1 INTRODUCTION
1.1 WELCOME NOTE
It brings me great joy to say that our
team, for the fourth time in a row, will
invite to Latvia the fastest drivers from
all over Europe, in order to join the rally
festivity taking place in Liepāja.
Since last year, the port city of Liepāja
has transformed significantly, with the
most notable change being the new
concert hall Great Amber. We cannot
leave such an important object without
the attention it deserves, so a special
racing competition will take place next to and around the new building on Sunday afternoon. I
am confident that seeing rally cars racing through the streets will bring joy to the Liepāja locals,
whose city has a 50 year long history with rallying.
Each year, the technical side of rally takes a significant step forward. Rally Liepāja will hopefully
have entries from all the top European teams, and in the R2 class we can look forward to seeing
the one-litre turbo cars. This gives us an additional responsibility when planning the stages, as
they have to be both easy for the spectators to get to and challenging for the drivers.
A rally like this is possible only with the support of reliable and motivated partners, so I want to
say thank you for the support given to us by the Latvian government. In addition to that, I would
like to commend the responsiveness and involvement of Liepāja City Council and Kuldīga City in
preparing the rally.

1.2 ITINERARY
Rally Liepāja will consist of 12 special stages with a competitive distance of 210 km. The rally
will begin on Friday, 5th of February, with the qualifying stage, start position selection for priority
drivers and the ceremonial start of Rally Liepāja. Saturday, 6th of February, will have the first six
special stages around Kuldīga. On Sunday, 7th of February, six more stages will be run around
Liepāja, after which the competitors will return to Liepāja to tackle the special competition on
the streets of Liepāja – Great Amber. After the racing activities, everyone is welcome to newlybuilt Great Amber, where the awards ceremony will take place.

1.4 WELCOME TO LIEPĀJA!
Liepāja has been active in
promoting and organising rally
events for the last 50 years, and
has done so not only to increase
the popularity of rally and
continue its long rally traditions,
but also to strengthen the bond
between the locals.
The last year has been full of
achievements for Liepāja, with the
city taking a historically significant
step in its development – the new concert hall Great Amber has been opened, a modern airport
was built, and Liepāja has received the status of a resort town. There have also been successes
in sports, resulting in the city becoming the European city of Sport for 2016. However, sports is
not just about setting and fulfilling ambitious goals, it is also about togetherness and
collaboration.
That is why “collaboration” is a key term this year – collaboration among states and cities,
between the city council and it locals, between athletes and their coaches, neighbours, brothers
and sisters, husbands and wives. Even a great driver cannot win alone, it is necessary to have a
reliable co-driver, experienced coach and the support of family and fans. Everyone needs to know
that they are believed in and that they have access to support at all times – by working together,
we can achieve more and reach seemingly impossible goals.
I wish for everyone to meet the right partners to collaborate, progress, improve themselves, reach
better and better results, and achieve more!

The number of entrants is limited to 90 cars. If more than 90 entries are received, the Organiser
reserves the sole right to decide which entries among the non-priority drivers will be accepted.

The time for scrutineering will be published together with provisional starting order and will be
announced in rally web page.
Any delay at scrutineering will be penalized by 30 EUR for each 10 minutes delayed. If the delay
exceeds 30 min the crew will be reported to the Stewards.
All cars entering a place of Scrutineering must have tyres in conformity with Latvian Road traffic
regulations. Rally tyres with the studs are not allowed.

There will be an opportunity provided to connect to the electric switchboard in the service park.

8.3 PARTNERS ACTIVITIES IN THE SERVICE PARK
If you are interested to provide services or carry out any other activities at the service park, it
must be approved by organisers of Rally Liepāja. Please address all your questions and / or

Partners of the Eurosport Events have the opportunity to provide their services and / or to carry
out other activities free of charge.
Others interested in services and / or activities carried out in the service park will be charged in
amount of 500,00 euro.
9 OTHER INFORMATION TO COMPETITORS
9.1 TEST SESSIONS
Upon requested of competitors, there will be organised test sessions before Rally Liepāja. The
request, including information of length of the stage and desired time, has to been sent to
[email protected] no later than 15 January, 2016. The amount of test sessions is limited.
9.2 GARAGES
There will be limited number of heated garages available for the participants of Rally Liepāja
during a rally week. Request with the necessary space and size of garage, as well as the desired
time has to been sent to [email protected], no later than 15 January, 2016.
9.3 SPEEDING
Please note that from the moment when the crew has received GPS devices until the GPS
equipment will be handed over, the speed at which the crew drives the car on the public roads
will be fixed continuously! In the case of exceeding the maximum authorized speed, Clerk of the
Course will apply the appropriate penalty, in accordance with the regulations of the Rally Liepāja.

This regulation does not apply to the sports car speed during the rally in special stages.

11 RALLY CITY - LIEPĀJA
Liepāja is the third largest Latvian and the tenth largest Baltic city, located between the Baltic
Sea and Liepāja Lake, which are joined together via the Tirdzniecības canal. The city tram line
reaches all the way from Jaunliepāja to the Ezerkrasta neighbourhood, and it is the oldest tram
line in the Baltics, with Liepāja being one of just three Latvian cities that have trams as a mean
of public transportation.
Sea with the largest beach in the country, leisurely relaxation, beautiful nature and gorgeous
sunsets – these are just a few of the things that entice the Liepāja locals, visitors from other
Latvian cities and guests from all over Europe and other countries.
Liepāja is a tourist oriented city with a large added value, providing high quality services for
visitors with varying interests and needs. In 2013, Liepāja won the international EDEN “accessible
tourism” award for people with special needs, and was also named “European Destination of
Excellence in Latvia”.
The city is also rich with culture, art and sports traditions. Summers in Liepāja are filled with
events catering to everyone’s taste. Even in months when the sun is out for a shorter time, the
culture and art life in Liepāja is still alive and well, offering various exhibitions, expositions and

11.1 CONCERT HALL “GREAT AMBER”
At the basis of the architectural concept of the concert hall Great Amber, created by the excellent
Austrian architect Prof. Volker Giencke, lies amber – the symbol of Liepāja found at the coast of
the Baltic Sea. Thus, its architecture is a portrait of music, frozen in time and in amber.
The concert hall Great Amber comprises eight stories of 14’126m2. It has three concert halls –
the Great Hall with 1010 seats, the Chamber Hall with 200 seats and the Experimental Stage
with 150 seats, in addition to public events spaces Civita Nova, a coffee shop and a restaurant.
For the convenience of visitors, an information centre is open in the concert hall each day.
Working hours: from Monday to Saturday between 10:00 and 20:00, and from 10:00 to 15:00 on
Sundays. There, it is possible to buy tickets to shows, learn more about Liepāja and the concert
hall, buy books and souvenirs about architecture, art and culture, as well as reserve excursions
in Great Amber.

11.2 LIEPĀJA OLYMPIC CENTRE
Liepāja Olympic Centre (LOC) is state of the art multifunctional sports, culture and recreation
complexes. It consists of the Olympic Centre, containing halls catered to various sports and
culture events, the largest and most modern LOC Baseins&SPA centre in the Kurzeme region with
two pools and a relaxation zone, as well as the LOC Ledus HALLE (ice arena) which hosts hockey
games of various levels. Liepāja Olympic Centre also has five stadiums and a relaxation base
Draudzība. The centre gives every visitor an opportunity to be healthy, smiling and productive!
Liepāja Olympic Center welcomes you to enjoy the 25 m long 6-lane pool with 1.40 m and 2.10 m

16 USEFUL INFORMATION
16.1 CLIMATE
Latvia has a temperate, humid semi-continental climate that is characterized by warm summers,
freezing winters and frequently high levels of humidity and precipitation. Latvia's weather
conditions are influenced by the proximity of the Baltic Sea.
Weather conditions for the time of rally: temperature -5°C – -15°C with stable snow cover.
Though, the temperature might as well drop to -30°C. Please, ensure proper clothing.

16.2 TIME ZONE
Latvia is placed in the East European Time zone (EET).
To get the correct time, please add 1 hour to Central European Time (CET) and 2 hours to
Greenwich Mean Time (GMT).
16.3 ROAD RULES
From December 1 through March 1 all vehicles with allowable total weight of less than 3500 kg
must be equipped with winter tyres.
Observe local specific rules and specially speed limits.
Speed Limits: City 50km/h Highway 90km/h
Speed cameras might be in use.
Driver and all passengers have to wear their seat belts at all times.
Vehicle lights must be on all the time throughout the year / 24 hours a day.
Using or holding a mobile phone in your hand while driving is prohibited. Hands free accessories
are allowed to make and receive calls while driving.
To avoid parking fines, park only where it is permitted. Most cities have parking zones.
The Police can order breathalyser tests of drivers. The maximum permitted level of alcohol in
the bloodstream is 0,05%, for drivers with less than two years of drivers experience 0,02%.

The Pilot of the Helicopter must follow the current rules of Republic of Latvia regulating the air
traffic. Rules of Latvian Rally Regulations that refer to the service and crew personnel action
during the rally also have to be followed. Helicopters are allowed to land during the rally in
places which are previously coordinated with the Organiser. Helicopters are not allowed to land
in places which are nearer than 100 m from any marshal points in the rally route.
By submitting this application to the Organiser of the Rally Liepāja hereby confirm that
