A u cours des discussions du Comité
consultatif du projet majeur de l ' U N E S C O
intitulé « A p p r é c i a t i o n mutuelle des valeurs
culturelles de l'Orient et de l ' O c c i d e n t », qui a
tenu sa première Session à Paris au mois d'avril
de cette année, les représentants des pays orient a u x ont souligné à plusieurs reprises l'intérêt
qu'il y aurait à créer en Asie des musées d'art
occidental. Le n o m b r e de collections d'art europ é e n accessibles au grand public est, paraît-il,
minime, n o t a m m e n t aux Indes.
Il n'est guère nécessaire d'insister pour
comprendre l'importance que revêtirait une
belle collection de chefs-d'œuvre originaux
d'art e u r o p é e n , à la Nouvelle-Delhi par exemple, pour « l'appréciation mutuelle des valeurs
culturelles de l'Orient et de l ' O c c i d e n t ».
L a question se pose de savoir si ceci
n'était pas l'occasion unique pour les pays
o c c i d e n t a u x de marquer par un geste g é n é r e u x
et spectaculaire, leurs bonnes intentions dans
la mise en œ u v r e du grand projet, en faisant
à l'un des grands pays asiatiques le d o n d'un
m u s é e d'art e u r o p é e n .
Il suffirait pour le faire que chaque pays
m e m b r e du Conseil de l ' E u r o p e (ou adhérent
à la Convention culturelle européenne) se
résolve à mettre à la disposition de cette entreprise trois à cinq tableaux de leurs réserves de
m u s é e nationaux, dont un de t o u t premier
ordre, deux (ou un) d'intérêt un peu moindre,
et le reste d'une valeur m o y e n n e .
Sur la base d'une telle contribution,
il ne devrait pas être difficile pour un c o m i t é
d'experts de m u s é e de constituer un m u s é e qui
donnerait dans une série de salles une vision
r e p r é s e n t a t i v e des grandes périodes de l'art
occidental. Quelques objets d ' é p o q u e (mobilier,
bibelots et tapisseries) permettraient de c o m pléter le caractère particulier de chaque salle
qui serait c e n t r é e sur un tableau de grand
maître.
V u le n o m b r e extraordinaire de toiles
de classe qui font partie du patrimoine national
des différents pays européens, seul le tableau
de grand maître par pays représenterait un vrai
sacrifice, sacrifice qui serait allégé par le fait
que chaque pays choisirait son d o n parmi les
œuvres d'un artiste national d o n t elle possède
un n o m b r e particulièrement abondant.
In the course of the discussions of the
A d v i s o r y Committee o n the major U N E S C O
project " mutual appreciation of Eastern and
Western cultural values " , w h i c h held its first
session in Paris in April this year, the representatives of the Eastern countries repeatedly
stressed the desirability of setting up museums
of Western art in Asia. The n u m b e r of collections of E u r o p e a n art accessible t o the general
public appears t o b e negligible, especially in
India.
The importance which a fine collection
of original masterpieces of European art—at
N e w Delhi, for e x a m p l e — w o u l d have for the
" mutual appreciation of Eastern and Western
cultural values " scarcely needs stressing.
The question arises whether this is
n o t a unique o p p o r t u n i t y for the Western
countries t o display their g o o d intentions
regarding the implementation of an i m p o r t a n t
project, b y the generous and impressive gesture
of presenting a m u s e u m of European art to one
of the great Asian countries.
T o do this, it would suffice for each
m e m b e r c o u n t r y of the Council of E u r o p e
(or P a r t y t o the European Cultural Convention)
t o m a k e available three t o five paintings from
the reserves of their national m u s e u m s ; one of
these should b e a w o r k of art of the highest
order, one or t w o of slightly less interest and the
others of m e d i u m importance.
W i t h such a contribution, it ought n o t
t o b e difficult for a c o m m i t t e e of art experts t o
c o m p o s e an exhibition which, in a succession
of r o o m s , would offer a representative survey of
the great periods of Western art.
S o m e period
pieces (furniture, curios and tapestries) w o u l d
help t o c o m p l e t e the special character of each
r o o m , w h i c h would have as its centrepiece a
painting . b y a great master.
In v i e w of the v e r y large number of
high-class canvases which form part of the
national heritage of the various E u r o p e a n countries only the great master w o u l d represent a
real sacrifice for each country—a sacrifice which
should be alleviated b y the fact t h a t each
c o u n t r y w o u l d select its gift from a m o n g the
works of a national artist of which it has a large
stock.
Moreover, a single R u b e n s , V a n Gogh
or M u n c h w o u l d b e of inestimable value in a
W e s t e r n art collection in Asia, whereas t h e y

are lost in Western collections where paintings
b y R u b e n s , V a n G o g h or M u n c h are n u m b e r e d
b y dozens.
If the C o m m i t t e e of Ministers a p p r o v e d
the idea of the gift of a E u r o p e a n art gallery
t o an Asian country, the following procedure
might be contemplated :

Si le Comité des Ministres approuvait
l'idée du don d'une galerie d'art e u r o p é e n à un
pays asiatique, la p r o c é d u r e suivante pourrait
être envisagée :
(i) E a c h m e m b e r c o u n t r y w o u l d b e invited t o
submit a list of works of art w h i c h it was prepared to offer for this p u r p o s e ; the list should
preferably include alternative offers.
(i) Chaque pays m e m b r e est invité à soumettre
une liste des objets d'art qu'il est disposé à
offrir pour cette o c c a s i o n ; cette liste devrait de
préférence inclure des offres alternatives.
(ii) The c o m m i t t e e of art experts w o u l d be
instructed t o prepare a plan for the " Gift
Museum " on the basis of the offers from the
various Governments.
(ii) Le c o m i t é des experts de musées est chargé
d'élaborer le plan du « M u s é e - D o n » sur la base
des offres des différents gouvernements.
(iii) U N E S C O w o u l d b e formally notified of the
results of this preparatory w o r k . The c o u n t r y
t o receive the " Gift Museum " w o u l d b e chosen
in agreement with U N E S C O .
(iii) L ' U N E S C O est formellement i n f o r m é e du
résultat de ces t r a v a u x préparatoires. En a c c o r d
avec l ' U N E S C O , le p a y s destinataire du « MuséeD o n » est choisi.
(iv) The negotiations should also cover the
question of the premises where the collection
w o u l d be housed and the question of transport
expenses. The following alternatives might
b e c o n t e m p l a t e d in c o n n e c t i o n with these t w o
problems :
(iv) Les négociations devraient é g a l e m e n t porter
sur la question des l o c a u x qui d e v r o n t abriter
la collection ainsi que celle des frais de transport.
Les alternatives suivantes p e u v e n t être envisagées pour les d e u x cas :
(a) T h e premises might either be provided b y the recipient c o u n t r y or b e erected at
the expense of the donors.
(a) Les l o c a u x sont mis à la disposition
par le pays destinataire ou doivent être construits aux frais des donateurs;
(b) The transport costs w o u l d b e part
of the gift, or w o u l d b e b o r n e b y the recipient,
or w o u l d be b o r n e b y U N E S C O .

du don ou sont endossés par le destinataire,
ou sont endossés par l ' U N È S C O .
