Une grande partie est cette fois-ci consacrée aux programmes de Coopération, en particulier dans les ICT et nanotechnologies, mais aussi dans les domaines de l'énergie et de l'environnement. L'ERC a également lancé récemment un nouvel appel d'offres pour ses prestigieux financements destinés aux jeunes chercheurs, qui ont entre deux et douze ans d'expérience après leur thèse. Il se décline en plusieurs sous appels avec une dotation budgétaire pour chacun précisée ci-après : Un appel en une étape "single-stage" : 160,5 million d’€. Un appel en deux étapes : "two-stage" : 498 M€, une première étape de soumission avec un projet de 5 pages maximum (+1 page décrivant le consortium et le budget) Un appel ERA-NET (coordination des politiques de recherche) : 44 M€, Thèmes concernés Energie; Activités générales; Santé; Alimentation, Agriculture et pêche, et Biotechnologies; Nano sciences, Nanotechnologies, Matériaux et Nouvelles technologies de production; Sciences socio-économiques et humaines, Transports (Aéronautique comprise) Les sujets et les modalités de financement correspondant à chacun des appels spécifiques Santé sont détaillés dans le tableau ci-dessous. A noter PME : Plusieurs sujets requièrent la participation active de PME dans le consortium, ce qui constituera un critère d’évaluation important lors de la sélection des projets. Coopération internationale : La participation de partenaires des pays tiers est possible voire obligatoire pour les SICA. Ce programme de travail 2011 comprend : - Un appel général (FP7-KBBE-2011-5) doté d'un budget d'environ 240 M€ et qui, pour des raisons techniques, a été divisé en deux parties ("CP-CSA" et "SME"). La date limite de soumission des propositions de l'appel général est fixée au 25 janvier 2011. L’évaluation s’effectuera en une seule étape. - D’autres appels: L’appel "The ocean of tomorrow" (FP7-OCEAN-2011) conjoint avec les Thèmes "Energie", "Environnement" et "Transports" (Budget 45M€ dont 14M€ pour la thématique). Guid’Europe n°107 31/44 Octobre 2010 Appels à propositions 7e PCRD Programme ‘Capacities’ 2011 Le programme spécifique "Capacités" a pour objectif d’optimiser l’utilisation et le développement des infrastructures de recherche, tout en renforçant les capacités d’innovation des PME et leur aptitude à tirer profit de la recherche. Le programme consiste également à favoriser le développement de groupements régionaux axés sur la recherche et à libérer le potentiel de recherche dans les régions de «convergence» et les régions ultrapériphériques de l’UE. Il permet aussi de lancer des actions et des mesures horizontales en faveur de la coopération internationale. L’objectif principal de COST est de stimuler des réseaux scientifiques nouveaux, innovateurs et interdisciplinaires en Europe, qui s’articulent autour de neuf domaines scientifiques et techniques: biomédecine et biosciences moléculaires, chimie et sciences et technologies moléculaires, science du système terrestre et gestion de l'environnement, alimentation et agriculture, forêts, produits et services forestiers, individus, société, culture et santé, technologies de l'information et de la télécommunication, matériaux, physique et nanosciences, transports et urbanisation. Dans ce cadre, un appel à propositions est ouvert en continu, avec 2 dates de collection des propositions par an. Les propositions sont évaluées en deux étapes. Cette annonce est intervenue à la veille de la publication de nombreux appels à propositions. Priorités du 3ème appel à projets "Innovative Medicines Initiative" (IMI) Les priorités scientifiques du 3ème appel à projets d’IMI viennent d’être publiées. Thématiques prévisionnelles : - 1. Cette initiative se concrétisera en premier lieu par des "partenariats de l'innovation" publics-privés visant à accélérer la mise sur le marché de produits et services novateurs. Cette initiative prévoit également une hausse des investissements en R&D à 3% du PIB pour combler les écarts avec les Etats-Unis et le Japon, et tenter d'inverser la fuite des cerveaux et d'attirer les meilleurs chercheurs mondiaux en Europe. Cette action pilote unique vise à assister les unités de recherche européennes en énergie pour établir ou renforcer la coopération à long terme, par l'échange de chercheurs pour de courtes durées entre l'Europe et les USA, et entre l'Europe et le Japon Le programme est très semblable au programme Marie Curie pour l’échange international de personnel de recherche (IRSES) lancé en 2008 : il peut avoir une durée maximale de quatre ans, tandis que la durée maximale des échanges individuels est un an. Ces séjours sont conçus pour permettre aux chercheurs : - de réaliser un projet de recherche individuel au sein d’un laboratoire d’accueil - de s’insérer dans des réseaux scientifiques français et européens - d’établir des coopérations durables entre leur institution d’origine et les établissements d’accueil. La durée de ces bourses de recherche est de 9 mois et le montant de l'allocation mensuelle destinée à couvrir les dépenses d'hébergement et de séjour est de 2 000 €. Les domaines de recherche répondant à ces objectifs sont l’éthologie, la psychologie, la neurobiologie, l’anthropologie, l’ethnologie, la paléontologie humaine et l’archéologie. Dans le cadre de ces activités, la Fondation FYSSEN attribuera des bourses d’études post-doctorales, d’un montant maximum de 35 000 €. Elles s’adressent aux jeunes chercheurs français et étrangers après post-doc, de moins de 35 ans pour les sciences biologiques et de moins de 40 ans pour les sciences humaines, de préférence titulaires d’un poste, qui s’établiront de façon indépendante en constituant autour d’eux une équipe de recherche afin de mener à bien une opération scientifique collective au sein d’une structure d’accueil en France dont l’activité entre dans les objectifs de la Fondation. Date limite : 29 octobre 2010 Pour en savoir plus http://www.fondation-fyssen.org Contact 01 42 97 53 16 Guid’Europe n°107 37/44 Octobre 2010 Formation-mobilité-international PUF - Financement de partenariats universitaires FR/USA Le Partner University Fund, établi en 2007 par l’Ambassade de France aux Etats-Unis, en partenariat avec la Fondation New-Yorkaise Face (French American Cultural Exchange), promeut des partenariats innovants et durables dans les domaines de la recherche et de l’enseignement supérieur (Master et au-delà) entre institutions françaises et américaines de haut niveau. Touchant aux disciplines les plus variées, des sciences de l’environnement aux affaires en passant par l’art, le fonds PUF soutient actuellement près de quarante partenariats. Il est conduit par un directeur exécutif, également chef du service universitaire au sein de l’ambassade de France à Washington DC. Grâce à des financements d’origine publique et privé, les projets soumis en 2010 dans le champ des humanités seront éligibles à un niveau de soutien accru. PUF pourra financer jusqu’à 60% du coût des projets, dans une limite de 160.000 USD annuellement. Respectivement, il pourra financer 30% et 80.000 USD pour les projets issus des autres champs disciplinaires. Les financements sont annuels et sont reconductibles trois années de suite. Ces collaborations prennent diverses formes le plus souvent complémentaires : recherche et publications, formations communes, double diplômes aux niveaux master et doctorat. Elles peuvent inclure différentes opportunités de mobilité à destination des étudiants, post-doctorants, professeurs et chercheurs.
