Parlement Européen :
l'Amarc affirme son engagement pour le pluralisme des médias et pour un accès au spectre
équitable, en analogique et en numérique.
A l'initiative de l'AMARC-Europe, more than 30 representatives of the community radio sector
gathered the 8th and 9th of May in Bruxelles in order to discuss and the radio digitalization switch
over. All the most important national federations and associations, confederations of community
radios at the European level attended the meeting. Representatives from Hungary, Poland, Czech
Republic, Sweden, Germany, UK, France, Spain, Ireland, Austria, Belgium, Netherlands, Basque
Countries have met the Members of the European Parliament in order to move forward in the
political lobby process to guarantee an equitable switch over for the community radio sector.
Le comité exécutif international de l'Amarc était représenté par Emmanuel Boutterin, viceprésident, qui a débattu en audition publique avec plusieurs parlementaires, dont Marie-Christine
Vergiat, …., Le vice-président de l'Amarc a salué la présence et la contribution de l'Association
européenne des radios commerciales locales, une « première » dans une réunion officielle
organisée par les radios communautaires.
Recognising that community radio is now a major part of the broadcasting landscape which
engages and reaches many millions of people across Europe and that these media are an
essential contributor to freedom of expression and access to information, the representatives of the
community radio sector within Europe called the European Union and its Member States:

To take account of the community radio sector in all relevant European policies including
those relating to media pluralism, information and communication technologies, the digital
dividend, and cultural, social and economic affairs.
To provide specific legal and regulatory conditions that foster the development of the community radio sector in analogue and digital environments.
To ensure the equitable allocation of broadcasting spectrum between public service, commercial and community broadcasting services on analogue and digital platforms.
To establish measures to provide public financial support to the sector including to assist
community radio services that seek to adapt to digital platforms.
To ensure that digital broadcasting technologies and laws allow community radios the right
to both own and operate their own transmission systems.
To ensure that the representative organizations of the community broadcasting sector at the
European level and in each Member State are systematically consulted on all relevant matters of European and Member State policy.
Emmanuel Boutterin a notament déclaré “la disparité de la situation de la radio associative et communautaire en Europe est siginificative : l'harmonisation des politiques européennes est rapide lorsqu'il s'agit d'autoriser des radios commerciales lucratives, et parfois les grandes radios confesionnelles, mais les états restent restrictifs en matière de liberté d'expression et de pluralisme des médias. Encore peu d'Etat mettent la radio communaiutaire a égalité avec les radios commerciales :
trop peu de fréquences, restriction de la puissance d'émission et pas de fonds publics. Pourtant,
les radios locales remplissent un rôle de service public sur leur territoire. Un travail qu'aucun autre
média ne fait” a-t-il ajouté.
The meeting represents a milestone towards a European political lobby for the digitalization switch
over in Europe, and Parliamentarians engaged their political groups to establish a road map, cooperation and strong linkages with the community radio movement.
Le vice président de l'Amarc a rappelé que les médias audiovisuel sur internet ne peuvent pas remplacer les radios locales par voie hertzienne : “la bande-passante de qualité audio est trés chère
pour les éditeurs et pour les auditeurs, et les providers profilent l'auditeur sans lui garantir l'anonymat” a-t-il dit “ La radio mobile est de mauvaise qualité audio, même avec la 4-G. Il est im-
pératif que le Parlement Européen recommande aux Etats d'assurer aux radios locales communautaire leur place sur le spectre, en AM, en FM, en Bande III et L, et contribuent financirement à
leur fonctionnement, comme aux Pays-Bas, en Irlande et en France” Emmanuel Boutterin a renouvellé l'engagement de l'Amarc au coté des radios locales de Hongrie, de Pologne et des pays de
l'Europe de l'Est.
