- LINGUA 1 PROJECTS WELCOME…
to a new magazine for Lingua!
“Lingua Community” gives
Lingua project co-ordinators
the opportunity to describe
their work in their own words.
It is aimed at anyone who is
interested in Lingua, but
particularly at people who are
partners in Lingua projects or
who are thinking of applying
for a Lingua grant in the
future.
This issue features fifteen
Lingua 1 projects. Ten of
these started work towards the
end of 2001, while the other
five projects began in or
around October 2002. The
newsletter will expand to
include new projects as they
are selected.
The projects described here
reflect the diversity of actions
possible within Lingua 1.
They range from language
clubs to multilingual websites
to radio campaigns. But these
are only a few of the many
types of project that can be
funded under Lingua 1.
Imaginative
ideas
to
promote language teaching
and learning are always
welcome!
We hope that “Lingua
Community” will encourage
the exchange of ideas and
experiences between partners
in Lingua projects, but also
that it will inspire others to
develop and submit their own
ideas.

SIGURD-prosjektet ønsker å øke
oppmerksomheten rundt de
germanske språkene i Europa,
ved å påpeke de språklige
likhetene
mellom
norsk,
nederlandsk/flamsk, tysk, svensk
og engelsk. SIGURD inneholder
også en introduksjon til platttysk. Vi håper at brukere av
germanske
språk
vil
bli
nysgjerrige på og motiverte til å
lære andre germanske språk, i
hvert fall på overlevelsesnivå.
The SIGURD project will
encourage
speakers
of
a
Germanic language to increase
their awareness of the linguistic
similarities
between
the
Germanic languages: initially
Norwegian,
Dutch/Flemish,
German, Swedish and English (in
addition to a Low Saxon
component). Such awareness, it is
hoped, will make learners more
receptive to and able to learn
Germanic languages other than
their own, at least on a survival
level.

The main activities are to use
fairy tales and other texts (with
hyperlinked
translations)

highlight links between these
languages. The web portal is
envisaged as a publicity and
resource base for teachers and
students, providing links and
material related to the topic of
Germanic linguistics and history.

The objective of the project is to
raise grandparents’ awareness of
the advantages of learning a
foreign language by motivating
them to learn together with their
grandchildren (mainly aged 612). The first stage of the project
focused
on
spreading
information about language
learning and developing a new
methodology
for
studying
foreign languages by the target
group. The methodology takes
advantage
of
the
intergenerational
relationship
between these two groups, each
motivating the other to learn
through shared activities. It also
introduces ways of learning that
have elements of, or are based
on, games, thus making them
realise that they can really enjoy
the process of learning a foreign
language.
Based on snapshots of the
foreign language skills of the
target group, and networking
with foreign language teaching
institutions, the project team
started a process of breaking
stereotypes in public opinion
about who can and should learn
foreign languages. Three pilot
clubs
have already been
established, involving 8 groups
of grandparents (mainly grandmothers), with participants aged
from 50 to over 75. Mothers
expressed their desire to
participate and regret that they
have not been included in the
project.

C.A.F.A.L.L. projektia niin, että
sisällön tuottaminen perustuu
ensisijaisesti partnereiden olemassa olevaan monipuoliseen
asiantuntijuuteen kielten oppimisen ja opettamisen hyvistä
käytännöissä sekä aiempaan kokemukseen projektitoiminnasta.
Hyödynnämme

vaikuttavista esteistä, joita pyrimme vähentämään projektilla
tuottamalla uusia hyviä käytäntöjä ja tiedottamalla kielten
oppimisen mahdollisuuksista.
Olemme valinneet testaamista
varten olemassa olevia hyviä
kielten opettamisen käytäntöjä,
jotka
arvioimme
yhteisellä
kriteeristöllä.
Arvioimme myös opetusohjelman suunnittelemisen ja esitystavan vaikutusta sekä merkityksellisyyttä siinä, kohdataanko
opiskelijoiden tarpeet ja saavutetaanko oppimistavoitteet.
Erityisen
tärkeänä
olemme
kokeneet toimijoiden verkottumisen tarpeen kansallisesti ja
kansainvälisesti. Näin saadaan
lisää vaikuttavuutta ja tietoa
tämän ja muiden vastaavien
projektien tuloksista ja voidaan
tehokkaammin vaikuttaa myös
kielikoulutuksen

rahoituspäätösten

The C.A.F.A.L.L. project brings
together a British, a Greek and
two Finnish partners. It involves
the pooling of their different
experiences in terms of knowhow and of good practices in
learning and teaching languages,
as well as their previous
experience of project management.
We have benefited from the
knowledge and expertise of the
partners, concerning the way in
which social and demographic
factors should be taken into
account in order to increase our
ability to reach specific groups of
people, as well as how to
encourage pupils to learn
languages.
In the project, we test and
analyse different ways of
overcoming the factors that
prevent
the
learning
of
languages. On the basis of these
tests, we produce good and
realistic practices for common
use and for distribution at
European level.
Although the partners from
Finland, Greece and Wales are
located in very different corners
of Europe, we have found many
similarities
regarding
the
obstacles that prevent the
learning of languages. We aim to
reduce these obstacles through
the production of good practices
and by informing the public
about the opportunities of
learning languages.
For our tests, we have chosen
existing good practices that we
evaluate according to common
criteria. We also evaluate the
importance of how learning
programmes are planned and
presented, and whether students’
needs and learning targets are
met.
In our experience, the need for
networking, at both national and
international level, is especially
important. This enables us to
increase the effectiveness and
raise awareness of the results of
this and similar projects, and to
help influence the wider debate
on factors affecting language
learning.

Euro Languages Net is designed
to create an Internet resource of
less
widely-used
European
languages for the general public.
Thanks to the global reach of the
Internet, information provided
by this network will be accessible
to the world. Indeed, visitors
from Japan, Australia and the
USA have already shown an
interest in the project.
11 national sites have recently
been launched. These sites will
provide
information
about
where in Europe the general
public can learn less widely-used
European languages, including
Bulgarian, Estonian, Finnish,
German, Hungarian, Italian,
Lithuanian, Polish, Portuguese,
Romanian and Slovakian.
High quality best practices and
language learning and teaching
resources, as well as new
language learning possibilities
such as distance learning
programmes, will be presented.
The project will raise awareness
of learning other languages in
terms of employability, mental
stimulation and social interaction. It opens up new
possibilities for disabled learners,
and those who are not able to
attend classes in person because
of geographical constraints.

L’équipe du projet EUROBUS
est en train de terminer la phase
1 de son projet: mettre sur un

The EUROBUS project team is
in the process of completing
phase 1 of its project, by placing
on a website (developed during
2002) the names of institutions
and organisations that offer
language courses (“target public
2”).
More
than
350
questionnaires
have
been
selected and encoded, and this
phase is due to be completed in
January 2003.
At the same time, we have
already progressed to phase 2
(the final phase), which involves

the targeting of “target public 1”,
i.e. adults and young underqualified adults (young people
who have left school, recentlyarrived immigrants, etc.), who
will mainly be interested by our
website.
When
we
have
sufficient postal addresses for
this group, we will send them (in
April 2003) the advertising
material (a postcard with the
address of the site) that we
created in October 2002.
Last November, we met for the
third time, in Bratislava, to
discuss the modifications to be
carried out to the site and to
prepare phase 2 of the project.
Our final meeting will take place
in July 2003 in Santiago de
Compostela to take stock of the
two years of work and to prepare
the future of the site. Indeed, we
will then allow any institution
offering language courses to
register on the site, following an
analysis of the questionnaire that
it will have to have submitted.

ALME NETWORK
Le projet “ALME” vise à la
promotion de la diversité
de l’apprentissage des langues
européennes en milieu scolaire et
universitaire en Europe, et
notamment des langues moins
enseignées. L’objectif est triple:
identifier les (et s’addresser aux)
décideurs en matière de grandes
orientations concernant les
divers
systèmes
éducatifs
européens;
collecter
tous
types
d'informations
traitant
des
approches innovantes pour
apprendre les langues vivantes,
en particulier les langues rares;
diffuser cette information par
différents médias (site Web, CDroms, conférences, journaux de
liaison, organismes pédagogiques, etc.).
A cet effet, le projet s’est doté
d’un serveur particulier sur
lequel sont actuellement collectés
et mis en réseau tous les
exemples de bonnes pratiques à
la
fois
politiques
et
méthodologiques
dans
le
domaine de la diversification de
l’offre linguistique en Europe. Le
site Web du projet doit collecter
de la même façon toutes les
informations sur les ressources
existantes
en
matière
d’enseignement en contexte
scolaire des langues rares, dans le
cadre de la classe ou en autoapprentissage.
Un événement-clé du projet est

The “ALME” project aims to
promote diversity in learning
European languages at school
and university level, and
particularly
lesser
taught
languages. Its goals are threefold:
to identify and approach
decision-makers in charge of the
various European educational
systems;
to collect data on innovative
approaches to language teaching,
notably
in
lesser
taught
languages;

Resource Centre (LRC) project.
With this objective in mind, a
dedicated server has already been
set up to collect examples of
good practice in the field of
linguistic
diversification
in
Europe and to list existing
resources for teaching those
languages. In the same way, the
project’s website will collect
existing
information
about
teaching lesser-used languages,
be it within the context of the
classroom or of self-learning.
In the LRC project, we aim to
improve and develop support
for language teaching and
learning by sharing expertise
between
established
and
emerging LRCs. The consortium
brings together 16 LRCs from
13 European countries. Our
partners cover all sectors of
education (from primary to adult
education) and come from many
different linguistic, geographical
and institutional settings.
A key event in the project will be
the colloquium on 7-9 April
2003 on “Promoting and
Learning Modern European
Languages:
Policies
and
Methodologies”. This will take
place in Dijon and will involve
over 200 participants, among
whom will be decision-makers,
researchers, scholars and endusers, including around 70
politicians and scientists from
across Europe.
Since 2001, we have been
exchanging our experiences and
expertise related to all aspects of
setting
up,
running
and
expanding LRCs. We are
currently preparing to share what
we have learnt with those
outside the project in the
following ways:

EPA “LANGUAGE
CLUBS”
Le projet EPA “Clubs Langue” a
bien démarré en Allemagne,
Espagne et France et plus
difficilement en Irlande. Dans un
premier temps des documents de
référence
(un
document
méthodologique destiné aux
enseignants
et
un
guide
contenant un document de
cadrage et des fiches acteurs) ont
été élaborés avec la collaboration
d’un formateur-expert, permettant aux associations de parents et
aux écoles de mettre les clubs sur
pied. Dans un deuxième temps,
les enseignants du cours de
langue des élèves ont participé à
une journée de formation dans le
but de se familiariser avec une
méthodologie spécifique propre
à l’adulte en situation de
communication et d’apprentissage.
Cinq écoles par pays organisent
des Clubs Langue dont l’objectif
est de permettre aux parents de
se familiariser avec une langue et
une culture étrangère en même
temps que leurs enfants. Priorité
a été donnée aux écoles
primaires, étant donné qu’il
devait s’agir d’un premier
contact avec une langue
étrangère pour les élèves, et à
une variété de langues pour
éviter des clubs exclusivement en
anglais.
Jusqu’à présent les échos sont
très
positifs.
Parents
et
enseignants se rendent compte
des bénéfices que représente la
participation à un tel projet qui
vont
bien
au-delà
d’un
apprentissage linguistique (ouverture sur le monde, meilleure
collaboration
famille-école,
meilleur suivi de l’enfant, etc.) et
souhaitent échanger avec leurs
homologues dans les différents
pays participants.

The EPA “Language Clubs”
project has got off to a good
start in France, Germany and
Spain and, with some difficulty,
in Ireland. As a first step,
reference documents (a methodology document intended for the
teachers and a guide containing
guidelines and actors’ sheets)
were developed, with the cooperation of an expert trainer, to
enable the parents’ associations
and schools to set up the clubs.
Subsequently,
the
pupils’
language teachers participated in
a one-day training session in
order to familiarise themselves
with a methodology specific to
the adult learner.

Five schools per country are
organising Language Clubs,
whose aim is to allow parents to
become acquainted with a
foreign language and culture at
the same time as their children.
Priority has been given to
primary schools, in view of the
fact that this should be the
pupils’ first contact with a
foreign language, and to a variety
of languages, to avoid clubs that
are exclusively in English.
So far, the feedback has been
very positive. Parents and
teachers realise the advantages of
participating in such a project,
which go well beyond learning a
language (opening up to the
world, better family-school cooperation, better follow-up of
the child’s education, etc.), and
they have expressed a desire for
dialogue with their counterparts
in the different participating
countries.

Join the Club är ett europeiskt
språkprojekt som drivs av
Högskolan Dalarna och Järfälla
Gymnasieskolor i samarbete
med organisationer i England,

Litauen
Syftet med projektet är att öka
språkkunskaperna
och
den
interkulturella medvetenheten i
samhället. Vi gör detta genom att
etablera språkklubbar vars mål är
att ge deltagarna möjlighet att
väcka till liv och träna de
språkkunskaper de har sedan
skoltiden, så att de får
självförtroende nog att använda
språket.
Klubbarna vänder sig till alla
som vill lära sig språk utanför
det traditionella utbildningsväsendet. Träffarna genomsyras
av en positiv och informell
atmosfär med mottot: Att lära
sig språk är roligt! Kanske tänds
en låga här och var så att en del
väljer att studera vidare vid sidan
om språkklubben.
Efter ett år med projektet har ett
stort antal språkklubbar bildats
och entusiasmen är stor och
språkmedvetenheten ökar.

It’s fun to learn languages!
Join the Club is a European
language project that brings
together the Högskolan Dalarna
and Järfälla Gymnasieskolor in

The aim of the project is to
increase knowledge of languages
and raise the level of intercultural awareness in society. We
are doing this by establishing
language clubs, whose goal is to
give participants the possibility
to re-awaken and develop the
knowledge of languages that they
gained at school, so that they
become self-confident enough to
use the language.
The clubs are targeted at anyone
who wants to learn languages
outside
the
traditional
educational environment. Club
meetings are characterised by a
positive and informal atmosphere, in keeping with our
motto: “It’s fun to learn
languages!”. It may even inspire
some participants to go on and
continue their studies outside the
language clubs.
A year into the project, a large
number of language clubs have
been set up, enthusiasm is high
and awareness of languages is
increasing.

The project brings together
universities from the three
countries along with two
language schools. A key
objective is to publicise the
portal, not only via the Internet,
but also through language
festivals, radio broadcasting and
brochures. Two of the partner
radio stations are already
promoting the project through
their broadcasts.

The Opening the Door to
Language Learning project,
which began in October 2002,
aims to widen participation in
language learning and cultural
awareness. The target group for
the project is non-traditional
language learners who do not
normally have access to the
resources available to those
following traditional language
learning courses. The principle
objectives of the project are to:

Mit dem Projekt “Europe on Air”
beabsichtigen wir eine möglichst
große Anzahl von Personen die

Europas
näherzubringen, von den Vorteilen
der Mehrsprachigkeit zu überzeugen und auf konkrete Möglichkeiten des Sprachenerwerbes hinzuweisen. Dies soll im wesentlichen durch die Produktion eines
umfangreichen Audiopakets und
deren Ausstrahlung durch lokale
nichtkommerzielle, kommerzielle
und öffentlich-rechtliche Radiostationen erfolgen.
In weiterer Folge werden diese
produzierten Radiospots und
Beiträge auch auf einer eigenen
Website allen Interessierten als
mp3 zur Verfügung stehen. Sie
können dann von allen Interessierten, nicht nur Radiostationen,
downgeloaded werden. Erwartet
wird, dass durch eine massive
Ausstrahlung der Spots, die Anzahl
der Sprachlernenden steigt und

Centres
hingewiesen wird, diese einen

With the “Europe on Air” project,
we aim to draw the attention of the
largest possible number of persons
to European linguistic diversity, to
convince them of the advantages
of multilingualism and to show
them concrete possibilities as to
how they can acquire linguistic
competence. This will basically be
done by producing a compre10
hensive audio package and by
broadcasting it on non-commercial,
commercial and public radio
stations.
The radio spots and contributions
will also become available to the
public and interested radio stations
as mp3 files, and will be
downloadable from a dedicated
website. It is anticipated that,
through the widespread broadcasting of the spots, the number of
language students will increase,
especially in the language resource
centres referred to in the spots.

The “Lingua Catalogue” is a

been developed by transnational
partnerships with support from

EUROPEAN LABEL
The European Label for innovative projects in language teaching and learning has two main
aims: to encourage new initiatives in this field; to inform
teachers and learners about such
initiatives and inspire them to
adapt the ideas and techniques to
their own situation. The Label is
awarded annually to the most
innovative language learning
projects in each participating
country. It is co-ordinated by the
European Commission, but is
managed on a decentralised basis; national juries decide which
projects will receive the Label.
