiques, à but non lucratif, et basées dans les communautés, peuvent jouer
dans le développement des innovations sociales et les initiatives en matière de développement local.
Les participants ont conclu que, afin de soutenir les initiatives socio-économiques, il sera nécessaire de i) développer
un environnement régulateur qui reconnaisse la valeur des organisations socio-économiques pour combiner les buts
économiques et sociaux ; ii) promouvoir l’inclusion des acteurs de l’économie sociale dans la prise des décisions au
niveau local afin de cibler, de manière adéquate, les programmes et développer des initiatives qui répondent aux
besoins des communautés ; et iii) promouvoir de façon active l’innovation sociale en développant des outils de
politiques adéquats (en termes d’accès au financement, de développement des ressources humaines, de mise en
réseau et de recherche).

Seminars on “Evaluating Local Development Strategies”.
A seminar on “Evaluating Local Development Strategies” will be held in Prague, Czech Republic on November 22,
2005. The main aim of this seminar is to disseminate information and tools for best practice evaluation approaches
with a focus on the local development process in the Czech Republic.
This is the third seminar on evaluation to be organised within the activities of the Trento Centre Evaluation Unit, set
up to promote and develop a culture of evaluation. The previous seminar was held in Eger, Hungary on 11 October,
with a special focus on recent local development strategies implemented in Hungary. The event brought together
experts, policy makers and practitioners involved in local development processes.

Un séminaire sur le thème « Évaluer les stratégies du développement local » aura lieu à Prague, République tchèque,
le 22 novembre 2005. L’objectif principal du séminaire est de diffuser l’information et les outils nécessaires à une
évaluation efficace tout en prêtant une attention particulière au contexte du développement local en République
tchèque.
Ceci est le troisième séminaire sur ce thème a être organisé dans le cadre des activités de l’Unité d’évaluation du
Centre de Trente, établi pour promouvoir et développer une culture d’évaluation. Le séminaire précédant a eu lieu à
Eger, Hongrie, le 11 octobre 2005 et a spécialement traité des stratégies de développement local mises en place
récemment en Hongrie. Cet événement a réuni des experts, des politiciens et des acteurs économiques impliqués
dans les processus de développement local.

Co-operation between the European Commission (DG Employment and Social Affairs) and the LEED Programme
has been strengthened over the past years in light of the numerous events and books jointly sponsored. Both
organisations share some common views in the field of employment, social affairs and local development. Their work
and methods are complementary, and this represents a great asset on which both organisations build to achieve better
results. It is of high importance in this context to put in common the efforts devoted by OECD and the EU to display
information and disseminate the result of joint work.
LEED’s forthcoming publication on “Local Governance and the Drivers of Growth” has benefited from the
support of the European Commission. For this book, the OECD has brought together top world experts to translate
policy lessons on local governance into concrete recommendations that will help policy makers and practitioners
make the best governance decisions to stimulate growth. Other joint activities such as conferences, publications and
seminars are under development.

LNET reports back
The first LNet (European Learning Network) dissemination event took place on 28th and 29th April 2005, and
successfully engaged a wide audience of city managers, policy makers and practitioners including several delegates
from the new EU Member States, and EU Accession countries. Tony Travers, President of the London Group at the
London School of Economics, chaired the event which was attended by 130 delegates from 18 countries. The event
was co-financed by the Interreg IIIC Initiative and received additional financial support from the UK Embassy in
Prague and the Central European Initiative.
Following this successful event and thanks to the support of the UK Embassy in Prague, LEED Partner Greater
London Enterprise and the LNet partners published a report setting out the proceedings of two-day events on interregional cooperation, including case studies and best practices from old and new EU Member States, as well as from
EU Accession countries in the field of social enterprise, innovation, and enterprise in deprived urban areas.

The selection process for the Joint European Master in Comparative Local Development is now open. Organised by
the University of Trento (coordinator), Italy , the Corvinus University of Budapest, Hungary, the University of
Ljubljana, Slovenia and the University of Regensburg, Germany, in collaboration with the University of Belgrade,
Serbia and Montenegro, the University of Sarajevo, Bosnia and Herzegovina, the European Academy of
Bolzano/Bozen, Italy, with the support of Italian Ministry of Foreign Affairs, Autonomous Region Trentino-Alto
Adige/Sdtirol and the Autonomous Province of Trento, the course offers 18 months (95 ECTS) of training.

The Third International AGSE Entrepreneurship & Innovation Research Exchange will take place at Unitec,
