Dear CIF Members, and ICOMOS Members,
Education and Training in Conservation are central in our efforts to safeguard our cultural heritage. All our
knowledge and research will at some point have to find its way into preservation, rehabilitation and restoration
projects.
The Guidelines for Education and Training in the Conservation of Monuments, Ensembles and Sites, drafted
by CIF (The International Training Committee of ICOMOS), was adopted by the ICOMOS General Assembly in
1993 in Colombo, Sri Lanka. Aimed primarily at training of conservation professionals, this document has
appropriately served the conservation community for 20 years, and still has a significant relevance; therefore,
CIF recommended that the Colombo Guidelines remains in its original form and content.
However, particularly in the second half of the 20th century, the concept of the built cultural heritage has been
subject to constant evolution extending from individual monuments and archaeological sites to historic urban
areas, rural settlements and cultural landscapes. As a result, the number of stakeholders to be involved in
safeguarding such heritage has increased. Consequently, there is need for Capacity-Building in order to create
the conditions for safeguarding by addressing the relevant levels. There is need to ensure that the awareness,
knowledge and skills associated with the safeguarding of such heritage resources are studied and
disseminated widely to the relevant heritage communities and stakeholders, and that the necessary legal and
administrative frameworks are in place. On the other hand, those involved in safeguarding could gain valuable
knowledge from insights, approaches and experience of social and environmental sciences, as well as broader
skills in public participation, conflict management, and mediation practices. Therefore, Education and Training
should now be seen in the more general framework of Capacity Building.
CIF has therefore proposed to prepare a new ICOMOS doctrinal text titled “Principles for Capacity Building
through Education and Training for the Safeguarding and Integrated Conservation of Cultural Heritage” and of
Guidelines documents tailored to different disciplines. Their development process should follow the regular
procedure for the ICOMOS doctrinal texts under development or revision. As such, it is anticipated that the
final approved documents shall be submitted for adoption to the General Assembly in 2017.
In our interest to improve and promote education and training in heritage conservation, CIF established a
Working Group dedicated to the development of these ICOMOS Doctrinal Texts.
CIF Members and other ISC and ICOMOS Members are welcome to participate in the CIF Workshop in
Florence, on November 13th 2014.

The focal point of the Workshop is the presentation of the Draft Documents.
The Workshop aims at offering a forum to explore the Practical use of the Documents, the Potential need
to develop Guidelines for specific disciplines and applications, and Implementation Strategies over the
next three years. The Workshop will address these matters from the various points of view and experiences
of the regions and disciplines represented; the output will be presented at the CIF meetings for consideration.
The Expected Output for the CIF will be Recommendations to CIF in preparation for the next ADCOM Meeting
in 2015.
