Patrice Ballester ABSTRACTS NUMBER 1 CULTURAL HERITAGE AND PLANNING MODELS SUBJECT: The role of the authorities and the civil society in the organization of the World Fairs and international exhibitions. Cases of Barcelona and Milan 1880-1929. This communication will enable us to give a progress report on the relations and the strategy of action of the policy and the civil society within the administrative and economic cultural microcosm which can include of the international average cities like Barcelona and Milan between 1880 and 1929. Quid of the organization and the planning of international exhibitions of second order in Spain and Italy to the XIX 2nd century end and XX 2nd century beginning? Of share their originality and characteristic and within the framework of a comparative study, between parallelism and complementarity, one will analyze the cases of exhibitions and their geneses for the towns of Barcelona and Milan. For Barcelona: The World Fair of Barcelona 1888 + exhibitions and fairs of Montjuich 1890-1929 + international exhibition of Barcelona 1929; for Milan: national exhibition of 1894 + international exhibition of Simplon1906 + triennial exhibition of Milan. An identification of the actors of the strategy and results of an action of urban policy in Barcelona and Milan, will enable us to realize of the similarities of actions concerning the organization of these true urban projects to whole share concerning of the jealous and envious cities to monopolize in their turn the manna of scientific and human progress brought by the Industrial Revolution. Who are these local, regional and national actors? What understand you by active forces of the nation? (the Chamber of Commerce, large industrialists, local scholars, political part, circle of philosophical, large thought or lower middle class, journalist, townplanners, artists, writers, clergy) Which strategies did they adopt? And does one have to speak about strategy planned in the long run or improvisation? Which were the scales of decision-makings? Wasn't the cultural and economic lobbying helped, was supported or quite simply relayed and saved by the political decision makers, at the time of difficulties major or unsuspected success? Another topic can be approached with knowing that of the motivations and the expected results of the organization of these exhibitions. The aspirations of the actors can be to classify in four main categories with knowing: the economic-business, ideological, teaching and philanthropic. All these questions will find a test of response in my communication at the time of the conference. An example, the case of Barcelona 1888: In 1885, a private contributor decides to organize a World Fair by means of ready-made units especially retained by the town hall of Barcelona. According to urban research, the idea of this transitory demonstration comes from Eugenio Serrano De Casanova, a former officer of Galicia. This one returned fascinated World Fairs of Paris, Vienna and Antwerp. It wants that such a spectacular event profits in Spain within the framework from an exhibition. Property developer, middle-classes of business and an ignited catalanism want the construction of such a project located in addition on the old site of the military citadel symbol of the supervision inhabitant of Madrid. Les cas de Barcelone et Milan 1880-1929. Cette communication va nous permettre de faire le point sur les relations et la stratégie d’action du politique et de la société civile au sein du microcosme culturel administratif et économique que peuvent englober des villes moyennes internationales comme Barcelone et Milan entre 1880 et 1929. Quid de l’organisation et de la planification d’expositions internationales de deuxième ordre en Espagne et en Italie à la fin du XIX è siècle et début du XX è siècle ? De part leur originalité et particularité et dans le cadre d’une étude comparative, entre parallélisme et complémentarité, on analysera les cas d’expositions et leurs genèses pour les villes de Barcelone et de Milan. Pour Barcelone : L’exposition universelle de Barcelone 1888 + expositions et foires de Montjuich 1890-1929 + exposition internationale de Barcelone 1929 ; pour Milan : exposition nationale de 1894 + exposition internationale du Simplon1906 + les expositions triennales de Milan. Une identification des acteurs de la stratégie et des résultats d’une action de politique urbaine à Barcelone et Milan, nous permettra de nous rendre compte des similitudes d’actions concernant l’organisation de ces véritables projets urbains à part entière concernant des villes jalouses et envieuses de s’accaparer à leur tour la manne du progrès scientifique et humain apporté par la Révolution Industrielle. Qui sont ces acteurs locaux, régionaux et nationaux ? Qu’entend t-on par forces vives de la nation ? (Chambre de commerce, grands industriels, érudits locaux, partie politique, cercle de pensée philosophique, grande ou petite bourgeoisie, journaliste, architectes urbanistes, artistes, écrivains, clergé) Quelles stratégies ont-ils adoptées ? Et doit-on parler de stratégie planifiée à long terme ou d’improvisation ? Quelles ont été les échelles de prises de décisions ? Le lobbying culturel et économique n’a t-il pas été aidé, appuyé ou tout simplement relayé et sauvé par les décideurs politiques au moment de difficultés majeurs ou de réussite insoupçonnée ? Un autre thème peut être abordé à savoir celui des motivations et des résultats espérés de l’organisation de ces expositions. Les aspirations des acteurs peuvent être classer en quatre grandes catégories à savoir : le but économique, idéologique, pédagogique et philanthropique. Toutes ces questions trouveront un essai de réponse dans ma communication lors du colloque. Un exemple, le cas de Barcelone 1888 : En 1885, des intervenants privés décident d’organiser une exposition universelle au moyen d’éléments préfabriqués spécialement retenus par la mairie de Barcelone. D’après des recherches urbaines, on doit l’idée de cette manifestation éphémère à un certain Eugenio Serrano De Casanova, un ancien officier de Galice. Celui-ci est revenu fasciné des expositions universelles de Paris, Vienne et Anvers. Il veut qu’un événement aussi spectaculaire bénéficie à l’Espagne dans le cadre d’une exposition. Promoteur immobilier, bourgeoisie d’affaire et un catalanisme enflammé veulent l’édification d’un tel projet situé de surcroît sur l’ancien emplacement de la citadelle militaire symbole de la tutelle madrilène. De Casanova est chargé de la planification de ce parc. Hélas, l’amateurisme et la légèreté de l’organisation vont amener les premiers édifices à s’écrouler.
