The innovation under study
The case study refers to the research contribution to the resolution and prevention of conflicts within a
context of multi-purpose use of limited water resource. The researches were carried out from 2006 to
2014 in Kali Pusur watershed located on the slope of Merapi Volcano. Despite the fact that the annual
rainfall is around 1800 mm, the sharing of water resource during dry season was challenging as it is both
used by about 10 000 small holder irrigators, who cultivate 3500 ha, and 2 water business companies.
Regarding the conflicting context due to the water scarcity faced by farmers, the researches were conducted
by a multi-disciplinary team through a community visioning and strategic planning approach involving all
the stakeholders involved in water resource use and management. It led to induce the parties to open up,
identify the real issues behind the publicly pronounced positions and find out nested “win-win” solutions
that left both the parties better off with the outcome. Besides a scientific based assessment of water
resources, the research outputs and related impacts concerned 3 main issues which are considered as key
pillars of an integrated water management approach: (i) the improvement of the water management capacity
of stakeholders through the establishment of an original type of water users’ association and the capacity
building of the existing associations, (ii) an improved economic and social enhancement of mobilized
resources through the development of innovative corn cropping practices as a cost effective and water
saving alternative to rice mono cropping and (iii) the water resource preservation through the development
of ecofriendly innovating cropping and surface water management practices in the most upstream part of the
ground water recharge area.
